commitment and its theoretical implications for organizational success. The study analyzes
various theoretical models of employee commitment, identifying key constructs and their
interrelationships. The analysis reveals that employee commitment is conceptualized through
multiple theoretical lenses, including social exchange theory, organizational support theory, and
the job demands-resources model. This paper contributes to the academic discourse by proposing
an integrated theoretical framework for understanding and developing employee commitment,
considering both individual psychological factors and organizational contextual elements.
This study examines the evolution of employee commitment concepts within the modern business

This research involved interviews with MSME owners and related staff, direct observation in the employee selection process, as well as literature studies to gain an in-depth understanding of the concepts and applications of the AHP Method in the context of employee selection. The researcher made Mrs. Nurmalia Puspitarini as interviewee and main informant from BCA side; she is the Head of Service BCA Sumenep. The interviewee was chosen because she knows directly the strategy of employees quality development which is done by BCA. The result shows that the strategy of employees’ quality development of BCA Sumenep is done through training and education method. Training and education programs were done by on the job training, pre-service education and coaching, and also off the job training, regular training, e-learning, smartsolution reward program, video-based training, worklife balance, community of practice, and service dialogue. cted through observation, in-depth interviews, and documentation involving 11 informants consisting of leaders and staff members. The findings indicate that HR quality plays a significant role in determining the effectiveness of public service delivery. In terms of competence, employees are generally capable of performing routine tasks; however, their mastery of digital technology remains limited. Professionalism is considered adequate but not yet optimal due to limited human resources and high workloads. Employees’ adaptability to technological and organizational changes varies among individuals. HR development programs have been implemented through training, but they are not yet systematic or evenly distributed. Meanwhile, employee motivation and job satisfaction are relatively good, although still influenced by limited facilities and reward systems. Overall, improving public service effectiveness at LPP RRI Merauke requires strengthening competencies, professionalism, adaptability, and sustainable, needs-based HR development strategies.
