IMPLEMENTASI PROGRAM BANTUAN SOSIAL USAHA EKONOMI PRODUKTIF (UEP) OLEH DINAS SOSIAL DI PROVINSI GORONTALO

Abstract: Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi Program Bantuan Sosial Usaha Ekonomi Produktif (UEP) oleh Dinas Sosial Provinsi Gorontalo yang ditinjau berdasarkan teori implementasi kebijakan George… rge C. Edwards III, meliputi aspek komunikasi (communication), sumber daya (resources), disposisi (disposition), dan struktur birokrasi (bureaucratic structure). Metode penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Informan penelitian terdiri dari Koordinator UEP Provinsi Gorontalo, Koordinator UEP Kabupaten Bone Bolango, Pegawai Dinas Sosial, serta masyarakat penerima manfaat. Hasil penelitian menunjukkan bahwa implementasi Program Bantuan Sosial UEP oleh Dinas Sosial Provinsi Gorontalo telah berjalan, namun belum sepenuhnya optimal. Pada aspek komunikasi, sosialisasi program telah dilakukan melalui koordinasi lintas sektor, assessment, dan monitoring, tetapi penyampaian informasi di beberapa daerah masih belum merata. Pada aspek sumber daya, pelaksanaan program didukung oleh SDM yang kompeten, informasi berbasis assessment, kewenangan yang jelas, serta sarana dan prasarana yang memadai, namun masih terdapat kendala berupa keterbatasan waktu pelatihan dan kemampuan teknologi sebagian penerima manfaat. Pada aspek disposisi, pelaksana menunjukkan komitmen, tanggung jawab, dan responsivitas yang baik dalam melaksanakan program serta memberikan pendampingan berkelanjutan. Pada aspek struktur birokrasi, pelaksanaan program telah mengacu pada prosedur yang sistematis serta didukung koordinasi antarunit dan mekanisme monitoring-evaluasi berkala, namun luasnya wilayah kerja dan keterbatasan jumlah pendamping masih menjadi tantangan.

IMPLEMENTATION OF MSME EMPOWERMENT PROGRAMS IN IMPROVING BUSINESS INDEPENDENCE IN DESA CURUGCIUNG, CIKEUSIK DISTRICT, PANDEGLANG REGENCY

Abstract: Micro, Small and Medium Enterprises (MSMEs) are crucial for local economic development, employment absorption and community welfare. However, the success of empowerment programmes in rural regions generally stays at the… implementation level. This study seeks to examine the implementation of MSME empowerment program in enhancing business independence in Desa Curugciung Kecamatan Cikeusik Kabupaten Pandeglang. The study used a descriptive qualitative design. The collection of data was carried out through observation, semi-structured interviews and documentation with seven informants, including the sub-district head, village head, a BRI officer, the chairperson of the Village Consultative Body, and three MSME actors. Data were evaluated by Miles, Huberman and Saldaña’s interactive approach which consists of data collection, data condensation, data display and conclusion drafting. The findings indicate that the implementation of the MSME empowerment program has not been adequately carried out. Communication on the program at the bureaucratic level was still limited and did not reach the MSME actors to the fullest. Training, mentoring and access to funding were formally provided as resources but not experienced equally by business actors. The commitment of the implementing institutions had not been fully converted into ongoing assistance, while the bureaucratic structure was still more administrative than service-oriented. The results of the study also indicated that the independence of the business of MSME actors is more created via self-initiative, experience and adaptation rather than direct intervention from the empowerment program. The study concluded that the presence of resilient MSMEs in rural areas does not necessarily mean that the policies are well implemented. The essay contributes to the study of public policy implementation in the identification of the gap between the formal empowerment design and the real growth of business independence at the village level.

“INDONESIA COULD NEVER”: VICARIOUS POLITICAL ENGAGEMENT AND THE DIGITAL SPECTRE OF COMPARISONS IN INDONESIAN NETIZENS’ DISCOURSE ON ZOHRAN MAMDANI

Abstract: This study examines how a non-diasporic public in the Global South engages with a foreign election in which it holds no vote, no residence, and no direct material stake. Rather than asking how Indonesian netizens represent… nt Zohran Mamdani, the first Muslim Mayor of New York City, it asks what talking about Mamdani does for these netizens as members of their own polity, and develops the concept of comparative civic imagination: the use of a foreign political figure as a discursive instrument for evaluating, criticising, and re-imagining one’s own democracy. The study applies qualitative Computer-Mediated Discourse Analysis (CMDA) to public Indonesian-language discourse about Mamdani on platform X between 1 November 2025 and 30 June 2026, drawing on a purposively constructed corpus of 213 units—134 citizen-account units as the analytical core and 79 media-account units as contextual triangulation—recoded by comparative function and affective register rather than by stance toward the figure. The findings show that Indonesian netizens engage Mamdani through a comparative architecture organised by the vernacular frame “Mamdani Indonesia” (45% of citizen units) and enacted through three repertoires: analogical personification, institutional benchmarking, and counterfactual transposition. The discourse is animated by civic despair—crystallised in the idiom “Indonesia could never”—which operates as a participatory rather than an apathetic affect, while a domestic value-compatibility filter of doctrinal, sectarian, and purity tests renders the admired model discursively non-transferable, closing a recursive loop theorised here as a digitally networked spectre of comparisons. The article shifts the analysis of transnational digital engagement away from cosmopolitan and diasporic assumptions toward the vicarious engagement of non-diasporic publics, re-theorises despair as a mode of civic engagement, and recovers Benedict Anderson’s spectre of comparisons for platform-era political communication in the Global South.

AN ANALYSIS OF PERSONAL DEIXIS IN THE NOVEL MAK COMBLANG CINTA BABE BY DITTA ARIESKA

Abstract: This study is motivated by the importance of studying person deixis in literary works to understand the relationship between speakers, listeners, and the context of utterances in a novel. The purpose of this study is to… describe the forms and use of person deixis in the novel Mak Comblang Cinta Babe by Ditta Arieska. This study employed a descriptive qualitative method using reading, note-taking, and data classification techniques related to person deixis. The data source consisted of dialogues and narrations found in the novel. The results showed that first-person, second-person, and third-person deixis were used by the characters according to communication situations and relationships among the characters. First-person deixis was the most dominant form because it frequently appeared in conversations between characters. This study concludes that the use of person deixis in the novel helps clarify the roles of characters and build communication within the story.

SUSTAINABILITY COMMUNICATION STRATEGY IN @EOS_INDONESIA TIKTOK CONTENT IN BUILDING ELECTRIC VEHICLE EDUCATION

Abstract: The increasing use of electric vehicles in Indonesia is a step in the framework of transforming the transportation system to be more environmentally friendly to achieve the Net Zero Emission target of 2060. However, the… increasing use of electric vehicles is not only due to technical and policy changes, but also communication efforts. This study attempts to analyze the sustainability communication strategy used by the TikTok account @eos_indonesia in providing education related to electric vehicles. This study uses a qualitative method with a content analysis approach, These methods consist of digital participatory observation and documentation, The data collection is an analysis of the TikTok account @eos_indonesia content data that will be taken with a time span of April 2025 - June 2026 according to the classification that has been made, the data collected includes: video content (visual, audio and narrative). and content analysis has stages, starting from determining the unit of information, data sampling, recoding or recoding data (coding), grouping based on certain categories until finally interpreting the meaning contained in the message content. The research results show that sustainability communication strategies are carried out through five approaches: providing environmental education, reducing the complexity of electric vehicle technology, storytelling based on user experience, digital visual persuasion, and combining economic and environmental benefits in every communication message. This study contributes to the field of digital communication and sustainability communication by demonstrating the potential effectiveness of social media as a public education platform towards green transportation transformation in Indonesia.

TOWARDS AN INTEGRATED MODEL OF COMMUNICATIVE COMPETENCE IN BUSINESS EDUCATION : THE ROLE OF BILINGUAL COMPETENCY AND PAIR INTERACTION

Abstract: Communicative competence has become an essential competency for business education students in response to the growing demands of multilingual, multicultural, and technology-driven workplaces. However, previous studies have… ave generally examined bilingual competency, collaborative learning, and communicative competence as separate constructs, providing limited understanding of their integrated relationships. This study aimed to develop an Integrated Communicative Competence Model for business education through the synthesis of previous empirical studies and recent international literature. A conceptual research design employing an integrative evidence synthesis approach was used to analyse empirical findings on bilingual competency, pair interaction, communicative competence, and professional readiness. The synthesis demonstrates that bilingual competency provides the linguistic and intercultural foundation for effective communication, while pair interaction functions as a collaborative learning mechanism that strengthens authentic communication practices. The interaction of these dimensions enhances communicative competence, which subsequently improves students' professional readiness and graduate employability in multilingual business environments. The proposed model contributes to communication studies by integrating bilingual competency and collaborative learning into a unified conceptual framework and provides practical guidance for curriculum development and communication-oriented learning in business education.

Penerapan Metode MOORA Pada Sistem Pendukung Keputusan Pemilihan Ketua Badan Eksekutif Mahasiswa

Abstract: Pemilihan Ketua Badan Eksekutif Mahasiswa (BEM) merupakan proses penting dalam menentukan mahasiswa yang memiliki kompetensi terbaik untuk memimpin organisasi kemahasiswaan. Namun, proses seleksi yang masih bergantung pada… da popularitas dan penilaian subjektif berpotensi menghasilkan keputusan yang kurang optimal. Penelitian ini bertujuan membangun Sistem Pendukung Keputusan (SPK) menggunakan metode Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) untuk membantu proses pemilihan Ketua BEM secara objektif. Data penelitian diperoleh melalui wawancara dengan pembina BEM untuk menentukan kriteria dan bobot penilaian. Lima kriteria yang digunakan meliputi kepemimpinan, kemampuan komunikasi, pengalaman organisasi, integritas, dan indeks prestasi kumulatif (IPK). Tahapan metode MOORA terdiri atas penyusunan matriks keputusan, normalisasi, perhitungan nilai optimasi, dan proses perangkingan. Hasil penelitian menunjukkan bahwa alternatif K1 memperoleh nilai optimasi tertinggi sebesar 0,473 sehingga direkomendasikan sebagai Ketua BEM terpilih. Penerapan metode MOORA mampu menghasilkan proses pengambilan keputusan yang lebih objektif, sistematis, transparan, dan akurat sehingga dapat dijadikan sebagai alat bantu dalam menentukan Ketua BEM berdasarkan kriteria yang telah ditetapkan. The selection of the Student Executive Board (BEM) President is an important process in determining the most qualified student to lead the student organization. However, conventional selection processes often rely on popularity and subjective judgments, which may lead to less optimal decisions. This study aims to develop a Decision Support System (DSS) using the Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) method to support a more objective selection process. Research data were collected through interviews with BEM advisors to determine the assessment criteria and their corresponding weights. Five criteria were used, namely leadership, communication skills, organizational experience, integrity, and grade point average (GPA). The MOORA method consists of decision matrix construction, normalization, optimization value calculation, and ranking. The results indicate that candidate K1 achieved the highest optimization value of 0.473 and was therefore recommended as the selected BEM President. The implementation of the MOORA method provides a more objective, systematic, transparent, and accurate decision-making process, making it an effective tool for supporting the selection of the most suitable BEM President based on predetermined criteria.

Tourism Commodities, Cost, Comfort, and Communication: Shaping Tourist Perceptions and Revisit Decisions at Palabuhanratu

Abstract: This study aims to examine the influence of tourism commodities, tourism costs, tourism comfort, and tourism communication on domestic tourists' perceptions and their impact on revisit decisions at Palabuhanratu Beach, Sukabumi… ukabumi Regency. This research employed a quantitative approach using an explanatory research design. The sample consisted of 150 domestic tourists selected through purposive sampling. Data were collected using a five-point Likert scale questionnaire and analyzed through Structural Equation Modeling (SEM) with IBM SPSS Statistics 26 and IBM SPSS AMOS 24. The findings reveal that tourism commodities, tourism costs, and tourism comfort have a positive and significant effect on domestic tourists' perceptions, while tourism communication does not significantly affect domestic tourists' perceptions. Furthermore, domestic tourists' perceptions, tourism costs, and tourism communication have a positive and significant effect on revisit decisions. In contrast, tourism commodities and tourism comfort do not directly influence revisit decisions. The findings indicate that domestic tourists' perceptions play a crucial role in encouraging revisit decisions. Therefore, destination managers should improve the quality of tourism commodities, enhance tourist comfort, establish appropriate tourism pricing, and strengthen tourism communication strategies to build positive perceptions and increase tourist loyalty through revisit decisions.

Customer Value in Social Media Marketing and Service Quality Effects on Britama Prioritas Decisions at BRI Sukabumi

Abstract: This study examines the role of customer value in mediating the relationship between social media marketing and service quality toward the decision to become a BritAma Prioritas customer at Bank Rakyat Indonesia Sukabumi… Branch. The key issue addressed in this study is the need to understand how digital marketing communication and priority banking service quality can be converted into meaningful value that influences premium customer decisions. This research employed a quantitative explanatory approach involving 386 BritAma Prioritas customers as respondents. Data were collected through structured questionnaires using a five-point Likert scale and analyzed using Confirmatory Factor Analysis and Structural Equation Modeling. The results show that social media marketing and service quality have positive and significant effects on customer value. Social media marketing, service quality, and customer value also positively and significantly influence customer decision. Customer value was found to be the strongest predictor of customer decision and significantly mediated the effects of both social media marketing and service quality. These findings indicate that customer acquisition in priority banking depends not only on promotional activities and service performance, but also on customers’ holistic value evaluation.
