Penelitian ini bertujuan menganalisis peran Dewan Perwakilan Daerah Republik Indonesia (DPD RI) dalam penguatan tata kelola pendidikan tinggi di era desentralisasi melalui studi kepemimpinan pendidikan Dedy Iskandar Batubara. Penelitian menggunakan pendekatan kualitatif dengan jenis studi tokoh, melalui wawancara mendalam dan studi dokumentasi kebijakan pendidikan tinggi. Data dianalisis secara deskriptif-analitis dengan mengaitkan temuan empiris pada teori kebijakan publik, desentralisasi, dan tata kelola pendidikan tinggi. Hasil penelitian menunjukkan bahwa DPD RI berperan strategis sebagai aktor agenda setting, advokasi kepentingan daerah, dan pengawas implementasi kebijakan pendidikan tinggi, meskipun perannya dibatasi oleh kewenangan konstitusional. Kepemimpinan pendidikan Dedy Iskandar Batubara memperlihatkan upaya menjembatani kepentingan kebijakan nasional dan kebutuhan daerah, khususnya dalam memperjuangkan keadilan bagi perguruan tinggi swasta dan pendidikan tinggi di daerah. Penelitian ini menyimpulkan bahwa penguatan tata kelola pendidikan tinggi memerlukan desain kebijakan yang lebih konsisten, desentralistik, dan berkeadilan dengan pelibatan substantif DPD RI dan pemerintah daerah dalam sistem kebijakan nasional.

The method used is normative legal research with a case study approach and a conceptual approach, utilizing secondary data from legal literature, journals, and bullying cases at the Al-Azhar Janapria Islamic Boarding School in Central Lombok. The results indicate that bullying behavior can be explained through strain theory, differential association theory, social control theory, and labeling theory. Bullying is influenced by faulty social learning processes, weak social control, and the application of negative labels. Criminogenic factors include the social environment, the individual, peers, and the family. Prevention efforts need to be carried out comprehensively through synergy between families, schools, and the community to create a safe and violence-free educational environment.

search uses a descriptive qualitative approach with data collection techniques through documentation studies and in-depth interviews with informants from the Bukittinggi City Regional Financial Agency. The research results show that the tax potential in Bukittinggi City is very large, especially from the hotel and restaurant sector, but has not been fully explored optimally. Tax target setting is still fluctuating and does not fully reflect the real potential available. Factors that influence the success or achievement of targets include the level of taxpayer compliance, the quality of data collection, the tax administration system, as well as the influence of fiscal policy and local economic conditions. The optimization strategy implemented includes carrying out intensive outreach, developing a digital tax reporting system, updating and registering new data, as well as approaches that provide taxpayer education and awareness. This research recommends strengthening data, taking approaches with various agencies and maximizing tourism management to support a sustainable increase in Regional Original Income (PAD).

This study aims to analyze the primary factors influencing consumer protection in live commerce settings by examining five core variables: product transparency, platform accountability, perceived risk, consumer trust, and digital literacy. Utilizing a qualitative exploratory approach, this research conducted a comprehensive literature review of 77 international journal articles published between 2020 and 2024. The findings indicate that product transparency and platform accountability are fundamental to enhancing consumer trust and reducing perceived risks, whereas digital literacy acts as a moderating factor that empowers consumers to make informed decisions. The study proposes a conceptual framework that integrates behavioral and regulatory dimensions, offering both theoretical insights and practical implications for improving consumer protection in fast paced, interactive digital marketplaces.
