This research is descriptive describing and analyzing collected data during the research with qualitative approach. The researcher made Mrs. Nurmalia Puspitarini as interviewee and main informant from BCA side; she is the Head of Service BCA Sumenep. The interviewee was chosen because she knows directly the strategy of employees quality development which is done by BCA. The result shows that the strategy of employees’ quality development of BCA Sumenep is done through training and education method. Training and education programs were done by on the job training, pre-service education and coaching, and also off the job training, regular training, e-learning, smartsolution reward program, video-based training, worklife balance, community of practice, and service dialogue. Coaching program, e-learning and regular training succeed to increase the employees’ quality and work rate. This study used a qualitative approach to the type of case study, which research is carried out at SD Islam Permata Mojosari. Data collection is done using techniques: interviews, observation, and documentation. While the data obtained were analyzed through several stages namely: Condensation, data display, and verification of conclusions as well as checking the validity of the data. This research aims to reveal the challenges and opportunities as well as strategies in developing human resources at Annur Fatmah Trawas Vocational School, Mojokerto. This research uses a qualitative approach with data collection techniques through interviews, documentation and observation. The data sources used were school principals, teaching staff and educational staff at Annur Fatmah Trawas Vocational School, Mojokerto. The research results show that there are challenges faced in implementing inservice training such as lack of motivation, limited time, and lack of preparation. However, there are also opportunities that can be utilized, such as support from superiors, competent presenters and supporting facilities. Apart from participating in training at school, teaching and education staff also carry out informal self-development. The human resource development process through the inservice training program is carried out in several steps, namely identifying needs, program design, program implementation and evaluation. In this way, teaching and education staff experience benefits such as increasing insight, abilities, skills, and increasing adaptability. So that the inservice training program provides real benefits, which have an important role in improving the quality of education.

This research aims to analyze the influence of satisfaction, trust and ease of use on customer loyalty in the Shopee marketplace in Dwikora sub-district, Medan Helvetia sub-district. This type of quantitative research with the independent variables used in this research is satisfaction, trust and ease of use and the dependent variable used is customer loyalty. The population used in this research is all people in Medan Helvetia sub-district. This research took samples using a purposive sampling method and there were 100 respondents who were deemed worthy of being research criteria. The research results show that partially and simultaneously satisfaction, trust and ease of use have a significant positive effect on customer loyalty.

The students implemented six main programs: establishing a reading corner; collaborating with the integrated health post (Posyandu) through elderly exercise, nutrition education, and supplementary feeding; renovating and organizing the village maternity post (Polindes); conducting greening and community clean-up activities at schools and the village; organizing the 17th August 2025 Independence Day celebration; and developing MSMEs based on egg-laying ducks into salted eggs and salted egg crackers. Methods employed included participatory observation, socialization, mentoring, hands-on practice, and active participation in socio-cultural activities. Evaluation was conducted through discussions with partners, field notes, and visual documentation. The results showed an improvement in literacy, the establishment of healthy habits among children and the elderly, a greener environment, successful organization of the Independence Day celebration, and increased economic value of local MSMEs. The program also enhanced students’ soft skills and strengthened synergy among students, villagers, and village officials, thus providing a positive impact on the community capacity of Buatan I Village.

nstitutional and structural challenges in developing an effective and integrated fire control system. This study aims to analyze the implementation of forest and land fire control policies and identify factors influencing their effectiveness. A qualitative descriptive approach was employed through in-depth interviews, field observations, and document analysis. The study applies Edward III’s policy implementation framework focusing on communication, resources, disposition, and bureaucratic structure. The findings indicate that although the regulatory framework is adequate, implementation remains constrained by limited resources, suboptimal inter-agency coordination, and low public awareness. Compared to provinces such as Riau and Central Kalimantan, South Papua is still in the institutional strengthening phase. This study proposes a collaborative and community-based preventive approach rooted in local wisdom as a long-term strategy for sustainable fire management.

retically grounded in Amirullah’s (2017) leadership framework, which emphasizes leader–member relations, task structure, and position power, and Sariani’s (2020) motivation theory, focusing on educational background, personal expectations, and job satisfaction. A qualitative descriptive approach was employed to capture in-depth perspectives on leadership practices and motivational dynamics within a newly established provincial government organization. Data were collected through observations, in-depth interviews, and document analysis. A total of 22 informants, comprising senior officials, section heads, and staff members, were purposively selected based on their institutional roles and direct involvement in organizational processes. The findings indicate that leadership style significantly influences employees’ work motivation. Effective leadership is reflected in open and transparent communication, participatory decision-making, clear task delegation, consistent supervision, and fair recognition of employee performance. Moreover, job satisfaction, clarity of work roles, coordination across organizational units, availability of work facilities, and opportunities for capacity building emerged as critical supporting factors in sustaining motivation. The study concludes that a communicative, participative, and supportive leadership style is essential for strengthening work motivation and improving organizational effectiveness in public sector institutions, particularly within developing regional government contexts.

Innovation in various aspects of the value chain, such as productivity improvement through agricultural technology, processing efficiency, and product diversification based on palm oil, is a key factor in enhancing the industry's competitiveness. This study aims to analyze the role of innovation in the palm oil industry value chain in Merauke Regency by identifying the types of innovations applied and the factors that support or hinder their adoption. The research employs a qualitative approach, using data collection techniques such as in-depth interviews, observations, and document studies. The findings indicate that upstream sector innovations, such as the use of superior seedlings and digital plantation management, have improved productivity and efficiency. Meanwhile, downstream innovations in palm oil processing and value-added product diversification still face challenges, particularly in infrastructure and regulatory aspects. The study's implications suggest that optimizing innovation in the palm oil value chain requires more adaptive policies, increased investment in research and development, and capacity building for human resources. Thus, innovation can serve as a driving force in creating a more competitive, sustainable palm oil industry that contributes to local economic development in Merauke Regency.
