Abstract
Digital transformation in industrial enterprises depends not only on technology adoption but also on the organizational capabilities, employee practices, and cultural conditions that enable technology to be used effectively. This article develops a conceptual monitoring framework for evaluating strategic digital organizational culture development. Drawing on established literature on organizational culture, digital transformation, strategic performance measurement, employee engagement, and organizational learning, the framework integrates five dimensions: digital competencies, employee engagement and change readiness, access to and usability of digital tools, knowledge sharing, and achievement of digital transformation objectives. The study uses a structured conceptual synthesis to connect strategic priorities, implementation mechanisms, measurable indicators, periodic review, and corrective action. It proposes an indicator matrix and a monitoring cycle that organizations can adapt to their context. The framework is not presented as an empirically validated instrument; rather, it provides a transparent design for subsequent piloting and validation at enterprise level. Its contribution lies in linking cultural development activities with observable indicators and a feedback process for managerial decision-making. The article concludes with implementation guidance and a research agenda focused on indicator validity, feasibility, and the relationship between cultural change and organizational outcomes.
