This study aims to describe the implementation of e-government in the use of m-paspor applications at the Immigration Office Class II TPI Tanjung Uban. The research method used is a qualitative method with a descriptive approach. The theory used from Harvard JFK School of Government, with several indicators including Support, Capacity and Value. The results showed that the implementation of e-government in the use of m-paspor applications has run in accordance with the objectives but has not been optimal in one of the indicators. In the Support indicator, support in the form of SOP’s and m-paspor policies, direct socialization and through social media as well as supporting infrastructure at the Immigration Office Class II TPI Tanjung Uban is quite good. In the Capacity indicator, the availability of financial resources is intended for socialization needs, the information technology infrastructure in the service process looks adequate to facilitate the community, but in the process of implementing the application there are still several obstacles, including frequent application errors, payment codes do not come out, limited quotas and so on, as well as the availability of human resources derived from receiving CPNS selection analysis S1 immigration and has been provided with periodic training by the Directorate General of Immigration. ment the Naive Bayes algorithm to support a more objective BLT recipient selection process. The method used is CRISP-DM, starting from understanding the problem, data preparation, to model implementation. The data analyzed included type of residence, KPS recipients, parents' income, KIP recipients, number of siblings, distance from home and reasons for eligibility for BLT used were data from students of SD Swasta IT ABI Husni in the odd semester of 2024/2025, with a total of 137 data. The results of the study showed that the Naive Bayes algorithm was able to achieve an accuracy level of 98% with precision and recall of up to 100%, proving the effectiveness of the model in minimizing classification errors. In conclusion, the use of the Naive Bayes algorithm can help make decisions that are more targeted, transparent, and fair in the distribution of BLT.

Data is divided into 2 labels, namely free labels (y) and bound labels (x). Followed by dividing the dataset into training data and testing data with a ratio of 70:30 in both methods to get the level of accuracy. From the results given, it can be seen that the C45 algorithm has an accuracy of 85% and the Naive Bayes algorithm has an accuracy of 26%. This shows that the C45 algorithm is more effective in classifying the available datasets compared to the Naive Bayes.

The service was conducted in Bukit Permata Sumbari II Housing located in Pekanbaru. The partners are housewives who live in the housing with a total of 15 people. Activity methods include awareness raising, counseling, demonstration and evaluation. The knowledge and understanding of housewives in Bukit Permata Sumbari II Housing towards processing household waste into compost increased by 23.70%. Participants had basic knowledge about the utilization of household waste into compost by 69.63%, while after counseling it increased to 93.33%. Housewives have the skills and are able to make compost, although the results are not optimal because the organic waste is still large, so the composting process takes a long time.

This article originates from the issue of the limited use of comprehensive evaluation as a basis for educational decision-making, which causes evaluation to be frequently perceived merely as the measurement of learning outcomes. The research problem focuses on how the concepts, functions, and models of educational program evaluation can be comprehensively and applicatively understood based on experts’ perspectives. This study elaborates the ideas of Ralph Tyler, Cronbach, and Stufflebeam, who emphasize evaluation as a provider of meaningful information, a means of identifying program strengths and weaknesses, and a foundation for continuous improvement. The research method employs a literature study by reviewing books, scientific articles, and relevant journals discussing educational evaluation. The findings indicate that evaluation serves a formative function for continuous quality improvement and a summative function as a form of public accountability, encompassing aspects of policy, curriculum, learning processes, learning outcomes, and educational resource management. Various evaluation models, such as CIPP, Provus, Stake, Kirkpatrick, and the Logical Model, are identified as systematic frameworks that are complementary and contextual for application according to program needs. The conclusion confirms that educational program evaluation plays a strategic role in improving learning quality through planned measurement processes, the provision of accurate feedback, and data-based program adjustments. The novelty of this study lies in its comprehensive synthesis of evaluation concepts, functions, and models, presented integratively as a conceptual–practical guide for policymakers and educational practitioners, positioning evaluation not merely as an administrative activity but as an instrument for sustainable educational quality development.

Based on the analysis of literature, including books, journals, and scientific articles, it was found that the main challenges in character education include the negative impact of technological advancements, social and economic inequality, lack of teacher training, and limited parental involvement. On the other hand, the modern era also presents significant opportunities, such as utilizing technology for interactive learning, integrating local, national, and global values through digital media, and fostering collaboration among schools, families, and communities. Additionally, the development of relevant and flexible curricula is also an important factor in supporting character education. Although the challenges are considerable, character education in elementary schools can be optimized by implementing innovative strategies, strengthening collaboration among various stakeholders, and wisely utilizing technology. Data was collected from the results of observation sheets and field notes.The results showed that the cognitive development of group A PAUD KIA-KIRA in adding up with the numbers carriage game at the stage of development as expected (BSH) but on the indicator symbol of numbers at the stage began to develop (MB). Factors that support the implementation of the number car play activities, namely students who are enthusiastic to play even though there are some who are not familiar with numbers and homeroom teacher support is always helpful while the inhibiting factor is the cognitive ability to read the symbols of student numbers is still lacking, because the media at school is lacking inadequate as well as the lack of creativities educator makes educational props tools (APE).
