Abstract
This research is motivated by the suboptimal implementation of good governance principles in public services at the village level, which influences public perceptions of the performance of government officials. The purpose of this study is to analyze public perceptions of the implementation of the principles of accountability, transparency, openness, and the rule of law in public services in Gurinda Jaya Village, Merauke Regency, and to identify supporting and inhibiting factors. This study used a qualitative approach with a descriptive approach through observation, in-depth interviews, and documentation of village officials and community service users. The results indicate that the implementation of good governance principles has not been optimal, characterized by discrepancies in service delivery times with established standards, limited public understanding of service information, inconsistent transparency practices, and an unfulfilled sense of justice and legal certainty in public services. The study's conclusion confirms that strengthening apparatus capacity, improving discipline and integrity, and strengthening village government commitment and community participation are important implications for realizing more effective and accountable village governance.
