Abstract: The legal outreach activity themed "Synchronization of the Mayor Regulation on Administrative Sanctions for Violations of Public Order and Peace in Yogyakarta City" aimed to enhance legal understanding and implementation… capacity of the municipal police (Satpol PP). The discussions and interactive sessions highlighted the urgent need to harmonize and update the substance of the current regulation to align with good governance principles and ensure clear and proportional enforcement. Key challenges identified included weak regulatory structure, lack of technical guidelines, and limited objection mechanisms for affected citizens. The activity also produced normative recommendations in the form of a draft regulatory formulation, covering violation classification, types of administrative sanctions, sanction procedures, and appeal mechanisms. This outreach underlines the importance of a collaborative approach between academics and practitioners in formulating effective and just local legal policies.

PENGARUH KEPUASAN KERJA DAN MOTIVASI KERJA TERHADAP KOMITMEN ORGANISASI PEGAWAI PADA BIDANG PEMBINAAN DAN PEMERIKSAAN DINAS SATUAN POLISI PAMONG PRAJA KABUPATEN BOGOR

Abstract: This study aims to examine the effect of job satisfaction and work motivation on organizational commitment of employees at the Civil Service Police Unit (Satpol PP) of Bogor Regency. The research employed a quantitative&#8230; causal approach with a population of 65 employees working in the Guidance and Inspection Division of Satpol PP Bogor Regency. Data were analyzed using multiple linear regression. The results revealed that, partially, both job satisfaction and work motivation have a significant effect on organizational commitment, as indicated by the t-value being greater than the t-table. Simultaneously, both variables also showed a significant effect with a P Value of 20.706 and Sig. 0.000 < 0.05. The Adjusted R Square value of 0.381 indicates that job satisfaction and work motivation contribute 38.1% to organizational commitment, while the remaining 61.9% is influenced by other factors not examined in this study. The regression equation obtained is Y = 13.869 + 0.271X1 + 0.449X2, which demonstrates a positive influence of both independent variables on organizational commitment. Among the two variables, work motivation was found to be the most dominant factor, with a regression coefficient of 0.449.

ANALYSIS OF THE VALIDITY OF LANGUAGE USE IN THE EXAMINATION MINUTES (BAP) OF SUSPECTS AT THE GOWA POLICE CRIMINAL INVESTIGATION UNIT (FORENSIC LINGUISTIC STUDY)

Abstract: This study aims to analyze the validity of the use of language in the Investigation Report (BAP) of the Suspect in the Gowa Police Criminal Investigation Unit through a forensic linguistic study. The focus of the research&#8230; h is directed at four linguistic aspects, namely diction, syntax, coherence, and ambiguity, which have the potential to affect the accuracy, clarity, and consistency of information in BAP documents. This study uses a qualitative approach with a case study design, involving five Suspect BAP documents as primary data analyzed through qualitative content analysis techniques using the interactive model Miles, Huberman, and Saldaña. The results of the study show that the use of diction in some BAPs does not fully reflect the suspect's literal statements, but is a narrative construction of the investigator that has the potential to cause meaning bias. In the syntax aspect, it was found that the sentence structure was long, ineffective, and layered so that it gave rise to the blurring of the subject of action and the flow of information. The aspect of coherence also shows irregularities in the organization of the chronology which results in the flow of events becoming illogical and making it difficult to understand the sequence of events. Meanwhile, referential and semantic ambiguity is found in a number of parts of the BAP, especially related to the use of unclear pronouns that open up the possibility of double interpretation. These findings indicate that the linguistic aspect plays a crucial role in the validity of BAP as a legal document. Linguistic inaccuracy has the potential to affect the interpretation of law enforcement officials and have an impact on the fulfillment of suspects' rights. This study emphasizes the need to improve language competence for investigators and the application of forensic linguistic principles in the preparation of investigation documents.

THE ROLE OF THE WOMEN'S EMPOWERMENT AND CHILD PROTECTION SERVICE IN HANDLING VIOLENCE AGAINST CHILDREN

Abstract: The study aims to analyze the role of the Office of Women’s  Empowerment and Child Protection (DP3A) in handling cases of child abuse in Gowa Regency. The research employs a qualitative approach, with data collected through&#8230; hrough observation, interviews, and documentation. The focus of this study is to examine how DP3A carries out its role in addressing child abuse in Gowa Regency and to identify the inhibiting factors it faces in handling such cases. The findings reveal that DP3A Gowa Regency plays a strategic role in addressing child abuse through preventive measures such as community outreach and education, case handling through the UPTD PPA with legal and psychological services, and child recovery programs including counseling, therapy, and social reintegration. Collaboration with schools, the police, the Social Affairs Office, NGOs, and the establishment of a Children’s Forum further strengthens the child protection system in the region. However, the study also identifies several inhibiting factors, including a shortage of professional human resources, limited operational funding, and low public awareness influenced by patriarchal culture and the normalization of violence. These obstacles result in limited services, delays in case handling, and a large number of unreported cases. In conclusion, DP3A Gowa Regency plays an essential role in creating a comprehensive child protection ecosystem, although it still requires greater support in terms of human resource capacity, funding, and shifts in societal paradigms to ensure optimal child protection

IMPLEMENTATION OF MANAGEMENT FUNCTIONS IN THE MANAGEMENT OF PROFESSIONAL ZAKAT AT THE NATIONAL AMIL ZAKAT AGENCY (BAZNAS) OF PADANGSIDIMPUAN CITY

Abstract: This study aims to analyze the implementation of management functions in the management of professional zakat at the National Zakat Agency (BAZNAS) of Padangsidimpuan City. Using a qualitative descriptive approach, data&#8230; were collected through observation, interviews, and documentation, with triangulation applied to ensure validity. The findings show that BAZNAS has implemented the four classical management functions—planning, organizing, implementing, and supervising—in managing professional zakat from civil servants. Planning is carried out through the preparation of zakat collection programs in cooperation with government institutions; organizing is realized through the formation of operational sub-units; implementation is conducted by collecting zakat through salary deductions and distributing it to mustahik via social and empowerment programs; while supervision is executed by an Internal Audit Unit to maintain accountability and transparency. Supporting factors include government affiliation and mayoral instructions, whereas inhibiting factors involve limited human resources, the absence of binding local regulations, restricted access to military and police institutions, and low awareness among civil servants. The study concludes that although BAZNAS has applied management principles in practice, improvements are still needed in human resource regeneration, regulatory frameworks, and digital zakat systems to optimize professional zakat management.

ANALYSIS OF STRATEGIC COMMUNICATION DISCOURSE FOR THE ERADICATION OF THE FREE PAPUA ORGANIZATION BY TNI-POLRI OFFICIALS IN ONLINE MEDIA NEWS FRAMING

Abstract: The purpose of this article is to find out the Analysis of Strategic Communication Discourse for the Eradication of the Free Papua Organization (OPM) by TNI-POLRI Officials in Online Media News Framing. The theory used is&#8230; s Social Construction with a constructivist approach. Descriptive qualitative research method with analytical analysis referring to online media news texts. The research results show that strategic communication, TNI-POLRI received support from the Chairman of the MPR to carry out operations to eradicate OPM. Murder data in ( CNN Indonesia : 27: 12: 2023) states that the National Police recorded a total of 199 KKB attacks and 146 victims during 2023, while Jonh Roy Purba in detiknews (28/12/ 2022) stated that the Papua Regional Police recorded 90 cases of group crimes Armed criminals (KKB) will be handled throughout 2022. According to Johnson and Scholes (2005), strategy determines the direction and scope of an organization in the long term, and they say that it should determine how resources should be used and configured to meet market and stakeholder needs. Michael Porter, emphasizes the need for strategy to define and communicate an organization's unique position, and says that it must determine the organizational resources, skills, and competencies must be combined to create competitive advantage. THE EFFECT OF THE INDONESIAN NATIONAL POLICE'S PRESISI MOBILE APPLICATION ON THE QUALITY OF PUBLIC SERVICES

Abstract: This study aims to determine the effect of the Indonesian National Police's PRESISI Mobile Application on the Quality of Public Services. Data collection was done using primary data obtained from distributing questionnaires&#8230; res through Google Forms. The population in this study is probabilistic and cannot be determined precisely, but the sample calculation used the Lemeshow formula, resulting in 96 people rounded up to 100 respondents. This research is quantitative, and the data obtained were analyzed using simple linear regression analysis processed using SPSS version 24. Based on the analysis results, the variable of the Indonesian National Police's PRESISI Mobile Application has a significant partial effect on the Quality of Public Services. This study was able to demonstrate that the PRESISI Mobile Application of the Indonesian National Police has a 44.9% effect on the Quality of Public Services, while the remaining 55.1% is affected by other unobserved factors not included in this study. These results suggest that the PRESISI Mobile Application of the Indonesian National Police is an important factor in technological development for improving the quality of mobile-based public services that are easily accessible to the public for receiving services or information related to the police

ANALYSIS OF PROFESSIONAL ETHICS VIOLATIONS IN NOTARY PRACTICE CASE STUDY IN KISARAN CITY

Abstract: Violation. Ethics. Profession. Notary Public. can occur. In. Various forms, ranging from non-compliance with obligations to maintain confidentiality, permission from authorities, to making deeds that do not comply with legal&#8230; egal procedures. Many factors can trigger this violation, such as a lack of understanding of the code of ethics, economic pressure, and conflicts of interest. The impact of these violations not only harms the image of the notary profession, but also has the potential to reduce public trust in legal institutions as a whole.This research adopts a normative-juridical method, which involves literature study and analysis of secondary data. Data that includes secondary sources such as statutory regulations, scientific journals, research results, and so on is an important reference in understanding the authority of Article 67 paragraph (1) of the Law on the Position of Notaries (UUJN) which states that supervision of notaries is carried out by the Minister. In carrying out this supervision, the Minister formed a Notary Supervisory Council which is tasked with ensuring notary compliance with applicable regulations. Supervising notaries is a Supervisory Council created by the Ministry of Law and Human Rights. This institution consists of the Regional Supervisory Council (MPD), Regional Supervisory Council (MPW), and Central Supervisory Council (MPP).According to I Gede A.B. Wiranata, there are eight factors that can influence the decline in morality in the legal profession. These factors include profession, business orientation in carrying out the profession, lack of social awareness and care, stagnation in the justice system, influence of position, consumer lifestyle, weak faith, and the influence of family characteristics. If a notary is involved in violations such as falsifying client data, making deeds that favor one party, or providing false information to clients, this can threaten his career. The client has the right to report the action to the Honorary Council to provide sanctions to the notary in accordance with the applicable code of ethics. Apart from that, clients can also report these actions to the police, which could potentially result in criminal legal consequences for the notary concerned. Therefore, notaries are obliged to carry out their duties based on a professional code of ethics.In general, the position of a notary is regulated in Law Number 30 of 2004 concerning the Position of Notaries, which has been updated through Law Number 2 of 2014, and based on the guidelines contained in the Notary Code of Ethics prepared by the Indonesian Notary Association (INI) in 2005 and updated in 2015.  

PENGARUH DISIPLIN KERJA TERHADAP KINERJA PEGAWAI PEMADAM KEBAKARAN PADA SATUAN POLISI PAMONG PRAJA DAN PEMADAM KEBAKARAN KABUPATEN MERAUKE

Abstract: This study aims to analyze the effect of work discipline on the performance of employees at the Police Pamong Praja and Fire Department of Merauke Regency. Work discipline is considered one of the factors that is expected&#8230; d to enhance employee performance, especially in carrying out operational tasks that require punctuality and responsibility. This study uses a quantitative method with a simple linear regression approach to test the effect of work discipline (independent variable) on employee performance (dependent variable). The sample used in this study consists of 40 respondents, who are employees of the Police Pamong Praja and Fire Department of Merauke Regency. The results of the study show that the t-value for work discipline (X) is 8.479, which is greater than the t-table value of 2.026. In addition, the significance value for work discipline (X) is 0.000, which is smaller than the probability value of 0.005. Therefore, it can be concluded that H0 is rejected and H1 is accepted, meaning that there is a significant effect of work discipline on employee performance at the Police Pamong Praja and Fire Department of Merauke Regency. These findings indicate that the better the work discipline of employees, the higher the performance produced. This study provides important contributions in understanding how work discipline can play a role in improving employee performance in government institutions, particularly in the fire department sector.
