IMPLEMENTATION OF POLICY ON HANDLING VAGRANTS AND BEGGARS AT THE SOCIAL AFFAIRS OFFICE OF GORONTALO CITY

Abstract: This descriptive qualitative research analyzes the effectiveness of policy implementation on handling vagrants and beggars at the Social Affairs and Community Empowerment Office of Gorontalo City. Four indicators from George… orge C. Edward III's policy implementation theory—communication, resources, disposition, and bureaucratic structure—are employed as the analytical framework. Field data obtained through observation, interviews, and documentation were systematically analyzed using the data condensation, display, and conclusion drawing model of Miles, Huberman, and Saldana. The findings indicate that the policy implementation on handling vagrants and beggars at the Social Affairs and Community Empowerment Office of Gorontalo City has been running fairly well but has not yet been optimal. In the communication aspect, coordination among implementers has been functioning well; however, information dissemination to target groups and the general public remains suboptimal. In the resources aspect, policy implementation has been supported by human resources, authority, and facilities, yet is still constrained by limited personnel and underutilized facilities and databases. In the disposition aspect, officials demonstrate commitment, responsibility, and a professional attitude in implementing the policy; however, guidance programs have not been able to reach all vagrants and beggars on a sustainable basis. In the bureaucratic structure aspect, policy implementation has been supported by Standard Operating Procedures (SOPs), clear task distribution, and inter-division coordination; nevertheless, SOP implementation in the field still needs optimization to ensure services reach all target groups. Based on these findings, the Social Affairs and Community Empowerment Office of Gorontalo City needs to enhance communication and socialization to target groups, strengthen human resources and supporting facilities, optimize guidance and empowerment programs, and improve inter-agency coordination so that the policy implementation on handling vagrants and beggars can be more effective in improving social welfare.

The Effect of Digital Leadership, Learning Agility, and Employee Engagement on Employee Performance

Abstract: The rapid development of digital technologies has transformed organizational work environments and created new demands for leadership, employee adaptability, and engagement. This study aims to examine the effect of digital&#8230; al leadership, learning agility, and employee engagement on employee performance. A quantitative approach with a cross-sectional survey design was employed. Data were collected from 250 employees using a structured questionnaire measured on a five-point Likert scale. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to evaluate the measurement and structural models. The results demonstrate that digital leadership has a positive and significant effect on employee performance (β = 0.247; t = 4.218; p < 0.001). Learning agility also has a positive and significant effect on employee performance (β = 0.286; t = 5.037; p < 0.001). Furthermore, employee engagement has the strongest positive and significant effect on employee performance (β = 0.411; t = 7.126; p < 0.001). The model explains 68.4% of the variance in employee performance, indicating substantial explanatory power. These findings highlight the importance of integrating digitally capable leadership, continuous employee learning, and strong employee engagement to improve performance in an increasingly dynamic and technology-driven work environment. The study contributes to the understanding of how organizational and individual factors jointly support employee performance in the digital era

EDUKASI PENCEGAHAN DAN DETEKSI DINI CAMPAK PADA BALITA MELALUI PENYULUHAN KESEHATAN DI WILAYAH KERJA PUSKESMAS AIR DINGIN KOTA PADANG

Abstract: Campak merupakan penyakit infeksi akut yang sangat menular dan terutama menyerang anak-anak, termasuk balita. Kegiatan pengabdian kepada masyarakat ini bertujuan meningkatkan pengetahuan ibu mengenai campak, meliputi pengertian,&#8230; gertian, tanda dan gejala, cara penularan, komplikasi, serta pencegahan melalui imunisasi. Kegiatan dilaksanakan melalui penyuluhan kesehatan dengan metode ceramah dan tanya jawab menggunakan media PowerPoint dan leaflet. Sasaran kegiatan adalah ibu yang berkunjung ke posyandu di wilayah kerja Puskesmas Air Dingin Kota Padang. Materi menekankan pengenalan dini demam, batuk, pilek, konjungtivitis, dan ruam makulopapular khas campak, serta pentingnya melengkapi imunisasi sesuai jadwal yang berlaku. Peserta juga diberikan pemahaman untuk membatasi kontak dengan penderita yang dicurigai mengalami campak dan segera mencari pelayanan kesehatan apabila ditemukan tanda bahaya atau kondisi anak memburuk. Kegiatan edukasi diharapkan dapat meningkatkan kesadaran orang tua serta mendukung deteksi dini dan pencegahan campak pada balita.

SELF-REFLEXIVE: A METHOD IN UNDERSTANDING ISLAMIC STUDIES

Abstract: Philology has been utilized to study Islam which focusing mainly on early texts. Some debates from post-Orientalist, anthropological, and decolonial perspectives not only broaden the discourse but also introduced new challenges,&#8230; llenges, such as separating text from practice and neglecting indigenous from outsider views. This article tries to show that these discourse and debates reveal a bigger issue where there is no clear way to examine how research methods influence our understanding of Islam. This study employs a qualitative method, conceptual approach to review relevant key words in Islamic studies and related fields, such as Orientalism, discursive tradition, lived religion, cosmopolitanism, and self-reflexity method. Instead of commenting methods as appropriate or not, the analysis looks at what each approach helps scholars notice, what it overlooks, and how it fits into larger systems of knowledge and power. Drawing on this analysis, the article introduces a self-reflexive framework with three main parts: epistemological reflexivity, positional reflexivity, and dialogical reflexivity. This framework is meant to help researchers plan and review Islamic studies projects, especially in Muslim-majority and less-explored areas, by encouraging them to consider texts, practices, and local ideas without making them too simple. The article contributes to ongoing debates by offering a new approach that moves beyond basic divisions and encourages a more open and thoughtful study of Islam.

EMPOWERMENT OF PKK WOMEN IN MUARO SENTAJO VILLAGE THROUGH ORCHID CULTIVATION COMMERCIALIZATION AND DIGITAL MARKETING TRAINING

Abstract: Muaro Sentajo possesses the potential to be developed as a production hub for native orchid species due to its location within the natural habitat of orchid species in Kuantan Singingi Regency, directly bordering the Sentajo&#8230; tajo Raya protected forest. Furthermore, the village has an underutilized female labor potential, organized within the Family Welfare Movement (Pemberdayaan dan Kesejahteraan Keluarga / PKK) as the foundational collective for rural women in Muaro Sentajo. This initiative aims to provide knowledge on native orchid species, cultivation techniques, integrated systems with stingless bees (kelulut), and digital marketing. The program implemented a Participatory Action Research (PAR) approach, consisting of asset mapping, practical cultivation workshops, e-commerce platform development, and four months of intensive mentoring. This empowerment program successfully established an active orchid breeding group managing more than 15 native orchid species. Additionally, 83.66% of the participants demonstrated proficiency in operating digital marketing channels (Instagram and Shopee), resulting in the first independent commercial sales of local orchid products. The integration of local ecological assets with modern digital marketing proved effective in enhancing the economic independence of rural women and promoting sustainable community development.

STRATEGY FOR DEVELOPING THE EMPOWERMENT AND WELL-BEING OF WOMEN SEAFOOD PROCESSORS THROUGH THE SYNERGY OF RELIGIOSITY AND SOCIAL FACTORS

Abstract: Women engaged in marine product processing play a crucial role in the national fisheries value chain, yet this strategic contribution has not been matched with formal recognition, access to resources, or decent welfare levels.&#8230; evels. This study aims to analyze the influence of religiosity and social factors on the empowerment and welfare of marine product processing women at the National Fisheries Port (PPN) Karangantu, Serang City, Banten, as well as to formulate a development strategy based on the synergy of these two factors. This research employs a mixed-methods approach with a sequential explanatory design, combining quantitative methods through PLS-SEM analysis on 235 respondents, and qualitative methods through in-depth interviews and Focus Group Discussions (FGD). The results show that religiosity and social factors have a positive and significant effect on women’s empowerment, which in turn impacts welfare improvement across economic, social, and psychological dimensions. Findings also reveal that religious values which currently focus mainly on ritual aspects, alongside patriarchal social norms, serve as key barriers; meanwhile, community support and the integration of religious values into economic activities act as major reinforcing factors. Based on SWOT analysis, this study proposes strategies for strengthening local value-based institutions, integrating empowerment programs with religious activities, and advocating for policies that support coastal women. This research contributes new insights by presenting an integrated model of religiosity and social dimensions in the empowerment of women in the fisheries sector, an area that has not been widely explored in previous studies.

MEMBONGKAR MATA RANTAI KEJAHATAN KERAH PUTIH DI BURSA EFEK INDONESIA: INTEGRASI EARNINGS MANAGEMENT, INSIDER TRADING DAN AKSI GORENGAN SAHAM DALAM TINJAUAN ETIKA BISNIS

Abstract: Pasar modal merupakan industri berbasis kepercayaan (trust-based industry) yang idealnya mengedepankan prinsip transparansi dan keadilan publik. Namun, realitas di Bursa Efek Indonesia (BEI) di awal tahun 2026 diwarnai oleh&#8230; leh sanksi berat Otoritas Jasa Keuangan (OJK) terhadap emiten PT Multi Makmur Lemindo Tbk (PIPA) dan PT Repower Asia Indonesia Tbk (REAL) akibat kesalahan material laporan keuangan dan transaksi abnormal. Berbeda dengan riset terdahulu yang mengkaji kecurangan pasar secara parsial, penelitian ini bertujuan untuk mengintegrasikan praktik manajemen laba (earnings management), transaksi orang dalam (insider trading), dan manipulasi pasar (saham gorengan) sebagai satu kesatuan mata rantai kejahatan kerah putih (white-collar crime), sekaligus membedahnya melalui tinjauan etika bisnis normatif. Dengan menggunakan pendekatan kualitatif deskriptif-analitis, penelitian ini menerapkan teknik analisis konten (content analysis) dan studi literatur komparatif terhadap data sekunder rilis resmi regulator serta laporan keuangan emiten. Pisau analisis yang digunakan mencakup Fraud Diamond Theory, Teori Keagenan (Agency Theory), Asimetri Informasi, serta Paradigma Integritas Manusia Utuh. Hasil penelitian menunjukkan adanya sinkronisasi kecurangan yang terstruktur dari hulu ke hilir. Tahap hulu (the setup) diawali dengan rekayasa akuntansi melalui penyalahgunaan kapabilitas manajemen. Ketimpangan informasi di hulu kemudian dimanfaatkan di tengah jalan (the leak) untuk membocorkan informasi material kepada jaringan afiliasi, yang bermuara pada transaksi semu di hilir (the execution) guna menjebak psikologi investor ritel demi keuntungan egoistik sepihak. Dari tinjauan etika utilitarianisme dan deontologi Immanuel Kant, mata rantai kejahatan finansial ini dinilai cacat moral secara mutlak karena mencederai kewajiban moral kejujuran (duty of honesty) dan mengeksploitasi investor publik semata-mata sebagai alat komersial (means to an end). Penelitian ini merekomendasikan perlunya penguatan sistem deteksi dini terintegrasi oleh regulator untuk memutus rantai kecurangan finansial di bursa nasional, Indonesia terutama ketika penerapannya masih bersifat formalitas dan belum didukung oleh budaya organisasi yang berintegritas. Perbedaan hasil juga dipengaruhi oleh sektor industri dan tingkat kematangan tata kelola masing-masing organisasi. Kebaruan penelitian ini terletak pada perbandingan lintas sektor dan metode yang memperlihatkan bahwa efektivitas GCG dan audit internal sangat bergantung pada komitmen nyata dari manajemen serta internalisasi nilai-nilai etis dalam organisasi. Untuk penelitian selanjutnya, disarankan agar mengkaji variabel moderasi seperti budaya organisasi dan komitmen manajemen, serta memperluas cakupan sektor penelitian agar hasilnya lebih representatif.

COACHING CLINIK LATIHAN MENYERANG FUTSAL POWER PLAY PADA CLUB FUTSAL FERNANDO BSM U-16 BANJARBARU

Abstract: Kegiatan Pengabdian kepada Masyarakat ini bertujuan meningkatkan pengetahuan dan keterampilan pemain Club Futsal Fernando BSM U-16 Banjarbaru dalam menerapkan strategi menyerang power play. Kegiatan dilaksanakan melalui&#8230; coaching clinic selama tiga pertemuan yang meliputi penyampaian materi, demonstrasi, diskusi, simulasi, dan praktik lapangan dengan melibatkan 22 peserta. Hasil evaluasi menunjukkan adanya peningkatan pemahaman peserta sebesar 75%, disertai peningkatan kemampuan koordinasi tim, rotasi pemain, pengambilan keputusan, dan penerapan strategi power play dalam permainan. Dengan demikian, kegiatan coaching clinic efektif meningkatkan kompetensi teknis dan taktis atlet serta mendukung kualitas pembinaan futsal di Club Futsal Fernando BSM U-16 Banjarbaru.

IMPLEMENTASI PROGRAM ANTI BULLYING DALAM UPAYA MENCIPTAKAN SEKOLAH RAMAH ANAK DI SMPIT CITRA AZ ZAHRA JAKARTA

Abstract: Perundungan masih menjadi tantangan dalam mewujudkan lingkungan pendidikan yang aman, inklusif, dan ramah anak sehingga diperlukan implementasi program pencegahan yang dikelola secara sistematis. Penelitian ini bertujuan&#8230; mendeskripsikan dan menganalisis implementasi program anti-perundungan dalam mendukung terwujudnya Sekolah Ramah Anak di SMPIT Citra Az Zahra Jakarta. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus. Informan terdiri atas Kepala Sekolah, Kepala Unit Self Empowerment Citraz (SEC), dan Wakil Kepala Sekolah Bidang Kurikulum yang dipilih secara purposive sampling. Data dikumpulkan melalui wawancara semi terstruktur, observasi, dan studi dokumentasi, kemudian dianalisis menggunakan model interaktif Miles, Huberman, dan Saldaña melalui kondensasi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi program anti-perundungan dilaksanakan secara sistematis melalui fungsi perencanaan, pengorganisasian, pelaksanaan, dan pengawasan yang terintegrasi dalam Self Development Class berbasis pembinaan karakter dan nilai-nilai keislaman. Program ini meningkatkan pemahaman peserta didik mengenai perundungan, menumbuhkan empati, toleransi, dan tanggung jawab sosial, serta memperkuat budaya sekolah yang aman dan ramah anak. Keberhasilan program didukung oleh komitmen pimpinan, kolaborasi seluruh warga sekolah, serta dukungan orang tua dan pihak eksternal, meskipun masih menghadapi kendala berupa keterbatasan pengawasan perilaku peserta didik di luar sekolah. Temuan ini menegaskan pentingnya pengelolaan program anti-perundungan secara terpadu untuk mendukung terwujudnya Sekolah Ramah Anak.

A SOCIOLOGY OF LITERATURE STUDY ON RONGGENG DUKUH PARUK AND THE DONBRET-SINTREN TRADITION OF ERETAN: PATRIARCHAL HEGEMONY, SACREDNESS, AND CULTURAL COMMODIFICATION

Abstract: Traditional performing arts along the northern coast of Java often place female performers at the complex intersection of spiritual sacredness, patriarchal control, and modern economic commodification. This study aims to&#8230; analyze the social realities, gender power dynamics, and cultural transformations represented in Ahmad Tohari's novel Ronggeng Dukuh Paruk (RDP) in direct comparison with the empirical practices of Donbret and Sintren arts in Eretan, Indramayu. Utilizing a sociology of literature framework combined with feminist culture and political economy theories, this research investigates the persistence of animistic beliefs, mechanisms of patriarchal hegemony, and the erosion of sacredness due to commercialization. Data were collected through textual hermeneutics, in-depth ethnographic field observations, interviews with local cultural custodians, and socio-structural analytical methods. The findings reveal that while both the literary text and the living traditions share an ancestral lineage in animistic rituals where the female body functions as a sacred medium for ancestral spirits (indang), contemporary socio-economic pressures have significantly altered these structures. The sacred status of female performers is systematically degraded into an object of eroticism, saweran transactions, and male control. This paper emphasizes the vulnerability of traditional female-centered performing arts amidst societal transformation and commercialization.
