nline services using WebQual 4.0 and Im-portance Performance Analysis (IPA) methods to evaluate the suitability between user expectations and perceptions. The research method used a quantitative approach by distributing questionnaires to active users, then analyzed using the WebQual Index to measure the overall quality of the system as well as the IPA to determine improvement priorities. The results showed that the quality of SeTARA Online was relatively good with a WebQual Index value of 0.798. However, there is still a gap between user expectations and satisfaction with a negative gap value of -0.238. The IPA analysis identified indicators in Quadrant I as priority improvements, especially in the aspects of service interaction and information presentation. These findings underscore the need for continuous development of features and technical support to optimize the user experience. The conclusion of this study suggests that there should be improvements in priority indicators to increase user satisfaction, as well as strengthen the effectiveness of online learning. Advanced research can expand variables, compare with other platforms, and combine quantitative and qualitative analysis methods for more comprehensive results.

ng and Optimization of Management Resources) framework, the research integrates elements of local wisdom and organizational support within a systemic approach to human resource development. The exploratory qualitative phase involved in-depth interviews and focus group discussions to uncover major determinants influencing professional commitment. From the thematic analysis, four principal variables emerged—teamwork, organizational climate, religiosity, and work motivation—which were validated through expert judgment. Quantitative verification was subsequently performed using the Partial Least Squares–Structural Equation Modeling (PLS-SEM) technique to examine both direct and indirect relationships among constructs. The analysis confirmed that all variables exert positive and significant effects on lecturers’ professional commitment, with work motivation being the most dominant factor. To refine improvement priorities, the SITOREM (Scientific Identification Theory for Conducting Operational Research in Educational Management) method was applied, identifying indicators that should be improved, maintained, or further developed. The findings offer empirical and practical insights, including: (1) a validated POP-SDM–based commitment model combining cultural and organizational dimensions; (2) evidence-based strategies to enhance lecturer professionalism; and (3) an optimization framework to guide sustainable lecturer development in higher education institutions.

fiscal decentralization in promoting regional financial autonomy in Indonesia. The analysis compares the effectiveness of fiscal decentralization policies in fostering financial independence across various regions in the country. Fiscal decentralization has demonstrated positive impacts by granting regions greater freedom to determine development priorities and explore funding sources. Regions with strong economic potential and natural resources can increase their locally generated revenue (Pendapatan Asli Daerah or PAD) to support development. However, this policy also creates disparities among regions, where wealthier regions manage their finances independently while poorer regions remain reliant on central government transfers. Moreover, limited managerial capacity in some regions hampers the policy's effectiveness. Fiscal decentralization can strengthen regional financial independence if accompanied by enhanced financial management capacity and fiscal policy adjustments.
