tive, transparent, and measurable Decision Support System (DSS) to determine the priority order of infrastructure development proposals in Asam Jawa Village, Torgamba District. The applied solution integrates the Rank Order Centroid (ROC) method to calculate criteria weighting based on relative importance, and the Simple Additive Weighting (SAW) method to process the alternative ranking calculation. The evaluation was conducted on 23 physical infrastructure proposals using four main criteria: urgency level (C1), physical condition (C2), benefits (C3), and population size (C4). The results indicate that alternative A4 (Construction of Borehole Well and Public Toilet at Field) and alternative A18 (Sejahtera Street Concrete Cast) achieved the highest preference score of 1.000000, followed by other infrastructure proposals in a structured manner. The combined use of ROC and SAW methods is proven to be effective and consistent in generating accurate rural development priority rankings. The integration of these two methods facilitates village government officials in making accountable decisions while minimizing cognitive bias risks in optimizing development budget allocation.

these tenets translate into measurable welfare outcomes across heterogeneous developing nations remains highly fragmented. This study addresses this critical gap by executing a systematic literature review guided by the PRISMA 2020 statement to synthesize empirical evidence on the operationalization of Zakat, Waqf, and Islamic Social Finance (ISF) as structural instruments for poverty reduction. Departing from traditional descriptive reviews, this paper introduces an original analytical taxonomy that maps the operational mechanics of ISF against micro-level and macro-level development outcomes. Based on a rigorous multi-stage screening of peer-reviewed empirical studies published between 2020 and 2025 across emerging economies, a final synthesized sample of $n = 10$ high-quality primary articles was evaluated. The qualitative narrative synthesis reveals that integrated ISF instruments exert a structurally positive impact on poverty alleviation, income optimization, and socio-economic empowerment, particularly when embedded within digital financial ecosystems and formal financial inclusion frameworks. However, the analysis uncovers substantial outcome heterogeneity, demonstrating that welfare efficacy is highly conditional upon institutional governance quality, targeting accuracy, and localized implementation designs. The structural novelty of this research lies in its empirical crystallization of the explicit boundary conditions under which normative faith-based capital successfully disrupts poverty traps, offering an evidence-based operational blueprint for policymakers and Sharia social institutions in the Global South.

Data collection techniques used observation, interviews, and documentation. Data validity was verified using source triangulation and technical triangulation. Data analysis included data condensation, data presentation, and conclusion drawing. The results of this study show that (1) management of educational facilities and infrastructure in high schools throughout Merauke Regency has been carried out. This has been done in SMAN 1 Merauke, SMAN 2 Merauke and KPG Khas Papua Merauke. This is done by managing BOS funds, managing facilities and infrastructure such as providing fans in each class and conducting workshops for teachers to improve their abilities in the teaching process and the quality of education. Supporting factors for management of educational facilities and infrastructure in high schools throughout Merauke Regency such as in SMAN 1 Merauke, namely the principal has a high commitment to managing and prioritizing infrastructure, in SMAN 2 Merauke such as recruiting competent teachers in their fields, in KPG Khas Papua Merauke such as the commitment of solid leadership & team, collaborative culture. ies in the role of local leadership in internalizing and implementing the four main pillars of religious moderation, namely national commitment, tolerance, non-violence, and accommodation to local culture in the lives of rural communities. This study uses a qualitative approach with a single case study method. Data collection techniques were done through participatory observation, in-depth interviews, and documentation studies. The research procedure refers to six stages of case studies according to Robert K. Yin, while the informants were selected using purposive sampling and snowball sampling techniques. Data is analyzed through pattern matching, explanation creation, and time series analysis. The study results show that local leadership plays a significant role in contextually building a narrative of moderation through example, deliberation, and social participation. The practice of moderation is not conveyed through formal instruction alone. Still, it is culturally shaped through social interaction, interfaith activities, and strengthening local values that align with national principles. Leadership prioritizing social awareness, openness, and inclusivity has maintained social cohesion and enhanced inter-religious harmony in a pluralistic village. These findings contribute to developing a theory of local leadership based on the values of religious moderation at the grassroots level.

Using a quantitative research approach with Partial Least Squares Structural Equation Modeling (PLS-SEM), data were collected from 105 customers who have utilized Umrah travel services within the past two years. The measurement model demonstrated excellent reliability and validity, with all constructs meeting stringent psychometric criteria for convergent and discriminant validity. The structural model reveals that all three hypotheses are strongly supported, with brand credibility emerging as the most influential factor (β = 0.398, p < 0.001), followed by perceived value (β = 0.356, p < 0.001) and service quality (β = 0.285, p < 0.001). The integrated model explains 74.2% of variance in customer-driven excellence, demonstrating strong explanatory power and large predictive relevance (Q² = 0.486). These findings provide empirical evidence that successful customer-driven excellence strategy requires integrated approaches prioritizing brand credibility development while simultaneously enhancing perceived value and service quality. The study offers valuable insights for Umrah travel operators seeking to optimize competitive advantage through comprehensive customer excellence strategies that address both functional and emotional dimensions of religious tourism services.

The main purpose of this research is to uncover the practice of digital mainstream media representation of student actions and dissect the ideological power relations between state actors and civil society groups in the realm of media discourse. The approach used is Norman Fairclough's three-dimensional model of Critical Discourse Analysis (AWK), which includes analysis at three levels: textual structure (lexical and syntactic), discourse practice (the process of production and consumption of texts), and social practice (ideological and institutional context). Five news articles from Kompas.com were analyzed in depth as the main sample. The results of the study show that online media tends to frame student actions through dictionaries that reduce the meaning of their struggle, such as "chaos," "secured," and "not conducive," while prioritizing quotes from state officials or security forces. This disarticulation plays a role in strengthening the state's authority in shaping public opinion and shows the tendency of the media as a hegemonic agent. These findings emphasize the urgency of ideological awareness-based media literacy so that people are able to criticize and not passively accept media discourse.

A frequent challenge encountered by educational institutions is the discrepancy between actual needs and the allocation of facilities and infrastructure, potentially leading to resource inefficiencies and degradation of educational service quality. Hence, an in-depth investigation into comprehensive strategic planning mechanisms is imperative to support precise, data-driven decision-making processes. This study employs a literature review methodology, integrating diverse scholarly sources, including indexed international journals, academic textbooks, national education policies, and other pertinent documents, to delineate an adaptive and sustainable conceptual framework for strategic planning. The findings affirm that the strategic planning process for educational facilities and infrastructure encompasses three principal stages: (1) empirical and prospective needs analysis, taking into account learner dynamics and curricular changes; (2) budget planning prioritizing fiscal efficiency and optimal resource utilization; and (3) procurement prioritization based on urgency, relevance, and impact on educational quality enhancement. The scope of facilities and infrastructure planned includes various categories ranging from physical infrastructure, consumables, immovable assets, to modern educational technology devices. The novelty of this research lies in the development of a holistic and participatory strategic planning model that accommodates the needs of all stakeholders and adapts to the evolving global educational landscape.
