In contrast, empiricism emphasizes that knowledge arises from sensory experience, as articulated by John Locke, George Berkeley, and David Hume. Although these views are often considered opposing, Immanuel Kant attempted to bridge the gap by proposing that knowledge is the result of the interaction between reason and experience. In the context of modern science, both rationalism and empiricism are no longer viewed as separate poles but rather as complementary, especially in fields such as artificial intelligence and neurobiology. This article demonstrates that the synthesis of rationalism and empiricism provides a more holistic understanding of human knowledge, which is highly relevant to the advancement of science and technology in the modern era. The lack of use of appropriate catfish cultivation technology and the use of commercial feed has an impact on the low production of fish seeds produced. Apart from that, there has been no effort to treat waste water which has the potential to have a negative impact on the surrounding environment. For this reason, community service (PPM) is carried out, which applies lecture materials, research and publications that have been carried out by the proposing team in the form of application of biofloc technology, making liquid fertilizer and cultivating herbal plants. The aim and benefits of carrying out this activity are to develop the catfish cultivation business, increase seed production, utilize waste water from catfish rearing media into liquid fertilizer products that can be used to develop herbal plant cultivation which will ultimately increase the income of cultivators at UPR Doa Mandeh. The activity model is in the form of empowerment, development and assistance which is implemented using counseling, training and technical/production assistance methods. The results of this activity are high survival and growth rates for catfish, water quality is in the optimal range, and the richness of nutrients in wastewater from the biofloc system can be used as liquid fertilizer for herbal plants.

Therefore the proponent team from the Indonesian Maritime Academy College in Medan proposed community service activities in the form of training and mentoring for target partners to provide scientific education along with the assistance of partner education facilities. The results of this activity are published in scientific journals, electronic mass media. In addition, the activity videos and the improvement of the knowledge and skills of partner HR are outcomes of this activity. The lecture and demonstration methods used in the process provide an understanding of the use of shipping safety equipment. The practice method is directly used to skill in using shipping safety equipment, of course, with the assistance of the proposing team. Observation method is done to observe the ability of partners both during the activity process and afterwards. Observation after the activity is intended to determine the impact of the activities that have been carried out.

Abstrak: Terjadinya kembali musibah kecelakaan kapal saat berlayar di Danau Toba menunjukkan bahwa standar operasional prosedur (SOP) persoalan keselamatan dan keamanan, yang selanjutnya baru diikuti dengan aspek biaya yang terjangkau, kecepatan dan ketepatan waktu, serta aspek kenyamanan belum dilaksanakan secara efektif dan maksimal. Oleh sebab itu tim pengusul yang berasal dari Perguruan Tinggi Akademi Maritim Indonesia Medan mengusulkan kegiatan pengabdian kepada masyarakat dalam bentuk pelatihan dan pendampingan terhadap mitra sasaran untuk memberikan edukasi ilmiah disertai dengan adanya bantuan sarana edukasi mitra. Hasil dari kegiatan ini dipublikasikan di jurnal ilmiah, media massa elektronik. Selain itu video kegiatan serta peningkatan pengetahuan dan keterampilan SDM mitra merupakan luaran dari kegiatan ini. Metode ceramah dan demonstrasi digunakan dalam proses memberikan pemahaman mengenai penggunaan peralatan keselamatan pelayaran. Metode praktik langsung digunakan untuk keterampilan menggunakan peralatan keselamatan pelayaran tentunya dengan pendampingan tim pengusul. Metode observasi dilakukan untuk mengamati kemampuan mitra baik selama proses kegiatan maupun sesudahnya. Evaluasi sesudah kegiatan ditujukan untuk mengetahui dampak dari kegiatan yang telah dilaksanakan.

Abstrak: Kenaikan pangkat merupakan salah satu bentuk penghargaan yang diberikan kepada Pegawai Negeri Sipil atas prestasi kerja yang bersangkutan terhadap Negara dan sesuai dengan jabatan dan golongannya. Proses pengusulan kenaikan pangkat di Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Kabupaten Asahan saat ini berjalan secara manual, yaitu dengan memasukkan dokumen fisik sesuai syarat untuk kenaikan pangkat. Dalam hal ini, pengusulan kenaikan pangkat yang masih berjalan secara manual dengan menggunakan dokumen fisik tentunya mempersulit proses pengelolan dan terjadinya penumpukan dokumen. Oleh sebab itu, pemanfaatan MySQL sebagai database management dan PHP sebagai bahasa pemrograman akan menghasilkan sebuah sistem informasi pengusulan kenaikan pangkat Pegawai Negeri Sipil di Dinas PUPR Kabupaten Asahan berbasis web dan internet yang memberikan fitur upload dokumen usulan berupa softcopy.
