THE EFFECT OF CAREER DEVELOPMENT, CULTURE VALUE AND EMOTIONAL INTELLIGANCE ON PERSONAL BRANDING WITH SELF-EFFICACY AS A VARIABLE MEDIATION IN STATE CIVIL APPARATUS (ASN) IN THE GOVERNMENT OF TEGAL CITY

Abstract: This study aims to analyze the influence of Career Development, Culture Value, and Emotional Intelligence on Personal Branding with Self-Efficacy as a mediating variable in State Civil Apparatus (ASN) in Tegal City Government.… nment. The study used a quantitative approach with a survey method by distributing questionnaires to 360 ASN consisting of Civil Servants (PNS) and Government Employees with Work Agreements (PPPK). The sampling technique used proportionate stratified random sampling, while data analysis was carried out using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with the help of SmartPLS 4. The results showed that Career Development, Culture Value, and Emotional Intelligence had a positive and significant effect on Self-Efficacy. In addition, these three variables also have a positive and significant effect on Personal Branding. Self-Efficacy was proven to have a positive and significant effect on Personal Branding and was able to significantly mediate the influence of Career Development, Culture Value, and Emotional Intelligence on Personal Branding. The coefficient of determination value shows that the model is able to explain 70.1% of the variation in Self-Efficacy and 76.8% of the variation in Personal Branding. The findings of this study indicate that strengthening the career development system, internalizing organizational cultural values, and increasing emotional intelligence can increase the self-confidence of ASN which ultimately strengthens Personal Branding in carrying out tasks and public services. This study provides an empirical contribution to the development of public sector human resource management, particularly in efforts to improve the professionalism and image of the apparatus through strengthening internal organizational factors.

The Effect of Work Discipline and Work Motivation on Employee Performance at Dpmptsp Makassar City

Abstract: This study aims to test and analyze the influence of work compliance and work motivation on the work results of apparatus at the Makassar Regional Investment and One-Stop Integrated Services Office. The background of this… s study is based on the importance of improving the performance of the apparatus in providing effective, responsive, and quality public services. Work compliance is seen as the attitude of the apparatus in obeying applicable rules, procedures, discipline, and work standards, while work motivation reflects the motivation, enthusiasm, and willingness of the apparatus to complete tasks. The population in this study is all apparatus in the agency, with a sample of 59 respondents. Data were collected through questionnaires and analyzed using multiple linear regression techniques with the help of SPSS software version 23.00. The results of the study show that work compliance has a positive and significant effect on the work results of the apparatus. This means that the higher the level of compliance of the apparatus with work rules and procedures, the better the work results achieved. Meanwhile, work encouragement has a positive but insignificant effect on the work results of the apparatus. These findings show that work motivation needs to be supported by a conducive work system, supervision, and organizational environment in order to be able to improve performance optimally. The implication is that agencies need to strengthen the culture of discipline and design a more targeted motivation strategy according to the needs of public service apparatus in a sustainable manner in the region

THE EFFECT OF INTERNAL CONTROL AND THE VILLAGE FINANCIAL SYSTEM ON THE MANAGERIAL PERFORMANCE OF VILLAGE OFFICIALS (A Study in the Villages of West Limboto District)

Abstract: This study aims to determine the influence of internal control and the village financial system on the managerial performance of village apparatus in the villages of West Limboto District. This research employed a quantitative… tative method. The data used in this study were primary data collected through questionnaires distributed to village apparatus in West Limboto District, resulting in a sample of 118 respondents. The sampling technique used was purposive sampling. The analytical tool employed was multiple linear regression analysis. The results indicate that the Village Financial System has a positive effect on the Managerial Performance of Village Apparatus, whereas Internal Control does not have a positive effect on the Managerial Performance of Village Apparatus.

THE INFLUENCE OF VILLAGE OFFICIALS’ COMPETENCE AND COMMUNITY PARTICIPATION ON THE ACCOUNTABILITY OF VILLAGE FINANCIAL MANAGEMENT: A CASE STUDY OF VILLAGES IN TALAGA JAYA DISTRICT, GORONTALO REGENCY

Abstract: This study aims to examine the effect of village apparatus competence and community participation on the accountability of village financial management in the villages of Talaga Jaya District, Gorontalo Regency. The method… od used is quantitative with primary data collection through questionnaires distributed to village apparatus with a total sample of 110 respondents. Data processing was carried out using SPSS version 26 with analysis stages including validity tests, reliability tests, classical assumption tests, multiple linear regression analysis, hypothesis testing, and coefficient of determination tests. The results showed that partially, village apparatus competence has a positive and significant effect on the accountability of village financial management. Similarly, community participation has a positive and significant effect on the accountability of village financial management. Simultaneously, both variables significantly affect accountability of village financial management. These findings have practical implications for village apparatus in Talaga Jaya District to improve accountability through strengthening village apparatus competence and expanding community participation spaces in every stage of financial management, from planning to accountability.

ACCOUNTABILITY OF CIVIL CIVIL APPARATUS PERFORMANCE IN THE DEPARTMENT OF EDUCATION AND CULTURE OF WEST KALIMANTAN PROVINCE

Abstract: The problem in this research includes the still low level of ASN compliance in compiling and reporting Employee Performance Targets. The purpose of this study is to describe and analyze the performance measurement of civil… il servants at the Education and Culture Office of West Kalimantan Province, seen from the aspects of: Accountability, Responsibility, and Responsiveness. The results of the study indicate that Accountability, Responsibility, and Responsiveness are key elements in reflecting the quality of civil servant performance at the Education and Culture Office of West Kalimantan Province. However, in its implementation, these three aspects have not been running optimally. ASN accountability is still hampered by a lack of discipline in reporting and minimal transparency of work results. Responsibility is also not fully reflected in ASN's commitment to carrying out duties and responsibilities professionally. On the other hand, responsiveness to community needs, especially in the fields of education and culture, is still relatively slow, which indicates a lack of active involvement of ASN in absorbing and responding to public aspirations quickly and appropriately. This research recommends strategic steps to strengthen accountability through a more structured and regularly monitored performance reporting system. Improving accountability can be achieved through ongoing development, professional ethics training, and consistent enforcement of work discipline. To enhance responsiveness, a more participatory and adaptive public service mechanism needs to be developed to meet community needs.

THE INFLUENCE OF THE IMPLEMENTATION OF E-ATTENDANCE ON THE DISCIPLINE OF STATE CIVIL APPARATUS IN THE REGIONAL PERSONNEL AGENCY OF GORONTALO PROVINCE

Abstract: This research aims to determine the effect of the implementation of e-attendance on the discipline of State Civil Apparatus (ASN) at the Regional Personnel Agency of Gorontalo Province. This research uses a quantitative… approach with a sample of 80 State Civil Apparatus members. The data types in this study are both primary and secondary. Data collection was done by distributing questionnaires to employees at the Regional Personnel Agency of Gorontalo Province. Data analysis was performed using simple linear regression analysis, with data processing conducted using SPSS 25. The results of this research show that e-attendance has a positive effect on the discipline of State Civil Apparatus in the Regional Personnel Agency of Gorontalo Province, with an R Square value of 0.608, meaning that 60.8% of ASN discipline is influenced by e-attendance, while the remaining 39.2% is influenced by variables not included in this study.

ANALYSIS OF ETHICS OF GOVERNMENT APPARATUS BEHAVIOR IN PUBLIC SERVICE BASED ON LAW NUMBER 25 OF 2009 IN TAMALATE DISTRICT

Abstract: This study aims to implement the work ethics of government employees in providing public services in Tamalate District based on Law Number 25 of 2009 concerning Public Services. This study uses a qualitative method with… a case study approach in administrative services in Tamalate District. Data were collected through in-depth interviews with government employees and service users, direct observation of the service process, and analysis of relevant documents. The results of the study indicate that the work ethics of government employees in providing public services is still not optimal. Some employees exhibit unprofessional behavior, such as slow service delivery, lack of empathy towards the public, and low transparency in the service process. However, there are also employees who demonstrate positive behavior, such as providing clear and accurate information, and praying friendly and patient in serving the public. This study concludes that improving the work ethics of government employees is essential through public service ethics training programs, strict supervision, and regular evaluation and monitoring of employee performance. This effort is crucial to ensure public services meet the standards of professionalism, transparency, and accountability as mandated by Law Number 25 of 2009. The results of this study are expected to contribute to improving the quality of public services in Tamalate District and serve as a reference for similar research in the future.

ANALYSIS OF THE ERADICATION OF THE FREE PAPUA ORGANIZATION BY THE TNI-POLRI APPARATUS IN KOMPAS.COM'S SOCIAL MEDIA FRAMING

Abstract: This study aims to determine the analysis of the eradication of the Papua Merdeka Organization by the TNI-Polri Apparatus in the framing of Kompas.com social media. The theory used is the Social Construction of Peter L.… Berger and Thomas Luckmann. This study uses a constructivist paradigm and a qualitative approach. Qualitative approach. The research method used is a descriptive qualitative method using a literature study. The results of the study indicate variations in the framing of the OP M conflict in Papua by social media. Some media provide different views; some provide support to the TNI-Polri in the OPM eradication operation, while others provide views on the many cases of crime committed by the Armed Criminal Group (KKB), most of whose victims died. This finding indicates a difference in approach in reporting conflicts that can influence public perception in the conflict. The results of this study are the importance of awareness of the discussion and views used by the mass media in reporting on conflicts and acts of violence and the need for analysis of news received by the public in order to understand the broader context of the Eradication of the Papua Merdeka Organization by the TNI-Polri Apparatus.

THE DISTRIBUTION OF PROFESSIONS IN THE CITY OF PADANG IN THE STUDY OF SOCIAL GEOGRAPHY

Abstract: The distribution of professions in Padang City reflects the relationship between geographical factors and the socio-economic needs of the community. This research aims to analyse the distribution pattern of professions,… such as the State Civil Apparatus (ASN), advocates, and the press in Padang City in the aspect of social geography studies. The methods used in this research are observation and literature study. Observations were conducted to identify the location of government offices, law firms, and press offices, while literature studies used secondary data from the Central Statistics Agency (BPS) report and thematic maps. The results show that the civil servant profession is concentrated in the centre of government to support the efficiency of public services, particularly in West Padang and East Padang. Advocate firms are located around economic centres and courts, which facilitate access for people who need legal services. Meanwhile, the press profession is concentrated in the city centre to support fast and efficient information distribution. The distribution of these professions is influenced by accessibility, population concentration, and the socio-economic needs of the community. The findings provide an overview of how geographical factors play an important role in the distribution of professions in Padang City. It is hoped that this research can serve as a reference for more strategic development planning and human resource management in the future.  

ANALISIS TATA KELOLA CAGAR BUDAYA DI KABUPATEN LINGGA

Abstract: Cultural Heritage in Lingga Regency is spread in several areas, which requires attention. The Cultural Heritage is managed by the Lingga Regency Cultural Office by involving programs, activities sub-activities and at the… same time coordinating with other related parties to succeed the management of Cultural Heritage in Lingga Regency. The purpose of this study is to analyze the Governance of Cultural Heritage in Lingga Regency using the theory of governance from Widyananda (2008) with four indicators. The method used is qualitative descriptive with 10 informants and uses data collection techniques and tools in the form of observation, interviews, and documentation. The results of the study found that in the management of Cultural Heritage in Lingga Regency that the Cultural Office involved related parties, namely the Cultural Preservation Agency, cultural activists and regional and provincial apparatus organizations to succeed in management, in its management the Lingga Regency Cultural Office encountered problems regarding geographical location, lack of budget and weak human resources owned, knowing this, the Cultural Office carries out policies to overcome these problems by submitting proposals to the National Research and Development Agency for Culture, collaborating with other related agencies and by conducting routine mutual assistance to Cultural Heritage. In the process of Cultural Heritage Governance in Lingga Regency, it can be said that there is less role in technology in the media social sector.
