HERITAGE EDUCATION-BASED SERVICE LEARNING MODEL: AN EXPERIENTIAL STUDY ON THE PORTUGUESE SHIP "FLOR DE LA MAR", MELAKA, MALAYSIA

Abstract: Heritage education-based community engagement serves as an approach that integrates historical understanding, cultural values, and social responsibility through direct experiential learning at heritage sites. This Service… e Learning program was conducted at the Portuguese Ship “Flor De La Mar” in Melaka, Malaysia, with the aim of strengthening students' heritage literacy while supporting the museum in enriching its educational and interpretive materials. The activities included field observation, guided cultural learning, collaboration in developing basic informational content, and structured student reflections. The program enhanced students' understanding of Melaka's maritime history, multicultural exchanges, and the importance of cultural heritage preservation. Additionally, the museum benefited from improved educational communication strategies and increased use of digital media for public engagement. The program also encouraged greater involvement of local communities and young visitors in appreciating the historical significance of Flor De La Mar. Overall, this heritage education- based Service Learning initiative strengthened contextual learning, cultivated cultural awareness among students, and fostered sustainable collaboration between the university and the heritage management community.

CIVIL-MILITARY CORRIDOR RESILIENCE MODEL FOR INFRASTRUCTURE MANAGEMENT IN INDONESIA’S OUTERMOST BORDER ISLAND: EVIDENCE FROM MIANGAS ISLAND

Abstract: Infrastructure management in outermost border islands is not only a matter of physical development, but also a strategic issue related to sovereignty, community welfare, connectivity and national defence. This article examines… amines infrastructure management on Miangas Island, one of Indonesia’s northernmost outer islands bordering the Philippines. Although Miangas already has several basic and strategic infrastructures, including roads, an airport, a port, electricity facilities, clean water sources, telecommunications, health facilities and security infrastructure, these assets have not yet functioned as an integrated and reliable system. The main problem is therefore not the absence of infrastructure, but the gap between physical availability and functional performance. This study uses a qualitative descriptive-analytical approach based on field observation, semi-structured interviews and document review. Data were analysed using the Miles and Huberman model, supported by STEEP+M and SWOT analysis. The findings show that infrastructure management in Miangas is influenced by three main indicators: infrastructure availability and quality, connectivity and accessibility, and infrastructure sustainability. Internally, Miangas has strengths in its strategic geography, existing infrastructure assets, state institutional presence, social cohesion and strong national identity. However, these strengths are constrained by weak service quality, limited maintenance, unstable connectivity, a fragile local economy and inadequate maritime surveillance. Externally, Miangas benefits from national legal support, strategic policy status and Indonesia–Philippines cooperation, but faces threats from cross-border dependence, illegal fishing, border violations, environmental pressure and geopolitical sensitivity. The SWOT analysis places Miangas in the WO quadrant, meaning that external opportunities should first be used to overcome internal weaknesses. This article proposes the Civil-Military Corridor Resilience Model as an integrated framework that connects public services, logistics, energy, local markets, maritime security and territorial defence in one border resilience system.

INDONESIA'S COMMUNICATION STRATEGY IN CTI-CFF COOPERATION IN SUPPORTING NATIONAL FOOD SECURITY

Abstract: This article analyzes Indonesia's communication strategy in the multilateral Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security (CTI-CFF) cooperation, focusing on strategic communication approaches and… d environmentally-based digital diplomacy. The CTI-CFF is a crucial platform for Indonesia to build its image as a maritime leader and protector of the region's environment. This research employs a literature review and exploratory content analysis of scientific literature, policy documents, and social media content from relevant institutions, such as the Ministry of Maritime Affairs and Fisheries (MMAF) and the CTI-CFF Regional Secretariat. The findings indicate that Indonesia utilizes the CTI-CFF not only as a policy cooperation instrument but also as a strategic communication medium that combines the framing of environmental and food security issues. The "healthy ocean = safe food" framing is a key narrative used to frame environmental issues within the context of national security. Furthermore, using social media as a digital diplomacy tool demonstrates Indonesia's efforts to expand the influence of environmental communication in a public and participatory manner. This study emphasizes the importance of strategic communication in ecologically based regional cooperation. It opens up opportunities for further research on the effectiveness of digital diplomacy and public engagement in national environmental campaigns.

THE DETERMINATION OF STATE BASELINES POST-PEAT ABRASION ON BENGKALIS ISLAND AS INDONESIA'S FOREMOST ISLAND IN TERMS OF INTERNATIONAL LAW OF THE SEA PERSPECTIVE

Abstract: Coastal abrasion is a growing global concern, particularly for Indonesia, a country with one of the longest coastlines in the world. Abrasion poses significant challenges to coastal ecosystems and the livelihoods of local… l communities. Bengkalis Island, one of Indonesia's outermost and foremost islands, has experienced intensified abrasion in recent decades. Located in Riau Province and facing the Strait of Malacca, this peat-contoured island serves as a basepoint for Indonesia's archipelagic baselines. This research aims to: (1) analyze the legal implications of peat erosion on Indonesia's baselines post-erosion, and (2) describe the Indonesian government's efforts to address the issue.  This normative legal research examines the synchronization between national regulations and international standards regarding peatland conservation and erosion mitigation, particularly in strategically important foremost islands. The study reveals two key findings. First, peat abrasion on Bengkalis Island has serious legal implications for determining Indonesia's archipelagic baselines and maritime boundaries under UNCLOS 1982. Abrasion also threatens the island's status as an outermost and foremost island, potentially leading to the loss of Indonesia's rights over natural resources in the area. Failure to protect peat ecosystems may be considered a violation of Indonesia's international obligations to preserve marine and wetland environments under UNCLOS 1982 and the Ramsar Convention. Second, the Indonesian government has implemented legal and technical measures, such as issuing Government Regulation No. 57 of 2016 on Peat Ecosystem Protection and Management, constructing breakwaters, planting mangroves, and implementing the 3R program (Rewetting, Revegetation, and Revitalization) through the Peat and Mangrove Restoration Agency (BRGM). These efforts have shown positive results in reducing erosion rates and protecting coastalines.

EVALUASI PELAKSANAAN KARTU KUSUKA DI UPT PELAYANAN USAHA PERIKANAN KUNDUR

Abstract: The Ministry of Maritime Affairs and Fisheries, in its government mission, carries out the creation of Maritime and Fisheries Business Actor Cards (KUSUKA). This card is an individual identification card issued by the Ministry… nistry of Maritime Affairs and Fisheries of the Republic of Indonesia for maritime and fisheries business actors in Indonesia. This research discusses matters related to the results of the implementation of the KUSUKA card program services at the Kundur District Fisheries Business Services UPT. The aim of this research is to find out the results of the implementation of the KUSUKA card at the Kundur Fisheries Business Services UPT. The approach used in this research is descriptive qualitative using data collection methods in the form of observation, interviews and documentation. The results of this research show that the implementation of the KUSUKA card program for the community at the Kundur District Fisheries Business Services UPT is as expected. The implementation of this program meets expectations based on the following 6 indicators: a). effectiveness: the results achieved have met expectations. b) Efficiency: time and costs are efficient. c). Adequacy: Human resources and facilities/infrastructure are adequate. d). Alignment: program benefits are adequate. e). Responsiveness: service is adequate. f). Accuracy: the program results are useful. However, the effectiveness indicators and efficient indicators still cannot be said to meet expectations, this is because there are problems or obstacles such as the lack of clarity on the time for printing KUSUKA cards which only adjusts the bank's ability to print cards, the functions and benefits of the program have not been fully felt and there is no real change in the lives of the community or fisheries business actors in the Kundur District Fisheries Business Services UPT. Upaya-upaya yang Dilakukan Polisi Air Polda Bali dalam Mencegah Masuknya Imigran Gelap

Abstract: Indonesia, as an archipelagic country, holds a geographically strategic position while also being vulnerable to various forms of transnational crimes, including the entry of illegal immigrants via maritime routes. Law enforcement… forcement in maritime areas presents its own challenges due to the need to monitor vast territories, limited facilities and infrastructure, as well as the complex modus operandi employed by illegal immigration offenders. In this context, the Water Police (Pol-Air) serves as the main actor in maintaining maritime security and order, particularly in efforts to prevent the entry of illegal immigrants. This study aims to analyze the strategies and actions undertaken by Pol-Air in performing this function, as well as to evaluate the obstacles faced. The research method used is normative legal research with a qualitative approach, through analysis of existing laws and regulations as well as empirical practices in the field. The results of the study indicate that Pol-Air conducts various preventive measures, such as routine sea patrols in vulnerable areas, the use of maritime surveillance technology, improvement of personnel competencies, and public dissemination of immigration law among coastal communities as a form of participatory prevention. In addition, Pol-Air also engages in cross-sectoral coordination with relevant agencies to strengthen institutional synergy. Nevertheless, the implementation of Pol-Air's duties still faces structural and operational challenges, such as budget limitations, lack of integrated information systems, and weak law enforcement against human smuggling networks. Therefore, a reformulation of policies is needed to support institutional strengthening and sustainable inter-agency collaboration.

Optimizing The Literacy Corner To Increase Maritime Cultural Knowledge In Galesong Baru Village

Abstract: This community service program aimed to enhance maritime cultural knowledge in Galesong Baru Village through the optimization of the Literacy Corner. Galesong Baru, known for its rich maritime heritage, faces challenges… in preserving local knowledge and traditions amidst social changes and modernization. To address this issue, the program involved renovating the Literacy Corner, adding relevant educational materials, and conducting various educational activities. These activities included reading sessions, discussions, and workshops focused on maritime culture, as well as involving maritime experts and local leaders to provide in-depth insights. Program evaluation showed a significant increase in maritime cultural knowledge among participants, particularly among the younger generation. Pre- and post-program surveys indicated substantial improvement in understanding maritime traditions, such as boat-making and fishing techniques. The optimized Literacy Corner has become a more active hub, with increased visitation from the community. Support from the village government, local schools, non-governmental organizations, and the local community was crucial to the program's success. This program demonstrates that a participatory and collaborative approach in developing literacy centers can effectively enhance cultural knowledge and engage the community in preserving local heritage. The results of this program are expected to serve as a model for other coastal villages facing similar challenges in cultural preservation

Pengenalan Jenis Kapal Melalui Aktivitas Mewarnai Pada Anak Usia Dini di Taman Penitipan Anak

Abstract: Abstract: Introducing the maritime world to early childhood is an approach to developing awareness and knowledge of the role of the sea as a natural resource in Indonesia. This can be accomplished, for instance, by introducing… ducing different types of ships and using coloring pages and images as an engaging way to learn. The activity was carried out in one of the day care located in Surabaya, with the par-ticipation of young children between the ages of 1 to 3 years old. The method applied in this community service activity is an educational method using a participatory approach. The activity was carried out in a number of phases, including preliminary observation and partner coordination, the creation of educational materials in the form of illustrations of various ship types, brief explanation of ship introduction, and ship coloring activities. Based on the activities that have been done, the children gave a positive response to learning and coloring activities. Using pictures and hands-on activities, the children tend to remember the shape and name of the ship that has been explained previously more easily. Coloring activities encourage fine-motor skills development and children's creativity. Salah satu cara yang dapat dilakukan adalah melalui pengenalan jenis kapal dengan memanfaatkan media gambar dan aktivitas mewarnai sebagai bentuk pembelajaran visual yang menarik. Kegiatan pengabdian kepada masyarakat ini dilaksanakan di taman penitipan anak yang berlokasi di Surabaya dengan melibatkan anak usia dini berusia 1–3 tahun. Metode yang digunakan adalah metode edukatif dengan pendekatan partisipatif. Pelaksanaan kegiatan meliputi beberapa tahapan, yaitu observasi awal dan koordinasi dengan mitra, persiapan media pembelajaran berupa gambar jenis-jenis kapal, penyampaian materi pengenalan kapal secara singkat, serta aktivitas mewarnai gambar kapal. Hasil kegiatan menunjukkan bahwa anak-anak memberikan respons positif terhadap kegiatan yang dilakukan. Dengan bantuan media visual dan aktivitas langsung, anak-anak lebih mudah mengenali bentuk dan nama kapal. IMPLEMENTASI PENGGUNAAN PERALATAN KESELAMATAN PELAYARAN KAWASAN DANAU TOBA

Abstract: Abstract: The re-occurrence of the ship accident while sailing in Toba Lake shows that the operational standard procedure (SOP) on safety and security issues, which are then followed by affordable cost aspects, speed and… timeliness, and convenience aspects have not been implemented effectively and maximally. Therefore the proponent team from the Indonesian Maritime Academy College in Medan proposed community service activities in the form of training and mentoring for target partners to provide scientific education along with the assistance of partner education facilities. The results of this activity are published in scientific journals, electronic mass media. In addition, the activity videos and the improvement of the knowledge and skills of partner HR are outcomes of this activity. The lecture and demonstration methods used in the process provide an understanding of the use of shipping safety equipment. The practice method is directly used to skill in using shipping safety equipment, of course, with the assistance of the proposing team. Observation method is done to observe the ability of partners both during the activity process and afterwards. Observation after the activity is intended to determine the impact of the activities that have been carried out.   Keywords: standard operating procedures, Toba lake, shipping safety equipment   Abstrak: Terjadinya kembali musibah kecelakaan kapal saat berlayar di Danau Toba  menunjukkan bahwa standar operasional prosedur (SOP) persoalan keselamatan dan keamanan, yang selanjutnya baru diikuti dengan aspek biaya yang terjangkau, kecepatan dan ketepatan waktu, serta aspek kenyamanan belum dilaksanakan secara efektif dan maksimal. Oleh sebab itu tim pengusul yang berasal dari Perguruan Tinggi Akademi Maritim Indonesia Medan mengusulkan kegiatan pengabdian kepada masyarakat dalam bentuk pelatihan dan pendampingan terhadap mitra sasaran untuk memberikan edukasi ilmiah disertai dengan adanya bantuan sarana edukasi mitra. Hasil dari kegiatan ini dipublikasikan di jurnal ilmiah, media massa elektronik. Selain itu video kegiatan serta peningkatan pengetahuan dan keterampilan SDM mitra merupakan luaran dari kegiatan ini. Metode ceramah dan demonstrasi digunakan dalam proses memberikan pemahaman mengenai penggunaan peralatan keselamatan pelayaran. Metode praktik langsung digunakan untuk keterampilan menggunakan peralatan keselamatan pelayaran tentunya dengan pendampingan tim pengusul. Metode observasi dilakukan  untuk mengamati kemampuan mitra baik selama proses kegiatan maupun sesudahnya. Evaluasi sesudah kegiatan ditujukan untuk mengetahui dampak dari kegiatan yang telah dilaksanakan.   Kata kunci: standar operasional prosedur, danau toba, peralatan keselamatan  pelayaran
