Studi ini bertujuan untuk menganalisis kegagalan proses penganggaran pemerintah dalam proyek E-KTP dan dampaknya terhadap kerugian keuangan negara dengan menggunakan Teori Principal-Agent dan prinsip-prinsip Tata Kelola Pemerintahan yang Baik (Good Governance).Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data sekunder melalui studi dokumentasi. Sumber data utama adalah Putusan Mahkamah Agung No. 34 PK/Tipikor/2018 tentang Setya Novanto, Laporan Hasil Pemeriksaan (LHP) Badan Pemeriksa Keuangan (BPK) No. 10/LHP/XVIII/03/2013 tentang proses pengadaan E-KTP, serta laporan dan siaran pers dari Komisi Pemberantasan Korupsi (KPK). Teknik analisis isi digunakan untuk mengidentifikasi pola kegagalan penganggaran, dampak langsung dan tidak langsung, serta rekomendasi pencegahan.Temuan yang diharapkan menunjukkan bahwa kegagalan penganggaran terjadi dalam empat tahap. Perencanaan dengan penggelembungan anggaran (mark-up) hingga tiga kali lipat dari estimasi teknis.Implementasi dengan tender yang diarahkan dan suap sebesar 7% dari nilai proyek.Pengawasan internal yang lemah yang menyebabkan asimetri informasi antara agen dan prinsipal.Manipulasi akuntabilitas laporan keuangan.Dampaknya mencakup kerugian finansial langsung sebesar Rp2,3 triliun dan kerugian tidak langsung seperti menurunnya kepercayaan publik terhadap e-government dan terganggunya program publik lainnya. Berdasarkan prinsip Good Governance, studi ini merekomendasikan penguatan transparansi melalui publikasi data terbuka, audit real-time oleh BPK, optimalisasi sistem e-procurement, dan pemisahan fungsi otoritas anggaran untuk meminimalkan celah Principal-Agent dalam proyek e-government di masa depan.Kata Kunci: kegagalan penganggaran, proyek E-KTP, kerugian keuangan negara, teori principal-agent, tata kelola yang baik, audit BPK.

depth interviews, observation, and documentation techniques with the principal, vice principal, teachers, and administrative staff. The results showed that HR planning at SMK Negeri 2 Gunungsitoli was carried out through three main steps: (1) needs analysis and preparation of technology-based teacher formation, (2) competency mapping and identification of information and communication technology (ICT) training needs, and (3) empowerment of teachers and staff through workshops, mentoring, and discussion forums. Obstacles faced included limited digital literacy among teachers and staff, unequal network access, and resistance to changes in technology-based learning methods. Efforts made by the school included providing digital literacy training, optimizing available devices and networks, utilizing offline learning applications, and creating a work culture that is adaptive to innovation. This study concluded that targeted HR planning, infrastructure support, and continuous competency development are important factors in realizing effective digital transformation in schools. These findings are expected to be useful for SMK Negeri 2 Gunungsitoli, other educational institutions, and further researchers in developing digitalization strategies for school management.

The research method used is descriptive qualitative with data collection techniques through interviews, observation, and documentation. The research informants consisted of the principal, vice principal, teachers, and administrative staff. The results of the study indicate that the digitalization strategy has begun to be implemented through the use of technology in the learning process, the development of teachers' digital skills, and the integration of technology-based educational platforms. However, in its implementation, the school faces various obstacles, such as limited school internet (Wi-Fi) quota and low digital competence of some teachers. To overcome these obstacles, the school conducts internal training, utilizes offline learning media, and improves digital infrastructure. The conclusion of this study shows that the digitalization of school management contributes significantly to improving the quality of education, especially in terms of learning effectiveness, administrative efficiency, and strengthening teacher and student competence in the digital era

In addition, the support of madrasah principals, teachers, and the educational environment are important factors in creating an active and communicative language atmosphere. The results indicate that the implementation of SPMI at SMK Negeri 10 Luwu has been systematically implemented through the PPEPP cycle (Mapping, Implementation, Evaluation, Control, and Standard Setting). Quality mapping is conducted periodically to identify achievements and needs for quality improvement. Program implementation is carried out through improving the quality of learning and collaborating with industry. Evaluations are conducted routinely to assess standard achievement, followed by control measures for improvement, and the establishment of new standards as a form of continuous quality improvement. This implementation contributes to graduates' work-readiness, characterized by competency in expertise, technical skills, practical abilities, and soft skills. However, obstacles encountered include limited infrastructure and uneven absorption of graduates into the workforce.

The research subjects consisted of the principal, three Islamic Religious Education teachers, and Muslim students at SMPN 2 Nuangan. Data collection techniques were carried out through observation, interviews, and documentation. Data were analyzed through the stages of data reduction, data presentation, and conclusion drawing, while data validity was tested through source and technique triangulation, observation persistence, extended participation, and member checks. The results showed that the strategies of Islamic Religious Education teachers in the formation of Islamic character values were carried out through role models, habituation, advice, integration of character values in learning, and supervision of student behavior. Supporting factors included teacher commitment, a conducive school culture, cooperation among school members, and parental support. Inhibiting factors included differences in student backgrounds, lack of family attention, the influence of the social environment, and limited learning time. This strategy has a positive impact on improving students' religious attitudes, discipline, responsibility and good manners.

Data analysis used the Miles and Huberman model which includes data collection, data reduction, data presentation, and drawing conclusions. The results showed that PAI teachers' strategies in increasing student learning interest were carried out through the use of varied learning methods such as discussions, questions and answers, demonstrations, direct practice, educational games, and storytelling methods. Teachers also used learning media such as videos, images, posters, and presentation slides to attract students' attention. These strategies were proven to be able to increase student interest, activeness, and motivation in learning. In addition, PAI learning strategies also improved student learning achievement in the cognitive, affective, and psychomotor aspects. Students became more understanding of the material, demonstrated better behavior, and were able to practice worship correctly. Supporting factors for the research include a religious school environment, support for learning facilities, and parental cooperation, while the obstacles faced include differences in student abilities, lack of learning motivation, and limited learning media.

The results show that value-based PAI learning is implemented through the planning, implementation, and evaluation stages. Teachers integrate the values of faith, morals, worship, honesty, responsibility, tolerance, cooperation, social concern, and love of the homeland in the learning process. The strategies used include storytelling, discussions, history learning, religious activities, social activities, and student involvement in school activities such as ceremonies, Scouts, and Paskibraka. Supporting factors include the principal's commitment, teacher quality, curriculum, facilities and infrastructure, the school environment, and parental and community support. Obstacles include low student motivation, limited time, lack of participation, and limited learning methods. The implementation of this strategy has a positive impact on increasing love for the homeland, tolerance, discipline, honesty, cooperation, and responsibility among students.

Data analysis is carried out by collecting/organizing raw data (data collection), condensing data (data condensation), presenting data (data display), drawing conclusions/verification. The results of this study indicate that (1) the implementation of the principal's management in improving the religious character of students at SMA Negeri 5 Palopo is carried out through four integrated management functions, namely: (a) Planning which is realized in the preparation of routine religious programs such as Al-Qur'an literacy (15-minute tadarus), congregational prayer, and commemoration of Islamic holidays, (b) Organization is carried out by clearly dividing tasks to religious teachers as coordinators, assisted by homeroom teachers and involving the active role of OSIS and Rohis as technical implementers, (c) Implementation is carried out by integrating the program into school activities and providing direct motivation and role models to enforce religious discipline, and (d) Supervision is carried out through checking attendance at congregational prayers and providing direct reprimands to students who are less religious. (2) Factors that influence the success of this implementation include internal factors, such as the principal's leadership commitment, teacher discipline, and the availability of facilities and infrastructure, as well as external factors that include support from parents and the community. Overall, the success of the principal's management is greatly influenced by strong collaboration between all school residents and the surrounding environment.

Therefore, adaptive and innovative leadership strategies are needed to create a conducive work environment and encourage improvements in the quality of education. Methodology: This research uses a descriptive qualitative approach with data collection methods through participant observation, in-depth interviews, and documentation studies at MTsN 1, MTsN 2, and MTsN Preparatory State Islamic Junior High School 3. Padangsidimpuan. Data were analyzed using the Miles and Huberman model through data reduction, data presentation, and conclusion drawing. The results of this study showed that the madrasah principal implemented eight main strategies in building effective leadership to improve teacher performance; (1). Coaching strategy, through training, individual mentoring, and Professional Learning Community (PLC). (2). Supervision strategy, based on participatory academic supervision and constructive feedback. (3). Motivation strategy, through verbal appreciation, emotional support, and professional development. (4). Reward strategy in the form of certificates, incentives, and additional task trust. (5). Discipline strengthening strategy with a systemic, restorative approach, and based on a collective work culture. (6). Family gathering strategy to build emotional bonds and social capital in the madrasah environment. (7). Structured academic supervision strategy through a cycle Collaborative planning, observation, and reflection. (8) Lesson Study strategy as a vehicle for developing distributive leadership and improving the quality of learning. Effective leadership of madrasah principals is built through a holistic approach that integrates administrative, pedagogical, and relational aspects. The implemented strategy has proven significant in improving teacher performance through increased competence, motivation, collaboration, and a positive work culture. This study recommends the need to strengthen teacher development programs and leadership training based on Islamic values for the sustainable improvement of educational quality in madrasahs.
