COMPARATIVE ANALYSIS OF WASTE MANAGEMENT POLICY IMPLEMENTATION (A CASE STUDY BETWEEN PEKANBARU CITY AND PADANG CITY)

Abstract: Waste management problems in Indonesia have become a crucial challenge, especially in major cities. This study aims to analyze the comparative implementation of waste management policies in Pekanbaru City and Padang City… using the George C. Edward III policy implementation model. This qualitative research with a literature study approach analyzes four variables: communication, resources, bureaucratic structure, and disposition. The results show that Pekanbaru City faces significant constraints in all four variables, with a waste management achievement of 66.49% and even experiencing a waste emergency status in 2025. In contrast, Padang City achieved 94.02% and received various international awards. This difference is caused by more effective policy communication, massive community empowerment through 182 waste banks, strong fiscal commitment with a budget of Rp 70 billion, solid multi-stakeholder coordination, and a high implementer disposition in Padang City.

SUSTAINABLE AGILITY-DRIVEN CULTURE IN HUMAN RESOURCE MANAGEMENT: A PRIDE FRAMEWORK FOR FUTURE-READY ORGANIZATIONS

Abstract: This research develops the PRIDE Framework to integrate five interdependent dimensions, People (People-Centric Excellence), Resilience, Innovation, Development, and Empowerment, into a unified model explaining how HRM practices… actices drive both sustainability and agility. A systematic literature review guided by PRISMA principles was conducted, selecting peer-reviewed empirical and conceptual studies that examine HRM, organizational agility, and sustainability. Thematic synthesis and reflexive analysis produced a circular puzzle architecture representing these dimensions and their interconnections. Findings reveal that integrated people-centric policies, robust knowledge management, embedded innovation practices, continuous learning, and distributed decision-making create synergistic capabilities that enable rapid adaptation while maintaining long-term viability. Critical enablers include psychological safety, holistic wellness initiatives, adaptive learning programs, and outcome-based empowerment. The framework addresses gaps by showing sustainability and agility as complementary imperatives rather than competing priorities. Future research should validate the framework through multi-level and longitudinal studies, incorporate diverse language sources for broader context, and explore the impacts of AI-enabled HRM on each dimension. Limitations involve temporal and linguistic scope.

THE INFLUENCE OF GENDER, FAMILY BACKGROUND, AND ENTREPRENEURSHIP EDUCATION ON STUDENTS’ ENTREPRENEURIAL INTEREST IN VOCATIONAL HIGH SCHOOLS

Abstract: This study investigates the influence of gender, family economic background, and entrepreneurship education on the entrepreneurial interest of vocational high school students in Depok. Using a quantitative explanatory design,&#8230; sign, data were collected from 123 students via structured questionnaires and analyzed through t-tests, F-tests, and multiple linear regression. The results show that all three variables positively affect entrepreneurial interest, with entrepreneurship education emerging as the strongest predictor (β = 0.641, p < 0.001), followed by family background (β = 0.239, p = 0.006) and gender (β = 0.228, p = 0.012). These findings indicate that students’ entrepreneurial intention is primarily shaped by formal entrepreneurship education, supported by family influence and gender-related differences in confidence and risk orientation. The study emphasizes the importance of practical entrepreneurship education and a supportive family environment in fostering entrepreneurial interest among vocational students, contributing to a sustainable youth entrepreneurship ecosystem.

APPLYING DEEP LEARNING TO SUPPORT EARLY COGNITIVE DEVELOPMENT IN PRIMARY STUDENTS: INSIGHTS FROM AN INDONESIAN ISLAMIC SCHOOL CONTEXT

Abstract: The rapid advancement of artificial intelligence (AI) offers new opportunities to enhance teaching and learning in early education. This study applies deep learning approaches to support early cognitive development among&#8230; primary students in an Indonesian Islamic school. A hybrid Convolutional Neural Network (CNN) and Long Short Term Memory (LSTM) model was designed to analyse students’ cognitive patterns, attention, and engagement. Using a mixed-methods design, the research involved 60 students aged 8–10 at MIS Terpadu Alhijrah Bintuju. The model processed multimodal classroom data to generate adaptive feedback and personalized learning pathways. Results showed significant improvements in attention (+18%), memory recall (+22%), and problem-solving (+25%) after eight weeks of AI-assisted learning. Qualitative findings revealed higher motivation, engagement, and self-regulation. The study demonstrates that culturally aligned AI systems can effectively enhance early cognitive development and promote learner autonomy in Islamic primary education.

RELIGIOUS MODERATION IN PUBLIC SERVICE POLICY: BRIDGING BUREAUCRATIC NEUTRALITY AND SOCIAL HARMONY IN INDONESIA

Abstract: Religious moderation serves as a fundamental principle in the context of public service in Indonesia, where religious, cultural, and ethnic diversity demands fair, inclusive, and civilized governance. This study aims to&#8230; analyze the role of religious moderation in public service policy in Indonesia, particularly in bridging the relationship between bureaucratic neutrality and social harmony within a multicultural society. To date, studies on religious moderation have largely focused on education and interfaith dialogue, while the dimensions of public policy and bureaucratic culture remain underexplored. Using a qualitative approach through policy analysis and literature review, this research examines how the values of religious moderation tawasuth (balance), tasamuh (tolerance), ‘adl (justice), and musawah (equality) can be integrated into an inclusive, fair, and ethical public service system. The findings indicate that the internalization of moderation values within public policy can strengthen governmental ethics, enhance public trust, and reinforce social cohesion amid diversity. This study also proposes a conceptual model called Moderation-Based Public Service Governance (MBPSG) as a new framework for public service management grounded in the values of religious moderation, balancing administrative efficiency with social justice.

THE EFFICACY AND SAFETY OF A POLYPILL (ANTIHYPERTENSIVE, STATIN, ± ASPIRIN) FOR THE PRIMARY PREVENTION OF MAJOR ADVERSE CARDIOVASCULAR EVENTS: A SYSTEMATIC REVIEW AND META-ANALYSIS

Abstract: Background: Cardiovascular disease (CVD) continues to be the predominant cause of global mortality. Polypill techniques that integrate various cardiovascular drugs into a single formulation have emerged as a potential method&#8230; thod for primary prevention, especially in intermediate-risk populations. Objective: To systematically review and synthesize evidence regarding the efficacy and safety of polypill formulations (comprising antihypertensive medications, statins, with or without aspirin) in comparison to standard care or placebo for the primary prevention of major adverse cardiovascular events (MACE) in intermediate-risk populations. Methods: We conducted systematic review and meta-analysis in accordance with PRISMA 2020 standards (Systematic Review Registration: PROSPERO CRD420251184718). Various databases (PubMed, Cochrane Library, ScienceDirect, Scopus) were examined for original research published from January 2015 to October 2024. Studies were eligible if they assessed polypill therapies in individuals aged 30 to 70 years with intermediate cardiovascular risk (10-20% 10-year risk), reported composite major adverse cardiovascular events (MACE) outcomes, and included a minimum follow-up of 6 months. Two independent reviewers conducted screening, data extraction, and risk of bias evaluation utilizing the Cochrane RoB 2.0 tool. Results: Of the 161 records discovered, 4 randomized controlled studies (HOPE-3, TIPS-3, PolyIran, PolyPars) with 31,501 people fulfilled the inclusion criteria. Polypill therapies showed a substantial decrease in composite MACE relative to control groups (pooled HR 0.67 (95% CI 0.60-0.75, p<0.001). Individual trial hazard ratios varied from 0.50 (PolyPars) to 0.66 (PolyIran) and 0.79 (TIPS-3) with moderate heterogeneity (I²=35.2%, p=0.20). Polypills were generally well- tolerated, with a safety profile consistent with the individual components. Medication adherence was enhanced with the polypill in comparison to multiple-pill regimens. Conclusions: Polypill techniques markedly reduce major adverse cardiovascular events (MACE) in intermediate-risk patients for primary cardiovascular prevention, achieving around a 33% relative risk reduction. The fixed-dose combination strategy provides benefits in compliance and ease of use. These findings hold significant implications for healthcare systems in low-to- middle-income nations, such as Indonesia, where the burden of cardiovascular disease is substantial and access to long-term cardiovascular drugs is frequently hindered by cost and complexity.

FACTORS INFLUENCING GREEN ECONOMY DEVELOPMENT IN LAKE TOBA TOURISM AREA

Abstract: The development of a green economy is a strategic issue in realizing sustainable development, especially in potential areas such as Lake Toba. However, the role of socio-cultural factors in supporting the green economy has&#8230; as not been extensively researched empirically. This study aims to analyze the influence of Community Awareness, Environmental Knowledge, and Local Cultural Beauty on Green Economic Development in the Lake Toba area. The method used is a quantitative approach with multiple linear regression analysis techniques with the help of SPSS software version 25. Data were obtained from questionnaires distributed to local respondents The results of the study showed that Community Awareness and Environmental Knowledge did not have a significant effect on the green economy, while the Beauty of Local Culture had a significant effect. The value of the determination coefficient (R²) of 0.4053 indicates that the three variables explain the 40.5% variation in the development of the green economy. These findings confirm the importance of a cultural approach in supporting the sustainability of the Lake Toba region.

THE ROLE OF PSYCHOLOGICAL CAPITAL AS A PREDICTOR OF NURSES' ORGANIZATIONAL CITIZENSHIP BEHAVIOR IN REGIONAL HOSPITALS

Abstract: Nurses, as the frontline of healthcare services, are expected to deliver optimal performance that frequently goes beyond their formal duties, thus requiring robust psychological capital to support voluntary work behaviors&#8230; s known as Organizational Citizenship Behavior (OCB). This study aims to analyze the effect of Psychological Capital (PsyCap), which comprises hope, efficacy, resilience, and optimism, on nurses' OCB in regional hospitals and to identify the most dominant dimension influencing OCB. Employing a quantitative correlational approach, this research collected primary data through structured questionnaires distributed to nurses as respondents. The data were analyzed using descriptive statistics, multiple regression analysis, and moderated regression analysis to test variable relationships and the moderating effects of demographic factors. The results indicate that the levels of PsyCap and OCB among nurses are relatively high, with resilience emerging as the most significant predictor of OCB. These findings strengthen the position of PsyCap as an essential psychological resource that fosters prosocial behaviors among nurses, especially in regional hospitals often challenged by limited human resources. The implications suggest that hospital management should design PsyCap enhancement programs, focusing particularly on strengthening nurses' mental resilience to sustainably improve healthcare service quality. This study also contributes theoretically by enriching the literature on organizational behavior within the Indonesian healthcare sector.

I POLICY STRATEGY FOR STUNTING MITIGATION WITHIN THE FRAMEWORK OF ACHIEVING THE SUSTAINABLE DEVELOPMENT GOALS (A STUDY IN BAYUMUNDU VILLAGE, KADUHEJO DISTRICT, PANDEGLANG REGENCY)

Abstract: Stunting remains a major public health issue hindering the achievement of the Sustainable Development Goals (SDGs), particularly Goal 2 (Zero Hunger) and Goal 3 (Good Health and Well-Being). Previous studies have mostly&#8230; focused on nutrition and health aspects, while this research addresses the research gap by analyzing policy strategies based on cross-sectoral collaboration at the village level. The purpose of this study is to identify and analyze stunting mitigation policy strategies within the framework of achieving the SDGs in Bayumundu Village, Kaduhejo District, Pandeglang Regency. This research employs Collaborative Governance theory (Ansell & Gash, 2008) and SWOT analysis (Rangkuti, 2018) to map internal–external factors and assess the quality of multi-stakeholder collaboration. The study uses a qualitative descriptive approach, collecting data through interviews, observation, and documentation, with triangulation for data validation. The findings indicate that the main strengths of the strategy are community awareness campaigns and available health infrastructure, while the greatest opportunity comes from national policy and government support. However, weaknesses such as limited community understanding and threats such as socio-economic inequality remain significant challenges. The study concludes that the success of stunting mitigation strategies is strongly determined by actor synergy, facilitative leadership at the village level, and the utilization of national policy opportunities. It recommends strengthening collaborative institutional design and leveraging health technologies to ensure program sustainability

PLATFORM-EMBEDDED ENFORCEMENT IN CRYPTOCURRENCY REGULATION: RETHINKING TAXATION AND ANTI-MONEY LAUNDERING IN INDONESIA’S CROSS-BORDER LEGAL CONTEXT

Abstract: The rapid growth of cryptocurrency transactions presents both opportunities for innovation and risks of cross-border financial crime, including tax evasion and money laundering, which challenge the effectiveness of traditional&#8230; tional regulation. This study aims to analyze the effectiveness of platform-based law enforcement particularly the implementation of the Travel Rule, CARF, and KYC in the Indonesian context. The research employs a qualitative multi-site case study method with data triangulation from international literature (FATF, OECD, IMF, Chainalysis, Cambridge) and national regulations (OJK, PPATK, DJP). The findings indicate that cryptocurrency platforms serve as key actors in detection and enforcement; however, their effectiveness is constrained by the sunrise problem, the migration of illicit activities into DeFi and OTC ecosystems, and legal sovereignty tensions arising from the dominance of global platforms. This study introduces the concept of Platform-Embedded Enforcement as a novel theoretical framework, integrating monitoring and enforcement mechanisms directly into platform architectures, thereby enabling compliance to be enforced automatically, in real time, and across jurisdictions. These findings contribute to the development of more adaptive, holistic, and effective cryptocurrency regulation in emerging markets.
