d with the goal of improving farmers' welfare through digitally integrated agricultural services. However, initial observations indicate resistance from some farmers and signs of political interest dominance in both the formulation and implementation processes. The study aims to identify the political motives behind the policy, the sustainability of the program, farmers' literacy regarding the E-KPB system, and the extent to which the program empowers farmers and engages stakeholders. Using a descriptive qualitative approach with thematic analysis and source triangulation techniques, data were collected through in-depth interviews with academics and government officials, as well as document studies. The findings reveal that the dominance of regional leaders in decision-making has led to a program orientation that is more symbolic and electoral in nature. The dynamics of competing interests emerge both vertically and horizontally, resulting in weak coordination and reduced policy effectiveness. The transition from KPB to E-KPB has also shifted the program’s focus and reduced its tangible benefits for farmers. The study recommends strengthening multi-stakeholder collaborative governance in agricultural policy, reevaluating the structure of the E-KPB system, and actively involving academics and farmer associations. These findings contribute theoretically to the study of public policy and policy framing, and practically to improving the implementation of programs based on the real needs of farming communities.

Additionally, e-commerce platforms had not been optimally utilized. The seminar featured academics, business practitioners, and digital marketing experts who covered topics on sustainable business strategies, digital marketing, financial recording, and e-commerce utilization. The results indicated that participants recognized the importance of digital marketing and personal branding as key strategies to enhance business competitiveness. Understanding of business startup strategies and digital marketing was also relatively strong, while digital financial recording remained a challenge that required further attention. MSMEs in Kertarahayu Village are expected to grow and become more competitive in the digital era.

Abstrak: Seminar ini bertujuan meningkatkan pemahaman pelaku UMKM dalam perencanaan usaha, pemasaran digital, pencatatan keuangan, dan pemanfaatan e-commerce. Kegiatan diawali dengan identifikasi kebutuhan UMKM melalui observasi dan diskusi, yang mengungkap kendala seperti kurangnya pemahaman strategi bisnis jangka panjang, ketergantungan pada pemasaran tradisional, serta rendahnya kesadaran akan pencatatan keuangan yang rapi. Selain itu, platform e-commerce belum dimanfaatkan secara optimal. Seminar ini menghadirkan akademisi, praktisi bisnis, dan ahli digital marketing yang membahas strategi bisnis berkelanjutan, digital marketing, pencatatan keuangan digital, dan pemanfaatan e-commerce. Hasil seminar menunjukkan bahwa peserta memahami pentingnya pemasaran digital dan personal branding sebagai strategi utama dalam meningkatkan daya saing usaha. Pemahaman terhadap strategi memulai usaha dan digital marketing juga cukup baik, tetapi pencatatan keuangan digital masih menjadi tantangan yang perlu mendapatkan perhatian lebih lanjut. resource mapping and strategic planning poses a major challenge in achieving sustainable development. To address this issue, the Community Service Program (PkM) of Universitas Terbuka was designed to strengthen the capacity of village officials through training and mentoring in village potential mapping based on village planning worksheets. This approach follows four key stages: input, process, output, and impact, aimed at establishing a more systematic, data-driven, and sustainable village development plan. The PkM activities include field surveys, socialization, technical training, mentoring, and monitoring and evaluation. The primary objective of this program is to develop a village potential database as a foundation for formulating more accurate policies and development strategies. Village officials can create more effective and strategic data-driven policies with this database. The program's sustainability requires synergy between academics, local government, and the village community to ensure data-driven development that enhances community welfare.

Abstrak: Desa Kurungkambing, Kecamatan Mandalawangi, Banten, memiliki potensi lokal yang belum optimal karena keterbatasan data terstruktur dan kapasitas perencanaan desa. Untuk mengatasi permasalahan ini, Program Pengabdian kepada Masyarakat (PkM) Universitas Terbuka dirancang untuk memperkuat kapasitas aparatur desa melalui pelatihan dan pendampingan dalam pemetaan potensi desa berbasis lembar perencanaan desa. Pendekatan ini mengacu pada empat alur utama: masukan, proses, hasil, dan dampak, yang bertujuan untuk mewujudkan perencanaan pembangunan desa yang lebih sistematis, berbasis data, dan berkelanjutan. Kegiatan PkM ini melibatkan serangkaian tahapan, termasuk survei lapangan, sosialisasi, pelatihan teknis, pendampingan, serta monitoring dan evaluasi. Tujuan utama program ini adalah mengembangkan database potensi desa sebagai dasar dalam penyusunan kebijakan dan strategi pembangunan yang lebih akurat. Dengan adanya database ini, aparatur desa dapat merumuskan kebijakan berbasis data yang lebih efektif dan strategis. Keberlanjutan program membutuhkan sinergi antara akademisi, pemerintah daerah, dan masyarakat desa guna memastikan pembangunan berbasis data yang berorientasi pada kesejahteraan masyarakat.

This service function aims to apply and disseminate the knowledge and skills possessed by academics to the wider community, as well as contributing directly to improving the quality of life and sustainable development. The results of data analysis from the questionnaire showed a significant increase in participants' understanding after the socialization. The participants' positive response to the benefits and ease of use of digital platform robots for ease in digitalizing MSMEs illustrates the success of this socialization.

iety of sources, including reviews of movies, reviews of Twitter, reviews of online products, blogs, discussion forums, and other social networks. With the progress of technology, individuals may now effortlessly utilize social media platforms to access and share information, as well as express their viewpoints to the general public, without any constraints of distance or time. Twitter is a social media network that serves as a repository for opinions. Diverse techniques are employed to provide optimal and realistically precise pressure detection. The analysis and discussion affirm that the Support Vector Machine (SVM) was effectively employed in this study, utilizing public opinion data on television program reviews in Indonesia. An SVM classifier is employed to examine the Twitter data set by utilizing various parameters. The study successfully completed the preprocessing process by collecting a total of 400 data points, consisting of 320 reviews from 4 television shows for training data and 80 reviews for testing. The data was filtered and classified using SVM, with 200 positive and 200 negative data points for comparison. The experiment utilized the SVM method using TF-IDF to achieve the most accurate test results. The test accuracy was 80%, while the training data accuracy reached 100%.

Abstrak: Saat ini, banyak akademisi sedang menyelidiki analisis sentimen melalui pemanfaatan teknik yang diawasi dan pembelajaran mesin. Kajian dapat dilakukan dengan menggunakan beberapa sumber seperti review film, review Twitter, review produk online, blog, forum diskusi, atau jejaring sosial lainnya. Dengan kemajuan teknologi, masyarakat kini dapat dengan mudah memanfaatkan platform media sosial untuk mengakses dan berbagi informasi, serta menyampaikan pandangan mereka kepada masyarakat umum, tanpa batasan jarak dan waktu. Twitter adalah jaringan media sosial yang berfungsi sebagai gudang opini. Beragam teknik digunakan untuk menghasilkan deteksi tekanan yang optimal dan presisi secara realistis. Analisis dan pembahasan menegaskan bahwa Support Vector Machine (SVM) efektif digunakan dalam penelitian ini, memanfaatkan data opini publik tentang review program televisi di Indonesia. Pengklasifikasi SVM digunakan untuk memeriksa kumpulan data Twitter dengan memanfaatkan berbagai parameter. Penelitian berhasil menyelesaikan proses preprocessing dengan mengumpulkan total 400 titik data yang terdiri dari 320 review dari 4 acara televisi untuk data pelatihan dan 80 review untuk pengujian. Data disaring dan diklasifikasikan menggunakan SVM, dengan 200 titik data positif dan 200 titik data negatif sebagai perbandingan. Percobaan ini menggunakan metode SVM dengan menggunakan TF-IDF untuk mencapai hasil pengujian yang paling akurat. Akurasi pengujiannya mencapai 80%, sedangkan akurasi data pelatihan mencapai 100%.

A deep understanding of monotheism, justice, compassion, and honesty are promoted as the main foundations in shaping Islamic character. The relevance of these ethical concepts in the context of Islamic education is found in the integration of moral values into the curriculum and teaching practices, thus providing concrete guidelines in everyday life. Recommendations are made for improving the education system, including further integration of ethical concepts into the curriculum and community involvement in ethical development.
