Abstract:The introduction of the omnibus methodology to Indonesian lawmaking through the Job Creation Law has generated intense scholarly debate over the balance between regulatory efficiency and democratic legitimacy. Drawing on…
Nonet and Selznick’s responsive law theory, this study examines the legal politics underpinning the formation of Law No. 11 of 2020, PERPPU No. 2 of 2022, and Law No. 6 of 2023 within Indonesia’s civil‐law framework. Using normative legal research methods including statutory interpretation, constitutional doctrinal analysis, and comparative legal study this article traces the procedural trajectory from initial draft to successive judicial reviews (Decision Nos. 91/PUU-XVIII/2020 and 168/PUU-XXI/2023). The findings reveal systemic procedural deficiencies: exclusion of affected stakeholders, lack of meaningful public participation, and executive reliance on emergency powers instead of mandated legislative revision. The Constitutional Court’s interventions have served as corrective “strange attractors,” introducing “meaningful participation” requirements (right to be heard, right to be considered, and right to explanation) and compelling the government to adopt legislative reforms. However, persistent executive resistance underscores enduring tensions between efficiency‐oriented omnibus reforms and procedural legitimacy. The study concludes that forthcoming legislative efforts particularly the mandated separate Employment Law will determine whether Indonesia’s legal system advances toward genuinely responsive law or reverts to repressive practices. These insights hold broader significance for comparative constitutionalism and the global discourse on omnibus legislation in developing democracies.
Abstract:Tourism plays a strategic role in supporting regional economic growth, including in Solok City, which has rich natural and cultural tourism potential. However, the optimization of destination management in this city faces…
s several challenges, such as limited human resources, inadequate infrastructure, low community awareness, and insufficient promotion strategies. This study aims to analyze the role of the Tourism Office in optimizing destination management, identify influencing factors, and formulate strategic efforts towards sustainable tourism management. This research uses a qualitative approach with a case study method. Data were collected through observation, in-depth interviews with stakeholders (government, private sector, community, academia, and media), and document studies. The results show that the Tourism Office of Solok City plays a key role in four main functions: planning, implementation, coordination, and evaluation. Programs conducted between 2021 and 2024 include destination development, tourism promotion, human resource capacity building, and cross-sector partnerships. Internal and external factors such as budget constraints, infrastructure limitations, community participation, and destination competitiveness influence management effectiveness. The implementation of Good Governance principles participation, transparency, accountability, and efficiency along with Destination Management approaches, has guided policy and program implementation. However, some aspects, particularly cross-sectoral integration and innovation in tourism promotion, still need improvement. This study concludes that strengthening stakeholder synergy and enhancing institutional capacity are crucial for optimizing sustainable destination management in Solok City

e of the Mataram Kingdom, both in tangible and intangible forms, and to assess its impact on the preservation and increasing accessibility of cultural information. The research method used is a qualitative study with a descriptive approach through interviews, observations, and documentation studies. The results of the study indicate that the digitization of artifacts, manuscripts, historical sites, and historical narratives of the Mataram Kingdom has made a significant contribution to building public awareness of the importance of cultural preservation. This initiative also opens up opportunities for the development of culture-based ecotourism through digital media, such as applications, interactive websites, and augmented reality. However, challenges such as limited technology, funding, and human resources are still obstacles that need to be overcome through collaboration between the government, academics, cultural communities, and the private sector. Thus, digital transformation is an important means of maintaining the sustainability of the cultural heritage of the Mataram Kingdom in the modern era.
Abstract:The transformation of Indonesia's education system faces significant challenges in aligning with the demands of globalization, digitalization, and lifelong learning. These challenges have sparked debates regarding the effectiveness…
fectiveness of the full-day school model and the modular education system. This study aims to comparatively analyze these two approaches within the context of primary and secondary education in Indonesia, referencing modular education practices in the United Kingdom as an international benchmark. The study employs a qualitative approach based on a literature review, utilizing thematic content analysis of 20 accredited scholarly sources selected through strict inclusion criteria, and analyzed with the assistance of NVivo software to ensure thematic accuracy. The findings indicate that the full-day school model excels in fostering discipline and consistent learning structures; however, it poses risks of cognitive fatigue and is less supportive of differentiated instruction. In contrast, the modular system offers flexibility, opportunities for personalized learning, and deeper conceptual understanding, yet requires adequate digital infrastructure and self-directed learning literacy, which are not evenly distributed. The study concludes that no single educational model is universally superior; instead, each holds contextual relevance. This research contributes theoretically by enriching the comparative education literature and practically by informing the design of more adaptive, inclusive, and responsive learning policies to meet the challenges of the 21st century, while also supporting efforts to achieve quality education as outlined in the Sustainable Development Goals (SDGs).
Abstract:Cyber risk management has become a critical issue as the number of cybersecurity incidents continues to rise each year. This study aims to analyze the trends in cyber incidents, the most prevalent types of cybercrimes, and…
nd the efforts in mitigation and cyber risk management in Indonesia. According to data from the National Cyber and Crypto Agency (BSSN) for the period 2019 to 2023, the number of incidents increased significantly from 290,000 cases in 2019 to 1,031,389 cases in 2023. The dominant types of cybercrime shifted each year, starting with phishing in 2019, malware in 2020, ransomware in 2021, DDoS attacks in 2022, and data breaches in 2023. This surge in incidents reflects the growing complexity of cyber threats faced by various sectors in Indonesia. In response, the government and private sector have strengthened regulations through the enactment of the Personal Data Protection Law and have adopted technologies such as artificial intelligence (AI) and blockchain to enhance detection and prevention of cyberattacks. Effective cyber risk management requires integrated preventive, detective, and corrective measures to safeguard information systems and sensitive data from increasingly sophisticated attacks. Through collaboration among the government, private sector, and the public, Indonesia’s digital ecosystem is expected to become more secure and resilient in the face of cybercrime threats..
Abstract:Flooding is a natural phenomenon that can cause disasters for humans, especially in Indonesia and the Philippines, which often experience significant impacts on the economy, transportation, and social life. This research…
aims to analyze the factors that cause flooding in both countries, compare the management policies implemented, and provide recommendations for improved mitigation. The method used is a literature review to collect and analyze various scientific sources. The results show that in Indonesia, factors causing flooding include land subsidence, land use change, and climate change, while in the Philippines, flooding is often triggered by tropical storms and extreme rainfall. Indonesia's response strategy focuses on river normalization and drainage infrastructure, while the Philippines implements a National Disaster Risk Reduction and Management Plan that covers prevention, preparedness, and rehabilitation. Despite these efforts, challenges such as urbanization and land acquisition still hamper the effectiveness of flood management. Recommendations include improving infrastructure, sustainable spatial planning, and community education.
Abstract:This study analyzes the competing interests within the Kartu Petani Berjaya (KPB) policy as part of efforts to promote sustainable community-based agricultural development in Lampung Province. The KPB program was launched…
d with the goal of improving farmers' welfare through digitally integrated agricultural services. However, initial observations indicate resistance from some farmers and signs of political interest dominance in both the formulation and implementation processes. The study aims to identify the political motives behind the policy, the sustainability of the program, farmers' literacy regarding the E-KPB system, and the extent to which the program empowers farmers and engages stakeholders. Using a descriptive qualitative approach with thematic analysis and source triangulation techniques, data were collected through in-depth interviews with academics and government officials, as well as document studies. The findings reveal that the dominance of regional leaders in decision-making has led to a program orientation that is more symbolic and electoral in nature. The dynamics of competing interests emerge both vertically and horizontally, resulting in weak coordination and reduced policy effectiveness. The transition from KPB to E-KPB has also shifted the program’s focus and reduced its tangible benefits for farmers. The study recommends strengthening multi-stakeholder collaborative governance in agricultural policy, reevaluating the structure of the E-KPB system, and actively involving academics and farmer associations. These findings contribute theoretically to the study of public policy and policy framing, and practically to improving the implementation of programs based on the real needs of farming communities.
Abstract:Clean and healthy community that must be practiced continuously so that it becomes a habitual pattern. Living a clean and healthy lifestyle must be done wherever we are. Moreover, nowadays, children living behavior (PHBS)…
) is an action or activity carried out by a person or are lazy about maintaining cleanliness, for example washing their hands before eating, brushing their teeth before sleeping and so on. Children have more potential to imitate adult behavior, rather than carrying out commands (voices) or instructions from adults. Adults must practice clean and healthy living behavior continuously (consistent) and correctly, both at home and outside the home. That way, children will have a pattern of clean and healthy living behavior that will be practiced throughout their lives. The problem with students at SDN 106168 is that there are still students who snack randomly, throw rubbish out of place, during breaks students play under the hot sun so they sweat and smell like sweat, and they don't wash their hands after playing or doing activities outside the classroom. Thus, we as proponents want to provide socialization activities on the benefits and disadvantages of clean and healthy living behavior efforts. It is hoped that this activity can provide benefits for students in increasing their enthusiasm for learning.
Abstract:This article examines the 9-year basic education policy in Indonesia, which is an implementation of the 1945 Constitution to guarantee the right to education for all citizens. This policy aims to improve access and quality…
ty of education, improve the life of the nation, and create quality human resources. The review includes the history of the policy, starting from Law No. 4 of 1950 to the launch of the program by President Soeharto in 1984, as well as the influence of political interests and the modernization of Islamic education in the National Education System Law. The implementation of the policy involves a shared responsibility between the government, parents, and the community. Although it has been running, challenges such as low awareness of education and family economic conditions are still obstacles. Therefore, collaborative efforts and adequate funding are needed to ensure the provision of quality basic education, as well as open alternative education pathways. Sustainable policies such as the 12-year compulsory education program are expected to strengthen the foundation of education and increase access for future generations
