The aim of this research is to analyze and describe the e-procurement process within a collaborative framework and to identify the obstacles faced. This research uses a descriptive qualitative approach with data collection techinuques through interviews with the local UKPBJ of Pekanbaru City, the Departement of Trade and Industry of Pekanbaru City, the Inspectorate of Pekanbaru dan the Department of Cooperatives and MSMEs of Pekanbaru City. The result of this study indicate that collaboration among actors is on going but not yet optimal, especially in horizontal dimensions. The involvement of local business actors is still limited due to a lack of technical assistance and information. This research recommends strebgthening the role of local governments as facilitators of collaboration, enchancing the capatity of business actors, and fostering synergy between institutions to achieve participatory, transparent procurement using domestic products.

the impact of these strategies on student behavior. The study used a descriptive qualitative approach with a case study design. The research subjects consisted of the principal, three Islamic Religious Education teachers, and Muslim students at SMPN 2 Nuangan. Data collection techniques were carried out through observation, interviews, and documentation. Data were analyzed through the stages of data reduction, data presentation, and conclusion drawing, while data validity was tested through source and technique triangulation, observation persistence, extended participation, and member checks. The results showed that the strategies of Islamic Religious Education teachers in the formation of Islamic character values were carried out through role models, habituation, advice, integration of character values in learning, and supervision of student behavior. Supporting factors included teacher commitment, a conducive school culture, cooperation among school members, and parental support. Inhibiting factors included differences in student backgrounds, lack of family attention, the influence of the social environment, and limited learning time. This strategy has a positive impact on improving students' religious attitudes, discipline, responsibility and good manners.

Data analysis used the Miles and Huberman model which includes data collection, data reduction, data presentation, and drawing conclusions. The results showed that PAI teachers' strategies in increasing student learning interest were carried out through the use of varied learning methods such as discussions, questions and answers, demonstrations, direct practice, educational games, and storytelling methods. Teachers also used learning media such as videos, images, posters, and presentation slides to attract students' attention. These strategies were proven to be able to increase student interest, activeness, and motivation in learning. In addition, PAI learning strategies also improved student learning achievement in the cognitive, affective, and psychomotor aspects. Students became more understanding of the material, demonstrated better behavior, and were able to practice worship correctly. Supporting factors for the research include a religious school environment, support for learning facilities, and parental cooperation, while the obstacles faced include differences in student abilities, lack of learning motivation, and limited learning media.

The strategies used include storytelling, discussions, history learning, religious activities, social activities, and student involvement in school activities such as ceremonies, Scouts, and Paskibraka. Supporting factors include the principal's commitment, teacher quality, curriculum, facilities and infrastructure, the school environment, and parental and community support. Obstacles include low student motivation, limited time, lack of participation, and limited learning methods. The results of this study identify four key aspects, namely: 1) Pre-learning planning for students is very important to determine the aspects of learning that will be implemented in the classroom, 2) The implementation of ISMUBA learning based on moral knowing and feeling will focus more on students' moral education, 3) Teachers' exemplary behavior as role models for students because good activities must be exemplified first, and 4) Learning projects/training students' skills through learning outside the classroom trains students to face daily challenges and fosters moral action. The main challenges in moral internalization include a lack of teacher role models, a lack of supervision of outside classroom activities, and external factors due to the influence of social media. Therefore, this study recommends cooperation among educators, namely schools, teachers, and families, to strengthen the effective moral internalization of students.

hool marching band activities may reproduce discipline-oriented rehearsal models designed for older learners. A one-group pre-test and post-test mixed-methods design was used with twenty Indonesian preschool children aged four to five years. Over six weeks, children participated in twelve adapted marching band sessions that combined simplified rhythmic patterns, child-scaled instruments, neat but developmentally adjusted formations, cooperative music-making, visual-motor activities, and responsive teacher facilitation. Quantitative data were collected using a four-point developmental observation rubric covering rhythmic competence, motor coordination, and socio-emotional engagement. Qualitative data were obtained from teacher reflective journals and post-intervention interviews. Paired-sample analysis showed higher post-test scores across the three developmental domains. The largest observed improvement appeared in socio-emotional engagement, followed by rhythmic competence and motor coordination. However, because the study did not include a control group, the findings should be interpreted as developmental changes observed after participation rather than definitive causal effects of the intervention. Qualitative findings indicated that children participated more confidently when teachers simplified rhythmic tasks, used clear and neat formations with reduced technical pressure, provided child-scaled instruments, supported safe movement, and acted as co-players and emotional co-regulators. The study reconceptualizes marching band routines not as rigid disciplinary scripts, but as adaptable performative frames that may support social participation, emotional regulation, rhythmic learning, motor coordination, cooperation, and creative agency when aligned with children’s developmental readiness.

amines infrastructure management on Miangas Island, one of Indonesia’s northernmost outer islands bordering the Philippines. Although Miangas already has several basic and strategic infrastructures, including roads, an airport, a port, electricity facilities, clean water sources, telecommunications, health facilities and security infrastructure, these assets have not yet functioned as an integrated and reliable system. The main problem is therefore not the absence of infrastructure, but the gap between physical availability and functional performance. This study uses a qualitative descriptive-analytical approach based on field observation, semi-structured interviews and document review. Data were analysed using the Miles and Huberman model, supported by STEEP+M and SWOT analysis. The findings show that infrastructure management in Miangas is influenced by three main indicators: infrastructure availability and quality, connectivity and accessibility, and infrastructure sustainability. Internally, Miangas has strengths in its strategic geography, existing infrastructure assets, state institutional presence, social cohesion and strong national identity. However, these strengths are constrained by weak service quality, limited maintenance, unstable connectivity, a fragile local economy and inadequate maritime surveillance. Externally, Miangas benefits from national legal support, strategic policy status and Indonesia–Philippines cooperation, but faces threats from cross-border dependence, illegal fishing, border violations, environmental pressure and geopolitical sensitivity. The SWOT analysis places Miangas in the WO quadrant, meaning that external opportunities should first be used to overcome internal weaknesses. This article proposes the Civil-Military Corridor Resilience Model as an integrated framework that connects public services, logistics, energy, local markets, maritime security and territorial defence in one border resilience system.

This study aims to describe the role of scouting and extracurricular activities in strengthening students' character values and to identify their implementation and impact on students' attitudes and behavior. The research method used was a qualitative approach, with data collection techniques through observation, interviews, and documentation. The results indicate that scouting and extracurricular activities are able to instill the values of discipline, cooperation, leadership, responsibility, independence, and social awareness in a contextual and sustainable manner. The process of habituation, the role model of the instructor, and direct experience in the activities are key factors in the success of strengthening students' character. Therefore, scouting and extracurricular activities have a strategic contribution in supporting character education strengthening programs in schools and need to be managed systematically and integrated with learning activities.

the Herzien Inlandsch Reglement (HIR), its execution frequently encounters a number of challenges. The purpose of this study is to examine how civil judgments are carried out, including the legal foundation, several forms of execution (such as real, payment of money, and vacating), stages of implementation (such as aanmaning, execution seizure, and forceful execution), and practical challenges. Normative juridical study using a conceptual and statutory approach is the methodology employed. The study's findings show that the primary causes of execution failure are non-legal barriers like social opposition and a lack of official backing, as well as legal barriers like verzet, derden verzet, and ambiguous verdicts. Effective, efficient, and equitable execution of civil judgments requires systemic change and interagency cooperation.
