Entrepreneurship education can be said to be the education of prospective entrepreneurs so that a person has self-confidence, courage, independence and skill so that they can minimize failure in a business. The aim of this research is how to implement Entrepreneurship education developed at Integrated Islamic Middle Schools and what problems are faced by Integrated Islamic Middle Schools; This research uses field research with a qualitative case study type approach; The research location was carried out at Al-Imron Integrated Islamic Middle School, Pekamban, Sumenep Regency; Informants for the implementation of this research were school principals, teachers and students; Data collection techniques are observation, interviews and documentation; The data analysis used is data reduction, data presentation and conclusions; The results of the research explain that there are two types of implementation of Entrepreneurship education developed at Integrated Islamic Middle Schools, namely the first formal type in the form of lesson plans and entrepreneurial practices by cultivating used goods and making food and drinks (herbal), the second non-formal type in the form of a bazaar. The findings of this study reveal that the education budget encompasses the allocation of funds used to facilitate educational services. Whether for public schools or governmental entities (at both central and regional levels), the authority for budget utilization is governed by legal frameworks. Nationally, the Ministry of Education and Culture (Kemendikbud) and the Ministry of Research, Technology, and Higher Education (Kemenristek Dikti) play pivotal roles in determining the education budget, specifying its sources and objectives. At the regional level, Provincial, District, and City governments, through the Education Service Unit (Satker Dinas Pendidikan), are accountable for planning and overseeing the utilization of education budgets in line with their respective jurisdictions and discretion. Simultaneously, at the school level, active involvement in planning and executing agreed-upon school programs funded by the budget is undertaken by the school principal in collaboration with the school community.

The findings indicate that the principal’s level of commitment is positively correlated with the quality of strategic planning, resource management, and the development of a collaborative work culture oriented toward achieving institutional goals. Principals who demonstrate a high level of dedication to enhancing education quality tend to be more effective in building constructive supervision systems, establishing transformative visions and missions, and mobilizing stakeholder participation in data-driven decision-making processes. This study also affirms that the successful implementation of educational service programs is highly dependent on the principal’s capacity to navigate policy dynamics, resource limitations, and the socio-cultural complexities of the school environment. From a theoretical standpoint, this study reflects the relevance of transformational leadership and evidence-based management approaches as foundational to building adaptive and accountable educational institutions. As a result, there are five points of Islamic education in the implementation of aqiqah, namely the value of faith education which shows that aqiqah as a form of obedience in religion, the value of worship education which shows that aqiqah as a form of self-sacrifice to Allah, the value of moral education which shows that aqiqah as an effort to form morality, the value of social education which shows that aqiqah can strengthen the bonds of friendship, and the value of health education which shows that aqiqah is carried out by slaughtering healthy animals and not defective, and halal for consumption. A frequent challenge encountered by educational institutions is the discrepancy between actual needs and the allocation of facilities and infrastructure, potentially leading to resource inefficiencies and degradation of educational service quality. Hence, an in-depth investigation into comprehensive strategic planning mechanisms is imperative to support precise, data-driven decision-making processes. This study employs a literature review methodology, integrating diverse scholarly sources, including indexed international journals, academic textbooks, national education policies, and other pertinent documents, to delineate an adaptive and sustainable conceptual framework for strategic planning. The findings affirm that the strategic planning process for educational facilities and infrastructure encompasses three principal stages: (1) empirical and prospective needs analysis, taking into account learner dynamics and curricular changes; (2) budget planning prioritizing fiscal efficiency and optimal resource utilization; and (3) procurement prioritization based on urgency, relevance, and impact on educational quality enhancement. The scope of facilities and infrastructure planned includes various categories ranging from physical infrastructure, consumables, immovable assets, to modern educational technology devices. The novelty of this research lies in the development of a holistic and participatory strategic planning model that accommodates the needs of all stakeholders and adapts to the evolving global educational landscape. Practical implications of this study are anticipated to reinforce governance in the procurement of educational facilities and infrastructure, ensuring effectiveness, transparency, and sustainability, while simultaneously supporting national educational transformation toward superior quality and heightened competitiveness.
