However, in providing micro business credit, certain conditions or criteria are required so that the DISKOPDAGIN can determine whether the customer receiving the micro business loan is eligible to receive credit or not. The problem that is often faced by the Department of Industry and Trade at this time is the difficulty in making decisions to determine recipients of micro business loans. The purpose of this research is to facilitate the Department of Industry and Trade in selecting micro business credit customers. The Simple Additive Weighting (SAW) method in this study aims to select the best alternative from a number of alternatives to be used based on specified criteria. The results of this study are micro business credit decision support systems, where the application of this system shows that the results of the ranking process with the SAW method are the same if calculated manually. The calculation uses 7 criteria where the highest alternative is the Asmah alternative (A7) with a preference value of 1.

Abstrak: Dalam membangun kemandirian ekonomi masyarakat, tiap tahunnya DISKOPDAGIN mengadakan kredit usaha mikro yang bersumber dari dana Anggaran Pendapatan dan Belanja Daerah (APBD) Kabupaten Asahan yang bertujuan untuk membantu penguatan modal kepada pelaku usaha mikro. Namun dalam memberikan kredit usaha mikro juga mempunyai syarat-syarat atau kriteria tertentu agar pihak DISKOPDAGIN dapat menentukan apakah nasabah penerima kredit usaha mikro tersebut layak menerima kredit atau tidak. Permasalahan yang sering dihadapi oleh pihak DISPERINDAG saat ini ialah kesulitan dalam mengambil keputusan untuk menentukan penerima kredit usaha mikro. Tujuan dari penelitian ini untuk memudahkan pihak DISPERINDAG dalam menyeleksi nasabah kredit usaha mikro. Metode Simple Additive Weighting (SAW) dalam penelitian ini bertujuan untuk menyeleksi alternatif terbaik dari sejumlah alternatif yang akan digunakan berdasarkan kriteri yang ditentukan. Hasil penelitian ini sistem pendukung keputusan kredit usaha mikro, dimana penerapan sistem ini menunjukkan bahwa hasil dari proses perangkingan dengan metode SAW sama jika dihitung secara manual. Perhitungan menggunakan 7 kriteria dimana alternatif yang tertinggi adalah alternatif Asmah (A7) dengan nilai preferensi 1.

Abstrak: Salah satu aspek pendidikan utama seperti pendidikan sekolah dasar yang tahap awal bagi anak untuk melanjutkan ke jenjang pendidikan berikutnya. Sekolah Dasar jenjang pendidikan pertama memegang peranan penting dalam mengembangkan sikap, keterampilan, serta minat dan bakat siswa. Setiap tahun ajaran baru, siswa dan orang tua akan memilih sekolah terbaik sesuai dengan keinginan mereka. Ada banyak pilihan sekolah dengan beragam penawaran berbeda yang disediakan. Dengan begitu, banyak orang tua siswa yang bingung dengan banyaknya pilihan jenis sekolah untuk anaknya. Penelitian ini bertujuan untuk memberikan rekomendasi sekolah dasar terbaik di kecamatan Sei Dadap berdasarkan kriteria yang diinginkan oleh calon siswa dengan menerapkan metode Simple Addictive Weighting (SAW) pada suatu sistem. Metode SAW membantu dalam menyelesaikan masalah sederhana yang tidak terstruktur sehingga dengan menerapkan metode SAW dapat dilakukan proses pengambilan keputusan yang lebih efektif. Data yang digunakan sebagai data alternatif adalah sekolah dasar yang ada di kecamatan Sei Dadap. Kriteria yang digunakan dalam pengambilan keputusan meliputi akreditasi, fasilitas, kegiatan ekstrakurikuler, jumlah ruang kelas, jumlah siswa, dan jarak antar sekolah.

Badan ini bertugas untuk melayani masyarakat dan memberikan informasi terbaik bagi masyarakat terutama dalam hal pengolahan data. Salah satu program pemerintah yang digunakan untuk menanggulangi kemiskinan adalah KUBE. Secara umum permasalahan yang terjadi di KUBE masih belum optimal dan belum tepat sasaran, sehingga terkadang banyak warga yang protes karena warga yang seharusnya menerima bantuan tidak mendapatkan bantuan dan sebaliknya warga yang seharusnya tidak berhak mendapatkan bantuan dari Kelompok Usaha Bersama (KUBE). Dengan mengetahui kekurangan yang terdapat pada perhitungan manual yang dilakukan oleh Dinas Sosial Kabupaten Asahan. Sehingga dapat ditentukan penerima manfaat sesuai dengan kriteria yang ditentukan oleh Dinas Sosial Kabupaten Asahan. Tujuan dibuat sistem dengan menggunakan metode Weighted Product untuk melakukan perhitungan yang akurat dalam pemberian bantuan yang dibuat dengan bahasa pemograman PHP dengan Database MySQL, untuk membuat pendukung keputusan terkomputerisasi baru yang merupakan alternatif yang baik dengan mengutamakan efektifitas dan efisiensi dalam penentuan pemberian bantuan Kelompok Usaha Bersama (KUBE). Maka perancangan sistem keputusan bantuan Kelompok Usaha Bersama dapat membantu pegawai dinas sosial Kabupaten Asahan dalam menentukan pemberian Kelompok Usaha Bersama (KUBE).

Overcoming this requires a computer system that helps decision making, namely a decision support system for determining the best performance of parking attendants at the Asahan District Transportation Service in this study using the BORDA method. The borda method is used to combine the results of the decision assessment of each appraiser so that the final result is the best performance of the parking attendant. The purpose of this research is to create a computerized system that will later assist in determining the best performance appraisal of parking attendants every year. Based on the research results of the system for determining the best performance of parking attendants in the form of ranking the final score of each parking attendant. The highest value is used as the best performance suggestion for parking attendants.

Abstrak: Penentuan kinerja terbaik petugas parkir pada Dinas Perhubungan Kabupaten Asahan bertujuan untuk perlu meningkatkan tanggung jawab dan loyalitas yang tinggi mendapatkan hasil kinerja yang memuaskan dan pemberian perhargaan bagi petugas parkir memiliki kinerja terbaik. Penilaian kinerja terbaik petugas parkir dilakukan oleh 3 penilai yaitu manajemen rekayasa lalu lintas, seksi parkir, staff administrasi parkir. Permasalahan dalam penilaian kinerja terbaik petugas parkir adalah belum ada sistem yang terstruktur sehingga waktu penilaian cukup lama sekitar kurang lebih 2-3 minggu. Selain itu penilaian masih cenderung subjektif misalnya penilaian petugas parkir berdasarkan kedekatan dan kekeluargaan sehingga menyebabkan kecemburuan. Mengatasi hal tersebut diperlukan suatu sistem komputer yang membantu pengambilan keputusan yaitu sistem pendukung keputusan penentuan kinerja terbaik petugas parkir pada Dinas Perhubungan Kabupaten Asahan dalam penelitian ini menggunakan metode BORDA. Metode borda digunakan untuk menggabungkan hasil penilaian keputusan dari tiap penilai sehingga dapat memperoleh hasil akhir berupa kinerja terbaik petugas parkir. Tujuan dari penelitian ini adalah untuk membuat suatu sistem komputerisasi yang nantinya akan membantu dalam menentukan penilaian kinerja terbaik petugas parkir disetiap tahunnya. Berdasarkan hasil penelitian dari sistem penentuan kinerja terbaik petugas parkir berupa perangkingan dari nilai akhir setiap petugas parkir. Nilai tertinggi dijadikan sebagai saran kinerja terbaik petugas parkir.

Abstrak : Perkebunan kelapa sawit memiliki peranan yang sangat strategis dalam pembangunan ekonomi Indonesia. Kelapa sawit ini banyak diolah menjadi minyak masak dan bahan bakar. Untuk menghasilkan produk turunan yang berkualitas dari kelapa sawit ini maka membutuhkan penanganan yang tepat dalam pemeliharaannya. Pada perkebunan kelapa sawit banyak ditemukan kasus kelapa sawit yang terserang penyakit, sehingga hal ini akan menghambat produktivitas perkebunan. Penanganan yang tidak tepat terhadap kelapa sawit yang terserang penyakit dapat mengakibatkan kerugian yang tidak sedikit. Untuk mengatasi masalah tersebut dibuatlah sistem pakar yang berbasis android. Sistem pakar dapat mendiagnosis penyakit dengan mendeteksi gejala-gejala yang ditunjukan kelapa sawit saat terserang penyakit, sehingga pengambilan keputusan untuk penanganan selanjutnya akan lebih akurat yang akan berdampak pada hasil panen yang maksimal.

Gestures can define as physical movements of the hands, arms, or body as expressive messages, besides that this hand gesture system can explain the contents of commands that have meaning. In this research, a virtual mouse system will be developed using hand gesture recognition based on the hand landmark model for pointing devices. The resulting application can be run on a desktop device using a webcam. The results of the tests carried out to analyze the implementation of the hand landmark model into the system show that the average system accuracy reaches 96% and the speed reaches 0.05 seconds.

Abstract: Teknologi semakin pesat dan sudah menjadi salah satu kebutuhan manusia yang harus dimiliki untuk menyelesaikan permasalahan yang sedang dihadapi. Perkembangan piranti masukan tanpa sentuhan atau hand gesture recognition menggunakan kamera adalah salah satu bentuk dari machine learning. Gestur mampu mendefinisikan sebagai gerakan fisik dari tangan, lengan, maupun badan sebagai pesan yang ekspresif, selain itu sistem gestur tangan ini mampu menjelaskan isi perintah yang memiliki arti. Dalam penelitian ini akan dikembangkan sebuah sistem virtual mouse menggunakan hand gesture recognition berbasis hand landmark model untuk pointing device. Aplikasi yang dihasilkan dapat dijalankan pada perangkat desktop dengan menggunakan webcam. Hasil dari pengujian yang dilakukan untuk menganalisa penerapan hand landmark model kedalam sistem menunjukkan rata-rata akurasi sistem mencapai 96% dan kecepatan mencapai 0.05 second.

Abstrak: Klasifikasi gender adalah salah satu tugas analisis video yang paling penting. Pendekatan berbasis machine learning disajikan untuk mengidentifikasi gambar wajah Pria dan Wanita dengan kumpulan data sebanyak 2000 gambar yang diambil dari kaggle. Metode ini berperan dalam menemukan nilai bobot yang memberikan nilai keluaran terbaik. Penelitian ini menggunakan learning rate yang paling sesuai dari masing-masing metode optimasi sebagai kriteria pemberhentian pelatihan. Hasil penelitian menunjukkan Jaringan Saraf Tiruan dengan optimasi Adam menghasilkan akurasi tertinggi yaitu 91,5 % dibandingkan dengan dengan metode optimasi SGD dan ADADELTA. Teknik Deep Learning yang diterapkan secara ekstensif pada pengenalan gambar yang digunakan memanfaatkan metode optimizer Adam.

Doctors' performance evaluation is still done manually and the data processing process does not yet use application programs in making decisions. In the process of assessing the performance of doctors as the main professional staff in hospitals, it must be carried out realistically, objectively and based on evidence and specifically according to specialization and/or specific procedures. For this reason, a tool is needed in the form of designing a decision support system (DSS) in evaluating the performance of doctors which aims to understand the deficiencies of the performance that has been carried out, so that it can open up space for improvement or improvements to quality and efficiency in hospitals, for the purpose of providing incentives and reward programs and value-based purchasing strategies for doctors. The method in this study uses the Weighted Product method, with the concept of weighting the rating of an appraisal variable that will be selected as the best alternative. The system to be created is a decision support system using the Weighted Product (WP) method, which is a method of determining the order (priority) in multi-criteria analysis. The results of this system design are expected to be a tool for Setio Husodo Hospital in analyzing and deciding on the performance of doctors who will be given incentives and reward programs as well as value-based purchasing strategies for doctors.

Abstrak: Untuk mendorong kinerja yang lebih baik dan semangat berprestasi, institusi memberikan penghargaan kepada dokter yang dianggap berprestasi.Metode tradisional masih digunakan untuk menilai kinerja dokter dan manajer. Evaluasi kinerja dokter masih bersifat manual, dan proses pengolahan data belum menggunakan program aplikasi untuk mengambil keputusan. Proses evaluasi kinerja dokter sebagai anggota staf rumah sakit penuh waktu harus realistis, objektif, berbasis bukti, dan spesifik untuk spesialisasi dan/atau prosedur tertentu. Oleh karena itu, diperlukan perancangan sistem pendukung keputusan (SPK) untuk evaluasi kinerja dokter sebagai alat yang bertujuan untuk memahami kekurangan dalam pelayanan yang diberikan dan memberikan ruang untuk perbaikan dan ruang untuk peningkatan kualitas dan efisiensi. Rumah sakit mendorong dan memberi dokter program penghargaan dan strategi pembelian berbasis nilai. Abstrak: Gangguan saluran merupakan gangguan yang disebabkan oleh kelainan pada sistem pencernaan. Gangguan ini dipicu oleh makanan atau kondisi fisik seseorang. Gangguan pencernaan ini tidak bisa dilakukan diagnosa dengan cepat, tetapi sebagian besar terjadi pada sistem pencernaan. Dikarenakan pengetahuan yang akan diduga sebagai penyakit masih kurang, maka dibutuhkan tenaga ahli atau dokter untuk mendiagnosis gangguan pencernaan. Tujuannya untuk membantu menghasilkan diagnosa penyakit yang dialami pasien berdasarkan gejala yang dialami. Data penelitian diolah berdasarkan gejala yang dirasakan oleh pasien. Data pasien menggunakan metode Certainty Factor atau nilai kepastian penyakit. Metode Certainty Factor ini merupakan sistem yang mampu berjalan sesuai dengan kebutuha serta menghasilkan persentase akurasi hasil yang tinggi. Tahapan perancangan sistem diimplementasikan ke dalam bahasa pemrograman Hypertext Preprocessor dan database My SQL. Hasil diagnosa dengan metode ini menghasilkan tingkat kepercayaan terhadap penyakit pasien. Dari hasil pengujian yang dilakukan sudah dapat menghasilkan informasi tentang diagnosa penyakit dan membantu pasien serta tenaga medis dalam mengetahui kondisi penyakit yang sedang dialami.

The repository is a storage-based service that offers digital materials in various formats managed by certain parties to its users. UPT.PTPH North Sumatra Province is a government agency engaged in the plant and horticulture sector that does not yet have a computerized information system. To obtain related information, workers or staff must manually search for the desired data. The prototyping model used in the design proved to be adaptive in dealing with change. The results of the study reveal that a multi-platform-based financial statement repository system in the form of websites and Android applications can speed up the report processing process, provide valid financial data and a more transparent and structured data management process.

Abstrak: Peran teknologi informasi dan sistem informasi merupakan dua bagian yang tidak dapat dipisahkan. Salah satu contoh dari perkembangannya pada zaman millenial ini adalah berkembangnya alat bantu pengolahan data berupa sistem repository. Repository adalah sebuah fasilitas storage-based service yang menawarkan bahan digital dalam berbagai format yang dikelola oleh pihak tertentu kepada kalangan penggunanya. UPT.PTPH Provinsi Sumatera Utara adalah instansi pemerintah yang bergerak di sektor tanaman dan hortikultura yang belum memiliki sistem informasi terkomputerisasi. Untuk mendapatkan informasi terkait, para pekerja ataupun staff harus secara manual mencari data yang diinginkan. Prototyping model yang digunakan dalam perancangan terbukti adaptif dalam menangani perubahan. Hasil penelitian mengungkap bahwa sistem repository financial statement berbasis multi platform berupa website dan aplikasi andoid dapat mempercepat proses pengerjaan laporan, memberikan data keuangan yang valid serta proses pengelolaan data yang lebih transparan dan terstruktur.
