r marriage dispensations through Article 7 paragraph (2). This normative loophole raises academic questions about how the law works in social reality and how preventive measures can be institutionalized. This study aims to assess the implementation of regional policies, particularly Perwali No. 32 of 2024, and to examine the practices of religious courts in deciding on marriage dispensations using Lawrence M. Friedman's Legal System Theory and the principle of Sadd al-Dzarīʿah as analytical tools. Empirical research methods were used through interviews, observations, documentation, and qualitative analysis of two cases of marriage dispensation that were rejected and granted. The results of the study show that the significant decrease in the number of marriage dispensations in Surabaya occurred due to the synergy of the legal structure (Religious Court, DP3APPKB, Ministry of Religious Affairs, RT/RW), legal substance through the Perwali which tightened procedures, and changes in the legal culture of society. The courts applied new standards that are more protective and based on maqāṣid al-syarī‘ah , making marriage dispensations an emergency mechanism rather than a legalization of child marriage. This study provides theoretical implications in the form of an integrative model between maqāṣid and the modern legal system, as well as practical implications in the form of recommendations to replicate the Surabaya model in other regions in an effort to protect children.

gions. One of them is Rabaa Market which is located in Nagari Padang Tarok District. Baso, Agam Regency. The market is located on the side of the road connecting Bukittinggi-Payakumbuh-Pekan Baru. There are various problems, including administrative problems regarding ownership of the market land, and there is a tug-of-war regarding land ownership status between the local community and the Agam Regency Government, which in this case is the Nagari Padang Tarok Government, which becomes an obstacle in developing market management. The method used in this research is the Osgood and Wilbur Schramm communication model and the Swot Analysis method. The problem of asset ownership status and the status of Pakan Rabaa Nagari Padang Tarok is still unresolved and still triggers disputes . The results of this research found that the communication strategy used was the Osgood and Wilbur Schramm model of communication approach , which was very effective in resolving Nagari market disputes.

This is essential because in this global pandemic, every community has the opportunity to catch COVID 19. The research objective was to determine the effectiveness of WASH educational collaboration on farmers as an attempt to COVID-19 prevention. The population in the study is all farmers who live in these mentioned districts. There were 37 farmers in total. The sampling method used total sampling, namely 37 farmers who live in the areas that are confirmed to have positive patients of COVID 19. Data were analyzed using Univariate, Bivariate (Dependent T-test) and Multivariate with using logistic regression. The result shows that there is a significant influence between the collaboration of WASH Education on farmers as an effort to prevent COVID-19 with a statistical test value of P-Value <0.05. Collaboration on WASH education for farmers is very influential in preventing COVID-19. It is hoped that cross-sectoral involvement and roles can be maintained so that COVID 19 prevention behavior through WASH can continue to be applied. Educative collaboration of WASH impacts on the behaviour alteration toward farmers who live in the area confirmed to be infected by COVID 19.
