Indonesia's response strategy focuses on river normalization and drainage infrastructure, while the Philippines implements a National Disaster Risk Reduction and Management Plan that covers prevention, preparedness, and rehabilitation. Despite these efforts, challenges such as urbanization and land acquisition still hamper the effectiveness of flood management. Recommendations include improving infrastructure, sustainable spatial planning, and community education.

ANALYSIS OF COMPETING INTERESTS IN THE KARTU PETANI BERJAYA POLICY FOR SUSTAINABLE COMMUNITY AGRICULTURAL DEVELOPMENT IN LAMPUNG PROVINCE

Riky Fernando, Muhammad Ibnu, Helvi Yanfika, Kordiyana K. Rangga, Indah Listiana
Abstract: This study analyzes the competing interests within the Kartu Petani Berjaya (KPB) policy as part of efforts to promote sustainable community-based agricultural development in Lampung Province. The KPB program was launched… d with the goal of improving farmers' welfare through digitally integrated agricultural services. However, initial observations indicate resistance from some farmers and signs of political interest dominance in both the formulation and implementation processes. The study aims to identify the political motives behind the policy, the sustainability of the program, farmers' literacy regarding the E-KPB system, and the extent to which the program empowers farmers and engages stakeholders. Using a descriptive qualitative approach with thematic analysis and source triangulation techniques, data were collected through in-depth interviews with academics and government officials, as well as document studies. The findings reveal that the dominance of regional leaders in decision-making has led to a program orientation that is more symbolic and electoral in nature. The dynamics of competing interests emerge both vertically and horizontally, resulting in weak coordination and reduced policy effectiveness. The transition from KPB to E-KPB has also shifted the program’s focus and reduced its tangible benefits for farmers. The study recommends strengthening multi-stakeholder collaborative governance in agricultural policy, reevaluating the structure of the E-KPB system, and actively involving academics and farmer associations. These findings contribute theoretically to the study of public policy and policy framing, and practically to improving the implementation of programs based on the real needs of farming communities.

PARADIGM AND RATIONALITY: CRITICAL REVIEW OF THE THOUGHTS OF THOMAS KUHN AND IBNU RUSYD

Lalu Ibnurusd Al Hafied
Abstract: This article critically examines the thoughts of Thomas Kuhn and Ibn Rushd in order to understand the epistemological structure and dynamics of science, by highlighting two fundamental concepts: paradigm and rationality.… Thomas Kuhn, through his theory of scientific revolutions , argued that the development of science does not occur linearly and cumulatively, but rather through paradigm leaps triggered by internal crises in the scientific community and resolved through collective consensus. On the other hand, Ibn Rushd, as a representative of rationalist philosophers in the classical Islamic thought treasury, places reason and logic as universal epistemic foundations in revealing scientific truth, and firmly rejects the dominance of theological authority that hinders freedom of thought. This study reveals that although both come from different traditions and historical contexts, there is a common ground in the critical attitude towards intellectual stagnation and the drive to open up space for renewal of thought. However, epistemologically, both show sharp divergences: Kuhn is based on contextual paradigmatic relativism, while Ibn Rushd is rooted in transhistorical rational objectivism. Using a comparative-philosophical approach, this article concludes that a critical synthesis of the two views can enrich contemporary discourse on the foundations and direction of the development of science.

Tampubolon, Sutar Oktaviana, Sihombing , Vera Ironita Christiani, Sirait , Syarif Hussein, Purba, Yunika Eka Prasetia br, Damanik, Kristin Suriani br
Abstract: Clean and healthy community that must be practiced continuously so that it becomes a habitual pattern. Living a clean and healthy lifestyle must be done wherever we are. Moreover, nowadays, children living behavior (PHBS)… ) is an action or activity carried out by a person or are lazy about maintaining cleanliness, for example washing their hands before eating, brushing their teeth before sleeping and so on. Children have more potential to imitate adult behavior, rather than carrying out commands (voices) or instructions from adults. Adults must practice clean and healthy living behavior continuously (consistent) and correctly, both at home and outside the home. That way, children will have a pattern of clean and healthy living behavior that will be practiced throughout their lives. The problem with students at SDN 106168 is that there are still students who snack randomly, throw rubbish out of place, during breaks students play under the hot sun so they sweat and smell like sweat, and they don't wash their hands after playing or doing activities outside the classroom. Thus, we as proponents want to provide socialization activities on the benefits and disadvantages of clean and healthy living behavior efforts. It is hoped that this activity can provide benefits for students in increasing their enthusiasm for learning.
