PUBLIC POLICY EVALUATION AND ENVIRONMENTAL GOVERNANCE OF THE REMPANG ECO CITY PROJECT : LESSONS FROM A CONTESTED NATIONAL STRATEGIC PROJECT IN INDONESIA

Abstract: This study aims to analyze public policy evaluation and environmental governance issues surrounding the Rempang Eco City Project in Indonesia, particularly following its exclusion from the National Strategic Project agenda.… da. The research employs a qualitative approach using a case study method and systematic literature review from government regulations, scientific journals, environmental organization reports, official investigations, and national media coverage related to Rempang Island. Data were analyzed using public policy and environmental mitigation perspectives. The findings indicate that the Rempang Eco City policy generated serious social conflicts, ecological threats, and legal uncertainty due to weak community participation during the policy formulation process. From an environmental mitigation perspective, the industrialization of Rempang Island has the potential to trigger coastal ecosystem destruction, air and water pollution, coastal abrasion, loss of fishermen’s livelihoods, and prolonged social conflict. The government’s recent decision to remove Rempang Eco City from the National Strategic Project list is considered an important corrective policy. However, unresolved legal and environmental governance issues remain. Policy evaluation based on effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness demonstrates that the Rempang Eco City policy failed to fulfill the principles of sustainable development and good governance.

SYNERGY OF PANCASILA AND POLITICS ON ECOLOGICAL CIVIC EDUCATION IN PUAY VILLAGE, PAPUA PROVINCE

Abstract: In Indonesia, various disasters frequently occur, and in many cases, they are not solely caused by natural factors, but also by irresponsible human behavior and activities regarding the environment. These disasters include… de floods caused by illegal logging and indiscriminate waste disposal that clog waterways; forest fires often caused by land clearing by burning; and river pollution caused by untreated household and industrial waste. These conditions demonstrate that human behavior plays a significant role in exacerbating environmental damage and increasing the risk of disasters in various regions of Indonesia. The purpose of this study is to show data regarding the Synergy of Pancasila and Politics on Ecological Citizenship Education in Puay Village, Papua Province. The research method used in this study is a qualitative approach, while the type of research used is a case study. The results of this study show data that efforts to protect the environment which is part of the ecological citizenship carried out by the Puay Village community are by planting trees, cleaning the banks of Lake Sentani in Puay Village when commemorating the entry of the Gospel in Puay Village, and introducing the nature around Lake Sentani to students of SDN 5 Puay Village. The conclusion of this study is that the Puay Village community has contributed to protecting nature, especially the environment around Lake Sentani, which is the lifeblood of the Puay Village community.

DEVELOPMENT OF THE BRIKUDA BUSINESS MODEL AS AN ALTERNATIVE ENERGY SOURCE TO ENHANCE ECONOMIC VALUE USING THE BUSINESS MODEL CANVAS APPROACH

Abstract: The global demand for energy continues to increase alongside population growth and rapid industrial development, while dependence on fossil fuels remains high. This presents challenges related to environmental degradation,… n, carbon emissions, and concerns over long-term energy availability. Biomass-based alternative energy has emerged as one of the strategic solutions to support sustainable energy transitions, particularly in developing countries such as Indonesia. One potential biomass source that remains underutilized is horse manure, which can be processed into briquettes known as Brikuda. This study aims to analyze the potential of Brikuda as an alternative energy source and to develop a sustainable business model using the Business Model Canvas (BMC). A qualitative descriptive approach was employed, involving in-depth interviews, direct observations, and analysis of secondary data. The findings reveal that Brikuda has strong potential as a renewable fuel due to the abundant availability of horse manure in Bandar Lampung. It offers economic benefits, reduces environmental pollution, and supports local empowerment. The Business Model Canvas analysis shows that farmers and livestock breeders are the primary customer segments, while the value proposition emphasizes affordability, environmental friendliness, and ease of use. The study concludes that the Brikuda business model can enhance local economic value, promote sustainable waste management, and serve as a feasible alternative energy innovation. The research contributes to the development of renewable energy entrepreneurship and provides a reference for policy formulation in promoting local-based bioenergy initiatives.

THE PLASTIC WASTE CRISIS IN INDONESIA AND THAILAND: CHALLENGES, ENVIRONMENTAL IMPACTS, AND SUSTAINABLE SOLUTIONS

Abstract: The plastic waste crisis in Indonesia and Thailand is one of the biggest environmental challenges in Southeast Asia, triggered by increased plastic consumption due to urbanization, economic growth and modern lifestyles.… This study aims to analyze the challenges, environmental impacts, and sustainable solutions related to plastic waste management in both countries. The method used is qualitative analysis based on secondary data from scientific literature, reports of international institutions. The results show that Indonesia faces serious problems in plastic waste management that cause marine pollution to other countries, while Thailand struggles with the high volume of domestic and imported plastic waste. The resulting environmental impacts include damage to marine ecosystems, threats to biodiversity, and human health risks from microplastics. Recommended solutions include the implementation of national regulations that support sustainability principles, 3R (Reduce, Reuse, Recycle) strategies, promotion of eco-friendly packaging, and public education to reduce the use of single-use plastics. The study concludes that regional collaboration among ASEAN countries is needed to effectively address the plastic waste crisis to protect ecosystems and human health in the long term.

Pemanfaatan Sampah Organik menjadi Kompos di Perumahan Bukit Permata Sumbari II Pekanbaru

Abstract: Households, as the smallest environment in society, contribute to the generation of waste. To reduce the occurrence of soil, water and air pollution in the environment due to household waste, organic waste can be processed… ed into compost.  The purpose of this activity is to increase the knowledge of partners through awareness and demonstration and invite the community to manage organic waste in their environment to be composted. The service was conducted in Bukit Permata Sumbari II Housing located in Pekanbaru. The partners are housewives who live in the housing with a total of 15 people. Activity methods include awareness raising, counseling, demonstration and evaluation. The knowledge and understanding of housewives in Bukit Permata Sumbari II Housing towards processing household waste into compost increased by 23.70%. Participants had basic knowledge about the utilization of household waste into compost by 69.63%, while after counseling it increased to 93.33%.  Housewives have the skills and are able to make compost, although the results are not optimal because the organic waste is still large, so the composting process takes a long time.

Perancangan Sistem Informasi Laporan Kegiatan Harian Bidang PPKL Berbasis Website Pada Dinas Lingkungan Hidup Kota Jambi

Penelitian ini bertujuan merancang Sistem Informasi Laporan Kegiatan Harian berbasis website untuk mendukung pengelolaan laporan secara lebih efektif. Metode yang digunakan meliputi observasi, wawancara, studi pustaka, serta pengembangan sistem menggunakan metode Waterfall. Hasil penelitian menunjukkan bahwa sistem yang dirancang mampu mempermudah pengelolaan laporan, monitoring kegiatan, serta penyusunan data secara lebih cepat, akurat, dan terstruktur. The Pollution and Environmental Damage Control Division (PPKL) of the Jambi City Environmental Agency still manages daily activity reports manually, resulting in inefficiencies and increasing the risk of delays and data errors. This study aimed to design a web-based Daily Activity Reporting Information System to improve the effectiveness of report management. Data were collected through observation, interviews, and literature review, while the system was developed using the Waterfall method. The results show that the proposed system facilitates report management, activity monitoring, and data processing in a faster, more accurate, and structured manner.

Revitalisasi Pertanian Berkelanjutan Melalui Jagung Komposit Dan Pengolahan Sampah Organik di Nagari Simpang Pasaman

In the long term, this… s pattern leads to increased production costs, declining soil fertility, and low added value of agricultural products. In addition, suboptimal household waste management contributes to environmental pollution. This community service program aimed to revitalize a sustainable maize farming system through the integration of composite maize seeds and organic waste processing technology. The program was conducted from July to November 2025, involving approximately 30 farmers. The methods included an initial survey, program socialization, training on organic fertilizer production, establishment of a composite maize demonstration plot, and evaluation using pre-test and post-test. Data were analyzed using descriptive quantitative methods. The results showed an increase in participants’ understanding of composite maize seeds and improved skills in producing organic fertilizer. Higher post-test scores (3-4,2) compared to pre-test (1-2) indicate the effectiveness of the training and mentoring approaches. Additionally, there was an increase in community awareness regarding the utilization of organic waste. This program contributed to enhancing farmers’ capacity and independence and serves as an initial step toward developing a sustainable agriculture system based on local resources. Pola ini dalam jangka panjang menyebabkan peningkatan biaya produksi, penurunan kesuburan tanah, serta rendahnya nilai tambah hasil pertanian. Selain itu, pengelolaan limbah rumah tangga yang belum optimal berdampak pada pencemaran lingkungan. Kegiatan pengabdian ini bertujuan merevitalisasi sistem pertanian jagung berkelanjutan melalui integrasi benih jagung komposit dan teknologi pengolahan sampah organik. Kegiatan dilaksanakan selama Juli–November 2025 dengan melibatkan ±30 petani. Metode meliputi survei awal, sosialisasi, pelatihan pembuatan pupuk organik, pembuatan demplot jagung komposit, serta evaluasi menggunakan pre-test dan post-test. Data dianalisis secara deskriptif kuantitatif. Hasil menunjukkan adanya peningkatan pemahaman mitra terkait benih jagung komposit serta peningkatan keterampilan dalam memproduksi pupuk organik. Skor post-test yang lebih tinggi (3-4,2) dibandingkan pre-test (1-2) menunjukkan efektivitas metode pelatihan dan pendampingan. Selain itu, terjadi peningkatan kesadaran lingkungan masyarakat terhadap pemanfaatan sampah organik. Kegiatan ini berkontribusi dalam meningkatkan kapasitas dan kemandirian petani serta menjadi langkah awal pengembangan sistem pertanian berkelanjutan berbasis sumber daya lokal. Pelatihan Pembuatan Pupuk Organik Cair Berbahan Sampah Makanan Rumah Tangga di Desa Waru

Abstract: Abstract: Household food waste remains a major environmental challenge due to its high volume and potential to cause pollution when not properly managed. This community service program aimed to improve community knowledge,… e, attitudes, and skills in converting household food waste into liquid organic fertilizer. The activity was conducted on 11 October 2025 in Waru Village, Parung District, Bogor Regency, involving 50 participants from the Women Farmers Group, youth organizations, housewives, and local residents. The program included an initial survey, socialization, practical training, mentoring, and evaluation through observation, interviews, pre-tests, post-tests, and documentation. The results showed improvements in all evaluated aspects. The average knowledge score increased from 3.33 to 4.33, the attitude score from 3.70 to 4.57, and the skills score from 3.23 to 4.23. These findings indicate that socialization, interactive discussion, hands-on practice, and mentoring were effective in strengthening community capacity to process household organic waste into useful products and to support sustainable waste reduction. Kegiatan pengabdian kepada masyarakat ini bertujuan meningkatkan pengetahuan, sikap, dan keterampilan masyarakat dalam memanfaatkan sampah makanan rumah tangga menjadi pupuk organik cair (POC). Kegiatan dilaksanakan pada 11 Oktober 2025 di Desa Waru, Kecamatan Parung, Kabupaten Bogor, dengan melibatkan 50 peserta dari Kelompok Wanita Tani (KWT), Karang Taruna, ibu rumah tangga, dan warga sekitar. Metode kegiatan meliputi survei awal, sosialisasi, pelatihan praktik, pendampingan, serta evaluasi melalui observasi, wawancara, pre-test, post-test, dan dokumentasi. Hasil menunjukkan peningkatan pada seluruh aspek evaluasi. Rata-rata skor pengetahuan meningkat dari 3,33 menjadi 4,33, sikap dari 3,70 menjadi 4,57, dan keterampilan dari 3,23 menjadi 4,23. Temuan ini menunjukkan bahwa sosialisasi, diskusi interaktif, praktik langsung, dan pendampingan efektif meningkatkan kapasitas masyarakat dalam mengelola sampah organik rumah tangga menjadi produk yang bermanfaat serta mendukung pengurangan sampah secara berkelanjutan. Optimalisasi Pemanfaatan Limbah Ternak Sebagai Pupuk Organik Dan Biogas di desa Branjang

Abstract: Abstract: The cattle farming community in Branjang Village, Semarang Regency, faces a primary issue of livestock waste accumulation that has not been optimally managed. This condition results in environmental pollution,… unpleasant odors, and increased dependency on chemical fertilizers and liquefied petroleum gas (LPG). The main constraints are limited knowledge, skills, and access to waste processing technology. This community service program aims to optimize the utilization of cattle waste as organic fertilizer and alternative energy through the implementation of the Sustainability Techno-Integrated Agrofarm model. The method employed involves a participatory approach through extension, training, consultation, and the application of the appropriate MetaCow technology as a household-scale biogas digester. Program success was evaluated using pre-test and post-test instruments, analyzed by n-gain and paired sample t-test to assess improvements in participants’ knowledge and skills. The results demonstrate a significant enhancement in the community’s ability to process waste into economically valuable organic fertilizer and biogas, while also strengthening the institutional capacity of Sanggar Tani as a center for sustainable agricultural technology learning. This program contributes to the achievement of the Sustainable Development Goals (SDGs), particularly in clean energy, sustainable production, and environmental preservation. Keywords: biogas; digester; livestock waste; organic fertilizer; sustainable agriculture   Abstrak: Masyarakat peternak sapi di Desa Branjang, Kabupaten Semarang menghadapi permasalahan utama yakni penumpukan limbah ternak yang belum dikelola secara optimal. Hal ini berdampak pada pencemaran lingkungan, munculnya bau tidak sedap, serta meningkatnya ketergantungan akan pupuk kimia serta gas elpiji. Kendala atama adalah karena keterbatasan pengetahuan, keterampilan, serta akses terhadap teknologi pengolahan limbah. Program pengabdian masyarakat ini bertujuan mengoptimalkan pemanfaatan limbah ternak sapi sebagai pupuk organik dan energi alternatif melalui penerapan model Sustainability Techno-Integrated Agrofarm. Metode yang digunakan adalah pendekatan partisipatif melalui penyuluhan, pelatihan, konsultasi, dan penerapan teknologi tepat guna MetaCow sebagai digester biogas rumah tangga, serta evaluasi keberhasilan melalui pre-test dan post-test yang dianalisis melalui uji n-gain dan paired sample t-test untuk menilai peningkatan tingkat pemahaman serta keterampilan peserta. Hasil kegiatan menunjukkan adanya peningkatan signifikan kemampuan masyarakat dalam mengolah limbah menjadi pupuk organik dan biogas yang bernilai ekonomis serta memperkuat kelembagaan Sanggar Tani sebagai pusat pembelajaran teknologi pertanian berkelanjutan. Peningkatan Kesadaran dan Pengelolaan Sampah Terpadu Untuk Mengurangi Dampak Negatif Terhadap Lingkungan

Abstract: Waste management has become one of the major challenges faced by modern society, especially in urban areas. Improperly managed waste can lead to various negative impacts, such as environmental pollution, health issues, and… nd ecosystem damage. The purpose of this Community Service Program (PKM) is: a) To raise awareness among the community about the importance of proper waste management through sorting, recycling, and composting; b) To assist the community in establishing an integrated waste management system at the household and community levels, thereby reducing the amount of waste sent to landfills (TPA) and encouraging the adoption of an eco-friendly lifestyle. The target group for this activity is the residents of Kelurahan Talang Aman, Kemuning District, Palembang City, primarily housewives and members of the PKK (Family Welfare Empowerment) group in the area, with 20 participants. This program aims to increase participants' knowledge about household waste management by 50%. With a solid understanding of waste management, the community will be able to minimize the negative environmental impacts in Kelurahan Talang Aman. Keywords: Waste; Environment; Reservoir; Retention   Abstrak: Pengelolaan sampah menjadi salah satu tantangan utama yang dihadapi masyarakat modern, terutama di kawasan perkotaan. Sampah yang tidak dikelola dengan baik dapat menimbulkan berbagai dampak negatif, seperti pencemaran lingkungan, gangguan kesehatan, dan kerusakan ekosistem. Kegiatan PKM ini bertujuan a) Meningkatkan kesadaran masyarakat tentang pentingnya pengelolaan sampah yang baik dan benar; dengan cara pemilahan, daur ulang, dan pembuatan kompos; b) Membantu masyarakat membangun sistem pengelolaan sampah terpadu di tingkat rumah tangga dan komunitas; sehingga mengurangi jumlah sampah yang berakhir di tempat pembuangan akhir (TPA) dan mendorong masyarakat untuk mengadopsi pola hidup ramah lingkungan. Sasaran kegiatan ini adalah Warga masyarakat di Kelurahan Talang Aman Kecamatan kemuning Kota Palembang, utamanya ibu ibu rumah tangga dan Ibu Ibu PKK di kelurahan Talang Aman sebanyak 20 orang. Pengabdian ini meningkatkan pengetahuan peserta tentang pengelolaan sampah rumah tangga sebesar 50% sesudah. Dengan adanya pengetahuan yang baik tentang penglolaan sampah maka dapat meminimilisir dampak negatif terhadap lingkungan Kelurahan Talang Aman Kata kunci: Sampah; Lingkungan; Waduk; Retensi
