APPLYING THE 3R PRINCIPLES FOR SUSTAINABLE WASTE MANAGEMENT IN CIBODAS TOURISM VILLAGE

The program combines participatory methods and workshops on waste management by applying the 3R principles (Reduce, Reuse, and Recycle). Measurable outcomes included improved source segregation accuracy, an operational community composting facility, and income streams from recyclable materials. The initiative, aligned with Sustainable Development Goals (SDG), demonstrates that integrated education and infrastructure interventions can produce environmental and socio-economic co-benefits in rural tourism settings.

DISASTER RISK GOVERNANCE AND SOCIO-ECOLOGICAL VULNERABILITY IN THE DEVELOPMENT OF REMPANG ISLAND

Abstract: The development of Rempang Island through the Rempang Eco-City project has become one of Indonesia’s strategic initiatives to promote investment, industrialization, and regional economic growth in coastal areas. While the… the project is expected to strengthen economic competitiveness and attract large-scale investment, its implementation has generated significant social, environmental, and governance challenges. Existing studies on Rempang have primarily focused on land disputes, relocation issues, and agrarian conflicts, with limited attention given to disaster risk governance and socio-ecological vulnerability perspectives. This study aims to analyze the development of Rempang Island through the lens of Disaster Risk Governance (DRG) and socio-ecological vulnerability to understand how development policies, environmental change, and governance arrangements interact in shaping risks within coastal regions. This study employs a qualitative approach using literature review and policy analysis. Data were collected from government regulations, official reports, public policy documents, human rights reports, academic publications, and other credible secondary sources. The analytical framework integrates disaster risk governance, socio-ecological vulnerability, and public policy theories. The findings indicate that the Rempang conflict should not be understood solely as an agrarian dispute or community resistance to relocation. Instead, it reflects broader governance challenges associated with integrating disaster risk considerations into coastal development policies. The project has the potential to generate socio-ecological vulnerabilities related to land tenure uncertainty, livelihood transformation, cultural identity concerns, environmental pressures, and limited stakeholder participation. The study argues that sustainable coastal development depends not only on economic investment but also on the capacity of governance systems to manage emerging risks through collaborative, adaptive, and inclusive approaches. The article contributes to the literature by positioning the Rempang case as a governance-of-risk issue and highlighting the need to integrate economic development, environmental sustainability, and disaster risk reduction within coastal governance frameworks.

PUBLIC POLICY EVALUATION AND ENVIRONMENTAL GOVERNANCE OF THE REMPANG ECO CITY PROJECT : LESSONS FROM A CONTESTED NATIONAL STRATEGIC PROJECT IN INDONESIA

Abstract: This study aims to analyze public policy evaluation and environmental governance issues surrounding the Rempang Eco City Project in Indonesia, particularly following its exclusion from the National Strategic Project agenda.… da. The research employs a qualitative approach using a case study method and systematic literature review from government regulations, scientific journals, environmental organization reports, official investigations, and national media coverage related to Rempang Island. Data were analyzed using public policy and environmental mitigation perspectives. The findings indicate that the Rempang Eco City policy generated serious social conflicts, ecological threats, and legal uncertainty due to weak community participation during the policy formulation process. From an environmental mitigation perspective, the industrialization of Rempang Island has the potential to trigger coastal ecosystem destruction, air and water pollution, coastal abrasion, loss of fishermen’s livelihoods, and prolonged social conflict. The government’s recent decision to remove Rempang Eco City from the National Strategic Project list is considered an important corrective policy. However, unresolved legal and environmental governance issues remain. Policy evaluation based on effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness demonstrates that the Rempang Eco City policy failed to fulfill the principles of sustainable development and good governance.

ANALYSIS OF REGIONAL ECONOMIC GROWTH IN THE SMALL AND MEDIUM ENTERPRISE SECTOR IN SUNGAI PAUH PUSAKA VILLAGE

Abstract: Business activities are hard work to improve people's lives. Basically, the diverse needs of the community encourage people with various business activities which are then expected to be able to meet these needs. For economic… nomic livelihoods, people need to identify potential and opportunities in the surrounding environment that will be used as business opportunities. The research method used is field research or using a qualitative approach. The results of the study are: a) The economic growth of business actors in Sungai Pauh Pusaka Village, West Langsa District, Langsa City with the many developments of business actors emerging in the village has an impact on the economic growth of the community, considering that the activities of micro, small and medium enterprises can change the economy for a community, but in 2020 economic growth experienced a decline of 87% caused by Covid-19, b) The main problem faced by business actors in Sungai Pauh Pusaka Village is the problem of decreasing turnover of their merchandise, this is caused by the Covid-19 Pandemic which has not ended.  

THE DETERMINATION OF STATE BASELINES POST-PEAT ABRASION ON BENGKALIS ISLAND AS INDONESIA'S FOREMOST ISLAND IN TERMS OF INTERNATIONAL LAW OF THE SEA PERSPECTIVE

Abstract: Coastal abrasion is a growing global concern, particularly for Indonesia, a country with one of the longest coastlines in the world. Abrasion poses significant challenges to coastal ecosystems and the livelihoods of local… l communities. Bengkalis Island, one of Indonesia's outermost and foremost islands, has experienced intensified abrasion in recent decades. Located in Riau Province and facing the Strait of Malacca, this peat-contoured island serves as a basepoint for Indonesia's archipelagic baselines. This research aims to: (1) analyze the legal implications of peat erosion on Indonesia's baselines post-erosion, and (2) describe the Indonesian government's efforts to address the issue.  This normative legal research examines the synchronization between national regulations and international standards regarding peatland conservation and erosion mitigation, particularly in strategically important foremost islands. The study reveals two key findings. First, peat abrasion on Bengkalis Island has serious legal implications for determining Indonesia's archipelagic baselines and maritime boundaries under UNCLOS 1982. Abrasion also threatens the island's status as an outermost and foremost island, potentially leading to the loss of Indonesia's rights over natural resources in the area. Failure to protect peat ecosystems may be considered a violation of Indonesia's international obligations to preserve marine and wetland environments under UNCLOS 1982 and the Ramsar Convention. Second, the Indonesian government has implemented legal and technical measures, such as issuing Government Regulation No. 57 of 2016 on Peat Ecosystem Protection and Management, constructing breakwaters, planting mangroves, and implementing the 3R program (Rewetting, Revegetation, and Revitalization) through the Peat and Mangrove Restoration Agency (BRGM). These efforts have shown positive results in reducing erosion rates and protecting coastalines.

Development and Utilization of the Rammang-Rammang Tourism Area in Maros Regency

Abstract: This study examines the development of the Rammang-Rammang karst landscape in Maros Regency, South Sulawesi, into a prominent ecotourism destination, through an anthropological perspective. Utilizing qualitative methods—including… ��including in-depth interviews, participant observation, and focus group discussions—this research explores how the local community navigates the rapid shift from a traditional agrarian and riverine lifestyle to a tourism-based economy. Anthropological analysis reveals that while ecotourism provides alternative livelihoods and fosters local pride, it also introduces challenges regarding cultural commodification, shifts in communal values, and spatial contestation. The findings indicate that the local community exercises significant agency by integrating their ancestral kinship networks (siri’ na pacce) into modern tourism management. This cultural adaptation serves as a mechanism for community resilience, ensuring that external commercial pressures do not fully erode local identity. This study concludes that sustainable tourism development in heritage sites like Rammang-Rammang depends on recognizing local communities not merely as stakeholders, but as active cultural custodians of the karst landscape

Strategi Budidaya Tanaman Pangan di Wilayah Kawasan Hutan Dengan Tujuan Khusus (KHDTK) Bukit Soedirman

Abstract: Abstract: Forests serve as vital supports ecosystems and hold significant economic value. Complete reliance on forests as livelihoods threatens their ecological functions. Karang Jengkol Village hosts the Special Purpose… Forest Area (KHDTK) managed by Universitas Jenderal Soedirman (Unsoed). Field observations revealed several challenges faced by farmer groups living around the forest. A key issue is limited knowledge of food crop cultivation, causing ongoing forest land conversion. To address this problem, the transfer of knowledge regarding cultivation practices of food crops in forest areas is required, particularly through regulatory outreach activities. Activities used extension, active learning, and mentoring, targeting PKK members and KTH Cemara Soedirman farmers. Following the outreach activities, the community demonstrated improved understanding of the three–four strata planting system. Based on evaluation results, prior to the program most respondents (88.24% or 15 individuals) exhibited low levels of knowledge, while 11.27% (2 individuals) had moderate understanding. After the program, the number of respondents with moderate understanding increased to 5 individuals (29.41%), and those with high levels of understanding rose significantly from 0% to 12 individuals (70.59%). Keywords: forest farmers group; KHDTK Unsoed; planting pattern; special purpose forest area   Abstrak: Hutan tidak hanya berperan sebagai penopang ekosistem, tetapi juga memiliki nilai ekonomi yang penting. Jika masyarakat sepenuhnya bergantung pada hutan sebagai sumber mata pencaharian utama, fungsi hutan sebangai penyangga ekosistem dapat terancam.  Desa Karang Jengkol merupakan lokasi di mana Kawasan Hutan Dengan Tujuan Khusus (KHDTK) Unsoed berada. Berdasarkan hasil pengamatan di lapangan, ditemukan beberapa permasalahan yang dihadapi oleh kelompok tani di sekitar hutan. Salah satu di antaranya adalah kurangnya pengetahuan mengenai teknik budidaya tanaman pangan di kawasan hutan, yang menyebabkan terjadinya alih fungsi lahan hutan secara berkelanjutan. Untuk mengatasi hal ini, diperlukan transfer pengetahuan tentang pola budidaya tanaman pangan di area hutan melalui kegiatan transfer pengetahuan pola tanam tiga atau empat strata. Kegiatan dilaksanakan dengan metode penyuluhan, pembelajaran aktif dan pendampingan dengan Masyarakat sasaran yaitu ibu-ibu PKK dan petani KTH Cemara Soedirman.  Setelah kegiatan sosialisasi dilaksanakan, masyarakat menunjukkan peningkatan pemahaman terhadap konsep pola tanam 3–4 strata. Berdasarkan hasil evaluasi, sebelum kegiatan mayoritas responden (88,24% atau 15 orang) memiliki tingkat pengetahuan yang rendah, sementara 11,27% (2 orang) berada pada tingkat pemahaman sedang. Setelah kegiatan berlangsung, jumlah responden dengan pemahaman sedang meningkat menjadi 5 orang (29,41%), dan yang memiliki pemahaman tinggi bertambah signifikan dari 0% menjadi 12 orang (70,59%). Pemberdayaan Masyarakat Melalui Pengolahan Limbah Jagung Menjadi Produk Olahan dan Kerajinan Tangan

Abstract: Ulapato B Village, located in Telaga Biru District, Gorontalo Regency, is one of the leading sectors of the Gorontalo Provincial government. Agriculture is a source of livelihood for people in this area. Corn is one of the… he farming programs that revives the people in the area. In Ulapato B Village, this corn commodity is very popular. However, corn production also produces waste, which if not managed properly can cause environmental problems. Stalks, seed coats, and cobs are some of the components of corn waste. Most people consider this waste as production residue that has no economic value. As a result, corn waste is often ignored or simply thrown away, which can harm the environment.  Therefore, skills are needed to process corn waste into useful products. So the method used in this service activity is to carry out training in processing corn waste into handicraft products, briquettes and biochar. From this training activity, the community showed a positive response, where the training participants were enthusiastic about processing corn waste and increasing their knowledge about the use of corn waste so that corn waste would not become environmental waste.  Keywords: biochar; briquettes; handycrafts; corn waste; ulapato B   Abstrak: Desa Ulapato B yang terletak di Kecamatan Telaga Biru, Kabupaten Gorontalo adalah salah satu sektor unggulan pemerintah Provinsi Gorontalo. Pertanian adalah sumber penghidupan masyarakat di daerah ini. Jagung adalah salah satu program usahatani yang menghidupkan masyarakat di daerah tersebut. Di Desa Ulapato B, komoditas jagung ini sangat populer. Namun, produksi jagung juga menghasilkan limbah, yang jika tidak dikelola dengan baik dapat menyebabkan masalah lingkungan. Tangkai, kulit biji, dan bonggol adalah beberapa komponen limbah jagung. Sebagian besar orang menganggap limbah ini sebagai sisa produksi yang tidak memiliki nilai ekonomi. Akibatnya, limbah jagung sering diabaikan atau dibuang begitu saja, yang dapat membahayakan lingkungan.  Oleh karena itu, diperlukan keterampilan dalam mengolah limbah jagung ini menjadi produk yang bermanfaat. Sehingga metode yang digunakan dalam kegiatan pengabdian ini yaitu dengan melaksanakan pelatihan dalam pengolahan limbah jagung menjadi produk kerajinan tangan, briket, dan biochar. Dari kegiatan pelatihan ini masyarakat menunjukkan respon yang positif, dimana peserta pelatihan antusias dalam mengolah limbah jagung dan menambah pengetahuan mereka tentang pemanfaatan limbah jagung sehingga limbah jagung tidak akan menjadi sampah lingkungan. Strategi Diversifikasi Produk Gerabah Tuban Untuk Meningkatkan Daya Saing Pasar

Abstract: Karang Village, which is one of the villages in Semanding Subdistrict, has diversity in the livelihoods of its people. Likewise, the community-owned businesses have not yet shown a characteristic in Karang Village, which… has an area of 156,002 Ha. Therefore, the service proposal team chose one type of business to be developed, namely pottery. There are quite a lot of pottery craftsmen in Karang Village, however, their economic conditions are far from prosperous. Seeing how complex the problems faced by partners are, it is necessary to prioritize the problems that will be overcome through this service activity, namely pottery diversification training and marketing promotion strategy training. The method goes through several stages, namely socializing the importance of diversifying pottery products. Partners can work directly to produce products other than pottery, finishing the product, and the pottery marketing stage. The results of this service are that the Karang Village community who participated in the training were able to make pottery in various forms, such as piggy banks, flower vases, ashtrays, and so on. As for marketing, these pottery products are marketed through social media.  Keywords: training; pottery; marketing    Abstrak: Kelurahan Karang yang merupakan salah satu kelurahan yang ada di Kecamatan Semanding memiliki keberagaman dalam mata pencaharian masyarakatnya. Begitu juga dengan usaha-usaha yang dimiliki masyarakatnya, belum menunjukkan suatu ciri khas di Kelurahan Karang yang memiliki luas wilayah 156.002 Ha. Oleh karena itu, tim pengusul pengabdian memilih salah satu jenis usaha yang ingin dikembangkan, yaitu gerabah. Pengrajin gerabah di Kelurahan Karang lumayan banyak, namun, kondisi ekonomi mereka sangatlah jauh dari kata sejahtera. Melihat betapa kompleksnya permasalahan yang dihadapi mitra, maka perlu prioritas terhadap permasalahan yang akan diatasi melalui kegiatan pengabdian ini, yaitu pelatihan diversifikasi gerabah dan pelatihan strategi promosi pemasaran. Metode yang digunakan melalui beberapa tahapan, yaitu sosialisasi pentingnya diversifikasi produk gerabah, kemudian mitra diberi kesempatan untuk berkarya secara langsung menghasilkan produk selain gendok, finishing produk tersebut, dan tahap pemasaran gerabah. Hasil dari pengabdian ini adalah masyarakat Kelurahan Karang yang mengikuti pelatihan mampu membuat gerabah dalam bentuk bermacam-macam, seperti celengan, vas bunga, asbak, dan lain sebagainya. Sedangkan masalah pemasaran, produk-produk gerabah ini dipasarkan melalui media sosial.  Kata kunci: pelatihan; gerabah; pemasaran

Pelatihan Konservasi Terumbu Karang Untuk Berkelanjutan Ekosistem Laut Pada Kabupaten Simeulue

Abstract: Most of the Simeulue population depends on marine products for their livelihoods. However, the use of bombs in fishing has posed a serious threat to the sustainability of fish resources, which are crucial assets for the… community's welfare. The practice of fishing with bombs not only damages marine habitats, including coral reefs, but also threatens the sustainability of fish resources in the future. If allowed to continue, this can harm marine ecosystems and jeopardize the sustainability of the local economy. To address this problem, training and implementing coral reef conservation using the Coral Adoption method is crucial. This initiative, which involves the Simeulue Regency government, Simeulue Police, and TNI, focuses on the community, especially fishermen. The Coral Adoption method is a marine environmental rehabilitation technique that aims to conserve marine biota, accelerate coral reef growth, and restore threatened ecosystems. The training provides participants with knowledge about the negative impacts of fish bombing and the importance of marine environmental rehabilitation. It also empowers them to stop such destructive practices. Furthermore, participants recognize the long-term impacts of fish bombing on their socio-economic aspects, which ultimately increases their commitment to preserving the marine environment for a better future.             Keywords: fish bomb; coral reef; fishing; fisherman   Abstrak: Sebagian besar penduduk Simeulue bergantung pada hasil laut untuk mata pencaharian mereka. Namun, penggunaan bom dalam penangkapan ikan telah menimbulkan ancaman serius terhadap kelestarian sumber daya ikan yang menjadi aset penting bagi kesejahteraan masyarakat. Praktik penangkapan ikan dengan bom tidak hanya merusak habitat laut, termasuk terumbu karang, tetapi juga mengancam keberlanjutan sumber daya ikan di masa depan. Jika dibiarkan berlanjut, hal ini dapat berdampak buruk pada ekosistem laut dan mengancam keberlanjutan ekonomi lokal. Untuk mengatasi masalah ini, pelatihan dan penerapan konservasi terumbu karang dengan metode Rock Pile menjadi sangat penting. Pelatihan ini, yang melibatkan pihak pemerintah Kabupaten Simeulue, Polres Simeulue, dan TNI, difokuskan pada masyarakat, terutama nelayan. Rock Pile adalah teknik rehabilitasi lingkungan laut yang bertujuan untuk melestarikan biota laut, mempercepat pertumbuhan terumbu karang, dan memulihkan ekosistem yang terancam. Manfaat dari pelatihan ini, peserta tidak hanya memperoleh pengetahuan tentang dampak buruk pengeboman ikan dan pentingnya rehabilitasi lingkungan laut, tetapi juga menjadi lebih percaya diri dalam menghentikan praktik destruktif tersebut. Selain itu, mereka menyadari dampak jangka panjang pengeboman ikan terhadap aspek sosial ekonomi mereka, yang pada akhirnya meningkatkan komitmen mereka untuk melestarikan lingkungan laut demi masa depan yang lebih baik.
