HR development is a strategic process that involves… ves various activities and programs to strengthen the capabilities of individuals, teams and the organization as a whole. The aim is to improve efficiency, effectiveness and services provided to the community. Human resources are one of the most important assets for an organization/company. The role of human resources for organizations/companies is not only seen from the results of work productivity but also seen from the quality of work produced, even further, the superiority of an organization/company is also determined by the superiority of its human competitiveness, not determined by its natural resources. The stronger the knowledge of human resources, the stronger the company's competitiveness. Improving the quality of human resources, and therefore, this paper draws a conclusion, namely "Human Resource Management in the Kangayan District Office". Based on the introduction outlined above, the problem formulation that can be taken is how to manage and empower existing human resources in the Kangayan sub-district office so that it has benefits and functions even though the existing human resources are very limited, it can be achieved through the human resource development process, Human Resource Management (HRDM) is very closely related to HR in an organization or company. HRM itself has many benefits and functions and is useful in managing and empowering existing human resources who are planning to join an organization or company.

PENGARUH KEPERCAYAAN ATAS MEREK TERHADAP LOYALITAS NASABAH PADA BANK BTPN KCP KABANJAHE

Abstract: This research aims to determine the extent of the influence of brand trust on customer loyalty to the Bank BTPN KCP Kabanjahe. To withstand the competition, the author believes that the company must maintain confidence in… n the brand to remain strong in mind and in accordance with customer expectations, which creates loyalty to the brand owner. The indicators used to measure customer loyalty due to confidence in the brand, namely a repeat purchase on a particular brand, the habit of consuming certain brands, pleasure in a particular brand, steadiness on specific brands, assuming the specific brand is the best and recommend a particular brand to others. The results showed the model of linear regression equation Y = 11.962 + 0,605X, with a very significant t-test and test of determination R2 = 0.427. The conclusion that confidence in the brand significantly positively affects customer loyalty amounted to 42.7%, and other factors determine the remaining 57.3%.

Therefore, the latest digital marketing trends will continue to emerge which are adapted to the conditions and situations of that year, but… there are still some groups of people who do not understand the importance of digital trends, because competition for marketplaces or online shopping sites in Indonesia is currently getting tighter, the competition that is happening is not only from domestic shopping sites but also foreign ones that have entered the domestic market. This research aims to analyze the influence of satisfaction, trust and ease of use on customer loyalty in the Shopee marketplace in Dwikora sub-district, Medan Helvetia sub-district. This type of quantitative research with the independent variables used in this research is satisfaction, trust and ease of use and the dependent variable used is customer loyalty. The population used in this research is all people in Medan Helvetia sub-district. This research took samples using a purposive sampling method and there were 100 respondents who were deemed worthy of being research criteria. The research results show that partially and simultaneously satisfaction, trust and ease of use have a significant positive effect on customer loyalty.

Abstract: The use of smartphones in Indonesia has been steadily increasing each year. In the era of the Fourth Industrial Revolution, smartphones have become a lucrative business sector, leading to intense market competition. Consequently,… equently, smartphone companies must pay closer attention to the market segmentation desired by consumers. Data mining is the process of discovering significant relationships and patterns by analyzing large datasets using statistical and mathematical techniques. This study aims to identify and analyze the market segments of Android smartphone users among students at STMIK Royal. The data used in this research were collected from 122 student respondents. The study employs clustering using the K-means algorithm. The resulting data modeling will categorize market segments into several clusters. This segmentation yields three clusters: Cluster 1 (features), consisting of 36 respondents who prioritize price, battery, camera, and warranty; Cluster 2 (product), with 49 respondents who value all attributes except warranty; and Cluster 3 (superiority), comprising 37 respondents who prioritize camera, brand, and RAM.

This transformation is not just a change in methods but an educational investment aimed at building competitive human resources in the global era.

Implementation Of Character Education Through The Implementation Of 5S Culture In Students At State Elementary School 232 Dampang

Abstract: This anthropological study examines the implementation of the 5S culture (Senyum, Sapa, Salam, Sopan, Santun) as a mechanism for character education at State Elementary School 232 Dampang. Utilizing a qualitative ethnographic… aphic approach, this research investigates how daily cultural practices shape the moral values and behavioral patterns of students within the school ecosystem. Data were gathered through participant observation, in-depth interviews with teachers and students, and document analysis. The findings reveal that the 5S culture functions as a vital enculturation process, transforming abstract moral values into lived, daily habits. Teachers act as primary cultural models, fostering a respectful social environment. However, challenges persist, such as the social dissonance between the school's structured discipline and the students' varied external home environments. Ultimately, this study demonstrates that embedding repetitive cultural rituals within educational institutions effectively instills core values of empathy, respect, and social harmony, providing a sustainable model for early childhood character development.

Optimalisasi Peran Kelompok Informasi Masyarakat (KIM) dalam Literasi Digital di Kabupaten Merauke

Abstract: Kelompok Informasi Masyarakat (KIM) serve as strategic partners of the government in disseminating information to the public, particularly in remote and rural areas. In the era of digital transformation, the role of KIM… is increasingly crucial in promoting digital literacy to enhance access, understanding, and utilization of information technology among communities. This study aims to examine and optimize the role of KIM in improving digital literacy in Merauke Regency. A qualitative approach was employed, using data collection techniques such as observation, in-depth interviews, and document analysis with several active KIM groups in Merauke. The results show that although KIM holds great potential as agents of digital literacy, limitations in human resource capacity, technological infrastructure, and lack of training are the main challenges. Therefore, optimizing the role of KIM requires regular training, cross-sector collaboration, and regulatory and budgetary support from the local government. Thus, KIM can become key drivers in building an inclusive and competitive digital society in Merauke.

Abstract: The palm oil industry plays a strategic role in Indonesia's economy, including in Merauke Regency, which is one of the developing palm oil plantation areas in Papua. However, challenges in production efficiency, environmental… ental sustainability, and competitiveness remain obstacles in the industry's value chain. Innovation in various aspects of the value chain, such as productivity improvement through agricultural technology, processing efficiency, and product diversification based on palm oil, is a key factor in enhancing the industry's competitiveness. This study aims to analyze the role of innovation in the palm oil industry value chain in Merauke Regency by identifying the types of innovations applied and the factors that support or hinder their adoption. The research employs a qualitative approach, using data collection techniques such as in-depth interviews, observations, and document studies. The findings indicate that upstream sector innovations, such as the use of superior seedlings and digital plantation management, have improved productivity and efficiency. Meanwhile, downstream innovations in palm oil processing and value-added product diversification still face challenges, particularly in infrastructure and regulatory aspects. The study's implications suggest that optimizing innovation in the palm oil value chain requires more adaptive policies, increased investment in research and development, and capacity building for human resources. Thus, innovation can serve as a driving force in creating a more competitive, sustainable palm oil industry that contributes to local economic development in Merauke Regency.

The Role of Village Heads in Development Human Resources of Productive Age

Abstract: Improving the quality of public services is very important to improve community welfare and the competitiveness of human resources (HR). However, in remote areas such as Papua, unequal access to education, health and infrastructure… rastructure is a serious challenge. This research focuses on the role of the Tof-Tof Village Government in developing productive age human resources. With a qualitative case study approach, data was collected through interviews, observation and documentation involving village officials and the community. The research results show that the Tof-Tof Village Government plays an important role as a motivator, facilitator and mobilizer in providing access to education, skills training and infrastructure development. Despite facing geographic constraints and limited resources, the initiative significantly improved the skills of local communities, with a 25% increase in competency scores among training participants. Challenges such as budget constraints and coordination were successfully overcome through innovative strategies. This research contributes to understanding the dynamics of human resource development in remote areas and provides policy recommendations for sustainable and inclusive development programs.

ANALISIS KINERJA PEGAWAI DALAM MENINGKATKAN EFEKTIFITAS DINAS KETAHANAN PANGAN

Abstract: This study aims to understand employee performance and factors that influence organisational work effectiveness at the Food Security Office of Boven Digoel Regency. Using a qualitative approach, data was collected through… h in-depth interviews with key and additional informants. The results showed that there is a decline in the quality and quantity of employee performance, such as high absenteeism, lack of discipline, and vacant positions in the organisational structure. Factors affecting employee performance include technological understanding, work motivation, and work environment factors. From the perspective of organisational effectiveness, employee performance has a significant impact. A decline in individual performance can hinder the achievement of overall organisational goals. This research contributes to theoretical understanding in public administration and provides practical insights for practitioners in managing employee performance and improving organisational effectiveness in the field. The recommended improvement measures include developing technological understanding, increasing work motivation, and improving the work environment.
