The Influence of Policy Transparency, Public Participation, Bureaucratic Responsiveness, Service Quality, and Public Trust on Perceived Effectiveness of Local Economic Policy

Abstract: The effectiveness of local economic policy is essential for promoting sustainable regional development and improving community welfare. However, citizens' perceptions of policy effectiveness are influenced not only by policy… licy outcomes but also by the quality of governance practices implemented by local governments. This study aimed to examine the influence of policy transparency, public participation, bureaucratic responsiveness, service quality, and public trust on the perceived effectiveness of local economic policy. A quantitative research approach with an explanatory research design was employed. Primary data were collected through a structured questionnaire distributed to 200 respondents selected using purposive sampling. The collected data were analyzed using the Statistical Package for the Social Sciences (SPSS), including descriptive statistics, validity and reliability tests, classical assumption tests, multiple linear regression analysis, the coefficient of determination (R²), t-tests, and F-tests. The results revealed that all measurement instruments were valid and reliable, and the data satisfied the assumptions required for multiple linear regression analysis. The findings indicated that policy transparency, public participation, bureaucratic responsiveness, service quality, and public trust each have a positive and significant influence on the perceived effectiveness of local economic policy. Furthermore, the F-test demonstrated that all independent variables simultaneously have a significant effect on the dependent variable. Among the five predictors, public trust was identified as the strongest determinant of perceived policy effectiveness. The study concludes that strengthening good governance practices through transparency, citizen participation, responsive bureaucracy, high-quality public services, and institutional trust can substantially improve public perceptions of local economic policy effectiveness. These findings provide practical implications for local governments in designing and implementing more effective, accountable, and citizen-oriented economic policies

Analysis of Innovation in Public Transport Services Management Based on Plastic Waste in Support of The SDGS

Abstract: This study examines the innovation of public transport service management through a platic waste-based payment in the Trans Semanggi Suroboyo (TSS) service in Surabaya City. The study aims to analyse the effectiveness of… this innovation in supporting sustainable urban transport development, particularly in relation to Sustainable Development Goals (SDGs) 11. A qualitative descriptive approach was employed, using secondary data collected from scientific literature, official reports, and regulatory documents. The analysis was conducted using George C. Edward III’s policy implementation framework, focusing on communication, resources, disposition, and bureaucratic structure. The finding indicate that this innovation contributes positively to environmental management and promotes public participation in waste reduction while improving transport accessibility. However, its implementation faces several challenges, including limited fleet availability, inadequate infrastructure, fragmented communication, and key to integrity between payment system. These constraints affect service efficiency and user satisfaction. Therefore, strengthening policy coordination, improving infrastructure, enhancing human resource capacity, and optimizing public communication are necessary to support the sustainability and effectiveness of this innovation. This study highlights that integrated and adaptive public transport innovations are essential in achieving inclusive, efficient, and sustainable urban mobility in line with SDGs 11.

IMPLEMENTASI KEBIJAKAN PEMASYARAKATAN DALAM PEMENUHAN HAK PELAYANAN KESEHATAN WARGA BINAAN DENGAN HIV DI LAPAS NARKOTIKA KELAS IIA JAKARTA

Abstract: Pelaksanaan kebijakan pemasyarakatan dalam pemenuhan hak pelayanan kesehatan warga binaan dengan HIV/AIDS masih menghadapi persoalan mendasar yang bersifat menyeluruh. Meskipun Undang-Undang Nomor 22 Tahun 2022 tentang Pemasyarakatan… emasyarakatan secara tegas mengamanatkan bahwa setiap warga binaan berhak mendapatkan pelayanan kesehatan yang setara dengan standar nasional, realitas di lapangan menunjukkan bahwa keterbatasan tenaga medis, lemahnya sosialisasi regulasi kepada pelaksana di level operasional, prosedur birokrasi yang belum sepenuhnya disesuaikan dengan regulasi terbaru, serta melemahnya jejaring pendampingan dari lembaga swadaya masyarakat menjadi hambatan nyata dalam pelaksanaannya. Penelitian ini bertujuan menganalisis implementasi kebijakan pemasyarakatan dalam pemenuhan hak pelayanan kesehatan warga binaan dengan HIV/AIDS di Lapas Narkotika Kelas IIA Jakarta menggunakan model implementasi kebijakan George C. Edwards III. Metode yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi terhadap 13 informan. Hasil penelitian menunjukkan bahwa implementasi telah berjalan, namun belum optimal, dengan dimensi disposisi menjadi kekuatan utama, sementara keterbatasan tenaga medis dan kesenjangan sosialisasi regulasi menjadi hambatan paling kritis. Melalui empat dimensi Edwards III, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi, penelitian ini mengidentifikasi celah sekaligus kekuatan dalam pelaksanaan kebijakan agar warga binaan dengan HIV/AIDS dapat memperoleh pelayanan kesehatan yang manusiawi dan bermartabat. The implementation of correctional policy faces ongoing systemic obstacles in fulfilling the health service rights of inmates with HIV/AIDS. Despite Law Number 22 of 2022 on Corrections mandating equivalent health services for inmates, practical challenges persist, including a shortage of medical personnel, inadequate dissemination of regulations, misaligned bureaucratic procedures, and limited support from non-governmental organizations. This study argues that these barriers significantly hinder the realization of humane and dignified health services for inmates with HIV/AIDS. Using George C. Edwards III's policy implementation model, the study examines these issues at the Class IIA Narcotics Correctional Institution in Jakarta. Employing a descriptive qualitative approach, it draws on in-depth interviews, field observations, and document analysis with 13 informants. Findings indicate that while policy implementation is underway, it is not yet fully optimal; disposition emerges as a strength, but medical resource limitations and weak regulatory communication remain significant barriers. Through Edwards III’s four dimensions—communication, resources, disposition, and bureaucratic structure—the study identifies gaps and strengths to guide more effective health service delivery for inmates with HIV/AIDS. COMMUNITY PARTICIPATION IN SUPPORTING WOMEN ACHIEVING REGIONAL LEADERSHIP

Abstract: Public participation is a hallmark of political modernization. There are two characters used to capture the informant's view of community participation, namely sociological and cultural conditions. Sociological conditions… s refer to the empirical and objective dimensions of the audience or community participation, which are all people belonging to the infrastructure and political superstructure—the purpose of this study: community participation in supporting women to achieve leadership. The method used in this research is a qualitative approach with case studies. The subjects of this study were three relatively prominent female regional heads, namely: female regional heads from dynastic typology, politician typology and bureaucratic typology. The three women regional heads are incumbent elements. The results of the women's research determine practical steps in realizing tolerance, identifying personal, mostly female regional heads who have a side of attractiveness and power which is carried out together, not to endure joint suffering but for mutual progress.

A SYSTEMATIC LITERATURE REVIEW OF THE DIMENSIONS OF DIGITAL LEADERSHIP THAT AFFECT TEAM PERFORMANCE

Abstract: Amidst a digitized business landscape, Digital Leadership (DL) has emerged as a crucial predictor of Team Performance. However, a fundamental question arises: which dimensions of digital leadership truly drive performance… e technical skills (tech-savviness), strategic vision, or relational skills? This study uses a Systematic Literature Review (SLR) of 51 articles to deconstruct digital leadership into four main dimensions: (1) Technological, (2) Visionary-Strategic, (3) Relational-Emotional, and (4) Structural-Managerial. The findings reveal an unexpected pattern: the technological dimension only acts as a hygiene factor, while the structural-managerial and visionary-strategic dimensions show the most consistent impact on team performance. Furthermore, the effectiveness of the relational dimension is highly context-dependent, strong in small Agile teams but NOT significant in large bureaucratic organizations. These findings suggest a reframing of the conventional assumption that “digital leaders” must start with technical expertise, and instead suggest that organizations should train digital talent in soft skills and strategic vision, or train existing visionary leaders in basic digital literacy.

COMPARATIVE ANALYSIS OF WASTE MANAGEMENT POLICY IMPLEMENTATION (A CASE STUDY BETWEEN PEKANBARU CITY AND PADANG CITY)

Abstract: Waste management problems in Indonesia have become a crucial challenge, especially in major cities. This study aims to analyze the comparative implementation of waste management policies in Pekanbaru City and Padang City… using the George C. Edward III policy implementation model. This qualitative research with a literature study approach analyzes four variables: communication, resources, bureaucratic structure, and disposition. The results show that Pekanbaru City faces significant constraints in all four variables, with a waste management achievement of 66.49% and even experiencing a waste emergency status in 2025. In contrast, Padang City achieved 94.02% and received various international awards. This difference is caused by more effective policy communication, massive community empowerment through 182 waste banks, strong fiscal commitment with a budget of Rp 70 billion, solid multi-stakeholder coordination, and a high implementer disposition in Padang City.

COMPARATIVE ANALYSIS OF THE IMPLEMENTATION OF STUNTING REDUCTION POLICY (CASE STUDY OF KUANTAN SINGINGI AND ROKAN HULU REGENCIES)

This qualitative research with comparative case study approach employs in interviews, observation, and documentation. Results show both regencies face different challenges in communication, resources, disposition, and bureaucratic structure. Kuantan Singingi experienced increased stunting prevalence from 17.8% (2022) to 23% (2023), while Rokan Hulu successfully reduced from 58.9% (2013) to 17.9% (2021). Implementation success differences are caused by variations in cross-sectoral coordination, resource adequacy, implementer commitment, and bureaucratic structure effectiveness.

RELIGIOUS MODERATION IN PUBLIC SERVICE POLICY: BRIDGING BUREAUCRATIC NEUTRALITY AND SOCIAL HARMONY IN INDONESIA

Abstract: Religious moderation serves as a fundamental principle in the context of public service in Indonesia, where religious, cultural, and ethnic diversity demands fair, inclusive, and civilized governance. This study aims to… analyze the role of religious moderation in public service policy in Indonesia, particularly in bridging the relationship between bureaucratic neutrality and social harmony within a multicultural society. To date, studies on religious moderation have largely focused on education and interfaith dialogue, while the dimensions of public policy and bureaucratic culture remain underexplored. Using a qualitative approach through policy analysis and literature review, this research examines how the values of religious moderation tawasuth (balance), tasamuh (tolerance), ‘adl (justice), and musawah (equality) can be integrated into an inclusive, fair, and ethical public service system. The findings indicate that the internalization of moderation values within public policy can strengthen governmental ethics, enhance public trust, and reinforce social cohesion amid diversity. This study also proposes a conceptual model called Moderation-Based Public Service Governance (MBPSG) as a new framework for public service management grounded in the values of religious moderation, balancing administrative efficiency with social justice.

Analisis Kebijakan Pengendalian Kebakaran Hutan dan Lahan di Provinsi Papua Selatan

Abstract: Forest and land fires constitute a strategic environmental issue affecting ecological stability, public health, and sustainable regional development. As a newly established autonomous region, South Papua Province faces institutional… nstitutional and structural challenges in developing an effective and integrated fire control system. This study aims to analyze the implementation of forest and land fire control policies and identify factors influencing their effectiveness. A qualitative descriptive approach was employed through in-depth interviews, field observations, and document analysis. The study applies Edward III’s policy implementation framework focusing on communication, resources, disposition, and bureaucratic structure. The findings indicate that although the regulatory framework is adequate, implementation remains constrained by limited resources, suboptimal inter-agency coordination, and low public awareness. Compared to provinces such as Riau and Central Kalimantan, South Papua is still in the institutional strengthening phase. This study proposes a collaborative and community-based preventive approach rooted in local wisdom as a long-term strategy for sustainable fire management.
