mplementing the e-Government system across various local government agencies. The benefit of this research lies in providing recommendations for local governments to improve efficiency, transparency, and accountability in public services through the utilization of information technology.
The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation.
The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems.

tatistics Agency (BPS) recorded the number of motorized vehicles such as cars, buses, trucks, and motorcycles in the provinces of North Sumatra and West Sumatra in 2020-2021 reaching 3,043,892 million units. The purpose of this study is to classify the number of motorized vehicles in the form of cars, motorcycles, buses and trucks. This research uses quantitative research with Naive Bayes Algorithm analysis model. The data used in this study is data from several regions in North Sumatra Province and West Sumatra Province in 2020-2021. Evaluation of model performance is based on accuracy parameters, precision and total recall of the confusion-matrix. The results of testing the dataset and calculating the model performance parameters have obtained an accuracy value of 100%. With the percentage value of the description of each dataset class, namely a little 70.6%, moderate 21.6%, and a lot 7.8%.

Abstrak : Badan Pusat Statistik (BPS) adalah lembaga pemerintahan non-departemen yang dibentuk sebagai penyedia data atau informasi berdasarkan UU Nomor 6 Tahun 1960 tentang Sensus dan UU Nomor 7 Tahun 1997 tentang Statistik. Badan Pusat Statistik (BPS) mencatat jumlah kendaraan bermotor seperti mobil, bus, truk, dan sepeda motor di Provinsi Sumatera Utara dan Sumatera Barat pada tahun 2020-2021 mencapai 3.043.892 juta unit. Tujuan dari penelitian ini yaitu untuk mengklasifikasikan jumlah kendaraan bermotor berupa mobil, sepeda motor, bus dan, truk. Adapun penelitian ini menggunakan jenis penelitian kuantitatif dengan model analisis Algoritma Naive Bayes. Data yang digunakan pada penelitian ini adalah data dari beberapa daerah di Provinsi Sumatera Utara dan Provinsi Sumatera Barat tahun 2020-2021. Evaluasi kinerja model didasarkan pada parameter akurasi, presisi dan recall total dari Confusion-Matrix. Hasil pengujian dataset dan perhitungan parameter performa model telah didapat nilai akurasi 100%. Dengan presentase nilai keterangan setiap kelas dataset yaitu Sedikit 70,6%, Sedang 21,6%, dan Banyak 7,8%.

This Community Service activity aims to enhance civil servants' understanding of the strategic position of Mental Revolution in bureaucratic reform through the lens of Public Value Governance. The method used is participatory advocacy through material presentation and Focused Group Discussion (FGD) involving the Government Division, Inspectorate, and Organization and Management Division of the Jayapura City Regional Secretariat. The results showed an increase in collective understanding among civil servants regarding the importance of behavioral transformation for substantive public services. The concrete output of this activity is the presentation of strategic recommendations containing proposals for the 2025-2030 Mental Revolution roadmap and the reorientation of training curricula based on local competencies. In conclusion, strengthening integrity, work ethic, and mutual cooperation through this approach serves as a strategic foundation to reinforce governance and increase public value in Jayapura City.

Abstrak: Indeks Reformasi Birokrasi (IRB) Kota Jayapura tahun 2024 yang berada pada kategori "CC" mencerminkan belum optimalnya manajemen ASN dan kualitas pelayanan publik, yang berakar pada lemahnya budaya kerja dan kapasitas organisasi. Kegiatan Pengabdian kepada Masyarakat (PKM) ini bertujuan meningkatkan pemahaman ASN mengenai posisi strategis Revolusi Mental dalam reformasi birokrasi melalui lensa Public Value Governance. Metode yang digunakan adalah advokasi partisipatif melalui paparan materi dan diskusi terfokus (Focused Group Discussion) yang melibatkan Bagian Pemerintahan, Inspektorat, dan Bagian Organisasi dan Tata Laksana Sekretariat Daerah Kota Jayapura. Hasil kegiatan menunjukkan peningkatan pemahaman kolektif ASN mengenai pentingnya transformasi perilaku untuk pelayanan publik substantif. Output nyata kegiatan ini berupa paparan rekomendasi strategis terkait roadmap Revolusi Mental ASN 2025-2030 dan reorientasi kurikulum diklat berbasis kompetensi lokal. Kesimpulannya, penguatan integritas, etos kerja, dan gotong royong melalui pendekatan ini menjadi fondasi strategis untuk memperkuat tata kelola dan meningkatkan nilai publik di Kota Jayapura.

Tentu saja, teknologi komputer tidak akan sedemikian besar kontribusinya bagi perkembangan manajemen pemerintahan jika peran sumber daya manusia tidak dioptimalkan. Sehubungan dengan perkembangan teknologi komputer, hingga saat ini telah terjadi perkembangan yang signifikan di beberapa daerah dalam kaitan aplikasi TI dalam Manajemen Perkantoran. l Land Agency has initiated digitalization, but several challenges remain, particularly in ensuring transparency, efficiency, and security of land ownership data. Blockchain technology offers a potential solution through its decentralized and immutable characteristics. This study adopted a design and development method consisting of system analysis, requirements identification, architecture design, implementation, and black-box testing. The developed decentralized application (DApp) integrates smart contracts, NFTs, and IPFS to manage land certificates. Core functions such as minting, transfer, splitting, and self-custody were implemented and successfully tested, with all scenarios producing expected results. The findings demonstrate that blockchain integration can enhance security, reduce duplication, and streamline land administration. The study contributes a functional prototype with practical implications for modernizing land registration in Indonesia while identifying scalability and regulatory adaptation as areas for further research.

This research was conducted at STMIK Royal Kisaran where the object of research was prospective new students for the superior class and the related party was the Academic and Student Administration Bureau (BAAK) because the party was directly involved in selecting prospective new students for the superior class. But the problem is, BAAK does not yet have an election process based on a method and there is no information system for selecting prospective new students for superior classes. The purpose of this study is to make predictions related to the selection of prospective new students for superior classes in the future with the Naïve Bayes Algorithm and implemented in an information system.The results of this research are that the Naïve Bayes algorithm produces an accuracy rate of 60% in the good classification category which is measured by the level of accuracy using the confusion matrix, so that the information system produced in this study also has efficient prediction results and is expected to help BAAK.

Abstrak: Mahasiswa unggulan merupakan representasi dari mahasiswa aktif dan cerdas yang mampu memberikan kontribusi langsung terhadap perkembangan bangsa. Untuk menghasilkan mahasiswa yang benar unggul salah satu upaya yang dapat dilakukan adalah dengan membina mahasiswa unggulan tersebut sejak awal dengan membentuk kelas unggulan. Dalam membentuk kelas unggulan dibutuhkan proses seleksi yang benar efektif untuk memilih mahasiswa yang benar unggul. Penelitian ini dilakukan di STMIK Royal Kisaran dimana objek penelitian merupakan calon mahasiswa baru untuk kelas unggulan dan pihak yang terkait adalah Biro Administrasi Akademik dan Kemahasiswaan (BAAK) karena pihak tersebut terlibat langsung dalam pemilihan calon mahasiswa baru untuk kelas unggulan. Namun permasalahannya, pihak BAAK belum memiliki sebuah proses pemilihan berdasarkan metode dan belum adanya sistem informasi pemilihan calon mahasiswa baru kelas unggulan. Tujuan dari penelitian ini adalah melakukan prediksi terkait pemilihan calon mahasiswa baru kelas unggulan di masa mendatang dengan Algoritma Naïve Bayes dan diimplementasikan dalam sebuah sistem informasi. Hasil penelitian ini algoritma Naïve Bayes menghasilkan tingkat akurasi sebesar 60% dengan kategori good classification yang diukur tingkat akurasinya dengan menggunakan confusion matrix, sehingga sistem informasi yang dihasilkan dalam penelitian ini juga memiliki hasil prediksi yang efisien dan diharapkan dapat membantu pihak BAAK.

In this case, the acceptance of new partner candidates is quite often held to carry out survey and population census activities. The partner acceptance process is less effective because it still uses the manual method, namely the approach between existing partners. So we need a decision support system that can help election performance to be more effective. The basic concept of the Simple Addictive Weighting method is to find a weighted sum of performance ratings for each alternative on all criteria or attributes. The purpose of this research is to build and design a data processing application for prospective new partners at the Central Bureau of Statistics of the Asahan district to get an assessment according to the specified criteria. The results of the research conducted produced the best alternative decision, namely Ruslan Efendi with a score of 0.975 and Yenni Yulistina with a value of 0.95. based on these results can assist the Central Bureau of Statistics in determining the assessment of potential new partners so that they can provide a reference in decision making. Badan Pusat Statistik Setiap tahunnya Badan Pusat Statistik menerima mitra baru. Mitra yang melakukan pengolahan data yang sudah dilakukan pada data dilapangan.. Dalam hal ini, penerimaan calon mitra baru cukup sering diadakan untuk menjalankan kegiatan survei dan sensus penduduk. Proses penerimaan mitra ini kurang efektif karena masih menggunakan cara manual, yaitu dan pendekatan antara mitra yang sudah ada sebelumnya. Sehingga dibutuhkan sebuah sistem pendukung keputusan yang dapat membantu kinerja pemilihan menjadi lebih efektif. Konsep dasar dari metode Simple Addictive Weighting mencari penjumlahan terbobot dari rating kinerja untuk setiap alternative pada semua kriteria atau atribut. Tujuan penelitian ini dapat membangun dan merancang sebuah aplikasi pengolahan data calon mitra baru di Badan Pusat Statistik kabupaten Asahan yang tepat untuk mendapatkan penilaian yang sesuai dengan kriteria yang ditentukan. Hasil dari penelitian yang dilakukan menghasilkan sebuah keputusan alternatif terbaik yaitu Ruslan efendi dengan nilai 0.975 serta Yenni Yulistina dengan nilai 0.95. berdasarkan hasil tersebut dapat membantu pihak Badan Pusat Statistik dalam menentukan penilaian calon mitra baru sehingga dapat memberikan acuan dalam pengambilan keputusan. Sesuai dengan kriteria yang dibutuhkan oleh pihak Badan Pusat Statistik.

However, in the process of managing the process of input, output and reporting of goods that are done manually (still using paper) are not monitored properly, often there are outgoing or incoming goods whose data is not recorded. This, in the long run, will cause large losses. The purpose of this study is to build applications that function to help provide information that makes it easy to control the process of entry and exit of goods. The system development methodology used is object-oriented system development using the Unified Modeling Language (UML). The results obtained from this research are the design and construction of Inventory Information System POS (Point of Sales) in the form of Context Diagrams and UML Diagrams (Use Case Diagrams, Activity Diagrams, Class Diagrams, and Sequence Diagrams), with the results of black box testing conducted already in operation properly according to the needs of the retail owner.

Tentu saja hal ini menjadi peluang usaha untuk para pengusaha retail counter. Namun, dalam proses pengelolaannya proses input, output dan pelaporan barang yang dilakukan secara manual (masih menggunakan kertas) tidak termonitoring dengan baik, seringkali terjadi adanya barang keluar ataupun barang masuk yang tidak tercatat datanya. Hal ini dalam jangka panjang akan menimbulkan kerugian yang besar. Tujuan penelitian ini adalah membangun aplikasi yang berfungsi dalam membantu memberikan informasi yang memudahkan dalam pengontrolan proses keluar masuknya barang. Metodologi pengembangan sistem yang digunakan adalah pengembangan sistem berorientasi objek menggunakan Unified Modeling Language (UML). Hasil yang didapat dari penelitian ini adalah perancangan dan pembangunan Sistem Informasi Inventory P.O.S (Point of Sales) berupa Diagram Konteks dan UML Diagram (Use Case Diagram, Activity Diagram, Class Diagram, dan Sequence Diagram), dengan hasil pengujian black box yang dilakukan telah beroperasi dengan baik sesuai kebutuhan owner retail.
