saster risks and the impacts of climate change. Buntu Kunyi Village has a relatively high level of vulnerability to disasters such as landslides and floods, thus requiring a systematic and sustainable empowerment approach. This KKN program applied the Asset-Based Community Development (ABCD) method, which emphasizes the utilization of local potential and community participation. The stages implemented included discovery, design, define, and reflection, resulting in village asset mapping, needs-based program planning, and a comprehensive evaluation of program implementation. Three main programs were carried out: the preparation of evacuation maps, the development of disaster education modules, and the documentation of environmental action activities. The results of the program showed a significant increase in disaster literacy, community preparedness, and citizen participation in environmental conservation as a form of adaptation to climate change. Overall, this KKN program contributed to strengthening the resilience of Buntu Kunyi Village through collaboration between students and the community in building independent and sustainable disaster risk mitigation.

the project is expected to strengthen economic competitiveness and attract large-scale investment, its implementation has generated significant social, environmental, and governance challenges. Existing studies on Rempang have primarily focused on land disputes, relocation issues, and agrarian conflicts, with limited attention given to disaster risk governance and socio-ecological vulnerability perspectives. This study aims to analyze the development of Rempang Island through the lens of Disaster Risk Governance (DRG) and socio-ecological vulnerability to understand how development policies, environmental change, and governance arrangements interact in shaping risks within coastal regions. This study employs a qualitative approach using literature review and policy analysis. Data were collected from government regulations, official reports, public policy documents, human rights reports, academic publications, and other credible secondary sources. The analytical framework integrates disaster risk governance, socio-ecological vulnerability, and public policy theories. The findings indicate that the Rempang conflict should not be understood solely as an agrarian dispute or community resistance to relocation. Instead, it reflects broader governance challenges associated with integrating disaster risk considerations into coastal development policies. The project has the potential to generate socio-ecological vulnerabilities related to land tenure uncertainty, livelihood transformation, cultural identity concerns, environmental pressures, and limited stakeholder participation. The study argues that sustainable coastal development depends not only on economic investment but also on the capacity of governance systems to manage emerging risks through collaborative, adaptive, and inclusive approaches. The article contributes to the literature by positioning the Rempang case as a governance-of-risk issue and highlighting the need to integrate economic development, environmental sustainability, and disaster risk reduction within coastal governance frameworks.

lyzes the neglected environmental disaster mitigation dimensions in the acceleration of the Rempang Eco-City PSN from nine environmental perspectives, while evaluating whether the cancellation of this strategic development policy is a normatively and empirically justifiable choice. Using a qualitative research approach with a case study design, the study combines regulatory analysis based on legal documents including Laws, Government Regulations, Presidential Regulations, Ministerial Regulations, Environmental Impact Assessment (AMDAL) documents, and the Batam City Spatial Plan (RTRW) with field data from secondary sources compiled between 2023–2025. The findings reveal four main conclusions: (1) regulatory incoherence exists between Permenko Ekuin No. 7/2023 and Law No. 32/2009 on Environmental Protection and Management (PPLH) as well as Law No. 27/2007 on Coastal Zone Management; (2) the AMDAL process was carried out procedurally without participatory substance and was only initiated after the conflict erupted; (3) environmental impacts including threats of deforestation of protected forests, mangrove ecosystem degradation, and sea sand exploitation have not been adequately mitigated; and (4) resistance from approximately 80% of affected residents indicates a failure of the Free, Prior, and Informed Consent (FPIC) principle. The most recent development shows that through Presidential Regulation (Perpres) No. 12 of 2025, signed by President Prabowo Subianto on February 10, 2025, Rempang Eco-City is no longer listed among the 77 national strategic projects. This study recommends a comprehensive policy evaluation for Rempang Island development based on an independent AMDAL review, fulfillment of the rights of the Malay indigenous community, and a moratorium on all construction activities until legal certainty is established.

qualitative approach with a case study design and data collection through systematic literature review. Data analysis was conducted using the interactive model of Miles, Huberman & Saldana (2014). The results show that the Rempang Eco City National Strategic Project (NSP) failed comprehensively due to a procedurally flawed and non-participatory formulation process. Economic valuation research by Trend Asia et al. (2025) found that the average household income of Rempang residents reached IDR 32.77 million per household per month, far exceeding the government’s claim of IDR 3 million, while potential environmental losses reached IDR 109 million per household per month. Based on Dunn’s (2003) six policy evaluation criteria, this policy proved to be ineffective, inefficient, inadequate, inequitable, unresponsive, and inappropriate. President Prabowo Subianto’s decision to exclude Rempang Eco City from the NSP list through Presidential Regulation No. 12 of 2025 was the right step, yet still requires more decisive regulation to provide legal certainty for affected communities.

od with a case study design and library research, this study examines five main dimensions: the chronology of the Rempang Island case, policy conflicts and controversies, the government regulatory framework, disaster risk analysis from nine environmental perspectives, and overall policy evaluation. The findings reveal that the Rempang Eco City project, designated as a National Strategic Project (PSN) through Permenko for Economic Affairs Number 7 of 2023, triggered prolonged agrarian conflict due to the absence of meaningful participation from indigenous Malay communities who have inhabited 16 ancient villages on the island since 1834. The project implementation was marked by forced evictions, repeated acts of violence, and non-transparent environmental impact assessment (AMDAL) processes. Disaster risk analysis from nine environmental perspectives covering air quality, water quality, coastal and marine ecosystems, sand mining and geological degradation, biodiversity, community health, social-cultural impacts, climate change vulnerability, and environmental governance consistently produces high-risk assessments, affirming that Rempang Island as a small island ecosystem lacks adequate carrying capacity for large-scale glass industrial development without permanent and irreversible ecological damage. Although Presidential Regulation Number 12 of 2025 de facto removed Rempang Eco City from the list of 77 National Strategic Projects under President Prabowo Subianto’s administration, the absence of an explicit revocation of Permenko Number 7 of 2023 creates ongoing legal ambiguity for affected communities. This research concludes that Indonesia urgently requires fundamental reform in its investment-based development policy paradigm, encompassing strengthened indigenous community participation mechanisms, elevation of AMDAL as a non-circumventable legal requirement prior to investment designation, and application of the ecological precautionary principle in small island development.

These conditions demonstrate that human behavior plays a significant role in exacerbating environmental damage and increasing the risk of disasters in various regions of Indonesia. The purpose of this study is to show data regarding the Synergy of Pancasila and Politics on Ecological Citizenship Education in Puay Village, Papua Province. The research method used in this study is a qualitative approach, while the type of research used is a case study. The results of this study show data that efforts to protect the environment which is part of the ecological citizenship carried out by the Puay Village community are by planting trees, cleaning the banks of Lake Sentani in Puay Village when commemorating the entry of the Gospel in Puay Village, and introducing the nature around Lake Sentani to students of SDN 5 Puay Village. The conclusion of this study is that the Puay Village community has contributed to protecting nature, especially the environment around Lake Sentani, which is the lifeblood of the Puay Village community.

This research finds that the “Pattern of Islamization of Trade and Civilizational Dialogue” is the “Early Pattern of Islamization in Southeast Asia.” This pattern took place from the end of the 7th century to the beginning of the 16th century. The agents of Islamization were Islamic traders or Islamic scholars who worked as traders. The weakness of this pattern is that it takes a long time. To achieve good results, this pattern requires the willingness and awareness of both the agents of Islamization and the indigenous population in undergoing the process of Islamization. This pattern does not have a negative impact on innocent Muslims and non-Muslims or those who live elsewhere. This pattern is carried out in a healthy and friendly manner that does not trigger cases of Islamophobia. Conclusion. This research contributes to overcoming the global impasse in addressing the crises, conflicts, wars, and disasters that emerged after COVID-19.

aims to analyze the factors that cause flooding in both countries, compare the management policies implemented, and provide recommendations for improved mitigation. The method used is a literature review to collect and analyze various scientific sources. The results show that in Indonesia, factors causing flooding include land subsidence, land use change, and climate change, while in the Philippines, flooding is often triggered by tropical storms and extreme rainfall. Indonesia's response strategy focuses on river normalization and drainage infrastructure, while the Philippines implements a National Disaster Risk Reduction and Management Plan that covers prevention, preparedness, and rehabilitation. Despite these efforts, challenges such as urbanization and land acquisition still hamper the effectiveness of flood management. Recommendations include improving infrastructure, sustainable spatial planning, and community education.

s and economic losses. Fire disasters are one of the serious threats in various environments, including Correctional Institutions (Lapas). Prisons have a high potential risk of fire due to various factors, such as the use of unsafe electrical equipment, overcrowding, lack of adequate fire fighting facilities and riots that lead to fires. The purpose of the study was to determine the picture of the attitude of preparedness related to fire disaster management among correctional officers at Pohuwato Prison. The type of quantitative descriptive research , the population of all Correctional Officers at Pohuwato Prison recorded in 2024 was 71 people. Sampling used the Non-Probability Sampling method with the Purposive Sampling technique . The technique was chosen based on certain considerations according to the research criteria. A sample of 59 respondents was obtained. The single variable analyzed was related to the attitude of preparedness. Data were collected through questionnaires and analyzed using reliability and normality tests . The results of the study showed a picture of the attitude of preparedness of correctional officers with a sufficient category of 56 respondents (94.9%). It was concluded that the attitude of preparedness of correctional officers was still sufficient and there was a need for counseling or training related to fire disaster management at Pohuwato Prison.

Additionally, difficulties frequently arise in determining priority locations during emergencies or disasters, as well as vulnerabilities to subjective errors due to human limitations in analyzing complex data. Another issue is the unequal allocation of logistics, where some locations receive more logistics than needed, while others experience shortages. A Decision Support System (DSS) is a computer-based system designed to assist decision-makers in analyzing data, evaluating various alternatives, and providing recommendations. DSS aims to simplify the decision-making process to make it more effective. Various methods are used in the decision-making process, one of which is the Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) method. This system aims to reduce subjectivity, increase efficiency, and ensure a more equitable allocation of logistics based on needs. It is expected that this DSS can serve as a solution that facilitates faster, more accurate, and transparent decision-making.

Abstrak: Distribusi logistik kepolisian melibatkan berbagai lokasi dengan kebutuhan yang berbeda-beda, yang membuat pengambilan keputusan menjadi sangat kompleks. Pengambilan keputusan secara manual sering kali menghadapi tantangan, seperti banyaknya faktor atau kriteria yang harus dipertimbangkan, misalnya jarak lokasi, tingkat kebutuhan logistik, jumlah personel di lokasi, dan ketersediaan logistik di gudang. Selain itu, sering kali ada kesulitan dalam menentukan prioritas lokasi yang harus didahulukan dalam situasi darurat atau bencana, serta adanya kerentanannya terhadap kesalahan subjektif akibat keterbatasan manusia dalam menganalisis data yang kompleks.Permasalahan lain yang muncul adalah ketidakmerataan alokasi logistik, di mana beberapa lokasi menerima logistik melebihi kebutuhan, sementara lokasi lain mengalami kekurangan. Sistem Penunjang Keputusan (SPK) adalah sistem berbasis komputer yang dirancang untuk mendukung pengambil keputusan dalam menganalisis data, menilai berbagai alternatif, dan memberikan rekomendasi. SPK bertujuan untuk mempermudah proses pengambilan keputusan agar lebih efektif. Terdapat berbagai metode yang digunakan dalam proses pengambilan keputusan, salah satunya adalah metode Multi Objective Optimization on the Basis of Ratio Analysis (MOORA). Sistem ini bertujuan mengurangi subjektivitas, meningkatkan efisiensi, dan memastikan alokasi logistik yang lebih merata berdasarkan kebutuhan. Diharapkan, SPK ini dapat menjadi solusi yang mampu memberikan pengambilan keputusan yang lebih cepat, akurat, dan transparan.
