llenges, such as limited resources, a lack of community capacity in management, and dependence on external parties. This study aims to analyze community empowerment based on local participation through the management of the tourism village, using the community empowerment theory proposed by Jim Ife. The study emphasizes the importance of resource, opportunity, knowledge, and skill indicators in supporting the success of community empowerment. This research employs a qualitative descriptive method, collecting data through in-depth interviews, field observations, and documentation. The primary informants of the study include community leaders, local business actors, and tourism village managers. The findings reveal that empowerment through resource indicators has increased the income of craft businesses by 150%, from IDR 2 million to IDR 5 million per month. Furthermore, the opportunity indicator successfully opened avenues for the community to manage homestays, increasing income by up to 70% compared to previous levels. The knowledge and skill indicators also proved significant, with more than 90% of the community actively participating in training, which supports the sustainable economy of the tourism village. The conclusion of this study highlights that community empowerment based on local participation has a positive impact on the economic independence of the Panglipuran Village community. The novelty of this research lies in the integration of community empowerment elements with local wisdom values, such as mutual cooperation and cultural preservation. This model contributes not only to economic development but also serves as a best practice example in sustainable local participation-based tourism village management.

Data was obtained using observation, interview, and documentation techniques, and then the data was analyzed descriptively based on the sources obtained. The results showed that the government has made every effort to develop tourism in Malaumkarta village by providing facilities and infrastructure to support tourism such as relaxing places (gazebos), public toilets, selling stalls, padang towers, and the construction of other facilities. However, the problem is that until now these facilities have not been used according to their needs, what was planned at the beginning was not implemented, especially the concept of local culture-based development for the Papuan people. In addition, until now the collection of retribution has not been implemented because the government is still focused on implementing development and empowering the community. The government expects good cooperation between the community in managing tourism because the community is the organizer of the sustainability of tourism.

the Bulutellue Village community. This research applies qualitative research methods. Data was collected through literature review and field research. Field data was collected by conducting participant observation and in-depth interviews with 9 people. Data analysis was carried out by applying the Miles and Huberman technique, namely data collection, data reduction, data presentation and drawing conclusions. The results of the research show that: (1) the mattoana bola celebration is carried out by small families who have successfully built a house and lived in it for approximately three years in a healthy condition and with sufficient sustenance. The mattoana bola celebration is an expression of gratitude to Allah by carrying out several stages, including mattanra esso, maddareheng, massolong bola, mabbarasanji, and mabbaca doang salama. (2) the implementation of the mattoana bola celebration has an important meaning for the people of Bulutellue Village because it contains several values, namely, the value of mutual cooperation, the value of togetherness, religious values, and the value of obedience to leaders.

This Community Service activity aims to enhance civil servants' understanding of the strategic position of Mental Revolution in bureaucratic reform through the lens of Public Value Governance. The method used is participatory advocacy through material presentation and Focused Group Discussion (FGD) involving the Government Division, Inspectorate, and Organization and Management Division of the Jayapura City Regional Secretariat. The results showed an increase in collective understanding among civil servants regarding the importance of behavioral transformation for substantive public services. The concrete output of this activity is the presentation of strategic recommendations containing proposals for the 2025-2030 Mental Revolution roadmap and the reorientation of training curricula based on local competencies. In conclusion, strengthening integrity, work ethic, and mutual cooperation through this approach serves as a strategic foundation to reinforce governance and increase public value in Jayapura City.

Abstrak: Indeks Reformasi Birokrasi (IRB) Kota Jayapura tahun 2024 yang berada pada kategori "CC" mencerminkan belum optimalnya manajemen ASN dan kualitas pelayanan publik, yang berakar pada lemahnya budaya kerja dan kapasitas organisasi. Kegiatan Pengabdian kepada Masyarakat (PKM) ini bertujuan meningkatkan pemahaman ASN mengenai posisi strategis Revolusi Mental dalam reformasi birokrasi melalui lensa Public Value Governance. Metode yang digunakan adalah advokasi partisipatif melalui paparan materi dan diskusi terfokus (Focused Group Discussion) yang melibatkan Bagian Pemerintahan, Inspektorat, dan Bagian Organisasi dan Tata Laksana Sekretariat Daerah Kota Jayapura. Hasil kegiatan menunjukkan peningkatan pemahaman kolektif ASN mengenai pentingnya transformasi perilaku untuk pelayanan publik substantif. Output nyata kegiatan ini berupa paparan rekomendasi strategis terkait roadmap Revolusi Mental ASN 2025-2030 dan reorientasi kurikulum diklat berbasis kompetensi lokal. Kesimpulannya, penguatan integritas, etos kerja, dan gotong royong melalui pendekatan ini menjadi fondasi strategis untuk memperkuat tata kelola dan meningkatkan nilai publik di Kota Jayapura.

ional production methods, unstructured business management, and marketing dependence on collectors, limiting added value. The program aimed to improve production capacity, strengthen business governance, and develop a website-based digital marketing strategy. A participatory-collaborative approach was applied through socialization, technical training, technology implementation, mentoring, and continuous evaluation. Innovations introduced included production SOPs, logbooks and simple bookkeeping, a gas-fueled drying oven, development of the website www.sejala.org, QR Code integration on packaging, and activation of social media and marketplaces. Evaluation showed significant improvements in partner skills, with average scores increasing from 2.7 to 4.0, particularly in business recording and digital marketing. Economically, average income rose by 25% and digital sales volume doubled. Sustainability was strengthened through cooperation with the Merah Putih Cooperative and regular coaching from the Padang City Marine and Fisheries Office, thereby enhancing the economic independence of coastal women and youth.

Abstrak: Program pengabdian masyarakat ini dilaksanakan bersama POKLAHSAR BALI, sebuah UMKM perikanan di Ulak Karang Utara, Kota Padang, yang mayoritas anggotanya perempuan dan remaja pesisir. Permasalahan utama mitra meliputi metode produksi tradisional, manajemen usaha yang belum tertata, serta pemasaran yang bergantung pada pengepul sehingga nilai tambah terbatas. Program ini bertujuan meningkatkan kapasitas produksi, memperkuat tata kelola usaha, dan mengembangkan strategi pemasaran digital berbasis website. Metode partisipatif-kolaboratif diterapkan melalui sosialisasi, pelatihan teknis, penerapan teknologi, pendampingan, dan evaluasi berkelanjutan. Inovasi yang diperkenalkan meliputi SOP produksi, penggunaan logbook dan pembukuan sederhana, oven pengering berbahan bakar gas, pengembangan website www.sejala.org, integrasi QR Code pada kemasan, serta aktivasi media sosial dan marketplace. Hasil evaluasi menunjukkan peningkatan keterampilan mitra dengan skor rata-rata naik dari 2,7 menjadi 4,0, terutama pada pencatatan usaha dan pemasaran digital. Secara ekonomi, pendapatan meningkat rata-rata 25% dan volume penjualan digital dua kali lipat. Keberlanjutan program diperkuat melalui kerjasama dengan Koperasi Merah Putih dan pembinaan rutin Dinas Kelautan dan Perikanan Kota Padang, sehingga mampu mendukung kemandirian ekonomi perempuan dan remaja pesisir.

The evaluation results show that although the introduction of technology has been in accordance with management needs, it is still necessary to improve digital literacy and develop a more attractive learning platform. This PKM program has a desire to carry out future cooperation in the form of knowledge exchange for the development of pesantren to become more modern, structured and advanced.

Abstrak: Dilatarbelakangi oleh penurunan jumlah santri baru dan keinginan yayasan untuk modernisasi, program ini menyasar kendala-kendala seperti pembatasan penggunaan elektronik, keterbatasan fasilitas teknologi, dan kemampuan teknis pendidik yang masih perlu ditingkatkan. Kegiatan yang dilaksanakan ini menggunakan metode pemaparan teoritis, dan diskusi interaktif untuk memberikan pandangan baru tentang transformasi pembelajaran dengan tetap mempertahankan nilai-nilai kepesantrenan. Hasil evaluasi menunjukkan bahwa meski pengenalan teknologi telah sesuai dengan kebutuhan manajemen, masih diperlukan peningkatan literasi digital dan pengembangan platform pembelajaran yang lebih atraktif. storage and made it difficult to access files when they were needed. Data was frequently left behind since it was saved on a separate flash drive or laptop. Pengabdian kepada Masyarakat (PkM) is an activity that intends to deliver knowledge training on Google Drive cloud storage technology as an alternative to the online storage medium. Tanjung Balai 4 SMKN was involved as a PkM partner in the activity, which focused on introducing and training in using Google Drive. Among the tactics employed is teaching instructors about the characteristics and benefits of Google Drive as an online storage medium. Tanjung Balai SMKN4 instructors in the 20-teacher group improved their understanding of Google Drive features and functionalities, as well as their capacity to handle files efficiently, after attending the session. Because cooperation partners and instructors at SMKN 4 Tanjung Balai may utilize the information learned to maximize the usage of Google Drive in school activities, using Google Drive has a beneficial influence on PkM activities.

Sebelumnya para guru belum terbiasa menggunakan google drive dan lebih sering menyimpan data dismartphone sehingga membebani penyimpanan serta kesulitan dalam menemukan file saat akan digunakan dan data yang sering tertinggal karena disimpan dimedia flashdisk atau dilaptop yg berbeda. Kegiatan pengabdian kepada masyarakat (PkM) ini bertujuan memberikan pelatihan kepada guru-guru tentang pengetahuan teknologi cloud storage google drive sebagai alternatif media penyimpanan online. Kegiatan dilakukan dengan melibatkan SMKN4 Tanjung Balai sebagai mitra dalam PkM yang fokus pada pengenalan dan pelatihan penggunaan google drive. Metode yang digunakan meliputi pelatihan kepada guru-guru mengenai fitur dan manfaat google drive sebagai media penyimpanan online. Setelah mengikuti pelatihan, guru SMKN4 Tanjung Balai yang mengikuti 20 guru mengalami peningkatan pengetahuan tentang fitur dan fungsi google drive, serta kemampuan mereka dalam mengelola file secara efektif. Pemanfaatan google drive juga memberikan dampak positif dalam kegiatan PkM sebagai kolaborasi mitra dan guru SMKN 4 Tanjung Balai dapat menerapkan pengetahuan yang diperoleh untuk mengoptimalkan penggunaan google drive dalam kegiatan sekolah.

The purpose of this sevice is to provide training on making reports on cost of production and income statements. These financial reports can be used to access capital and develop their business. This community service is carried out using counseling method. The service team begins the service by introducing financial report and their elements. After that the servant teaches to make a report on the cost of production and income statements directly on the members’ catfish ponds. The service team also provides an overview of access to capital and business development to increas profit margin. The members of Mina Lestari Fish Cultivators Group are directly involved in every actifity. Through cooperation with various parties, this service can run smoothly so that the purpose of this service can be achieved.

Abstrak: Perkembangan usaha bisa terhambat jika pemiliknya tidak memahami laporan keuangan. Hal tersebut terjadi pada anggota Kelompok Pembudidaya Ikan Mina Lestari. Sebagian besar anggota Kelompok Pembudidaya Ikan Mina Lestari tidak mampu membuat laporan keuangan. Tidak adanya laporan keuangan ini juga akan menghambat akses ke permodalan yang pada akhirnya akan menghambat perkembangan usaha. Tujuan dari pengabdian ini adalah memberikan pelatihan mengenai pembuatan laporan harga pokok produksi dan laporan laba rugi. Laporan keuangan tersebut bisa digunakan dalam mengakses permodalan dan mengembangkan usaha. Pengabdian ini dilakukan dengan metode penyuluhan. Tim pengabdi memulai pengabdian dengan mengenalkan laporan keuangan dan elemen-elemennya. Setelah itu pengabdi memengajarkan membuat laporan harga pokok produksi dan laporan laba rugi secara langsung pada kolam lele anggota. Tim pengabdi juga memberikan gambaran mengenai akses ke permodalan dan pengembangan usaha untuk meningkatkan margin laba. Anggota Kelompok Pembudidaya Ikan Mina Lestari terlibat secara langsung dalam setiap praktik penghitungan laba rugi usaha. Melalui Kerjasama dengan berbagai pihak, pengabdian ini dapat berjalan dengan lancar sehingga tujuan pengabdian ini bisa tercapai.
