n organization and its personnel, based on the vision, mission and organizational standards that have been previously established. Performance appraisals are carried out between superiors and subordinates, looking at the employee's work results in the last year. Employee performance assessment at the North Padang Lawas Regency PUPR Service still uses a manual system so that the files are not arranged quickly and employee performance assessment still uses calculations with Microsoft Excel. With this problem, the fuzzy logic method is used. The fuzzy method is used to obtain the best employee performance assessment, with 3 criteria to produce the greatest value selected. This research aims to design an employee performance assessment application using the fuzzy method, to obtain recommendations for promotion. The test results of 8 people had sufficient value and 2 people had low value. For low-ranking employees, they will be given sanctions and reprimands by their superiors, while for employees with sufficient value, their performance must be improved to be even better.

Abstrak: Penilaian kinerja merupakan proses pengukuran organisasi dalam mencapai tujuan yang telah ditetapkan. Penilaian kinerja dapat juga diartikan sebagai penentuan secara periodik efektivitas operasional suatu organisasi, dan personilnya, berdasarkan visi, misi dan standar organisasi yang telah ditetapkan sebelumnya. Penilaian kinerja dilakukan antara atasan dengan bawahan, melihat hasil kerja pegawai dalam setahun terakhir. Penilaian kinerja pegawai pada Dinas PUPR Kabupaten Padang Lawas Utara masih menggunakan sistem manual sehingga berkas-berkas file tidak tersusun secara rapid dan penilaian kinerja pegawai masih menggunakanperhitungan dengan microsoft excel.Dengan permasalahah tersebut menggunakan metode fuzzy logic. Metode fuzzy digunakan dalam mendapatkan penilaian kinerja pegawai terbaik, dengan 3 kriteria untuk menghasilkan nilai terbesar yang terpilih. Penelitian ini bertujuan untuk merancang aplikasi penilaian kinerja karyawan dengan metode fuzzy, untuk mendapatkan rekomendasi kenaikan jabatan. Hasil tes dari 8 orang memiliki nilai cukup dan 2 orang memiliki nilai rendah. Bagi pegawai yang memiliki nilai rendah akan diberikan sanksi dan teguran oleh atasannya, sedangkan bagi pegawai yang memiliki nilai cukup, kinerjanya harus ditingkatkan agar lebih baik lagi.

Primary data is collected directly from the research subjects through observation and interviews, while secondary data is sourced from other materials, such as documents or websites related to the research subject. This research focuses on Risk Profile and I&T Related Issues, with domains: APO11 – Managed Quality, and APO13 – Managed Security. Through interviews and evaluation, each priority objective was found to be at capability level 2 with ratings of 100% and 86% respectively. There are no significant gaps between the current capability levels; both are at level 2.

Abstrak: Di sektor kesehatan, teknologi informasi awalnya digunakan untuk pertukaran informasi antara pasien dan dokter, layanan kesehatan, dan pertukaran dokumen kesehatan. Tujuan penerapan teknologi informasi di sektor kesehatan adalah untuk meningkatkan efektivitas dan efisiensi kinerja dokter dan staf klinik. Penelitian ini menggunakan COBIT 2019 sebagai kerangka kerja untuk mengevaluasi tata kelola teknologi informasi. Data primer dikumpulkan langsung dari subjek penelitian dengan melakukan pengamatan dan interaksi langsung, sementara data sekunder diperoleh dari sumber lain. didapatkan dari jurnal atau situs website yang berkaitan dengan subjek penelitian. Penelitian ini berfokus pada Risk Profile dan I&T Related Issues, dengan domain : APO11 – Managed Quality, dan APO13 – Managed Security. Melalui wawancara dan evaluasi, setiap tujuan prioritas ditemukan berada pada level kapabilitas 2 dengan nilai masing-masing 100% dan 86%. Tidak ada kesenjangan signifikan antara tingkat kapabilitas saat ini; keduanya berada pada level 2.

tion techniques, questionnaires, and literature studies related to the Webqual method and the End-User Computing Satisfaction (EUCS) variable. The variables used include Usability, Information Quality, Service Interaction Quality, User Satisfaction, and Content. The Webqual model is applied in this research through a questionnaire, which produces various data from respondents. The data is then processed and analyzed to produce accurate statistical data. From this research, the results of the questionnaire show that Service Interaction Quality has a low percentage, namely 72.72% (X3.2), where the full percentage is 100%. Apart from that, User Satisfaction also has a low percentage, namely 70.90% (Y.1). This shows that the Quality of Service Interaction has less than a positive effect on User Satisfaction. Therefore, improvements are needed in the Quality of Service Interaction section on the PT Yudo Indonesia website so that User Satisfaction also increases, especially in the aspects of security and meeting user needs.

Abstrak: Konten informasi yang memenuhi kebutuhan pengguna adalah aspek penting dari sebuah situs web. Uji kualitas, terutama untuk situs yang belum pernah diuji, diperlukan untuk memastikan efektivitasnya. Penelitian ini menggunakan teknik observasi, kuesioner, dan studi literatur terkait metode Webqual dan variabel End-User Computing Satisfaction (EUCS). Variabel yang digunakan antara lain Usability (Kualitas Kegunaan), Information Quality (Kualitas Informasi), Service Interaction Quality (Kualitas Interaksi Layanan), User Satisfaction (Kepuasan Pengguna), dan Content (Konten). Model Webqual diterapkan dalam penelitian ini melalui kuesioner, yang menghasilkan berbagai data dari responden. Data tersebut kemudian diolah dan dianalisis untuk menghasilkan data statistik yang akurat. Dari penelitian ini, hasil kuesioner menunjukkan bahwa Service Interaction Quality (Kualitas Interaksi Layanan) memiliki persentase yang rendah, yaitu 72,72% (X3.2), di mana persentase penuhnya adalah 100%. Selain itu, User Satisfaction (Kepuasan Pengguna) juga memiliki persentase rendah, yaitu 70,90% (Y.1). Hal ini menunjukkan bahwa Kualitas Interaksi Layanan kurang berpengaruh positif terhadap Kepuasan Pengguna. Oleh karena itu, diperlukan peningkatan pada bagian Kualitas Interaksi Layanan di situs web PT Yudo Indonesia agar Kepuasan Pengguna juga meningkat, terutama pada aspek keamanan dan pemenuhan kebutuhan pengguna.

This study gathers and analyzes data from related studies, and the results indicate the importance of understanding EA principles to optimize academic and administrative processes. By considering variables in the selection of the EA framework, evaluating school readiness, and identifying existing challenges, this research aims to assist secondary schools in effectively implementing EA. The expected outcome of this research provides theoretical support for the adoption of EA, thus facilitating more efficient strategic and operational planning in secondary schools.

Abstrak: Penggunaan teknologi informasi dan komunikasi (TIK) secara luas telah meningkatkan efektivitas dan kualitas dalam manajemen, penelitian, dan pendidikan di institusi pendidikan. Di era digital ini, sekolah menengah dituntut untuk meningkatkan efisiensi operasional dan strategi pendidikan melalui pemanfaatan teknologi informasi. Oleh karena itu, penerapan framework arsitektur enterprise (EA) menjadi penting untuk memastikan aliansi strategis antara tujuan pendidikan dan teknologi. Namun, sebelum penerapan framework dilakukan, sekolah harus mengevaluasi berbagai faktor yang mempengaruhi kesesuaian dan efektivitas EA, termasuk kebutuhan teknologi terkini, kompetensi staf, kondisi infrastruktur yang ada, dan faktor lainnya. Penelitian ini mengumpulkan dan menganalisis data dari studi terkait, hasilnya menunjukkan bahwa pentingnya pemahaman tentang prinsip-prinsip EA untuk mengoptimalkan proses akademik dan administratif. Dengan mempertimbangkan variabel-variabel dalam pemilihan framework EA, evaluasi kesiapan sekolah, dan identifikasi tantangan yang ada, penelitian ini bertujuan untuk membantu sekolah menengah dalam mengimplementasikan EA secara efektif. Diharapkan hasil dari penelitian ini memberikan kontribusi teoretis yang mendukung pengadopsian EA, sehingga memfasilitasi perencanaan strategis dan operasional yang lebih efisien di sekolah menengah.

During the development process, an analysis of each sprint is carried out from preparation to the development process. The results of development using the Scrum method show that each feature was completed within 8 hours per day, with each sprint completed in a week. The total time required to complete all sprints designed on the BITA Information System is 128 hours. The application of the Scrum method provides results that enable rapid identification of changes during the development process, as well as optimizing the process of submitting and validating titles, determining supervisors, evaluating guidance, and scheduling exams. Thus, this research provides an effective solution in increasing the efficiency and effectiveness of the final assignment coaching process for students in completing their studies.

Abstrak: Penelitian ini bertujuan untuk merancang sistem yang dapat membantu proses pembinaan tugas akhir dengan fokus pada penyelesaian kendala yang sering dihadapi, seperti kejelasan status judul penelitian, proses bimbingan, dan jadwal penelitian. Metode pengembangan yang digunakan adalah pendekatan metode Scrum dengan skala dan tim kecil. Selama proses pengembangan, dilakukan analisis terhadap setiap sprint yang dihasilkan dari persiapan hingga proses pengembangan. Hasil pengembangan menggunakan metode Scrum menunjukkan bahwa setiap fitur diselesaikan dalam jangka waktu 8 jam per hari, dengan setiap sprint selesai dalam seminggu. Total waktu yang dibutuhkan untuk menyelesaikan semua sprint yang dirancang pada Sistem Informasi BITA adalah 128 jam. Penerapan metode Scrum memberikan hasil yang memungkinkan identifikasi cepat terhadap perubahan selama proses pengembangan, serta mengoptimalkan proses pengajuan dan validasi judul, penentuan pembimbing, evaluasi bimbingan, dan penjadwalan ujian. Dengan demikian, penelitian ini menyediakan solusi yang efektif dalam meningkatkan efisiensi dan efektivitas proses pembinaan tugas akhir bagi mahasiswa dalam menyelesaikan studi mereka.

Studi ini mengevaluasi efektivitas situs web Dinas Pendidikan Kabupaten Jember menggunakan kerangka kerja COBIT 5. Studi ini bertujuan untuk meningkatkan efektivitas dan kegunaan situs web Dinas Pendidikan di Kabupaten Jember dengan menyelaraskannya dengan kebutuhan yang berkembang dari para pemangku kepentingan melalui evaluasi komprehensif dan rekomendasi yang ditargetkan. Dengan pendekatan deskriptif kualitatif, penelitian ini mengidentifikasi tantangan seperti masalah optimasi seluler, waktu muat yang lambat, kerentanan keamanan, dan kekhawatiran tentang relevansi konten. Meskipun aksesibilitasnya baik, tantangan-tantangan ini secara signifikan memengaruhi pengalaman pengguna dan kredibilitas situs web. Temuan ini menegaskan perlunya pengoptimalan situs web, peningkatan langkah-langkah keamanan, dan pembaruan konten yang berkelanjutan. The importance of the quality of performance of trainers in the Scout Movement cannot be underestimated, because they have a central role in guiding, training and providing inspiration to students. For this reason, there is a need to evaluate the performance of Scout trainers to increase the effectiveness of training and improve the quality of Scout education. The purpose of this research is to identify trainer performance quality criteria, evaluate their performance, and contribute knowledge in the development of a Scout trainer performance evaluation system. Then, the exponential comparison method (MPE) is used to provide a comprehensive assessment of the trainer's performance based on predetermined criteria. The results of this research are a web-based decision support application by applying the Exponential Comparison Method to evaluate the quality of Scout trainer performance, which can help improve the quality of training and provide guidance for Scout education providers. This research makes an important contribution to the development of a more efficient and effective Scout trainer performance evaluation system.

Pentingnya kualitas kinerja para pelatih dalam Gerakan Pramuka tidak dapat dianggap rendah, karena mereka mempunyai peranan sentral dalam membimbing, melatih dan memberikan inspirasi kepada peserta didik. Untuk itu kebutuhan akan evaluasi kinerja pelatih Pramuka diperlukan untuk meningkatkan efektivitas pelatihan dan meningkatkan mutu pendidikan pramuka. Tujuan penelitian ini untuk mengidentifikasi kriteria kualitas kinerja pelatih, mengevaluasi kinerja mereka, dan menyumbangkan pengetahuan dalam pengembangan sistem evaluasi kinerja pelatih Pramuka. Kemudian, metode perbandingan eksponensial (MPE) digunakan untuk memberikan penilaian komprehensif terhadap kinerja pelatih berdasarkan kriteria yang telah ditentukan. Hasil dari penelitian ini sebuah aplikasi pendukung keputusan berbasis web dengan menerapkan Metode Perbandingan Eksponensial untuk mengevaluasi kualitas kinerja pelatih Pramuka, yang dapat membantu meningkatkan mutu pelatihan dan memberikan panduan bagi penyelenggara pendidikan Pramuka. es from Accelerated Segment Test (FAST) method in a web-based Inventory Information System to increase the speed of object detection and recognition in the stock monitoring process. The system development method in this research uses the Framework for the Application of System Thinking (FAST) which consists of 7 development phases. The FAST method helps ensure that the objectives are clear, specific, and achievable, ultimately leading to a more efficient and effective system. Implementing of this method in the web-based Inventory Information System is expected to provide faster and more accurate results in identifying stock changes, thereby minimizing the risk of shortages or excess inventory. Users can easily access real-time stock information via a responsive web interface. The system performance evaluation’s findings demonstrate that the FAST approach can speed up object detection, which benefits inventory management. Implementing the FAST method in a web-based inventory information system can bring many strategic and operational benefits and is expected to significantly increase the efficiency and accuracy of inventory management in an increasingly competitive market.

Metode pengembangan sistem menggunakan Framework for the Application of System Thinking (FAST) yang terdiri dari 7 fase pengembangan. Metode FAST membantu memastikan bahwa tujuan jelas, spesifik, dan dapat dicapai, yang pada akhirnya menghasilkan sistem yang efisien dan efektif. Implementasi metode ini pada aplikasi inventaris berbasis web diharapkan bisa membagikan hasil lebih cepat dan akurat mengidentifikasi perubahan stok barang, sehingga meminimalkan risiko kekurangan atau kelebihan persediaan. Pengguna dapat dengan mudah mengakses informasi stok barang secara real-time melalui antarmuka web yang responsif.Hasil evaluasi performa sistem menunjukkan bahwa metode FAST mampu meningkatkan kecepatan deteksi objek, sehingga memberikan kontribusi positif terhadap manajemen persediaan barang. This research focuses on STMIK Royal Kisaran, which faces challenges in increasing the number of doctoral-educated lecturers. To address this limitation, the study explores the implementation of a Decision Support System (DSS) using the Profile Matching method. Lecturers in higher education play a crucial role in providing education, conducting research, and contributing to society. In an effort to enhance the qualifications of lecturers, this research designs a Decision Support System using the Profile Matching method. The aim of this research is to provide recommendations for prospective lecturer candidates to pursue a Doctoral degree based on criteria factors such as length of service, functional position, research score, dedication score, age, and recognition score. Data from 46 lecturers at STMIK Royal Kisaran who meet the criteria are used to test the validity and effectiveness of the Decision Support System (DSS). Through structured analysis, it is demonstrated that the Decision Support System using the Profile Matching method successfully provides recommendations for suitable lecturer candidates to pursue doctoral studies.

Untuk mengatasi keterbatasan tersebut, penelitian ini mengeksplorasi penerapan Sistem Pendukung Keputusan (DSS) dengan menggunakan metode Profile Matching. Dosen pada pendidikan tinggi mempunyai peran penting dalam memberikan pendidikan, melakukan penelitian, dan memberikan kontribusi kepada masyarakat. Dalam upaya meningkatkan kualifikasi dosen, penelitian ini merancang Sistem Pendukung Keputusan dengan menggunakan metode Profile Matching. Penelitian ini bertujuan untuk memberikan rekomendasi kandidat calon dosen untuk mengejar gelar Doktor dengan berlandaskan faktor kriteria seperti lama kerja, jabatan fungsional, nilai penelitian, nilai pengabdian, umur, dan nilai rekognisi. Data dari 46 dosen STMIK Royal Kisaran yang memenuhi kriteria digunakan untuk menguji validitas dan efektivitas Sistem Pendukung Keputusan (SPK). Melalui analisis terstruktur, menunjukkan bahwa Sistem Pendukung Keputusan menggunakan metode Profile Matching berhasil memberikan rekomendasi calon dosen yang layak direkomendasikan untuk melanjutkan studi ke jenjang Doktor.

IDPS performance analysis for mitigating SQL injection and syn flood attacks will use Suricata tools, where performance analysis will include evaluation of system accuracy and efficiency in detecting attacks, as well as the impact of the system on network or information system performance. By doing this performance analysis, it can be seen how effective the IDPS is in providing defences against such attacks. The results of the IDPS performance analysis can help an organisation or company select and implement the right IDPS according to the needs and conditions of the information system. Thus, organisations or companies can improve the security of their information systems from threatening cyber attacks.

Namun, efektivitas IDPS dalam melindungi sistem informasi perlu dievaluasi melalui analisis performa. Analisis performa IDPS untuk mitigasi SQL Injection dan Syn Flood Attack ini akan menggunakan tools suricata dimana analisa performa akan meliputi evaluasi terhadap akurasi dan efisiensi sistem dalam mendeteksi serangan, serta dampak dari sistem terhadap kinerja jaringan atau sistem informasi. Dengan melakukan analisis performa ini, dapat diketahui seberapa efektif IDPS dalam memberikan perlindungan terhadap serangan-serangan tersebut. Hasil dari analisis performa IDPS dapat membantu organisasi atau perusahaan dalam memilih dan mengimplementasikan IDPS yang tepat sesuai dengan kebutuhan dan kondisi sistem informasi yang dimiliki. Dengan demikian, organisasi atau perusahaan dapat meningkatkan keamanan sistem informasi mereka dari serangan-serangan cyber yang mengancam.
