philosophy, social order, and spirituality. The surrounding environment of these traditional houses remains poorly organized, with vacant land left unmanaged and declining awareness of cultural preservation, resulting in suboptimal utilization of the area’s aesthetic value, cultural function, and tourism potential. This community service program aims to arrange a cultural garden around the traditional houses while empowering the local community to manage the cultural landscape in a sustainable manner, with a focus on preserving cultural identity, improving environmental quality, and strengthening the local economy through the development of cultural tourism and agrotourism. The implementation method adopts a community-based participatory approach, carried out through several stages: site observation and mapping, focus group discussions, planning and designing the cultural garden, training and knowledge transfer, collective implementation of garden arrangement, as well as evaluation and documentation. The garden design integrates the orientation of the Siwaluh Jabu house, the cosmological meaning of space, ecological landscape principles, and the selection of local vegetation with symbolic, aesthetic, and economic value, organized into aesthetic, educational, and productive zones. The results of the program indicate the establishment of a well-arranged cultural garden rich in Karo cultural symbols, increased community capacity and participation, and the creation of a sustainable cultural landscape management model that functions as a “living laboratory” combining aesthetic, educational, economic, and spiritual roles. This model positions the community as the main actor and holds potential to be replicated in other cultural villages with similar characteristics.

Tahapan penelitian meliputi pembersihan data, normalisasi, serta penentuan jumlah cluster menggunakan metode Elbow dan Silhouette Score. Hasil menunjukkan bahwa jumlah cluster optimal adalah lima. Hasil clustering menunjukkan bahwa persebaran gempa tidak merata dan membentuk kelompok dengan karakteristik berbeda. Cluster dengan kedalaman gempa dangkal memiliki potensi risiko lebih tinggi dibandingkan cluster lainnya. Penelitian ini diharapkan dapat menjadi dasar dalam memahami pola kerawanan gempa serta mendukung upaya mitigasi bencana di wilayah penelitian.

Hasil penelitian mengungkapkan bahwa rencana penerapan retribusi sampah bagi dapur Program Makan Bergizi Gratis sebesar dua ratus ribu rupiah per bulan berdasarkan Peraturan Daerah Nomor 3 Tahun 2024 dan Peraturan Bupati Nomor 9 Tahun 2025 belum berjalan efektif. Tingkat kepatuhan wajib retribusi sangat rendah karena hanya sekitar dua puluh pelaksana yang melakukan pembayaran. Penyebab utama meliputi ketidakjelasan skema pelayanan akibat tarif yang tidak mencakup biaya pengangkutan sampah, kelumpuhan infrastruktur di Tempat Pemrosesan Akhir Buluh, dan lemahnya penegakan sanksi administratif oleh aparat pemungut. Situasi ini memicu tindakan kedinasan non-prosedural serta konflik sosial-ekologis dengan masyarakat desa setempat.
Guna menyelesaikan permasalahan tersebut, diperlukan klarifikasi skema pelayanan yang mencakup seluruh komponen biaya, rehabilitasi infrastruktur pemrosesan sampah, serta penguatan penegakan sanksi administratif untuk meningkatkan kepatuhan dan efektivitas pemungutan retribusi.

AbstractThis study aims to examine the effectiveness of waste service retribution collection in Bangkalan Regency following the enactment of Bangkalan Regency Regional Regulation Number 1 of 2024 concerning Regional Taxes and Retributions. Using an Administrative Law approach, this research analyzes the legitimacy of authority, juridical instruments, and operational obstacles faced by the Environmental Agency of Bangkalan Regency. The analysis applies Philipus M. Hadjon’s theory of authority, Ridwan HR’s theory of government instruments, and Soerjono Soekanto’s theory of legal effectiveness.
The findings reveal that the planned implementation of a waste retribution fee of two hundred thousand rupiah per month for kitchens under the Free Nutritious Meals Program (Program Makan Bergizi Gratis), based on Regional Regulation Number 3 of 2024 and Regent Regulation Number 9 of 2025, has not been effective. The level of compliance among retribution payers remains very low, with only approximately twenty operators making payments. The main causes include unclear service schemes due to tariffs that do not cover waste transportation costs, the dysfunction of infrastructure at the Buluh Final Processing Site (Tempat Pemrosesan Akhir Buluh), and weak enforcement of administrative sanctions by collection officers. This situation has triggered non-procedural administrative actions and socio-ecological conflicts with local village communities.
To address these issues, it is necessary to clarify the service scheme to include all cost components, rehabilitate waste processing infrastructure, and strengthen the enforcement of administrative sanctions in order to improve compliance and the overall effectiveness of retribution collection.

The results show that the element of ethos or credibility is built through the adjustment of local sarong clothing, a humble attitude toward elders, respectful etiquette toward Madurese kiai, and authoritative hadith references. The element of pathos or emotional appeal is manifested through dramatic narratives of a mother's struggle in giving birth, the physical sacrifice of a father in the orchard, the story of his own mother's passing, and the analogy of an old Quranic mushaf for the elderly to arouse the congregation's pity and regret. The element of logos or logical argument is proven through the syllogism of moral priority over material wealth, the law of direct causal retribution for rebellious children, and textual historical proof regarding the inclusivity of the prophet's social relations with non-Muslims. The results show that fangirling is not merely a form of passive consumption, but rather a communal cultural activity carried out massively and organized through fictitious kinship structures in cyberspace. This phenomenon manifests itself in the form of digital "work culture," such as the ritual of collectively streaming music and mobilizing votes to increase the symbolic capital of the idol group SEVENTEEN on the global stage. This practice confirms a shift in social interaction patterns, where group loyalty is bound by a commitment to the idol's aesthetics and achievements. Anthropologically, this activity creates a new value system that blurs the boundaries between the private space of fans and the digital public space, while simultaneously strengthening the position of social media platform X as a primary locus in the formation of contemporary popular culture.

Results indicate that the United States (32.5%), United Kingdom (15.8%), Germany (9.6%), and Canada (7.3%) are the leading contributors, with emerging research from Slovenia (2.1%) and Uruguay (1.7%). Institutional collaborations highlight strong interdisciplinary ties, particularly between the Center for Addictive Disorders and the Faculty of Medicine and Health. Co-authorship analysis identifies Nikos Ntoumanis (98 publications) and Jennifer Cumming (76 publications) as pivotal researchers, while citation network analysis highlights influential clusters led by Joan L.
