This study aims to compare the Weighted Moving Average and Single Exponential Smoothing algorithms in forecasting room reservations at Raz Hotel and Convention Medan using historical data from January 2025 to May 2026. The research method consisted of data collection, forecasting using both algorithms, and accuracy evaluation through Mean Absolute Deviation, Mean Squared Error, and Mean Absolute Percentage Error. The results indicate that the Single Exponential Smoothing algorithm achieved a Mean Absolute Percentage Error of 15.24%, which is lower than the 15.63% obtained by the Weighted Moving Average algorithm. Furthermore, the Single Exponential Smoothing algorithm predicted 835.90 room reservations for June 2026. Therefore, it can be concluded that the Single Exponential Smoothing algorithm provides better forecasting accuracy and is more suitable for predicting room reservations at Raz Hotel and Convention Medan.

The data collection technique uses a performance test in writing a book review. Based on the research results, at the pretest the average score obtained was 66.1 and at the posttest 90.31. The significant value obtained is greater than ttable, namely tcount > ttable, namely 80.7>1.68 and 80.7>2.41. This proves that Ho is rejected and Ha is accepted, namely that there is a significant influence from the use of the Group Investigation model on the ability to write book reviews in class.

mentation of the Regulation of the Minister of Home Affairs Number 72 of 2022 in Merauke Regency and to identify the factors inhibiting its implementation in the region. This study applies Edward C. III’s policy implementation theory and uses a qualitative research approach through in-depth interviews with 16 informants to explore their meanings, perceptions, and understandings. A semi-structured interview approach was employed to enable the researcher to obtain flexible yet focused data, as stated by Prof. Dr. Lexy J. Moleong (2014). The study utilized an interactive data analysis technique consisting of data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that the implementation of the Digital Population Identity (IKD) policy in Merauke Regency has been carried out in accordance with directives from the central government through a tiered and continuous communication mechanism. However, its implementation has not yet been optimal at the regional level. The main obstacles include limited socialization, low understanding and acceptance of the policy among implementers, the absence of specific Standard Operating Procedures (SOPs) for IKD, and the lack of motivation, commitment, and integrity of human resources, ICT infrastructure, and budgetary support. In addition, the social, economic, cultural, and geographical conditions of the community also hinder the utilization of IKD, resulting in its limited use and the continued dominance of physical population documents. The findings of this study emphasize the need to strengthen communication aspects, resources, implementers’ commitment, and policy adjustments to local conditions in order to achieve the objectives of the IKD policy effectively and equitably.

ng number of SKTM applications each year, which has not been matched by optimal service quality improvements. This study employs a qualitative method with a descriptive approach. Data collection techniques include observation, interviews, and documentation involving 11 informants consisting of village officials and community members. The results show that, in general, the SKTM service at Karang Indah Village Office is relatively effective, particularly in terms of procedures and costs, which are simple, transparent, and free of charge. The service completion time is also relatively fast, often completed within one working day. However, several challenges still affect service effectiveness, such as inconsistencies in procedural implementation, limited facilities and infrastructure, manual administrative systems, and insufficient public awareness regarding the requirements for obtaining SKTM. Additionally, coordination between neighborhood units (RT) and the village office remains suboptimal, potentially causing service delays. This study concludes that the effectiveness of SKTM service delivery in Karang Indah Village needs improvement through digital service innovation, capacity building for administrative staff, and strengthening supervision and public outreach.

is increasingly crucial in promoting digital literacy to enhance access, understanding, and utilization of information technology among communities. This study aims to examine and optimize the role of KIM in improving digital literacy in Merauke Regency. A qualitative approach was employed, using data collection techniques such as observation, in-depth interviews, and document analysis with several active KIM groups in Merauke. The results show that although KIM holds great potential as agents of digital literacy, limitations in human resource capacity, technological infrastructure, and lack of training are the main challenges. Therefore, optimizing the role of KIM requires regular training, cross-sector collaboration, and regulatory and budgetary support from the local government. Thus, KIM can become key drivers in building an inclusive and competitive digital society in Merauke.

The results of the study indicate that Tof-Tof Village has strengths in the form of potential natural resources and strong social cohesion, but faces weaknesses such as limited basic infrastructure and village apparatus capacity. Development opportunities come from the support of Papua's special autonomy policy and partnerships with external institutions, while threats include geographical isolation and dependence on external assistance. The conclusion of this study shows the need for participatory and adaptive strategic planning in facing the dynamics of sustainable village development.

This study aims to analyze the role of innovation in the palm oil industry value chain in Merauke Regency by identifying the types of innovations applied and the factors that support or hinder their adoption. The research employs a qualitative approach, using data collection techniques such as in-depth interviews, observations, and document studies. The findings indicate that upstream sector innovations, such as the use of superior seedlings and digital plantation management, have improved productivity and efficiency. Meanwhile, downstream innovations in palm oil processing and value-added product diversification still face challenges, particularly in infrastructure and regulatory aspects. The study's implications suggest that optimizing innovation in the palm oil value chain requires more adaptive policies, increased investment in research and development, and capacity building for human resources. Thus, innovation can serve as a driving force in creating a more competitive, sustainable palm oil industry that contributes to local economic development in Merauke Regency.

However, several challenges were identified, such as limited human resources, uneven technological infrastructure, and low community participation in certain activities. Therefore, strategic measures are needed, including enhancing the capacity of KIM members, expanding access to information technology, and optimizing synergy between local government, local communities, and other stakeholders. The research method used is a qualitative approach with in-depth interviews conducted with key informants, including policy implementers, PKH assistants, and beneficiaries. The findings indicate that the PKH policy's objectives are well understood by the target community, but there are challenges related to uneven aid distribution, leading to social injustice among more vulnerable groups. The available resources, while adequate, have not been optimally utilized to reach all impoverished communities, especially those in remote areas. The characteristics of the implementing organization show good coordination, but improvements are needed in transparency and communication with the public, particularly those not registered as beneficiaries. The professional and empathetic attitude of the implementers greatly supports the program's success, although there are shortcomings in communication and outreach to the general public. The economic, social, and political environment plays a significant role in the successful implementation of PKH, with challenges such as social jealousy and local political factors affecting aid distribution. Therefore, it is recommended to enhance transparency in the data collection and aid distribution processes, strengthen the capacity of social assistants, and expand outreach efforts to ensure that the PKH program is more equitable and effective in achieving its goals.
