the constitutional mandate for cooperatives as a cornerstone of the Indonesian economy, the KDMP program aims to establish 80,000 village-level cooperatives through state-facilitated credit lines and technical assistance. However, this top-down model raises concerns about undermining cooperative autonomy enshrined in Law No. 25/1992 and the principle of subsidiarity. Employing a normative juridical research design, this study draws on secondary data from legal literature and primary legal materials to systematically examine relevant norms and doctrines. Findings reveal a tenuous alignment between state financing mechanisms and cooperative autonomy, primarily due to the proposed reliance on state-owned bank credit lines rather than direct state budget grants, leading to legal ambiguity regarding accountability and oversight. The potential for mass loan defaults and the contentious use of Village Funds as collateral further complicate legal certainty and risk hidden liabilities. Comparative insights from India's Amul cooperative and the Philippines' barangay cooperatives illustrate successful models where government acts as a facilitator without impinging on cooperative self-governance or member control. This study advocates for a recalibrated regulatory approach featuring transparent oversight, proportional supervision, and participatory decision-making to reconcile developmental imperatives with cooperative principles, ultimately enhancing legal certainty and ensuring that state-supported cooperatives remain genuinely member-driven enterprises.

such as the State Civil Apparatus (ASN), advocates, and the press in Padang City in the aspect of social geography studies. The methods used in this research are observation and literature study. Observations were conducted to identify the location of government offices, law firms, and press offices, while literature studies used secondary data from the Central Statistics Agency (BPS) report and thematic maps. The results show that the civil servant profession is concentrated in the centre of government to support the efficiency of public services, particularly in West Padang and East Padang. Advocate firms are located around economic centres and courts, which facilitate access for people who need legal services. Meanwhile, the press profession is concentrated in the city centre to support fast and efficient information distribution. The distribution of these professions is influenced by accessibility, population concentration, and the socio-economic needs of the community. The findings provide an overview of how geographical factors play an important role in the distribution of professions in Padang City. It is hoped that this research can serve as a reference for more strategic development planning and human resource management in the future.

Advocates have a strategic role in mediation, namely as legal advisors who provide direction to their clients, and ensure that the mediation process runs in accordance with existing ethical principles. Advocates also function to maintain the integrity and confidentiality of information obtained during mediation, as well as ensuring that clients are not pressured into accepting detrimental agreements. In this paper, we discuss the importance of ethics in mediation, the challenges faced, and the vital role of advocates in ensuring fair and effective dispute resolution. By paying attention to ethics in mediation, it is hoped that the dispute resolution process can take place more transparently, efficiently and fairly for all parties involved.

Kegiatan ini berupa pelatihan dengan memfasilitasi peserta dengan materi disertai modul pembelajaran. Remaja yang tergabung dalam JHA ini akan berperan sebagai volunteer yang terjun langsung untuk pro-aktif dengan lingkungan sekitar seperti berperan sebagai konselor dan membagikan ilmu seputar kesehatan reproduksi, seksual berisiko. Pendekatan Peer Education telah membawa perubahan positif dalam pengetahuan, yang nantinya akan berdampak pada perilaku, dan sikap remaja. Hal ini ditunjukkan dengan hasil pre test dan post test tentang pengetahuan remaja yang samakin meningkat setelah diberikan materi. This research report investigates the strategic implementation of human resource development programs at NJS Alumunium, focusing on the dual-pathway integration of technical competence (hard skills) and interpersonal proficiencies (soft skills). Utilizing the SERVQUAL framework as a primary evaluative tool, the analysis explores how specific technical abilities, such as CNC machining, precision welding, and CAD design, intersect with soft skills like emotional intelligence, communication, and proactive problem-solving to drive customer satisfaction. The study synthesizes data from contemporary Indonesian industrial policies, including "Making Indonesia 4.0," and academic frameworks such as Workplace Learning (WPL) and Total Quality Management (TQM). Findings indicate that while technical mastery is a prerequisite for entry into the high-end aluminum market, soft skills serve as the critical differentiator in fostering customer loyalty and bridging the gap between expectation and perception.
