The analysis results show that in analog signals, noise causes permanent waveform distortion that is difficult to recover. In contrast, digital signals tend to maintain data integrity as long as the interference does not exceed a certain threshold. These differences in signal characteristics can be visually observed through waveform displays in the software. The results indicate that digital systems have advantages in maintaining signal quality in noisy environments and have the potential to be used as educational media for basic telecommunication and signal processing studies.

mentation of the Regulation of the Minister of Home Affairs Number 72 of 2022 in Merauke Regency and to identify the factors inhibiting its implementation in the region. This study applies Edward C. III’s policy implementation theory and uses a qualitative research approach through in-depth interviews with 16 informants to explore their meanings, perceptions, and understandings. A semi-structured interview approach was employed to enable the researcher to obtain flexible yet focused data, as stated by Prof. Dr. Lexy J. Moleong (2014). The study utilized an interactive data analysis technique consisting of data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that the implementation of the Digital Population Identity (IKD) policy in Merauke Regency has been carried out in accordance with directives from the central government through a tiered and continuous communication mechanism. However, its implementation has not yet been optimal at the regional level. The main obstacles include limited socialization, low understanding and acceptance of the policy among implementers, the absence of specific Standard Operating Procedures (SOPs) for IKD, and the lack of motivation, commitment, and integrity of human resources, ICT infrastructure, and budgetary support. In addition, the social, economic, cultural, and geographical conditions of the community also hinder the utilization of IKD, resulting in its limited use and the continued dominance of physical population documents. The findings of this study emphasize the need to strengthen communication aspects, resources, implementers’ commitment, and policy adjustments to local conditions in order to achieve the objectives of the IKD policy effectively and equitably.

se of this study is to analyze public perceptions of the implementation of the principles of accountability, transparency, openness, and the rule of law in public services in Gurinda Jaya Village, Merauke Regency, and to identify supporting and inhibiting factors. This study used a qualitative approach with a descriptive approach through observation, in-depth interviews, and documentation of village officials and community service users. The results indicate that the implementation of good governance principles has not been optimal, characterized by discrepancies in service delivery times with established standards, limited public understanding of service information, inconsistent transparency practices, and an unfulfilled sense of justice and legal certainty in public services. The study's conclusion confirms that strengthening apparatus capacity, improving discipline and integrity, and strengthening village government commitment and community participation are important implications for realizing more effective and accountable village governance.

This study aims to identify the principles of Moses’ leadership integrity and to formulate its theological and practical relevance for Christian education. The research employs a descriptive qualitative method through biblical exegesis, theological analysis, and practical theology based on library research. The findings indicate that Moses’ integrity is grounded in profound humility, an intimate relationship with God as the source of leadership legitimacy, and moral consistency in obedience to the divine calling despite criticism and internal conflict. The study concludes that leadership integrity is not based on formal position, but on character quality aligned with the will of God and a living spiritual relationship. Its implication for Christian Religious Education teachers is that integrity constitutes the foundation of pedagogical and spiritual authority in shaping students’ character through life example, alignment between faith and action, and deep spiritual devotion. Based on the analysis of literature, including books, journals, and scientific articles, it was found that the main challenges in character education include the negative impact of technological advancements, social and economic inequality, lack of teacher training, and limited parental involvement. On the other hand, the modern era also presents significant opportunities, such as utilizing technology for interactive learning, integrating local, national, and global values through digital media, and fostering collaboration among schools, families, and communities. Additionally, the development of relevant and flexible curricula is also an important factor in supporting character education. Although the challenges are considerable, character education in elementary schools can be optimized by implementing innovative strategies, strengthening collaboration among various stakeholders, and wisely utilizing technology. This study aims to construct a strategic approach that bridges faith tradition and digital dynamics through a qualitative-reflective method based on recent theological literature and critical observation of digital ministry practices. The analysis identifies four primary strategies: contextual proclamation of faith, optimization of digital platforms as spaces for testimony and education, formation of supportive online communities, and strengthening digital and theological literacy among church leaders. The findings indicate that millennials possess a deep spiritual longing but seek integrity, open dialogue, and practical relevance of faith in daily life. The study concludes that a paradigmatic transformation of church ministry is necessary by positioning digital space as a participatory and dialogical locus of spiritual formation, while the novelty of this research lies in the systematic integration of theological reflection and contextual digital pastoral strategies as an adaptive ministry model for the millennial generation in the era of technological disruption.

This study addresses the problem of how the construction of Solomon’s character and the praxis of his wisdom in Old Testament texts can be transformed into a conceptual paradigm for modern leadership without falling into historical romanticism. The objective of this research is to formulate a theoretical leadership model grounded in biblical wisdom through an analysis of Solomon’s character, theological orientation, and decision-making patterns. The method employed is a theological hermeneutical approach integrated with interdisciplinary literature studies, including leadership theory, public ethics, and Old Testament theology. The analysis focuses on key narratives that portray the judicial, administrative, and spiritual dimensions of Solomon’s leadership. The findings indicate that Solomon’s wisdom is theocentric, deliberative, and oriented toward distributive justice, thereby shaping an integrative and visionary model of leadership. The relevance of these findings lies in their capacity to offer a normative framework for leadership formation rooted in transcendent morality while remaining adaptive to modern social complexity. Christian ethics that emphasizes not only personal morality but also social commitment within the context of practical theology. The central issue examined is how the ethical principles contained in Psalm 15 can be theologically interpreted and operationalized for ecclesial life and social praxis. Employing a qualitative theological method with an exegetical approach to the Hebrew text, this study interprets the ethical structure of Psalm 15 from a theological–moral perspective. The findings reveal three fundamental ethical axes: first, personal integrity, which affirms moral wholeness and a life aligned with the will of God; second, relational ethics, which demands the rejection of slander, injustice, and exploitation as a form of responsibility toward others; and third, moral stability, which is rooted in the holiness of God as the foundation for sustaining an ethical life. Based on these findings, the study develops a biblical ethical model that produces Ecclesial Ethics, embodied in the formation of the congregation’s moral habitus through spiritual discipline, and Social Ethics, defined as a commitment to uphold justice, integrity, and compassion in the public sphere. The novelty of this study lies in its integrative formulation that unites ecclesial and social ethics within a single transformative ethical paradigm. The study concludes that Psalm 15 provides a holistic foundation for Christian ethics in practical theology, positioning worship and social service as an inseparable unity of faith praxis.
