Abstract
Tuberculosis (TB) remains a serious public health problem in Pekanbaru City. The high number of TB cases has prompted the local government to implement a TB control policy through Pekanbaru Mayor Regulation Number 30 of 2023. This study aims to analyze the implementation of the tuberculosis control policy in Pekanbaru City using the George C. Edward III policy implementation model, which includes aspects of communication, resources, disposition, and bureaucratic structure. The findings of this study indicate that the implementation of the tuberculosis control policy in Pekanbaru City has generally been proceeding as intended; however, its implementation remains suboptimal. In terms of communication, the transmission process, clarity, and consistency of information have been implemented through various media such as official letters, WhatsApp, Zoom Meetings, and the Tuberculosis Information System (SITB), allowing for effective coordination between program implementers. In terms of resources, the availability of health workers, cadres, and supporting communities is considered adequate, although there are still disparities in the number of personnel in some health facilities. In addition, supporting facilities such as anti-tuberculosis drugs, laboratories, diagnostic tools, and the SITB have supported program implementation. The disposition of implementers demonstrates a strong commitment to program implementation, while the bureaucratic structure is supported by clear standard operating procedures (SOPs) and integrated cross-sector coordination. However, this study also identified several obstacles, such as low patient compliance with treatment, persistent public stigma against TB, limited staffing in some health facilities, and uneven community outreach. Therefore, strengthening public education, increasing human resource capacity, and optimizing cross-sector coordination are necessary to support the achievement of the tuberculosis elimination target in Pekanbaru City.
