MANAJEMEN PARKIR LIAR DI BAHU JALAN PASAR OLILIT KABUPATEN KEPULAUAN TANIMBAR

Abstract: Pasar tradisional sebagai pusat kegiatan ekonomi masyarakat sering kali tidak dilengkapi fasilitas parkir yang memadai, sehingga memicu munculnya praktik parkir liar di bahu jalan yang mengganggu kelancaran arus lalu lintas,… tas, salah satunya di kawasan Pasar Olilit, Kabupaten Kepulauan Tanimbar. Penelitian ini bertujuan untuk mengetahui bagaimana manajemen parkir liar di bahu jalan Pasar Olilit dilaksanakan oleh Dinas Perhubungan Kota Saumlaki serta faktor-faktor yang menghambat pelaksanaannya. Penelitian menggunakan pendekatan kualitatif deskriptif dengan desain studi kasus. Data dikumpulkan melalui observasi, wawancara mendalam terhadap tujuh informan (unsur Dinas Perhubungan, juru parkir, dan masyarakat), serta dokumentasi, kemudian dianalisis menggunakan model interaktif Miles dan Huberman dengan empat fungsi manajemen George R. Terry (planning, organizing, actuating, controlling) sebagai kerangka analisis. Hasil penelitian menunjukkan bahwa Dinas Perhubungan telah melakukan tahap perencanaan dan pengorganisasian tugas dengan cukup baik, namun tahap pelaksanaan dan pengawasan belum berjalan optimal karena belum tersedianya juru parkir resmi dan lahan parkir yang memadai. Faktor penghambat utama meliputi keterbatasan sumber daya manusia, minimnya sosialisasi kepada masyarakat, lemahnya pengawasan lapangan, dan keterbatasan anggaran daerah. Penelitian ini merekomendasikan penguatan koordinasi lintas pihak, percepatan penyediaan lahan parkir resmi, serta peningkatan intensitas sosialisasi dan pengawasan agar manajemen parkir di Pasar Olilit dapat berjalan lebih efektif dan efisien.

DETERMINATION OF LIFE INSURANCE PREMIUM AMOUNT BY COMBINING THE TRUE FRACTIONAL PREMIUM AND APPORTIONABLE FRACTIONAL PREMIUM METHODS

Abstract: Fractional premium schemes in life insurance generally follow two main approaches: True Fractional Premiums, which are easy to implement but less fair to policyholders who die mid-period, and Apportionable Fractional Premiums,… miums, which are more actuarially fair but administratively more complex. This study designs a Hybrid Fractional Premiums model that combines both approaches through a weighted linear combination using parameter , based on the 2023 Indonesian Mortality Table (TMPI), a 5% interest rate, a 10-year coverage period, and monthly premium payments. This descriptive quantitative study applies actuarial mathematics, covering the present value of insurance benefits, true fractional, apportionable fractional, and hybrid annuity factors, up to premium determination using the equivalence principle. The results show that the hybrid premium consistently lies between the true fractional and apportionable premiums, increases sharply with the insured's age, and is higher for males than females due to differences in mortality rates. Changes in the value of  have a linear effect on the premium, although the impact is relatively small (a difference of less than IDR 200 per month). The hybrid model with  is recommended as the optimal balance between actuarial fairness and ease of implementation, offering a more flexible alternative for premium determination in Indonesia's life insurance industry.

LEADERSHIP AND WORK-LIFE AS DRIVING FACTORS FOR EMPLOYEE ENGAGEMENT AND PERFORMANCE

Abstract: This study examines how leadership and work-life balance influence employee performance directly and indirectly through employee engagement at the Fisheries Service of Central Maluku Regency. A descriptive quantitative,&#8230; causal-correlational design was applied to the entire population of 49 employees using total sampling. Data were analyzed through descriptive statistics, path analysis, and Sobel tests to estimate direct, indirect, and mediating effects. The findings show that leadership significantly affects employee engagement (beta = 0.582; p < 0.001), while work-life balance also has a significant, although smaller, effect on engagement (beta = 0.129; p = 0.005). Employee engagement strongly affects performance (beta = 0.942; p < 0.001). In contrast, the direct effects of leadership (beta = 0.034; p = 0.613) and work-life balance (beta = -0.008; p = 0.756) on performance are not significant. Sobel testing confirms that employee engagement mediates the effect of leadership on performance (p = 0.00015) and the effect of work-life balance on performance (p = 0.03). The model explains 92.4% of the variance in performance. The study's novelty lies in demonstrating, within a local public-sector context, that leadership and work-life balance improve performance primarily by strengthening employee engagement rather than through direct effects. These findings imply that public organizations should prioritize engagement-oriented leadership and work-life policies to achieve sustainable employee performance.

IMPLEMENTATION OF POLICY ON HANDLING VAGRANTS AND BEGGARS AT THE SOCIAL AFFAIRS OFFICE OF GORONTALO CITY

Abstract: This descriptive qualitative research analyzes the effectiveness of policy implementation on handling vagrants and beggars at the Social Affairs and Community Empowerment Office of Gorontalo City. Four indicators from George&#8230; orge C. Edward III's policy implementation theory—communication, resources, disposition, and bureaucratic structure—are employed as the analytical framework. Field data obtained through observation, interviews, and documentation were systematically analyzed using the data condensation, display, and conclusion drawing model of Miles, Huberman, and Saldana. The findings indicate that the policy implementation on handling vagrants and beggars at the Social Affairs and Community Empowerment Office of Gorontalo City has been running fairly well but has not yet been optimal. In the communication aspect, coordination among implementers has been functioning well; however, information dissemination to target groups and the general public remains suboptimal. In the resources aspect, policy implementation has been supported by human resources, authority, and facilities, yet is still constrained by limited personnel and underutilized facilities and databases. In the disposition aspect, officials demonstrate commitment, responsibility, and a professional attitude in implementing the policy; however, guidance programs have not been able to reach all vagrants and beggars on a sustainable basis. In the bureaucratic structure aspect, policy implementation has been supported by Standard Operating Procedures (SOPs), clear task distribution, and inter-division coordination; nevertheless, SOP implementation in the field still needs optimization to ensure services reach all target groups. Based on these findings, the Social Affairs and Community Empowerment Office of Gorontalo City needs to enhance communication and socialization to target groups, strengthen human resources and supporting facilities, optimize guidance and empowerment programs, and improve inter-agency coordination so that the policy implementation on handling vagrants and beggars can be more effective in improving social welfare.

IJTIHAD AHMAD MUSTHAFA AL-MARAGHI IN INTERPRETING LEGAL VERSES IN AL-MARAGHI'S TAFFSIR

Abstract: The Qur'an, as the primary source of Islamic teachings, contains legal verses that require in-depth interpretation for proper application, one notable example being Tafsir al-Maraghi by Ahmad Musthafa al-Maraghi, a contemporary&#8230; mporary Egyptian scholar known for his moderate stance and independence from madhhab fanaticism. This study aims to reveal al-Maraghi's typology of ijtihad in interpreting legal verses, identify the legal products he produced, and examine his responses to contemporary legal issues. The research employs a library research method with a descriptive-analytical approach and fiqhi tafsir framework, using Tafsir al-Maraghi as the primary source alongside various ahkam tafsir and fiqh works as secondary sources, analyzed through content analysis and comparative reasoning. The findings show that al-Maraghi developed an integrative ijtihad model combining five typologies, namely bayani, tarjihi, maqashidi, istislahi, and tajdidi, with maqashid al-shari'ah orientation as the most dominant character, spanning worship, marriage, inheritance-testament, transactions, politics, and criminal law. The study concludes that this ijtihad pattern produces moderate, contextual legal interpretations relevant to the development of contemporary Islamic law in Indonesia. Further research is recommended to apply a systematic contemporary maqashid approach.

Interest Rates and Financial Performance Effects on IDX30 Mining Stock Prices With Inflation As a Moderating Variable: Evidence From 2021–2024

Abstract: This study was motivated by fluctuations in the stock prices of mining sector companies listed in the IDX30 index during 2021–2024, Indonesia’s mineral downstreaming policy, and inconsistencies in previous research findings.&#8230; indings. This study aimed to analyze the effects of interest rates and financial performance, as measured by the debt-to-equity ratio (DER) and earnings per share (EPS), on the stock prices of IDX30 mining companies and to examine the moderating role of inflation. The population comprised all mining sector companies listed in the IDX30 index during the year 2021–2024, while the sample was selected using purposive sampling. This study employed a quantitative explanatory approach and panel data regression with Moderated Regression Analysis. The results showed that interest rates had a negative and significant effect on stock prices, whereas EPS had a positive and significant effect. DER did not significantly affect stock prices. Furthermore, inflation did not moderate the effects of interest rates, DER, or EPS on stock prices. These findings imply that mining companies should maintain sustainable profitability and consider interest rate dynamics in financial decision-making. Investors should also consider macroeconomic conditions and company fundamentals when formulating investment strategies.

EXAMINING THE DRIVERS OF E-LOYALTY: THE INTERPLAY OF DISCOUNT FRAMING, BRAND REPUTATION, AND DIGITAL SATISFACTION IN FOOD DELIVERY APPLICATIONS

Abstract: This study aims to examine the influence of discount framing, brand reputation, e-satisfaction, and e-loyalty on the use of online food delivery applications. The study employs a quantitative approach using survey methods&#8230; s and hypothesis testing with SEM-AMOS version 23. The population of this study consists of users of online food delivery applications across Indonesia, with the unit of analysis being individuals. Data for this study were obtained from 135 respondents who filled out an online questionnaire based on a purposive sampling method. The results of the study indicate that discount framing has a positive effect on brand reputation and e-satisfaction. Brand reputation positively affects e-satisfaction. E-satisfaction positively impacts e-loyalty. This indicates that the higher the discount framing, the better the brand reputation and e-satisfaction for ordering food. Furthermore, the better the brand reputation, the higher the e-satisfaction, and the higher the e-satisfaction, the better the e-loyalty in ordering food through online food delivery applications. The implications of these results for application owners are to understand the influence of discount framing, brand reputation, e-satisfaction, and e-loyalty, so they can formulate strategies and policies related to these factors. Meanwhile, the implication for application users is that they can use applications that offer discount framing that suits their needs.

CAN ZAKAT REPLACE TAXES? : TOWARD A JUST ISLAMIC FISCAL POLICY

Abstract: The discussion about the need for Muslim communities in Muslim countries or those with Muslim majority populations to have an integrated instrument in the fiscal policy has recently been increasingly prominent. At least&#8230; driven by two factors, internal and external. The internal factor is the fiscal policy in the form of taxes that have been implemented by the state by adopting a conventional economic system that has not created what is called social welfare in many Muslim countries. Second, along with de-globalization that has hit the world recently, especially as a result of the Covid-19 pandemic, which has reduced dependence between countries, countries have to rethink to get away from dependence on the global economic system, including how to think about policies. fiscal and monetary in accordance with each country and can survive and be useful for dealing with a similar pandemic. One of the Islamic economic instruments that has surfaced in the discussion of the fiscal system is Zakat. Zakat in many studies indicates that it can be an alternative substitute for the tax position in the state fiscal system. The purpose of this paper is to find answers to whether Zakat is able to replace the tax position in the state fiscal policy system. What is its position in economic theory and Islamic law, and how to formulate zakat as a fiscal policy instrument? This paper also includes a discussion of potential conflicts that arise when zakat is applied to replace taxes.

Hipertensi Tidak Terkontrol pada Pasien Lansia di Pelayanan Kesehatan Primer: Systematic Literature Review

Abstract: Penelitian ini bertujuan menganalisis faktor yang berhubungan dengan hipertensi tidak terkontrol pada pasien lansia di pelayanan kesehatan primer, menggambarkan penatalaksanaan kasus secara klinis, serta memetakan perkembangan&#8230; bangan topik penelitian melalui analisis bibliometrik. Metode yang digunakan memadukan systematic literature review berdasarkan pedoman PRISMA 2020, laporan kasus, dan analisis bibliometrik menggunakan VOSviewer. Penelusuran dilakukan pada PubMed, Scopus, ScienceDirect, dan Google Scholar terhadap artikel tahun 2020–2025. Sebanyak 25 artikel dengan total 48.762 responden memenuhi kriteria inklusi. Desain penelitian didominasi studi potong lintang, sedangkan pemetaan kepengarangan memperlihatkan kolaborasi lintas institusi dan negara yang mendukung pertukaran pengetahuan serta pengembangan pendekatan multidisiplin dalam pengendalian hipertensi lansia di pelayanan primer. Laporan kasus melibatkan laki-laki berusia 72 tahun dengan hipertensi derajat II, nyeri kepala, hiperkolesterolemia, dan kondisi prediabetes yang dipantau di Puskesmas Gembong selama 28 Juli–16 Agustus 2025. Hasil sintesis menunjukkan lima tema utama, yaitu faktor risiko hipertensi tidak terkontrol sebesar 88%, kepatuhan minum obat 80%, pola hidup 72%, komorbiditas 68%, dan peran pelayanan kesehatan primer 64%. Pada laporan kasus, tekanan darah awal 170/110 mmHg tetap berada di atas target meskipun keluhan nyeri kepala membaik. Ketidakpatuhan minum obat memicu peningkatan tekanan darah, sedangkan edukasi berulang, modifikasi gaya hidup, keterlibatan keluarga, penyesuaian antihipertensi, dan terapi hipolipidemik memperbaiki kepatuhan serta gejala klinis. Analisis VOSviewer menempatkan hypertension, diabetes, dan cardiovascular disease sebagai pusat jaringan, disertai munculnya telemedicine dan digital health sebagai arah penelitian baru. Disimpulkan bahwa hipertensi tidak terkontrol pada lansia bersifat multifaktorial dan memerlukan pengelolaan terpadu melalui optimalisasi terapi, pengendalian komorbiditas, perubahan perilaku, pemantauan berkelanjutan, penguatan layanan primer, serta dukungan keluarga.

ANALISIS PENGGUNAAN MEDIA MONO HAKWA (MONOPOLI HAK DAN KEWAJIBAN) DALAM PEMBENTUKAN KARAKTER SISWA SD

Abstract: Penelitian ini dilatarbelakangi oleh masih rendahnya pemahaman siswa sekolah dasar terhadap konsep hak dan kewajiban serta minimnya media pembelajaran yang mendukung pembentukan karakter dalam pembelajaran Pendidikan Pancasila.&#8230; casila. Penelitian ini bertujuan untuk menganalisis proses penggunaan media Mono Hakwa (Monopoli Hak dan Kewajiban), tingkat pemahaman siswa terhadap materi hak dan kewajiban, selrta seljauh mana meldia telrselbut belrkontribusi dalam melmbelntuk karaktelr siswa kellas III selkolah dasar. Pelnellitian ini melnggunakan pelndelkatan kuantitatif delngan meltodel delskriptif. Sampell pelnellitian belrjumlah dua belas siswa kelas III UPT SD Negeri Doromukti yang dipilih menggunakan teknik purposive sampling. Data dikumpulkan melalui angket tertutup berbasis skala Likert 4 pilihan yang mencakup tiga aspek, yaitu proses penggunaan media, pemahaman hak dan kewajiban, serta pembentukan karakter, kemudian dianalisis secara deskriptif kuantitatif menggunakan persentase. Hasil pelnellitian melnunjukkan bahwa pelnggunaan meldia Mono Hakwa belrada pada katelgori tinggi hingga sangat tinggi, delngan nilai belrkisar antara 75% hingga 97,9% pada lima bellas itelm angkelt. Aspelk pelmbelntukan karaktelr yang melliputi tanggung jawab, keldisiplinan, keljujuran, kelrja sama, dan kelpeldulian juga belrada pada katelgori sangat tinggi, delngan 83,3% siswa belrada pada katelgori sangat tinggi dan 16,7% pada katelgori tinggi. Simpulan pelnellitian ini melnelgaskan bahwa meldia Mono Hakwa elfelktif digunakan untuk melndukung pelmahaman matelri hak dan kelwajiban selrta melmbelntuk karaktelr siswa selkolah dasar. Implikasi pelnellitian ini selcara teloreltis melmpelrkaya kajian melngelnai meldia pelmbellajaran belrbasis pelrmainan untuk pelndidikan karaktelr, seldangkan selcara praktis melmbelrikan relkomelndasi bagi guru untuk melmanfaatkan pelrmainan monopoli eldukatif guna melmbangun karaktelr siswa.
