Abstract: HIV/AIDS remains a major public health concern worldwide, and stigma toward People Living with HIV/AIDS (PLWHA) continues to hinder prevention and treatment efforts, particularly in regions with limited health literacy.… In Gorontalo City, community stigma persists due to misconceptions about HIV transmission, exaggerated fears, and culturally embedded moral judgments that associate HIV with deviant behavior. This study aims to describe the level of community stigma toward PLWHA in Liluwo Village and identify factors contributing to these attitudes. Using an analytical survey with a cross-sectional design, the study involved 185 respondents selected through stratified random sampling. A structured questionnaire assessed respondents’ HIV/AIDS knowledge, religiosity, and stigmatizing attitudes. The findings reveal that 102 respondents (55.1%) demonstrated stigmatizing behaviors, characterized by avoidance of physical contact, reluctance to live near PLWHA, fear of sharing public spaces, and inaccurate beliefs about how HIV is transmitted. Meanwhile, 83 respondents (44.9%) exhibited no stigma, showing higher levels of HIV-related knowledge, a better understanding of scientific facts about transmission, and a more empathetic and inclusive approach toward PLWHA. The variation between these groups highlights the crucial role of health literacy, cultural norms, and access to accurate information in shaping community attitudes. Strengthening public understanding is essential to ensure equitable treatment and improve the well-being of those affected by HIV.

EFFORTS TO RECOVER ASSETS FROM CORRUPTION CRIMES THROUGH OPTIMIZATION OF LEGISLATION IN INDONESIA AND A REVIEW OF THE DRAFT LAW ON ASSET FORFEITURE

Irwan Triadi, Bayu Giri Atmojo
Abstract: Corruption, as an organized and transnational crime, demands a more effective asset recovery mechanism than the conventional criminal approach currently applied in Indonesia. The limitations of criminal law instruments in… n tracing, confiscating, and repatriating assets that have been transferred, concealed, or placed outside national jurisdiction form the central background for the urgency of the Asset Forfeiture Bill. This study aims to analyze the concept of asset forfeiture for corruption cases through the non-conviction based forfeiture mechanism and assess the alignment of the Asset Forfeiture Bill with international standards, particularly the UNCAC. The research employs a normative legal method through an examination of legislation, academic literature, international documents, and comparative best practices. The findings indicate that the Bill introduces a new enforcement paradigm through in rem procedures, an integrated asset-tracing system, civil judicial control, and transparent asset management. The discussion reveals that although the Bill has significant potential to enhance state asset recovery, its implementation requires strengthened evidentiary standards, protection of property rights, and improved inter-agency coordination. The study concludes that the Asset Forfeiture Bill represents a strategic instrument for improving the effectiveness of anti-corruption efforts, yet its success depends on procedural safeguards, transparency in asset administration, and the institutional capacity of law enforcement bodies.

Salpidawati, Akbar, Moh Rifaldi
Abstract: This article analyzes Indonesia's communication strategy in the multilateral Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security (CTI-CFF) cooperation, focusing on strategic communication approaches and… d environmentally-based digital diplomacy. The CTI-CFF is a crucial platform for Indonesia to build its image as a maritime leader and protector of the region's environment. This research employs a literature review and exploratory content analysis of scientific literature, policy documents, and social media content from relevant institutions, such as the Ministry of Maritime Affairs and Fisheries (MMAF) and the CTI-CFF Regional Secretariat. The "healthy ocean = safe food" framing is a key narrative used to frame environmental issues within the context of national security. Furthermore, using social media as a digital diplomacy tool demonstrates Indonesia's efforts to expand the influence of environmental communication in a public and participatory manner. This study emphasizes the importance of strategic communication in ecologically based regional cooperation. It opens up opportunities for further research on the effectiveness of digital diplomacy and public engagement in national environmental campaigns.
