PENERAPAN SISTEM INFORMASI PELAYANAN PERIZINAN TERPADU (SIPINTER) DI DINAS PENANAMAN MODAL DAN PELAYANAN TERPADU SATU PINTU KABUPATEN TANGERANG

Abstract: Abstract This study aims to analyze the implementation of the Integrated Licensing Service Information System (SIPINTER) at the Investment and One-Stop Integrated Services Office (DPMPTSP) of Tangerang Regency. The research… earch is grounded in issues of low institutional responsiveness in following up on complaints, mismatches between actual service completion time and the Standard Operating Procedure (SOP), and uneven public socialization of the system. This study employs a descriptive method with a qualitative approach, using 3-dimensional e-government success model, namely Support, Capacity, and Value, as the analytical framework. Data were collected through field observation, regulatory documentation review, and in-depth interviews. The findings indicate that the Support dimension is backed by strong political will, allocated funding, and multi-channel socialization that has driven growth in registered users, though technical assistance responsiveness outside office hours remains weak. The Capacity dimension shows adequate human resources and staff competence, but the technological infrastructure remains prone to disruptions such as OTP delivery failures and server downtime. The Value dimension has produced tangible benefits in efficiency and service transparency, yet this value is undermined by document processing delays exceeding SOP standards, driven by a "digital red tape" practice among internal verification officers. This study recommends strengthening online technical support and adopting contingency resource mechanisms to improve service. Keywords: SIPINTER, e-government, licensing service, DPMPTSP, Support-Capacity-Value model   Abstrak Penelitian ini bertujuan untuk menganalisis Penerapan Sistem Informasi Pelayanan Perizinan Terpadu (SIPINTER) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Tangerang. Latar belakang penelitian ini didasari oleh masih rendahnya responsivitas instansi dalam menindaklanjuti laporan, ketidaksesuaian durasi penyelesaian layanan dengan Standar Operasional Prosedur (SOP), serta sosialisasi yang belum merata kepada masyarakat. Penelitian menggunakan metode deskriptif dengan pendekatan kualitatif, dengan analisis berlandaskan model keberhasilan e-government tiga dimensi yaitu Support, Capacity, dan Value. Hasil penelitian menunjukkan bahwa dimensi Support telah didukung oleh political will yang kuat, alokasi anggaran, dan sosialisasi multikanal yang mendorong pertumbuhan pengguna terdaftar, namun masih lemah dalam responsivitas bantuan teknis di luar jam kerja. Dimensi Capacity menunjukkan kecukupan sumber daya manusia dan kompetensi petugas, tetapi infrastruktur masih rentan mengalami gangguan teknis seperti kegagalan pengiriman OTP dan server down. Dimensi Value menghasilkan manfaat nyata berupa efisiensi dan transparansi pelayanan, namun nilainya terdegradasi akibat keterlambatan penyelesaian dokumen yang melampaui SOP, yang dipicu oleh praktik birokrasi digital (digital red tape) di tingkat verifikator internal. Penelitian ini merekomendasikan penguatan dukungan teknis daring serta penerapan mekanisme kontingensi sumber daya untuk meningkatkan layanan. FORMATIVE EVALUATION CIPP MODEL FOR THE IMPROVEMENT OF THE INTEGRATED SERVICE MOBILE BY THE DEPARTMENT OF ANIMAL HUSBANDRY AND FISHERIES OF BLITAR REGENCY

Abstract: This study aims to evaluate the implementation of the Integrated Service Vehicle Program organized by the Department of Animal Husbandry and Fisheries of Blitar Regency using the CIPP (Context, Input, Process, Product) evaluation… valuation model as a framework for developing improvement strategies. A descriptive qualitative approach was applied with data collected through in-depth interviews, observation, documentation, and questionnaires. The main informants consisted of program officers, while additional informants were farmers selected using the snowball sampling technique. Data were analyzed using the interactive model of Miles and Huberman with the assistance of NVivo software to facilitate thematic coding and data triangulation. The results of the study indicate that the Integrated Service Vehicle Program has generally achieved its objectives by providing animal health services, extension activities, and technical assistance to farmers in remote areas. However, several challenges remain, including limited resources, inconsistent scheduling, and insufficient public outreach. Based on the SWOT analysis, the recommended improvement strategies focus on enhancing coordination, strengthening staff capacity, utilizing information technology, and expanding service coverage. These findings are expected to contribute to improving the quality and effectiveness of the Integrated Service Vehicle Program under the Department of Animal Husbandry and Fisheries of Blitar Regency.

ANALYSIS OF FAMILY SUPPORT TEAM PERFORMANCE STRENGTHENING IN EFFORTS TO REDUCE THE INCIDENT OF STUNTING IN WEST SUMATRA PROVINCE IN 2025

Abstract: The Family Support Team is a group of support staff in the sub-district/village/nagari consisting of Midwives, PKK Team Cadres and KB Cadres in providing support to prospective brides/prospective fertile couples, pregnant… t women, postpartum mothers, and children aged 0-59 months, providing counseling, facilitating referral services, receiving social assistance and surveillance of families at risk of stunting. Stunting is a growth and development disorder characterized by a child's height that is not appropriate for their age. This study aims to analyze the performance of the family support team in an effort to reduce the incidence of stunting and the factors that influence the performance of the family support team. This study uses a qualitative method using a purposive sampling technique with 38 informants, through interviews, focus group discussions, observations and document reviews. The results of the study revealed that the indicators of the quality and quantity of TPK work in West Sumatra Province that were not in accordance with expectations were neatness, success capability, speed, work results, facilities and infrastructure and coordination between agencies where reports were not in accordance with the existing family system data in the BKKBN application caused by the lack of TPK knowledge in using the elsimil application and four indicators of the national sensitive intervention program were not achieved from the predetermined targets and the increase in stunting cases. Factors that influence TPK performance are the support and commitment of the government and the community, the existence of programs that have a direct impact on the community and, socialization that changes community behavior to care about stunting prevention programs, strengthening the competence of TPK cadres, strengthening convergence and multi-stakeholder involvement, integrated monitoring and evaluation and utilization of stunting risk family data in handling stunting cases.  

QUESTIONING THE ROLE OF THE EXECUTIVE HOUSEKEEPER IN IMPROVING THE PERFORMANCE OF HOUSEKEEPING STAFF: A CASE STUDY AT NOVOTEL MANADO GOLF RESORT AND CONVENTION CENTER

Abstract: The Executive Housekeeper is a member of management responsible for ensuring comfort both in guest rooms and for all staff under their command, namely Room Attendants and Public Area staff as this directly impacts staff… performance. However, the ideal conditions expected at the Novotel Manado Golf Resort and Convention Center do not always materialize; staff performance sometimes declines, and this is believed to stem from leadership failing to provide adequate support for their subordinates’ work. The purpose of this study is to analyze the role of the executive housekeeper in improving the performance of housekeeping employees at the Novotel Manado Golf Resort and Convention Center. The research method employed by the researcher is qualitative field research, as the data obtained consists of descriptive accounts. Data collection was conducted through interviews with 9 staff members in the housekeeping department. The collected data was then analyzed using qualitative analysis.

A STRUCTURAL EQUATION MODELING ANALYSIS OF WORKLOAD, COMPETEN, AND JOB STRESS ON TRUNOVER INTENTION IN ALFAMART RETAIL STAFF (A Case Study of Alfamart Employees in South Gorontalo City)

Abstract: This study aims to determine the effect of workload and competence on turnover intention with work stress as a mediating variable among Alfamart employees in South Gorontalo City. This research employed a quantitative approach… proach with data collection conducted through questionnaires distributed to 62 respondents. Data analysis was carried out using inferential quantitative analysis with SEM-PLS 3.1. The results of the study indicate that: (1) workload has a positive but insignificant effect on turnover intention with an effect value of 7.80%; (2) competence has a positive and significant effect on turnover intention with an effect value of 27.90%; (3) workload has a positive and significant effect on work stress with an effect value of 37.60%; (4) competence has a positive and significant effect on work stress with an effect value of 51.80%; (5) work stress has a positive and significant effect on turnover intention with an effect value of 58.40%; (6) workload through work stress has a positive and significant effect on turnover intention with an effect value of 21.90%; and (7) competence through work stress has a positive and significant effect on turnover intention with an effect value of 30.20%. The R-square value of the turnover intention variable is 60.00%, indicating that turnover intention can be explained by the variables in this study, while the remaining 40.00% is influenced by other variables such as job satisfaction and compensation. The R-square value of work stress is 35.90%, while the remaining 64.10% is influenced by other variables such as the work environment.

THE STRATEGY OF MADRASAH PRINCIPALS IN BUILDING EFFECTIVE LEADERSHIP TO IMPROVE TEACHER PERFORMANCE AT STATE ISLAMIC JUNIOR HIGH SCHOOLS IN PADANGSIDIMPUAN CITY

Abstract: This background is based on the importance of the effective leadership role of madrasah principals in improving teacher performance, particularly at Padangsidimpuan State Islamic Junior High School. Challenges such as lack… ck of teacher motivation, minimal professional training, and suboptimal communication between leaders and staff are factors that hinder performance improvement. Therefore, adaptive and innovative leadership strategies are needed to create a conducive work environment and encourage improvements in the quality of education. Methodology: This research uses a descriptive qualitative approach with data collection methods through participant observation, in-depth interviews, and documentation studies at MTsN 1, MTsN 2, and MTsN Preparatory State Islamic Junior High School 3. Padangsidimpuan. Data were analyzed using the Miles and Huberman model through data reduction, data presentation, and conclusion drawing. The results of this study showed that the madrasah principal implemented eight main strategies in building effective leadership to improve teacher performance; (1). Coaching strategy, through training, individual mentoring, and Professional Learning Community (PLC). (2). Supervision strategy, based on participatory academic supervision and constructive feedback. (3). Motivation strategy, through verbal appreciation, emotional support, and professional development. (4). Reward strategy in the form of certificates, incentives, and additional task trust. (5). Discipline strengthening strategy with a systemic, restorative approach, and based on a collective work culture. (6). Family gathering strategy to build emotional bonds and social capital in the madrasah environment. (7). Structured academic supervision strategy through a cycle Collaborative planning, observation, and reflection. (8) Lesson Study strategy as a vehicle for developing distributive leadership and improving the quality of learning. Effective leadership of madrasah principals is built through a holistic approach that integrates administrative, pedagogical, and relational aspects. The implemented strategy has proven significant in improving teacher performance through increased competence, motivation, collaboration, and a positive work culture. This study recommends the need to strengthen teacher development programs and leadership training based on Islamic values for the sustainable improvement of educational quality in madrasahs.

DESIGN AND DEVELOPMENT OF AN ANDROID-BASED INFORMATION SYSTEM FOR THE INDONESIAN RED CROSS IN PRINGSEWU REGENCY AS A MEDIA FOR MANAGING MEMBER AND VOLUNTEER DATA

Abstract: The Indonesian Red Cross (PMI) is an independent and neutral organization engaged in humanitarian work. The PMI in Pringsewu Regency faces challenges in managing member, staff, and attendance data, hindering the development… ent of its Youth Red Cross (PMR) and Volunteer Corps (KSR) activities. Furthermore, public access to information about the PMI in Pringsewu Regency remains limited. Based on these challenges, this study aims to design and build an Android-based information system to manage PMI member and volunteer data in Pringsewu Regency. The research method used is the Waterfall method, encompassing the stages of needs analysis, system design, implementation, testing, and maintenance. The system is equipped with features for member management, volunteer attendance, staff information, and public access to information. Black Box testing results indicate that all system functions operate as required. With this information system, PMI member and volunteer data management in Pringsewu Regency becomes more effective, accurate, and integrated, while also facilitating public access to information about the PMI.

PERFORMANCE OF CIVIL PPARATUS IN THE PUBLIC WELFARE SECRETARIAT OF THE SINGKAWANG CITY REGIONAL SECRETARIAT

Abstract: The problem in this study stems from the ASN of the Public Welfare Section not having direct access, so that it affects the implementation of the main tasks and functions. In addition, there is a lack of professional personnel… sonnel in the field of Public Welfare in carrying out Duties and Functions and ASN has not been able to optimally read the interests of the community to obtain the priority in the field of Public Welfare that is expected. The purpose of the study is to describe and analyze the performance of ASN of the Public Welfare Section of the Regional Secretariat of Singkawang City in carrying out Duties and Functions. This study uses a descriptive research type with a qualitative approach. The results of this study indicate that the Performance of ASN of the Public Welfare Section has not been in accordance with expectations, this can be seen from the aspect of the quality of ASN performance which is not optimal, the level of consistency of program policies is not in accordance with its duties and functions. From the aspect of the quantity of ASN performance, it has not achieved results according to expectations and from the aspect of the time for completing ASN work, it can be seen that the availability of time in implementing program activities is still relatively lacking. As a suggestion or recommendation, namely to realize the quality, quantity and working time of ASN, it is necessary to understand the vision and mission and objectives of the People's Welfare Section, by socializing the vision, mission and objectives of the organization to all existing ASNs, both through staff meetings, discussions and in informal meetings and to increase the quantity of ASN work in carrying out tasks and functions, it is necessary to increase the number of ASNs with the expertise needed to implement program activities in the field of People's Welfare.

THE INFLUENCE OF TALENT MANAGEMENT, CONTINUOUS IMPROVEMENT, AND PERFORMANCE APPRAISAL ON PRODUCTIVITY OF VETERINARY STAFF IN LARAS SATWA CLINIC

Abstract: This systematic literature review examined 40 high-quality empirical studies to synthesize evidence regarding how talent management, continuous improvement, and performance appraisal influence employee productivity across… s organizational contexts. The findings reveal that talent management creates direct and moderated effects on employee productivity through organizational culture and employee involvement mechanisms. Continuous improvement methodologies, including Lean Six Sigma approaches, yield simultaneous improvements in both productivity and quality outcomes, with demonstrated effectiveness in service-oriented sectors. Performance appraisal systems enhance employee productivity through clarified performance expectations, developmental feedback, and strengthened accountability mechanisms. A critical finding is that integrating these three human resource management domains produces synergistic effects that exceed the sum of isolated interventions, demonstrating multiplicative rather than additive productivity gains through mutually reinforcing mechanisms. The 40 included studies employed balanced methodological approaches including quantitative surveys, structural equation modeling, qualitative investigations, and empirical case studies, with 65% published in 2024-2025 reflecting contemporary human resource management practices. This systematic evidence synthesis establishes that veterinary clinics implementing comprehensive integrated approaches addressing talent management, continuous improvement, and performance appraisal simultaneously would achieve superior productivity outcomes while addressing the profession's unique emotional labor demands and animal welfare responsibilities.

THE PHENOMENON OF FOOD WASTE IN BREAKFAST BUFFET SERVICES FOR SUSTAINABLE TOURISM

Abstract: Food waste in buffet services in the tourism sector is a strategic issue that has significant impacts on environmental, economic, and social aspects, especially in the context of efforts to achieve sustainable tourism. This… his study aims to analyze in-depth strategies for preventing food waste in buffet services by highlighting operational practices, guest behavior, and managerial policies implemented in the field. The research approach uses qualitative methods with data collection techniques through direct observation, in-depth interviews with hotel managers and staff, and documentation studies related to the food production and serving processes. The research results indicate that the most effective food waste prevention strategies include ongoing guest education on responsible consumption behavior, the implementation of flexible and adaptive portion sizes tailored to guest needs, and staff capacity building through training on food management and waste mitigation. Furthermore, strengthening coordination between the kitchen, restaurant service, and management is also crucial in ensuring optimal strategy implementation. These findings provide practical and academic contributions to the tourism industry by offering recommendations that can serve as a basis for developing more efficient and sustainable policies and operational practices, thereby reducing the negative impact of food waste while improving the quality of buffet service.
