IMPLEMENTASI SISTEM PENDUKUNG KEPUTUSAN UNTUK DISTRIBUSI LOGISTIK KEPOLISIAN DENGAN METODE MOORA

Abstract: Abstract: The distribution of police logistics involves various locations with differing needs, making the decision-making process highly complex. Manual decision-making often faces challenges, such as numerous factors or… r criteria that need to be considered, including the distance to the location, the level of logistic needs, the number of personnel at the location, and the availability of logistics in the warehouse. Additionally, difficulties frequently arise in determining priority locations during emergencies or disasters, as well as vulnerabilities to subjective errors due to human limitations in analyzing complex data. Another issue is the unequal allocation of logistics, where some locations receive more logistics than needed, while others experience shortages. A Decision Support System (DSS) is a computer-based system designed to assist decision-makers in analyzing data, evaluating various alternatives, and providing recommendations. DSS aims to simplify the decision-making process to make it more effective. Various methods are used in the decision-making process, one of which is the Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) method. This system aims to reduce subjectivity, increase efficiency, and ensure a more equitable allocation of logistics based on needs. It is expected that this DSS can serve as a solution that facilitates faster, more accurate, and transparent decision-making.    Keywords: decision support system; moora; logistics  Abstrak: Distribusi logistik kepolisian melibatkan berbagai lokasi dengan kebutuhan yang berbeda-beda, yang membuat pengambilan keputusan menjadi sangat kompleks. Pengambilan keputusan secara manual sering kali menghadapi tantangan, seperti banyaknya faktor atau kriteria yang harus dipertimbangkan, misalnya jarak lokasi, tingkat kebutuhan logistik, jumlah personel di lokasi, dan ketersediaan logistik di gudang. Selain itu, sering kali ada kesulitan dalam menentukan prioritas lokasi yang harus didahulukan dalam situasi darurat atau bencana, serta adanya kerentanannya terhadap kesalahan subjektif akibat keterbatasan manusia dalam menganalisis data yang kompleks.Permasalahan lain yang muncul adalah ketidakmerataan alokasi logistik, di mana beberapa lokasi menerima logistik melebihi kebutuhan, sementara lokasi lain mengalami kekurangan.  Sistem Penunjang Keputusan (SPK) adalah sistem berbasis komputer yang dirancang untuk mendukung pengambil keputusan dalam menganalisis data, menilai berbagai alternatif, dan memberikan rekomendasi. SPK bertujuan untuk mempermudah proses pengambilan keputusan agar lebih efektif. Terdapat berbagai metode yang digunakan dalam proses pengambilan keputusan, salah satunya adalah metode Multi Objective Optimization on the Basis of Ratio Analysis (MOORA). Sistem ini bertujuan mengurangi subjektivitas, meningkatkan efisiensi, dan memastikan alokasi logistik yang lebih merata berdasarkan kebutuhan. TRANSFORMATION DIGITAL IN LOGISTIC COMPANY STRATEGY MANAGEMENT AFTER PANDEMIC COVID 19

Companies that provide freight forwarding services are also increasingly popping up, besides that the range… ange of shipping services is much wider, starting from big cities to small villages, now they are starting to become targets in the business process of freight forwarding services. There are also various kinds of goods that can be sent, ranging from small items, large items such as vehicles, or items that are private in nature such as documents. It is also undeniable that currently goods delivery services have become a mainstay of the community since the pandemic hit. However, in a number of cases with the onset of COVID-19 this can reduce income in goods delivery services due to the emergence of lock down policies in various regions according to the risk map zone for the spread of COVID-19 so that public transportation restrictions must be carried out, therefore it is necessary to carry out and also transformation in technology. One of the companies in the delivery service sector, namely a logistics company, must create a management strategy so that it can survive under the effects of the post-pandemic digital transformation in the logistics sector. In this study, the authors will discuss the business strategies carried out by logistics companies in dealing with the post-COVID-19 pandemic.  Keywords: logistics, strategy management, transformation digital   Abstrak: Saat ini di Indonesia jasa pengiriman barang atau ekspedisi semakin marak digunakan dalam proses bisnis. Perusahaan penyedia jasa layanan pengiriman barang pun semakin banyak bermunculan, selain itu jangkauan pengiriman barang pun jauh lebih luas mulai dari kota-kota besar sampai ke desa-desa kecil sekarang sudah mulai menjadi target dalam proses bisnis jasa layanan pengiriman barang. Barang yang dapat dikirim pun ada berbagai macam mulai dari barang yang kecil, barang yang besar seperti kendaraan, ataupun barang yang bersifat privasi seperti dokumen. Tidak dapat dipungkiri juga bahwa saat ini jasa pengiriman barang menjadi andalan masyarakat semenjak melandanya pandemi. Namun, pada beberapa kasus dengan melandanya COVID-19 ini bisa menurunkan penghasilan pada jasa layanan pengiriman barang dikarenakan munculnya kebijakan lock down di berbagai daerah sesuai dengan zona peta resiko penyebaran COVID-19 sehingga harus dilakukan pembatasan transportasi umum. Perusahaan di bidang jasa pengiriman yaitu perusahaan logistik harus membuat manajemen strategi yang lebih baik agar mampu bertahan di bawah pengaruh pandemic terhadap perusahaan logistic dalam teknologi informasi dalam transformasi digital ERP logistik. Pada penelitian ini penulis akan membahas mengenai strategi-strategi yang dilakukan oleh perusahaan logistic untuk menangani masalah tersebut.   Kata kunci: logistik, manajemen strategi,transformasi digital

OPERATIONAL RISK ANALYSIS FOR MANPOWER (DRIVER) ON POSTAL NETWORK

Indonesian logistics posts have cooperation in the postal network field, namely cooperation in sending goods or shipments at a certain time, a certain amount from one point to another in accordance with a warrant… arrant from the partner. Components of the postal network include Manpower, vehicles, postal operational control, and operational costs. This study aims to examine the problems and roots of problems that cause risk potential for the risk of postal network components, especially in the manpower component (driver), and know how high the impact of the risk. The research method used in this study is qualitative and semi-quantitative methods by conducting case studies. Data collection was carried out by interview/FGD, and the distribution of questionnaires. The results showed that the risk of manpower is at high and very high levels. The results of the study will provide recommendations to the manpower component (driver) in the form of risk mitigation and can be used by companies in managing operational risk on postal networks, especially in the manpower component (driver).             Keywords: manpower; operational risk; postal network; risk mitigation.     Abstrak: PT. Pos Logistik Indonesia memiliki kerjasama dalam bidang Jaringan Postal, yaitu kerjasama dalam mengirimkan barang atau kiriman pada waktu tertentu, jumlah tertentu dari satu titik ke titik lain sesuai dengan surat perintah dari mitra. Komponen pada jaringan Postal meliputi: Man Power, Kendaraan, Pengendalian Operasional Postal, dan Biaya Operasional. Penelitian ini bertujuan untuk mengkaji permasalahan dan akar masalah yang menimbulkan potensi kejadian risiko pada komponen Jaringan Postal khususnya pada komponen manpower (driver) dan mengetahui seberapa tinggi dampak risikonya. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif dan semi kuantitatif dengan melakukan studi kasus. Pengumpulan data dilakukan dengan cara wawancara/FGD, dan penyebaran kuesioner. Hasil penelitian menunjukan bahwa risiko pada manpower berada pada level high dan very high. Hasil penelitian akan memberikan rekomendasi terhadap komponen manpower (driver) berupa mitigasi risiko dan dapat digunakan perusahaan dalam pengelolaan risiko operasional pada jaringan Postal khususnya pada komponen manpower (driver).   Kata kunci: jaringan postal; manpower; mitigasi risiko; risiko operasional.  

penerapan Jaringan Saraf Tiruan Untuk Proyeksi Logistik Berdasarkan Prediksi Pasien Menggunakan Algoritma Backpropagation

Neural networks are used to predict the projection Backpropogation logistics patients based on the type of drugs Analgesics, antiemetics, vitamins, Antiepileptic, Anesthesia, Anti-Parkinson, Psychotherapeutic, Corticosteroids. This logistical projection data processing using software of Matlab 6.1. After using Backpropogation finally found the best architectural pattern is 8-3-3-1 of 5 aritektur architecture that has been tested. Of the pattern is then predicted projection logistics at General Hospital Kartini range in 2014 will increase to 91 290 from 65 422 in 2013 for an increase of 25 868 (28.33%).   Keywords: neural networks, backpropagation algorithm, projection logistics, matlab     Abstrak: Kebutuhan logistik yang sangat besar pada Rumah Sakit Umum Ibu Kartini Kisaran untuk memperlancar pengobatan membutuhkan suatu sistem yang bisa memprediksi untuk memenuhi kebutuhan tersebut dengan tepat agar tidak mengakibatkan kelebihan dan kekurangan terhadap jumlah pemakaian yang selalu berubah setiap tahunnya. Pada saat ini proses perhitungan telah banyak dilakukan dengan bantuan software-software yang ada pada komputer yang berkecepatan tinggi seperti Jaringan Saraf Tiruan. Jaringan Saraf Tiruan Backpropogation digunakan untuk memprediksi proyeksi logistik pasien berdasarkan jenis obat Analgetik, Antiemetik, Vitamin, Antiepilepsi, Anestesi, Anti Parkinson, Psikofarmaka, Kortikosteroid. Pengolahan data proyeksi logistik ini menggunakan software Matlab 6.1. Setelah menggunakan Backpropogation akhirnya ditemukan pola arsitektur yang terbaik yaitu arsitektur 8-3-3-1  dari 5 arsitektur yang telah diujikan. Dari pola tersebut kemudian diprediksi proyeksi logistik di Rumah Sakit Umum Ibu Kartini Kisaran pada tahun 2014 akan meningkat menjadi 91290 dari tahun 2013 sebesar 65422 atau meningkat sebesar 25868 (28,33%).   Kata Kunci:  jaringan saraf tiruan, algoritma backpropagation, proyeksi logistik, matlab

Exoneration Clause in Freight Forwarding Agreements from the Perspective of Consumer Protection

Abstract: Freight forwarding agreements in Indonesia frequently contain exoneration clauses that exempt logistics providers from liability for loss or damage, raising serious concerns regarding consumer protection. While such clauses… ses are designed to manage contractual risk, they often conflict with the principles enshrined in Law No. 8 of 1999 on Consumer Protection (UUPK), particularly those ensuring fairness, good faith, and legal accountability. This study investigates the legality and ethical implications of exoneration clauses within standard-form freight forwarding contracts used by companies such as JNE, TIKI, and SiCepat. Employing a doctrinal legal research methodology, the study integrates statutory, conceptual, and case-based approaches to analyze primary legislation, judicial decisions, and relevant legal doctrines. It critically evaluates the use of these clauses in light of consumer rights, contract theory, and the economic impact on service quality. Findings reveal that exoneration clauses not only contravene the UUPK but also create systemic contractual imbalances due to the lack of negotiation opportunities and transparency. The study proposes a normative legal framework for reform, including clause classification, interactive consent mechanisms, and regulatory enforcement to ensure contractual fairness. This research contributes to both legal scholarship and policy development by highlighting the urgent need for doctrinal clarity and regulatory oversight in Indonesia's logistics sector.
