PHYSICAL ENVIRONMENTAL INFLUENCES ON SILICOSIS: A NARRATIVE REVIEW INTEGRATING COMMUNITY EXPOSURE AND WISTAR RAT EXPERIMENTAL FINDINGS IN COAL-HANDLING REGIONS

Abstract: Coal mining, handling, and transportation activities are major sources of airborne particulate matter containing respirable crystalline silica, which poses significant risks to respiratory health. Silicosis remains a serious… ious occupational and environmental disease affecting not only workers but also communities living near coal-handling areas. Physical environmental factors, including air quality, temperature, humidity, and wind speed, play an important role in influencing dust generation, dispersion, and inhalation exposure. This narrative review aims to synthesize current evidence on the influence of physical environmental conditions on silica exposure and silicosis development, integrating findings from environmental monitoring studies, epidemiological research, and experimental Wistar rat models. A literature search was conducted using major scientific databases to identify relevant peer-reviewed articles published between 2010 and 2024. The reviewed evidence indicates that prolonged or high-intensity exposure to silica dust is strongly associated with chronic pulmonary inflammation and progressive fibrosis. Environmental conditions can exacerbate exposure risk by increasing airborne particulate concentrations and respiratory vulnerability. Experimental studies using Wistar rats provide mechanistic insights into silica-induced lung injury, supporting epidemiological observations in human populations. This review highlights the importance of integrating environmental, occupational, and biological perspectives to improve risk prediction, early detection, and preventive strategies for silicosis in coal-handling regions.

RAILWAY MODERNIZATION IN INDONESIA: A COMPARATIVE STUDY OF FOUR COUNTRIES AND ITS POLICY IMPLICATIONS

Abstract: This study examines structural and spatial gaps in Indonesia’s railway network through a comparative analysis with Japan, India, the Philippines, and Uzbekistan, aiming to formulate adaptive, efficient, and sustainable railway… railway modernization strategies. Using a qualitative descriptive-comparative approach grounded in pragmatism, the research emphasizes the policy relevance of global best practices adapted to Indonesia’s context. Lessons from Japan and India highlight network integration, business diversification, and logistics efficiency, while the Philippines and Uzbekistan demonstrate the importance of adaptive governance, technological innovation, and institutional reform in strengthening interregional connectivity. In Indonesia, modernization should integrate the roles of PT Kereta Api Indonesia (KAI), the Directorate General of Railways, and local governments to enhance connectivity, improve logistics efficiency, and promote equitable regional development. These findings provide a conceptual and managerial reference for designing inclusive, adaptive, and equitable national public transport policies.

FOOD SECURITY CHALLENGES AND POLICY RESPONSES IN SOUTH SULAWESI : TOWARD SUSTAINABLE SELF-SUFFICIENCY

Abstract: This study analyzes the challenges of food security and the policy responses of the government in achieving food self-sufficiency in South Sulawesi in 2025. The research aims to identify production-consumption gaps, distribution… ribution bottlenecks, and the impacts of climate variability and agricultural policies on food availability, accessibility, and affordability. A mixed-methods approach was employed, combining qualitative and quantitative techniques through household surveys, in-depth interviews with farmers and policymakers, field observations, and secondary data from the Central Statistics Agency and the South Sulawesi Agricultural Department. The results reveal persistent production deficits for rice and soybeans, while corn has reached a surplus, illustrating structural imbalances among staple commodities. Approximately 62% of respondents reported difficulties in transportation and storage due to inadequate infrastructure, contributing to post-harvest losses and unstable food prices. Government programs such as irrigation development, input subsidies, and farmer training have provided partial benefits, yet 57% of farmers indicated irregular access to such support. Moreover, climate shocks such as El Niño continue to depress yields and increase vulnerability among smallholder farmers. Conversely, social capital, manifested in farmer groups and cooperative networks, has played a significant role in sustaining household food availability and resilience. The findings suggest that food security in South Sulawesi cannot be addressed solely through production increases. A multifaceted strategy is required, emphasizing rural infrastructure development, climate-smart agricultural innovation, institutional and irrigation reform, and community-based mechanisms that strengthen social capital. This integrative approach provides empirical evidence for policy design and contributes to the broader discourse on sustainable food self-sufficiency in Indonesia.    

JUSTICE IN GOVERNMENT POLICIES WITHIN THE FRAMEWORK OF PANCASILA

Abstract: The problem of inequality in Indonesia remains a growing issue. With a population of over 270 million, inequality remains an unresolved challenge. This study aims to further explore the concept of Justice in Government Policy… olicy within the Pancasila Framework. The research method used in this study is a qualitative approach, while the type of research used is a literature study. The results of this study indicate that the principle of justice within the context of Pancasila has been implemented by various government agencies such as the Ministry of Education and Culture, the Ministry of Religious Affairs, the Ministry of Transportation, Gadjah Mada University, and the BPJS Kesehatan (Social Security Agency for Health). This principle of justice is implemented through attention to disabilities, the principle of mutual cooperation within BPJS Kesehatan, and the existence of affirmative action programs to obtain educational scholarships for people living in the outermost, outermost, and remote areas. The conclusion of this study is that the principle of justice within the context of Pancasila has been implemented.

AN ANALYSIS OF TRAFFIC ACCIDENT RATES IN DUMAI, RIAU PROVINCE

Abstract: Roads, including land, sea, and air transport, are vital in the overall transportation system. However, a lack of focus on safety can lead to increased traffic accidents. This study analyzes accident data from five Dumai… (Riau Province) roads with the highest accident rates. The analysis used secondary data, including traffic accident records and average daily traffic (ADT) from 2019 to 2023. The study followed a descriptive method with data collection through observation and documentation. The findings show that Soekarno Hatta Street experienced the highest number of accidents, totaling 107 incidents. The accident rate for the identified black spot on Soekarno Hatta Street in Bagan Besar Sub-District reached 0.727. Meanwhile, the black site on Cut Nyak Dien Street in Bangsal Aceh Village had an accident rate of 0.10.  

FLOOD FACTORS AND HANDLING: CASE STUDY OF INDONESIA AND THE PHILIPPINES

Abstract: Flooding is a natural phenomenon that can cause disasters for humans, especially in Indonesia and the Philippines, which often experience significant impacts on the economy, transportation, and social life. This research… aims to analyze the factors that cause flooding in both countries, compare the management policies implemented, and provide recommendations for improved mitigation. The method used is a literature review to collect and analyze various scientific sources. The results show that in Indonesia, factors causing flooding include land subsidence, land use change, and climate change, while in the Philippines, flooding is often triggered by tropical storms and extreme rainfall. Indonesia's response strategy focuses on river normalization and drainage infrastructure, while the Philippines implements a National Disaster Risk Reduction and Management Plan that covers prevention, preparedness, and rehabilitation. Despite these efforts, challenges such as urbanization and land acquisition still hamper the effectiveness of flood management. Recommendations include improving infrastructure, sustainable spatial planning, and community education.

JURIDICAL ANALYSIS OF DECISION NUMBER 27/PDT. G/2019/PN. TBK AGAINST LAWSUITS FOR UNLAWFUL ACTS ON MEANS OF TRANSPORT CONFISCATED BY THE STATE

Abstract: Article 109 paragraph (2) of Law Number 17 of 2006 concerning Amendments to Law Number 10 of 1995 concerning Customs regulates that means of transport that are solely used to commit criminal acts can be confiscated for the… he state. Decision Number 102/Pid.Sus/2019/PN.Tbk stated that the means of transporting the MT Yosoa ship were confiscated for the state and in Decision Number 27/Pdt.G/2019/PN.Tbk, the judge ruled that the Tanjung Balai Karimun District Prosecutor's Office Cq. Public Prosecutor had committed an unlawful act. The purpose of the research is to analyze the judge's consideration of the lawsuit for unlawful acts, and the extent of Decision Number 27/PDT. G/2019/PN. Tbk influences the legal interpretation of unlawful acts, as well as the ownership status of MT YOSOA ships that have been decided to be confiscated by the state. This research is a normative juridical research. Data is collected and then analyzed qualitatively. The results of the research show that the judge's decision has weaknesses in legal considerations which results in legal uncertainty and injustice for the parties. In addition, there are inconsistencies in assessing the evidence of ship ownership and elements of unlawful acts, this decision also shows weaknesses in determining liability, due to the lack of parties involved in the lawsuit. It is recommended that the judge be more careful in considering all aspects of the law and exploring the material truth thoroughly. All interested parties must be involved in the lawsuit so that accountability can be clearly established.

DEMAND SIDE AND SUPPLY SIDE ANALYSIS OF INTERNATIONAL SCALE TOURISM ACTIVITIES POST SAIL KOMODO IN EAST NUSA TENGGARA

Abstract: The results of the study show that the six independent variables, namely: Entry Variable (ENT), Long-Distance Transportation (TJJ), Tourism Promotion (PW), Short-Distance Transportation (TJD), Hospitality (HOS) and Supporting… rting Infrastructure (IP) together contribute an influence of 60.30 % on the decision of foreign tourists to visit the Province of East Nusa Tenggara. There are three variables that have a positive and significant influence on the choice of tourists to NTT, namely the ENT variable, TJJ and the PW variable; while the other three variables have no significant influence, namely, TJD , HOS and IP . For domestic tourists, Simultaneously, the five independent variables contribute 87.3% of the influence on the decision of domestic tourists to visit the Province of East Nusa Tenggara. However, partially, TJJ and PW have a significant effect, while TJD , HOS and IP have no significant effect on the choice of domestic tourists to visit the Province of East Nusa Tenggara. industry business before the preparation and implementation of Sail Komodo, shows that both additional investment, additional workforce , tourist visits, additional length of stay and income/turnover of business actors are in the low category. The condition of tourism business actors during the preparation, during and after the implementation of Sail Komodo shows a rapid increase. The three main variables that experienced a rapid increase during the preparation, during the implementation and after the implementation of Sail Komodo are additional tourist visits , additional turnover/ income and additional tourist stay time. Before the implementation of Sail Komodo, the environmental security conditions at tourist locations in NTT were already in the moderate category , compared to other variables that were in the low category . The condition of tourist locations during preparation, during implementation and after the implementation of Sail Komodo were in the moderate category except for additional electricity supply which was in the low category.

Interaksi antar pelaku pariwisata merupakan modal utama dalam… alam pengembangan pariwisataberbasis budaya melayu Pada dasarnya konsep wisata berbudaya melayu merupakan mengintegrasikannilai keislaman kedalam seluruh aspek kegiatan wisata.Tidak dapat dipungkiribahwa budaya melayu menjadi budaya yang begitu erat disandangkandengan agama Islam. Pariwisata berbudaya melayu diwujudkandalam berbagai sektor,seperti busana melayu, permainan rakyat,rumah makan, transportasi, dll. Perlunya pemahaman kembali mengenai kebudayaan Melayu Riau di Kota Pekanbaru dengan tersedianya ruang sebagai media bagi Masyarakat untuk memahami nilai-nilai kebudayaan agar tetap bertahan dengan identitas lokal secara universal yang dapat dirasakan dengan cakupan yang lebih luas Kajian mengenai kearifan lokal dan pariwisata bukanlah hal baru yang belum pernah diteliti sebelumnya. Kearifan lokal merupakan warisan budaya secara turun temurun, namun saat ini mulai pudar akibat tergerus arus budaya globalisasi. Maka peran dari masyarakat dan pemerintah juga perlu dalam mempertahankan warisan budaya baik yang berbentuk maupun sacara tidak berbentuk misalnya sifat dari masyarakat itu, prinsip masyarakat, maupun sikap orang tersebut. pengetahuan etnik Melayu mencakup beberapa aspek penting yaitu Identiti Budaya, Keberagaman, Hubungan Sosial, Pengetahuan Alam dan adaptasi dan perubahan. Studi ini menerapkan metode penelitian kualitatif, dengan memanfaatkan analisis dari sumber-sumber tulisan (studi literatur). Penelitian kualitatif yaitu suatu pendekatan yang mengambil keputusan dengan menggunakan model deskriptif. Metode ini menjelaskan hasil pengamatan terhadap data penelitian yang berbentuk ucapan atau pandangan dari individu yang telah mencermati objek yang diteliti, serta memaparkan fenomena budaya dan sosial. Capaian dari penelitian dengan metode yang digunakan adalah dapat memahami serta menjelaskan fenomena-fenomena yang telah diteliti secara menyeluruh dan detail berdasarkan fakta-fakta yang ada.

PERAN DINAS PERHUBUNGAN DALAM PENGAWASAN DAN KESELAMATAN MASYARAKAT DALAM PENGGUNAAN ALAT TRANSPORTASI LAUT DI KECAMATAN DURAI KABUPATEN KARIMUN

Abstract: Kasus kecelakaan laut di Kabupaten Karimun Kecamatan Durai bertambah terus menerus. Penelitian ini bertujuan untuk mengetahui bagaimana peran pemerintah khususnya Dinas Perhubungan dalam melakukan pengawasan dan keselamatan… tan masyarakat dalam menggunakan alat transportasi laut di Kecamatan Durai. Penelitian ini menggunakan Teori Arif yang memiliki 4 (empat) indikator yakni pemerintah sebagai regulator, pemerintah sebagai dinamisator, pemerintah sebagai fasilitator, pemerintah sebagai katalisator. jenis penelitian yang di gunakan     adalah penelitian deskriptif kualitatif. data yang di kumpulkan dengan menggunakan metode wawancara dan dokumentasi. hasil penelitian ini menunjukan bahwa peran pemerintah sebagai regulator adalah masih kurang dalam memberi peraturan yang di mana tidak adanya peraturan tertulis mengenai kuantitas penumpang, peran pemerintah sebagai dinamisator masih kurang memuaskan di mata masyarakat hal ini di karenakan tidak adanya pengecek kan yang semestinya di lakukan oleh Dinas Perhubungan dan Tim Syahbandar ataupun dinas lainnya, peran pemerintah sebagai fasilitator yang berindikatorkan fasilitator juga serupa dengan regulator yang di mana masyarakat merasa kurang puas karena tidak adanya   pengecekan yang di lakukan oleh Dinas Perhubungan untuk alat keselamatan di kapal, peran pemerintah sebagai katalisator pemerintah memiliki kedudukan sebagai aktor yang mempercepat pengembangan potensi daerah dan yang memungkin kan bisa menjadi model sosial untuk menciptakan partisipasi yag di mana menurut pandangan masyarakat ketika ada sesuatu hal yang terjadi di laut pada kenyataannya selalu melibatkan banyak pihak. kendala yang di hadapi oleh dinas terkait yaitu karena faktor alam, dan jadwal keberangkatan pompong dari Durai ke Semembang, Sandam dan Pulau Akat yang tidak sinkron, yang di mana Dinas Perhubungan Kecamatan Durai ini terletak di Kabupaten Karimun.
