Understanding public sentiment towards this policy is important for evaluating the effectiveness of the policy and formulating appropriate communication strategies. This study aims to analyze public sentiment towards the PBB-P2 increase policy using data uploaded on Platform X (Twitter). The data were collected through crawling with the keyword “building tax,” then processed through several preprocessing stages before classifying tweets into positive and negative sentiments. Two models were used: Support Vector Machine (SVM) and Bidirectional Long Short-Term Memory (BiLSTM). Results show that SVM outperformed BiLSTM, achieving training accuracy of 99.4% and testing accuracy of 85.9%, with accuracy 0.8595, precision 0.8536, recall 0.8595, and F1-score 0.8449. Meanwhile, BiLSTM achieved training accuracy of 86.9% and testing accuracy of 82.9%, with accuracy 0.8294, precision 0.8150, recall 0.8294, and F1-score 0.8080. These findings suggest SVM is more effective in classifying public sentiment and can support better evaluation of regional tax policies.

Abstrak: Kebijakan kenaikan tarif Pajak Bumi dan Bangunan Perdesaan dan Perkotaan (PBB-P2) di In-donesia sering memunculkan beragam reaksi dari masyarakat. Sebagian mendukung karena dianggap dapat memperkuat kapasitas fiskal daerah, sementara lainnya menolak karena kha-watir menambah beban ekonomi masyarakat. Pemahaman terhadap sentimen publik atas ke-bijakan tersebut penting untuk mengevaluasi efektivitas kebijakan dan merumuskan strategi komunikasi yang tepat. Penelitian ini bertujuan menganalisis sentimen masyarakat terhadap kebijakan kenaikan PBB-P2 menggunakan data unggahan di Platform X (Twitter). Data dik-umpulkan melalui proses crawling dengan kata kunci “pajak bangunan” kemudian diproses melalui beberapa tahap preprocessing sebelum diklasifikasikan menjadi sentimen positif dan negatif. Dua model digunakan dalam penelitian ini, yaitu Support Vector Machine (SVM) dan Bidirectional Long Short-Term Memory (BiLSTM). Hasil penelitian menunjukkan bahwa SVM memiliki kinerja lebih baik dibandingkan BiLSTM, dengan akurasi pelatihan 99,4% dan akurasi pengujian 85,9%. Nilai akurasi 0,8595, precision 0,8536, recall 0,8595, dan F1-score 0,8449. Sementara itu, BiLSTM memperoleh akurasi pelatihan 86,9% dan akurasi pengujian 82,9%, dengan akurasi 0,8294, precision 0,8150; recall 0,8294; dan F1-score 0,8080. While the use of applications in the field of education is still felt to be lacking especially in rural schools so that there is a gap between urban schools and rural schools. This condition occurs in SMP PGRI Malangbong where the use of applications is still lacking. One example is in the recording of books in schools that are still manual which complicates operations in the school. The solution offered is to create an online book recapitulation system which is expected to be very useful for school operations. The online book recapitulation system was built using the waterfall method starting from the analysis, design, implementation, testing to maintenance stages.

Abstrak: Perkembangan Teknologi Informasi di bidang pendidikan, survei Penggunaan dan Pemanfaatan Teknologi Informasi dan Komunikasi dilakukan terhadap 4.014 sekolah yang tersebar di 34 provinsi. Berdasarkan jenjang pendidikan, SD dan sederajat sebanyak 64,55 persen, SMP dan sederajat sebanyak 19,22 persen dan SMA dan sederajat sebanyak 16,23 persen. Sedangkan penggunaan aplikasi dibidang pendidikan masih dirasa kurang terutama di sekolah-sekolah pedesaan sehingga terjadinya kesenjangan antara sekolah diperkotaan dan sekolah pedesaan. Kondisi tersebut terjadi pada SMP PGRI Malangbong dimana penggunaan aplikasi masih sangat kurang. Salah satu contohnya adalah dalam perekapan buku di sekolah yang masih bersifat manual yang menyulitkan operasional di sekolah tersebut. Solusi yang ditawarkan adalah dengan membuat sistem rekap buku online yang diharapkan sangat berguna bagi operasional sekolah. Sistem rekap buku online ini dibangun menggunakan metode waterfall mulai dari tahap analisis, desain, implementasi, pengujian sampai dengan pemeliharaan.

2004 concerning Regional Government, and Law Number 33 of 2004 concerning Financial Balance between the Central Government and Regional Government which will give authority to the Government Regions to PBB-P2 areas in order to carry out government functions and increase regional income sources. The research method used is descriptive quantitative using several data obtained from research conducted by the Central Statistics Agency from 2017 to 2021. Based on the results of this research, it shows that the level of PBB-P2 effectiveness in Trenggalek Regency is classified as very effective. In contrast to the level of contribution of Rural and Urban Land and Building Tax to PAD, it is actually still not optimal. With this research, it is hoped that Trenggalek Regency can create new strategies and treatments to improve the system for managing Rural and Urban Land and Building Tax revenues in the context of optimizing Original Regional Income in Trenggalek Regency.

Melalui pendekatan Community-Based Education, program diwujudkan lewat dua klaster utama: Digital Literacy Academy untuk warga umum serta E-Government Literacy Workshop bagi aparatur desa. Hasil evaluasi menunjukkan dampak kuantitatif yang signifikan. Skor rata-rata literasi digital masyarakat umum melonjak sebesar 85,4%, naik dari nilai pre-test 42,5 menjadi 78,8 pada post-test. Sementara itu, kompetensi psikomotorik aparatur desa meningkat dari 48,0 menjadi 87,5, dengan tingkat keberhasilan 100% dalam pengarsipan berbasis cloud. Program ini berhasil mempercepat transformasi desa menjadi lebih cakap digital serta meningkatkan efisiensi layanan sosial kedesaan yang adaptif terhadap perkembangan teknologi.
The acceleration of information technology has triggered a significant digital divide in rural areas due to low digital literacy among non-productive communities and village officials. This Community Service (PKM) program aimed to overcome operational digital device limitations, cyber vulnerabilities, and sub-optimal public administration services in Perapat Janji Village, North Sumatra. Utilizing a Community-Based Education approach, the project implemented two main initiatives: the Digital Literacy Academy for the general public and the E-Government Literacy Workshop for village officials. The evaluation showed significant quantitative impacts. The general public's average digital literacy score jumped by 85.4%, increasing from a pre-test score of 42.5 to 78.8 in the post-test. Meanwhile, the psychomotor competence of village officials rose from 48.0 to 87.5, achieving a 100% success rate in cloud-based digital archiving. This program successfully accelerated rural transformation toward digital proficiency and enhanced the efficiency of adaptive village social services.
