RELIGIOUS MODERATION IN PUBLIC SERVICE POLICY: BRIDGING BUREAUCRATIC NEUTRALITY AND SOCIAL HARMONY IN INDONESIA

Abstract: Religious moderation serves as a fundamental principle in the context of public service in Indonesia, where religious, cultural, and ethnic diversity demands fair, inclusive, and civilized governance. This study aims to… analyze the role of religious moderation in public service policy in Indonesia, particularly in bridging the relationship between bureaucratic neutrality and social harmony within a multicultural society. To date, studies on religious moderation have largely focused on education and interfaith dialogue, while the dimensions of public policy and bureaucratic culture remain underexplored. Using a qualitative approach through policy analysis and literature review, this research examines how the values of religious moderation tawasuth (balance), tasamuh (tolerance), ‘adl (justice), and musawah (equality) can be integrated into an inclusive, fair, and ethical public service system. The findings indicate that the internalization of moderation values within public policy can strengthen governmental ethics, enhance public trust, and reinforce social cohesion amid diversity. This study also proposes a conceptual model called Moderation-Based Public Service Governance (MBPSG) as a new framework for public service management grounded in the values of religious moderation, balancing administrative efficiency with social justice.

THE EFFICACY AND SAFETY OF A POLYPILL (ANTIHYPERTENSIVE, STATIN, ± ASPIRIN) FOR THE PRIMARY PREVENTION OF MAJOR ADVERSE CARDIOVASCULAR EVENTS: A SYSTEMATIC REVIEW AND META-ANALYSIS

Abstract: Background: Cardiovascular disease (CVD) continues to be the predominant cause of global mortality. Polypill techniques that integrate various cardiovascular drugs into a single formulation have emerged as a potential method&#8230; thod for primary prevention, especially in intermediate-risk populations. Objective: To systematically review and synthesize evidence regarding the efficacy and safety of polypill formulations (comprising antihypertensive medications, statins, with or without aspirin) in comparison to standard care or placebo for the primary prevention of major adverse cardiovascular events (MACE) in intermediate-risk populations. Methods: We conducted systematic review and meta-analysis in accordance with PRISMA 2020 standards (Systematic Review Registration: PROSPERO CRD420251184718). Various databases (PubMed, Cochrane Library, ScienceDirect, Scopus) were examined for original research published from January 2015 to October 2024. Studies were eligible if they assessed polypill therapies in individuals aged 30 to 70 years with intermediate cardiovascular risk (10-20% 10-year risk), reported composite major adverse cardiovascular events (MACE) outcomes, and included a minimum follow-up of 6 months. Two independent reviewers conducted screening, data extraction, and risk of bias evaluation utilizing the Cochrane RoB 2.0 tool. Results: Of the 161 records discovered, 4 randomized controlled studies (HOPE-3, TIPS-3, PolyIran, PolyPars) with 31,501 people fulfilled the inclusion criteria. Polypill therapies showed a substantial decrease in composite MACE relative to control groups (pooled HR 0.67 (95% CI 0.60-0.75, p<0.001). Individual trial hazard ratios varied from 0.50 (PolyPars) to 0.66 (PolyIran) and 0.79 (TIPS-3) with moderate heterogeneity (I²=35.2%, p=0.20). Polypills were generally well- tolerated, with a safety profile consistent with the individual components. Medication adherence was enhanced with the polypill in comparison to multiple-pill regimens. Conclusions: Polypill techniques markedly reduce major adverse cardiovascular events (MACE) in intermediate-risk patients for primary cardiovascular prevention, achieving around a 33% relative risk reduction. The fixed-dose combination strategy provides benefits in compliance and ease of use. These findings hold significant implications for healthcare systems in low-to- middle-income nations, such as Indonesia, where the burden of cardiovascular disease is substantial and access to long-term cardiovascular drugs is frequently hindered by cost and complexity.

THE UTILIZATION OF PROJECT MANAGEMENT TOOLS IN IMPROVING EMPLOYEE PERFORMANCE AT PT TELKOM INDONESIA

Abstract: PT Telkom Indonesia, as the largest telecommunications company in Indonesia, has implemented Jira within its Digital Business and Technology Division as a primary project management tool to support collaboration, task organization,&#8230; ganization, and project monitoring. This study focuses on three key independent variables individual competence, organizational culture, and training and development which are considered essential elements in improving human resource quality. These factors directly influence team capability as a mediating variable, which in turn affects employee performance as the dependent variable. The research was conducted through a survey of 146 respondents from the Digital Business and Technology Division of PT Telkom Indonesia. The findings are expected to provide strategic insights for optimizing the use of project management tools to enhance employee performance, ensuring that their implementation aligns with team characteristics, organizational culture, and technical readiness.

RAILWAY MODERNIZATION IN INDONESIA: A COMPARATIVE STUDY OF FOUR COUNTRIES AND ITS POLICY IMPLICATIONS

Abstract: This study examines structural and spatial gaps in Indonesia’s railway network through a comparative analysis with Japan, India, the Philippines, and Uzbekistan, aiming to formulate adaptive, efficient, and sustainable railway&#8230; railway modernization strategies. Using a qualitative descriptive-comparative approach grounded in pragmatism, the research emphasizes the policy relevance of global best practices adapted to Indonesia’s context. Lessons from Japan and India highlight network integration, business diversification, and logistics efficiency, while the Philippines and Uzbekistan demonstrate the importance of adaptive governance, technological innovation, and institutional reform in strengthening interregional connectivity. In Indonesia, modernization should integrate the roles of PT Kereta Api Indonesia (KAI), the Directorate General of Railways, and local governments to enhance connectivity, improve logistics efficiency, and promote equitable regional development. These findings provide a conceptual and managerial reference for designing inclusive, adaptive, and equitable national public transport policies.

FACTORS INFLUENCING THE ATTITUDES AND DECISIONS OF LOWER CLASS COMMUNITIES IN USING ISLAMIC BANK MOBILE BANKING

Abstract: This study aims to analyze the factors influencing the attitudes and decisions of lower-class communities in adopting Islamic bank mobile banking services, with a specific focus on the BSI Mobile application. The research&#8230; h applies the Technology Acceptance Model (TAM) developed by Davis (1989), emphasizing two key constructs—perceived ease of use and perceived usefulness—as determinants of users’ attitudes and decisions. The study employs a quantitative approach using a survey method involving 100 lower-class customers of Bank Syariah Indonesia (BSI) Sibuhuan. Data were analyzed using Structural Equation Modeling (SEM) with the Partial Least Squares (PLS) technique through SmartPLS 4.0 software. The results indicate that perceived usefulness significantly affects both attitude and decision to use, while perceived ease of use influences attitude indirectly. The R² value for attitude (0.743) and decision (0.654) shows that the model has strong explanatory power. These findings reveal that lower-income customers are more motivated by perceived benefits, such as convenience, time efficiency, and transaction security, rather than interface simplicity. From a practical perspective, the study suggests that Islamic banks should strengthen digital literacy, user assistance, and customer trust to enhance mobile banking adoption among lower-class communities.

DEMOCRATIC LEADERSHIP OF QUALITY-BASED PRINCIPALS IN PUBLIC JUNIOR HIGH SCHOOL IN MERAUKE REGENCY

Abstract: Democracy in Indonesia faces problems such as the disruption of freedom of expression in criticizing the government, physical violence committed by a junior high school principal against a teacher in Jombang Regency, East&#8230; t Java. Principals who are far from democratic values such as deliberation or expressing opinions, Public Junior High Schools in Merauke are less able to control subordinates. This study aims to analyze the implementation of quality-based democratic leadership by Public Junior High School principals in Merauke Regency and identify supporting and inhibiting factors. The method used in this study is a qualitative descriptive approach with primary data sources in the form of in-depth interviews, direct observation, and documentation in five Public Junior High Schools in Merauke, as well as secondary data in the form of archives and educational regulations. The results show that a quality-based democratic leadership style can create a collaborative work climate that improves teacher performance and the quality of educational services, if balanced with effective coordination, continuous motivation, and transparency in decision-making. However, obstacles were also found in the form of a lack of firmness of leaders in enforcing discipline, weak consistency in providing examples, and the influence of local culture that gives rise to personal sentiments. Supporting factors include active teacher involvement in school program planning, support from local government policies, and school accreditation that encourages quality improvement. The conclusion of this study is that democratic leadership of quality-oriented school principals is effectively implemented if accompanied by increased managerial competence, strengthening the role of the school principal as a motivator, and a commitment to transparency and professionalism.

DEVELOPING A GROWTH MINDSET IN ELEMENTARY SCHOOL TEACHERS: A TRAINING GUIDE TO ENHANCE DEEP LEARNING

Abstract: The training program “Developing a Growth Mindset Among Elementary School Teachers: A Training Guide for Enhancing Deep Learning” was organized by the Department of Education of Mandailing Natal Regency to strengthen teachers’&#8230; teachers’ pedagogical competence and foster a student-centered learning culture. This initiative was motivated by the 2022 PISA results, which revealed that more than 99% of Indonesian students could only solve problems at lower levels (Lower Order Thinking Skills), while less than 1% reached higher levels (Higher Order Thinking Skills). One of the underlying causes is the prevalence of a fixed mindset among teachers—the belief that intelligence is innate and difficult to change. This training aimed to cultivate a growth mindset based on Carol S. Dweck’s (2006) theory, which emphasizes that abilities can be developed through effort and learning strategies. The method employed was a reflective andragogical workshop involving material presentations, microteaching simulations, and collaborative reflections. The results indicated a significant improvement in teachers’ understanding of the growth mindset concept and its implementation in deep learning. Teachers began providing process praise, applying The Power of Yet strategy, and creating emotionally safe and collaborative classroom environments. Furthermore, the establishment of the Growth-Oriented Teacher Community of Mandailing Natal (KGB-Madina) emerged as a sustainable platform for sharing best teaching practices and fostering continuous professional growth.

THE INFLUENCE OF SALES PROMOTION, UTILITARIAN, SELF ESTEEM, AND HEDONIC MOTIVE ON PURCHASE DECISION WITH IMPULSE BUYING AND BEHAVIOR INTENTION AS VARIABLE INTERVENINGS IN SHOPEE IN GEN Z

Abstract: This research aims to understand the influence of Sales Promotion, Utilitarian, Self-Esteem, and Hedonic Motive on Purchase Decisions with Impulse Buying and Behavior Intention as intervening variables in Shopee. The research&#8230; earch method used is quantitative with a descriptive approach using a Likert scale. Using the SEM data analysis method. The population of this study is Shopee application users in Indonesia, especially generation Z (1997-2012), with 285 respondents taken using non-probability sampling techniques. The research results show that Sales Promotion, Utilitarian, Self-Esteem, and Hedonic Motive have a positive effect on Purchase Decision. Apart from that, Sales Promotion also has a positive effect on Impulse Buying and Behavior Intention. The implication of this research is that companies can utilize the Self-Esteem motive to improve purchasing decisions. Personalized product recommendations and price offers that match consumer preferences can be implemented to increase consumer satisfaction and trust. Implementing algorithms can help companies provide better shopping experiences, improve purchasing decisions, and strengthen consumer behavioral intentions

BRIDGING DOCUMENTATION GAPS IN ELECTRONIC MEDICAL RECORDS: AN ANALYSIS OF INCOMPLETE MEDICAL ASSESSMENTS AND THEIR CONSEQUENCES FOR INA-CBGS REIMBUREMENT

Abstract: Electronic Medical Records (EMR) are designed to improve service quality, documentation accuracy, and administrative efficiency, including reimbursement through the Indonesian Case-Based Groups (INA-CBGs). However, incomplete&#8230; plete medical assessments remain a challenge, potentially leading to service gaps and reduced hospital claims. This qualitative descriptive study was conducted at Dharma Yadnya General Hospital, Denpasar, which has fully implemented EMR since 2024. Data were obtained through in-depth interviews with five informants: two medical record officers, the head of the emergency nursing unit, the head of the inpatient nursing unit, and the head of the medical record department. Data analysis used the 3M framework: Man, Method, and Material. From the Man aspect, heavy workloads of doctors and the lack of administrative support staff often caused delays and incomplete documentation. From the Method aspect, although Standard Operating Procedures (SOPs) and system reminders existed, monitoring relied mainly on manual follow-ups via WhatsApp groups, limiting effectiveness. From the Material aspect, the EMR system was user-friendly and supported by weekly vendor maintenance, but occasional network disruptions and insufficient administrative staff still hampered real-time documentation. Incomplete medical assessments in EMR directly affect INA-CBGs claims, especially when comorbidities, complications, or procedures are not recorded, resulting in under-coding and reduced reimbursement. Strengthening human resources, enforcing SOPs, and improving system support are essential to ensure documentation completeness, service quality, and financial sustainability

NURSING CARE FOR SENSORY PERCEPTION DISORDERS: AUDITORY HALLUCINATIONS IN Mr. T WITH A FOCUS ON HARASSMENT TECHNIQUES AT THE DR. RM. SOEDJARWADI REGIONAL MENTAL HOSPITAL, KLATEN

Abstract: Mental disorders are a health problem that remains a major challenge in Indonesia. Auditory hallucinations are a sensory perception disorder that often occurs in patients with schizophrenia. Patients have difficulty distinguishing&#8230; inguishing between real and unreal stimuli, which can lead to risky behaviors such as harming themselves or others. One non-pharmacological intervention that can be applied to address hallucinations is the rebuke technique, which is a firm and directed verbal action to reject perceived hallucinations. The purpose of this study is to describe nursing care for patients with sensory perception disorders: auditory hallucinations with the application of the rebuke technique as the main intervention. This study uses a descriptive case study approach on one patient in the Flamboyan Ward of Dr. RM. Soedjarwadi Klaten Mental Hospital. Data collection was carried out through interviews, observations, and documentation studies, then analyzed based on the stages of the nursing process. The results showed that after the rebuke technique intervention was consistently implemented for three days, there was a decrease in the frequency of hallucinations from 3-4 times to 1-2 times a day. The patient also showed an increase in the ability to recognize and reject hallucinations independently. Furthermore, the patient began to engage in social interactions and participate more actively in daily activities. The conclusion is that the reprimand technique has proven effective as a nursing intervention in addressing auditory hallucinations. This intervention is simple, easy to implement, and can improve the patient's coping skills in dealing with hallucinatory symptoms.
