and communication. This study aims to evaluate the effectiveness of the KIM program's implementation, covering aspects of planning, execution, and its impact on the community. The research method employed is a qualitative approach, with data collection techniques including interviews, observations, and document studies. The evaluation results indicate that the KIM program has positively contributed to improving community information literacy, particularly in rural areas. However, several challenges were identified, such as limited human resources, uneven technological infrastructure, and low community participation in certain activities. Therefore, strategic measures are needed, including enhancing the capacity of KIM members, expanding access to information technology, and optimizing synergy between local government, local communities, and other stakeholders. This study is expected to serve as a reference for developing a more effective and sustainable KIM program in the future.

Data collection techniques are observation, interviews, and documentation, with data analysis techniques using data reduction, data presentation, and conclusion. The analysis results found that although there has been progress in developing internet networks, challenges such as limited infrastructure and access speed still need to be overcome. This research recommends that the Communications and Information Service continue to invest in infrastructure, strengthen collaboration with service providers, and improve educational programs for the community. In this way, optimization of public services can be achieved, providing significant benefits for the people of Merauke Regency. The research results show three main strategies implemented: core strategy, customer strategy, and cultural strategy. The core strategy focuses on improving network infrastructure and security, with efforts to expand network coverage in remote areas. The strategy emphasizes customer and assistance service provision. Meanwhile, the cultural strategy seeks to build pleasing cooperation between the Communications and Information Service and the community and increase digital literacy.

rastructure is a serious challenge. This research focuses on the role of the Tof-Tof Village Government in developing productive age human resources. With a qualitative case study approach, data was collected through interviews, observation and documentation involving village officials and the community. The research results show that the Tof-Tof Village Government plays an important role as a motivator, facilitator and mobilizer in providing access to education, skills training and infrastructure development. Despite facing geographic constraints and limited resources, the initiative significantly improved the skills of local communities, with a 25% increase in competency scores among training participants. Challenges such as budget constraints and coordination were successfully overcome through innovative strategies. This research contributes to understanding the dynamics of human resource development in remote areas and provides policy recommendations for sustainable and inclusive development programs.

The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation.
The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems.

The research employs a descriptive qualitative method, collecting data through in-depth interviews, field observations, and document studies. The informants include citizens using public services, government officials, and community leaders.
The findings reveal a significant disparity in access and quality of services between urban and rural areas in Merauke. Residents in remote areas face various challenges, such as limited infrastructure, a shortage of healthcare workers and teachers, as well as geographical barriers that delay the fulfillment of their basic rights, particularly in healthcare, education, and civil administration services. The digitization of services is also uneven, as limited internet access in rural areas hampers licensing services.
Based on these findings, the study proposes a new theory, Geographically Adaptive Public Service, which emphasizes the importance of adapting public services to local geographical and socio-cultural conditions. This theory offers a more flexible and innovative approach to public service delivery in remote areas, aiming to ensure the equitable fulfillment of citizens' rights. In conclusion, service innovation and a more adaptive approach are needed to improve the quality of public services in Merauke Regency, particularly in reaching communities in hard-to-access areas.

Based on the research results, the availability of adequate health facilities and equipment at BPJS counters can help officers in carrying out their duties in providing services to BPJS participants and is a factor that influences services at BPJS counters in Merauke-General Region. the affected hospitals are physical evidence. This study aims to analyze Sunday School strategies in addressing the opportunities and challenges of digitalization, the utilization of digital media for children’s spiritual growth, and the roles of teachers, churches, and families in developing relevant and transformative spiritual learning. The research employed a qualitative approach with a library research design enriched through phenomenological analysis of digitalization practices in Sunday School ministry. Data were obtained through a review of literature on Christian educational theology, child pedagogy, digital literacy, and reflective observation of the use of Bible animation videos, social media, and online learning platforms. The findings indicate that the digitalization of Sunday School ministry through Bible animation videos, YouTube, Zoom, Google Meet, and Christian learning applications enhances children’s interest, participation, and understanding of God’s Word through learning experiences that are more interactive, communicative, and contextual. The challenges of digitalization are reflected in gadget-related distractions, digital dependency, reduced learning concentration, and unequal access to technology among certain families. The study concludes that the success of digital Sunday School requires the integration of technology, teacher competence, parental guidance, digital literacy, and continuous spiritual formation. The novelty of this study lies in the development of a digital Sunday School ministry model that integrates technological media, pedagogical strategies, family supervision, and children’s spiritual formation in a holistic manner, thereby ensuring that church ministry remains adaptive, inclusive, and centered on children’s faith development in the digital era.

Employing a descriptive qualitative method supported by a literature review, the data were collected from various scientific sources such as books, journals, articles, and previous studies. The findings indicate that Collaborative Learning effectively enhances students’ Literasi digital skills through activities emphasizing interaction, discussion, problem-solving, and the use of digital platforms such as Google Classroom, Canva, Kahoot, and Padlet. The teacher’s role as a facilitator is crucial in creating an active, adaptive, and student-centered learning environment. Challenges such as limited devices and internet access still arise, yet these can be mitigated through teacher competency development, parental support, and the optimal use of accessible digital resources. The study concludes that integrating Collaborative Learning with Literasi digital not only improves academic competence but also fosters a learning ecosystem that is engaging, participatory, and aligned with technological advancements. GTC possess complex learning profiles, characterized by high intellectual capacity, rapid knowledge acquisition, and intense interests and creativity that exceed the average. The mismatch between conventional teaching approaches and the distinctive needs of GTC in inclusive environments creates serious pedagogical challenges, notably the hindered realization of their full potential. This article aims to critically examine the effectiveness of differentiated instruction as an adaptive curriculum strategy in addressing the diverse needs of GTC within inclusive classrooms. Through a systematic literature review, the differentiation approach is analyzed within the framework of modifying content, process, and product of learning based on students' readiness, interests, and cognitive profiles. The findings indicate that the implementation of differentiation significantly enhances intrinsic motivation, active engagement, and academic achievement of GTC, while maintaining social cohesion in the classroom. Differentiated instruction also contributes to the creation of an inclusive, dynamic, and pedagogically equitable learning environment. The novelty of this study lies in the conceptual integration of differentiation principles with inclusive practices as a foundation for curriculum design that emphasizes individual excellence and appreciation of diversity. These findings offer substantive contributions to the development of a more transformative and responsive pedagogical paradigm, while also providing both theoretical and practical foundations for educators in designing curriculum interventions that empower all learners, including those with exceptional capacities.

s context, children with mild intellectual disabilities present unique challenges, particularly related to limitations in cognitive aspects, social adaptation, and self-regulation. The main issue addressed in this study is how structured individual learning strategies can be effectively implemented to support the achievement of competencies for students with mild intellectual disabilities in inclusive elementary school settings. The aim of this research is to conduct a theoretical review of the effectiveness of the Individualized Education Program (IEP) as a pedagogical approach based on individual needs, responsive to the unique characteristics of learners. The method used is a systematic literature review with a qualitative-descriptive approach through the examination of scientific publications, academic books, and national policies related to inclusive education and differentiated learning services. The analysis results show that the IEP plays a strategic role in optimally accommodating the learning needs of students with mild intellectual disabilities, emphasizing flexible planning, realistic goals, and progress-oriented evaluation. The effectiveness of the IEP increases significantly when it is designed through cross-professional collaboration among general education teachers, special education teachers, and parents. The conclusion of this study affirms that the implementation of IEP not only strengthens the pedagogical dimension of inclusive education but also promotes a paradigm shift towards more adaptive and humanistic education. The novelty of this study lies in the conceptual integration and practical implementation of the IEP for students with mild intellectual disabilities in elementary schools, which remains limited within the scope of national research.
