Abstract:This article critically examines the thoughts of Thomas Kuhn and Ibn Rushd in order to understand the epistemological structure and dynamics of science, by highlighting two fundamental concepts: paradigm and rationality.…
Thomas Kuhn, through his theory of scientific revolutions , argued that the development of science does not occur linearly and cumulatively, but rather through paradigm leaps triggered by internal crises in the scientific community and resolved through collective consensus. On the other hand, Ibn Rushd, as a representative of rationalist philosophers in the classical Islamic thought treasury, places reason and logic as universal epistemic foundations in revealing scientific truth, and firmly rejects the dominance of theological authority that hinders freedom of thought. This study reveals that although both come from different traditions and historical contexts, there is a common ground in the critical attitude towards intellectual stagnation and the drive to open up space for renewal of thought. However, epistemologically, both show sharp divergences: Kuhn is based on contextual paradigmatic relativism, while Ibn Rushd is rooted in transhistorical rational objectivism. Using a comparative-philosophical approach, this article concludes that a critical synthesis of the two views can enrich contemporary discourse on the foundations and direction of the development of science.
Abstract:Bullying cases in Indonesia occupy the top ranking. Bullying behavior often occurs when someone has shortcomings, both physically and mentally. The impact of bullying on students is in the form of decreased appetite, headaches,…
daches, embarrassment, and feeling afraid to socialize in social environments. Increasing students' understanding regarding bullying behavior can reduce bullying cases. Bullying can start from uncontrolled levels of aggressive behavior during childhood. However, this can be prevented by increasing supervision of negative associations from children and friends, starting from modeling good things, filtering out children's friends who have a positive effect. The aim of this intervention is to provide students with understanding and knowledge regarding bullying, its types, etc. Bullying affects both boys and girls. The method based on this intervention consists of 4 stages, namely needs assessment for the Counseling Guidance teacher, distribution of bullying questionnaires to students, Focus Group Discussion (FGD) with students, provision of materials and games in team building. The series of activities were attended by 40 students consisting of 20 men and 20 women from several representatives of departments at Bina Sriwijaya Indonesia Palembang Vocational School. The results of the intervention activities that have been implemented are that students feel openness in terms of both thoughts and feelings regarding bullying behavior. The service activities at Bina Sriwijaya Indonesia Palembang Vocational School have had a very good impact on the entire school community, especially students, subject teachers, guidance and counseling teachers and all staff and equipment at the school. The Principal welcomed and looked forward to further positive activities at Bina Sriwijaya Indonesia Palembang Vocational School. From the results of a questionnaire conducted on community service participants, 87.5% of students strongly agreed with socialization activities to overcome bullying and 12.5% agreed.
Abstract:This research aims to analyze the effectiveness of Minimum Service Standards (MSS) implementation at the Department of Population and Civil Registration (Disdukcapil) in Merauke Regency, South Papua Province. MSS are crucial…
cial instruments for guaranteeing community rights to quality basic services, including civil administration services. Despite their establishment, challenges persist in ensuring that services provided align with the stipulated standards. The research employed a descriptive qualitative approach, collecting data through in-depth interviews, observation, and document analysis. Key informants included the head of the department, service-providing staff, and representatives of community service users. The findings indicate that MSS implementation at Merauke Disdukcapil has generally been underway, though its effectiveness varies across service types. Some MSS indicators, such as service waiting times and cost certainty, have been well-met. However, challenges are still present in aspects like the availability of adequate human resources, sub-optimal socialization of MSS to the community, and the need for improved supporting infrastructure. Limited access to information and public understanding of service rights also act as inhibiting factors. Thus, the effectiveness of MSS at Merauke Disdukcapil can be enhanced through strengthening human resource capacity, improving facilities and infrastructure, and intensifying socialization efforts. This study recommends the necessity of regular evaluation and continuous improvement to ensure excellent civil administration services for all communities in Merauke.
Abstract:Abstract Women's representation in parliament is an important indicator in realising gender equality and inclusive democracy. To support this, Indonesia has adopted a 30% quota policy for women in legislative candidacy since…
since the 2004 elections. This policy aims to increase women's participation in politics and ensure women's voices are represented in decision-making. However, even though this policy has been implemented, women's representation in parliament is still far from the expected target. In the 2019 elections, women's representation in the People's Representative Council (DPR) only reached 20.5%. This research analyses the implementation and effectiveness of gender quota policies in Indonesia using a qualitative approach. Findings show that the main obstacles to implementing gender quotas include the dominance of patriarchal culture, lack of support from political parties, discrimination against female candidates, and weak supervision and law enforcement. On the other hand, this policy has made a positive contribution in the form of increasing the number of women elected as legislative members, although this contribution is still limited. In conclusion, the effectiveness of the 30% quota policy for women in parliament requires strengthening commitment from various parties, including political parties, society, and election management institutions. Research recommendations include strengthening the capacity of female candidates, increasing supervision of quota implementation, as well as wider outreach about the importance of women's representation in politics. With these steps, it is hoped that gender equality in parliament can be achieved better in the future.

Abstract:Communication is a fundamental aspect of human life that enables individuals to connect and interact with one another. In the context of an organization, communication plays a crucial role in building effective relationships…
hips among its members. Harold Lasswell described communication as a process that can be explained through the following questions: “who says what in which channel to whom with what effect?” This question highlights the complexity of communication within an organization, which is also relevant for study in organizations such as the Student Representative Council of Muhammadiyah University of Palangkaraya, especially in the context of significant changes that are taking place. This study aims to understand the dynamics of communication in the cadre training process between the management and members of the organization. The primary focus of the research is to explore how communication occurs between the management and members during cadre training activities. This research uses a qualitative approach with a descriptive type, along with data collection techniques involving interviews and documentation. To ensure data validity, the researcher employs triangulation of sources, techniques, and time. The findings of the study show that communication in the cadre training process is divided into two categories: internal and external communication. Internal communication involves interactions between the management and members within the organization, with freedom in conveying information between leaders, managers, and members. Meanwhile, external communication focuses on the relationship between the organization and other institutions, to convey aspirations in accordance with its tasks and authority. Additionally, the cadre system in this organization combines both formal and informal training, although there are differences in how each faculty representative conducts cadre training. Overall, this organization is able to implement a more optimal cadre system, especially in preparing the core management.
Abstract:The Constitution of the Unitary State of the Republic of Indonesia (NKRI) stipulates that the interests of the people must be voiced and accommodated through legislative channels, represented by the People's Representative…
ve Council (DPR) from the regional to the central government levels. However, it is often found that the hopes of the people are not fully articulated, resulting in certain issues never reaching a final resolution. This study aims to analyze the role of the DPR in voicing the people's interests based on the fourth principle of Pancasila. The method used in this research is qualitative with a literature study approach, where data is collected from various scientific sources. The results of the analysis show that the main functions of the DPR, namely in legislation, oversight, and budgeting, have not been fully optimized due to weak accountability and transparency. This crisis of representation impacts the decline in public trust, low political participation, and increased polarization in society. To address these issues, systemic reforms are needed, including enhancing transparency, strengthening accountability mechanisms, and involving the public actively in the decision-making process. Thus, the goal of the DPR’s existence, which can be achieved, is to voice the will of the people, realize deliberation for consensus, and ensure justice and welfare in line with the substance of Pancasila’s ideology, particularly its fourth principle. This study recommends the need to restore the essence of deliberation for consensus in accordance with the fourth principle of Pancasila, accompanied by better political education and electoral system reforms to ensure that elected representatives are truly competent and focused on the interests of the people.

ial Region of Yogyakarta (DIY), with job satisfaction acting as a mediator between the two. This research uses a quantitative approach through a survey, where data is collected by distributing questionnaires to functional PNS at the DPRD Secretariat of DIY. The results of this study show that organizational culture has a significant positive effect on employee performance, with a ß value of 0.229 and a P-value of 0.004. In contrast, workload has a negative impact on employee performance, with a ß value of -0.252 and a P-value of 0.001. Job satisfaction is proven to play a mediating role in the relationship between organizational culture and employee performance, with a ß value of 0.268 and a P-value of 0.000. Additionally, job satisfaction also mediates the negative relationship between workload and employee performance, with a ß value of -0.186 and a P-value of 0.001. These findings indicate that a supportive organizational culture and effective workload management can encourage improved employee performance, while job satisfaction strengthens the positive impact of both factors. This study emphasizes the importance of creating a supportive work culture, efficient workload management, and efforts to enhance job satisfaction in order to achieve optimal employee performance.
