FOOD SECURITY CHALLENGES AND POLICY RESPONSES IN SOUTH SULAWESI : TOWARD SUSTAINABLE SELF-SUFFICIENCY

Zulkifli, Zulkifli, Dahliana, Besse, Suhartina, Suhartina
Abstract: This study analyzes the challenges of food security and the policy responses of the government in achieving food self-sufficiency in South Sulawesi in 2025. The research aims to identify production-consumption gaps, distribution… ribution bottlenecks, and the impacts of climate variability and agricultural policies on food availability, accessibility, and affordability. A mixed-methods approach was employed, combining qualitative and quantitative techniques through household surveys, in-depth interviews with farmers and policymakers, field observations, and secondary data from the Central Statistics Agency and the South Sulawesi Agricultural Department. The results reveal persistent production deficits for rice and soybeans, while corn has reached a surplus, illustrating structural imbalances among staple commodities. Approximately 62% of respondents reported difficulties in transportation and storage due to inadequate infrastructure, contributing to post-harvest losses and unstable food prices. Government programs such as irrigation development, input subsidies, and farmer training have provided partial benefits, yet 57% of farmers indicated irregular access to such support. Moreover, climate shocks such as El Niño continue to depress yields and increase vulnerability among smallholder farmers. Conversely, social capital, manifested in farmer groups and cooperative networks, has played a significant role in sustaining household food availability and resilience. The findings suggest that food security in South Sulawesi cannot be addressed solely through production increases. A multifaceted strategy is required, emphasizing rural infrastructure development, climate-smart agricultural innovation, institutional and irrigation reform, and community-based mechanisms that strengthen social capital. This integrative approach provides empirical evidence for policy design and contributes to the broader discourse on sustainable food self-sufficiency in Indonesia.

LEGAL ANALYSIS OF THE LEGALITY OF MODIFYING AND RESELLING CREATIVE COMMONS-LICENSED DIGITAL PRODUCTS

Nurdiyansyah Sunandar, Firman, Herman Setiawan, Andri, Juaeni, Ahmad, Triestanto, Johannes
Abstract: The rapid proliferation of digital markets has intensified legal challenges surrounding the modification and resale of Creative Commons–licensed digital products in Indonesia. This study conducts a doctrinal analysis of… f the Indonesian Copyright ActLaw No. 28 of 2014) in light of comparative jurisprudence from Japan, Taiwan, and the United States, elucidating how civil-law and common-law systems treat CC licenses. It examines recurring issues ambiguities in “derivative works,” conflicts between non-commercial and commercial exploitation clauses, and failures to observe attribution requirements through practical case studies of software, e-books, music, and video tutorials. Drawing on Satjipto Rahardjo’s progressive legal theory, the research argues for a functional, transformative approach that aligns domestic copyright doctrine with globally harmonized open-licensing principles and substantive justice. The analysis reveals that, under Indonesian law, permissibility hinges on strict adherence to each license’s specific terms; however, current regulations lack clarity, generating legal uncertainty for both creators and users. To address these gaps, the study proposes interpretative guidelines and legislative reforms that (1) define “derivative works” in accord with CC International’s porting model, (2) reconcile non-commercial provisions with legitimate digital markets, and (3) institutionalize attribution standards. Such measures would safeguard creators’ moral and economic rights while fostering equitable digital access and innovation, thereby enhancing Indonesia’s knowledge economy.

THE EFFECT OF FINANCIAL LITERACY ON FINANCIAL MANAGEMENT BEHAVIOR WITH FINANCIAL RISK ATTITUDE AND FINANCIAL TECHNOLOGY AS MEDIATING VARIABLES

Siti Robihah Al Maliyah, Hamidah, Hamidah, Widyastuti , Umi
Abstract: This study aims to determine the extent to which financial literacy affects the financial management behavior of MSME actors in DKI Jakarta, by considering the role of attitudes towards financial risk and the use of financial… ncial technology as mediating variables. The background of this study comes from the fact that there are still many MSME players who are not able to manage their finances optimally, even though access to information and digital financial services is quite widespread. Using a quantitative approach, data were collected from 156 individual business owners and analyzed through the Partial Least Squares Structural Equation Modeling (PLS-SEM) method. The results showed that financial literacy did not have a significant direct effect on financial management behavior. However, financial literacy has a positive and significant effect on financial risk attitudes and financial technology. These two variables directly influence financial management behavior, and act as mediators in the relationship between financial literacy and financial management behavior. These findings emphasize the importance of a financial literacy approach that not only focuses on increasing knowledge, but also includes the formation of rational risk attitudes and the practical use of financial technology. This kind of literacy strategy is considered more relevant and effective in improving the financial management of MSME actors, especially in the current digital era.

IMPACT OF SOCIAL MEDIA USE IN POLITICAL CAMPAIGNS ON VOTER AWARENESS AMONG FIRST-TIME VOTERS AT SMAN 15 GARUT IN ELECTORAL PARTICIPATION

Ilham, Muhammad Ilham Fadilah
Abstract: The use of social media in political campaigns significantly impacts the political awareness of first-time voters at SMAN 15 Garut. Validity and reliability tests of the research instrument indicate that the questionnaire… e used is valid and reliable, allowing for accurate measurement of the desired concepts. Simple linear regression analysis reveals a positive relationship between the social media use variable (X) and the level of voter political awareness (Y), with social media explaining approximately 23.1% of the variation in voter awareness. Although significant, the influence of social media does not explain the entire variation in voter political awareness. Other factors outside the research variables also contribute, indicating the complexity in understanding the factors that influence the political awareness of first-time voters. Therefore, it is suggested to integrate social media use into better political campaign strategies, considering the characteristics of first-time voters. Increased digital access and knowledge also need to be strengthened so that first-time voters can participate more actively and effectively in the democratic process.

The results revealed that visitors rated the clarity of registration information and memorable experiences the highest. Regression analysis showed that attraction significantly negatively affected visitor perception, while accessibility, amenity, and ancillary factors had significant positive effects. This indicated that enhancing accessibility, amenity, and ancillary improved visitor satisfaction, whereas increasing attraction elements unexpectedly lowered visitor perception. In conclusion, effective management of attraction, accessibility, amenity, and ancillary was essential to foster positive visitor perceptions and enhance the competitiveness of Milkindo Agrotourism as a leading educational tourism destination. The study recommended continuous innovation and improvement to support sustainable development in education-based agrotourism.

Jaja Abdul Jabar, Suheti, Supardi, Anis Fauzi
Abstract: This article examines the 9-year basic education policy in Indonesia, which is an implementation of the 1945 Constitution to guarantee the right to education for all citizens. This policy aims to improve access and quality… ty of education, improve the life of the nation, and create quality human resources. The review includes the history of the policy, starting from Law No. 4 of 1950 to the launch of the program by President Soeharto in 1984, as well as the influence of political interests and the modernization of Islamic education in the National Education System Law. The implementation of the policy involves a shared responsibility between the government, parents, and the community. Although it has been running, challenges such as low awareness of education and family economic conditions are still obstacles. Therefore, collaborative efforts and adequate funding are needed to ensure the provision of quality basic education, as well as open alternative education pathways. Sustainable policies such as the 12-year compulsory education program are expected to strengthen the foundation of education and increase access for future generations
