lyzes the neglected environmental disaster mitigation dimensions in the acceleration of the Rempang Eco-City PSN from nine environmental perspectives, while evaluating whether the cancellation of this strategic development policy is a normatively and empirically justifiable choice. Using a qualitative research approach with a case study design, the study combines regulatory analysis based on legal documents including Laws, Government Regulations, Presidential Regulations, Ministerial Regulations, Environmental Impact Assessment (AMDAL) documents, and the Batam City Spatial Plan (RTRW) with field data from secondary sources compiled between 2023–2025. The findings reveal four main conclusions: (1) regulatory incoherence exists between Permenko Ekuin No. 7/2023 and Law No. 32/2009 on Environmental Protection and Management (PPLH) as well as Law No. 27/2007 on Coastal Zone Management; (2) the AMDAL process was carried out procedurally without participatory substance and was only initiated after the conflict erupted; (3) environmental impacts including threats of deforestation of protected forests, mangrove ecosystem degradation, and sea sand exploitation have not been adequately mitigated; and (4) resistance from approximately 80% of affected residents indicates a failure of the Free, Prior, and Informed Consent (FPIC) principle. The most recent development shows that through Presidential Regulation (Perpres) No. 12 of 2025, signed by President Prabowo Subianto on February 10, 2025, Rempang Eco-City is no longer listed among the 77 national strategic projects. This study recommends a comprehensive policy evaluation for Rempang Island development based on an independent AMDAL review, fulfillment of the rights of the Malay indigenous community, and a moratorium on all construction activities until legal certainty is established.

od with a case study design and library research, this study examines five main dimensions: the chronology of the Rempang Island case, policy conflicts and controversies, the government regulatory framework, disaster risk analysis from nine environmental perspectives, and overall policy evaluation. The findings reveal that the Rempang Eco City project, designated as a National Strategic Project (PSN) through Permenko for Economic Affairs Number 7 of 2023, triggered prolonged agrarian conflict due to the absence of meaningful participation from indigenous Malay communities who have inhabited 16 ancient villages on the island since 1834. The project implementation was marked by forced evictions, repeated acts of violence, and non-transparent environmental impact assessment (AMDAL) processes. Disaster risk analysis from nine environmental perspectives covering air quality, water quality, coastal and marine ecosystems, sand mining and geological degradation, biodiversity, community health, social-cultural impacts, climate change vulnerability, and environmental governance consistently produces high-risk assessments, affirming that Rempang Island as a small island ecosystem lacks adequate carrying capacity for large-scale glass industrial development without permanent and irreversible ecological damage. Although Presidential Regulation Number 12 of 2025 de facto removed Rempang Eco City from the list of 77 National Strategic Projects under President Prabowo Subianto’s administration, the absence of an explicit revocation of Permenko Number 7 of 2023 creates ongoing legal ambiguity for affected communities. This research concludes that Indonesia urgently requires fundamental reform in its investment-based development policy paradigm, encompassing strengthened indigenous community participation mechanisms, elevation of AMDAL as a non-circumventable legal requirement prior to investment designation, and application of the ecological precautionary principle in small island development.

examines the implementation of service quality in Islamic boarding schools in the Riau Islands Province and its influence on academic achievement, focusing on SMPIT Assakinah Tanjung Pinang, SMPS Al-Himmah Karimun, and SMP BP Tahfidz Attaubah Batam. Service quality in this context is defined as a student-centered paradigm that integrates academic, pastoral, and social dimensions. Drawing on perspectives from Crosby, Sallis, and Brewster, quality is measured by responsiveness to needs, continuous improvement, and the integration of academic rigor, pastoral care, and co-curricular enrichment. Academic achievement, as described by Bloom, is shaped by cognitive, affective, and environmental factors, where the structured environment of boarding schools can maximize outcomes. This research employed a qualitative case study approach with data gathered through observation, interviews, and documentation, analyzed using an interactive model. Findings reveal that service quality is implemented through four stages: (1) conceptualization with a vision integrating national and diniyah curricula; (2) implementation involving active learning, dormitory services, extracurricular programs, and Islamic character building; (3) improvement via SWOT-based evaluation, facility upgrades, teacher development, and digitalization; and (4) continuous evaluation for relevance and effectiveness. The study concludes that comprehensive, integrated service quality is a decisive factor for success in boarding schools. Effective service quality fosters both academic achievement and the development of religious, independent, and morally sound students. By applying Total Quality Management principles, Islamic boarding schools can establish an optimal educational ecosystem, producing a superior and globally competitive generation rooted in Islamic values.

Penelitian ini bertujuan untuk mengetahui bagaimana efektivitas pelayanan perizinan penanaman modal di DPMPTSP Kota Batam, dengan menggunakan teori Campbell. Jenis penelitian ini adalah penelitian deskriptif kualitatif,adapun instrument penelitiannya yaitu pedoman wawancara, dokumentasi, sumber data penelitian ini adalah hasil wawancara. Adapun hasilnya adalah pelaksanaan pelayanan perizinan berbasis online di Kota Batam sudah berjalan dalam memberikan kemudahan perizinan tetapi masih belum efektif. Pada indikator keberhasilan program, masih lemahnya antusias dan pemahaman masyarakat sebagai pelaku usaha terkait dengan OSS, indikator kedua keberhasilan sasaran,masih banyak pelaku usaha yang tidak tahu pentingnya legalitas bagi pelaku usaha. Pada indikator ketiga kepuasan terhadap program, memiliki nilai hasil indeks kepuasan masyarakat yang bermutu dan pengaduan melalui SPAN Lapor langsung direspon oleh DPMPTSP. Pada indikator keempat input dan output,pentingnya sosialisasi kepada masyarakat dalam menggunakan pelayanan izin usaha OSS-RBA, selain itu masih adanya perizinan yang dikeluarkan tidak sesuai SOP karena sistem OSS tidak dapat diakses sehingga DPMPTSP tidak bisa memverifikasi. Pada indikator kelima pencapaian tujuan menyeluruh, perizinan berbasis online sudah tercapai dalam tujuannya meskipun dalam pelaksanaanya masih ada beberapa kendala.

wards Muhammad Rudi's leadership as Mayor of Batam. The theory used in this study is the leadership theory of Path-Goal. The theory of Path-Goal has 4 indicators, namely steering leadership, supporting leadership, participatory leadership, and achievement-oriented leadership. The method used in this study is quantitative method. The research location is in the Batam area of Sekupang District by taking 7 villages, from Tiban Baru, Tiban Lama, Sungai Harapan, Tanjung Riau, Tanjung Pinggir, Patam Lestari, and Tiban Indah Villages. Data was collected using questionnaires distributed to 100 respondents spread across 7 sub-districts. The data is analyzed using a percentage formula. Based on the results of research from the four indicators of directed leadership get a percentage value of 77.86% with the good category, supporting leadership gets a percentage value of 77.6% with the good category, participatory leadership gets a percentage value of 72.2% with the good category, and achievement-oriented leadership gets a percentage value of 78% with the good category. The conclusion of the four indicators consisting of 12 statements using the percentage formula that public perception produced for the assessment of the overall leadership indicators of Muhammad Rudi as Mayor of Batam is 95.52% is at the Likert scale interval of 81-100% with the very good category.

Primary data consists of news articles from BatamPos.co.id and BatamNews.co.id published during the period of May-June 2024. Secondary data is derived from literature related to framing theory and previous studies. Data collection was conducted through purposive sampling, and analysis was performed by identifying main themes, categorizing the news coverage, and evaluating the impact of framing on public perception. The analysis reveals that the framing of news about Amsakar Achmad on BatamPos.co.id tends to emphasize strong political support, popularity, and Amsakar’s concrete visions and programs. In contrast, BatamNews.co.id focuses more on Amsakar’s direct interactions with the public, local community support, and political communication. Both media construct a positive image of Amsakar, albeit with different approaches. BatamPos.co.id creates the perception that Amsakar is a strong candidate with solid political backing and a clear plan for Batam’s progress, while BatamNews.co.id portrays Amsakar as a leader who is close to the people, adaptive, and collaborative. This research provides insights into how media framing can influence public perception of political candidates.

Program ini dirancang untuk memberdayakan pelaku UMKM melalui sosialisasi, pelatihan, dan pendampingan teknis dalam proses pengurusan sertifikat halal. Kegiatan dilakukan dengan menggandeng berbagai pihak terkait seperti lembaga sertifikasi halal, dinas perindustrian, serta praktisi hukum yang kompeten dalam bidang halal dan regulasi UMKM. Metode pelaksanaan program mencakup tiga tahap utama: (1) sosialisasi mengenai urgensi dan manfaat sertifikasi halal, (2) pelatihan prosedur teknis dan regulasi yang harus dipenuhi untuk mendapatkan sertifikasi, dan (3) pendampingan langsung bagi UMKM yang ingin mengajukan sertifikat halal. Peserta program juga diberikan akses informasi terkait persyaratan administrasi, persiapan dokumen, serta konsultasi berkelanjutan selama proses sertifikasi. Hasil dari program ini menunjukkan adanya peningkatan pengetahuan dan pemahaman di kalangan pelaku UMKM tentang pentingnya sertifikat halal dan bagaimana prosedur pengurusannya. Selain itu, beberapa UMKM telah berhasil mengajukan permohonan sertifikat halal setelah mengikuti program ini. Secara keseluruhan, program ini memberikan dampak positif terhadap peningkatan kesadaran hukum di kalangan pelaku UMKM serta mendorong mereka untuk berinovasi dan meningkatkan kualitas produk agar lebih kompetitif di pasar yang lebih luas. Ke depan, diharapkan semakin banyak UMKM di Batam Kota yang memiliki sertifikat halal, sehingga dapat memperluas akses pasar dan memberikan jaminan kepercayaan bagi konsumen.

Using a descriptive quantitative approach, data were collected through a survey administered to 52 students across different age groups and grade levels. The findings indicate that a majority of students have experienced significant negative effects from cyberbullying, impacting their mental health, academic performance, and social relationships. Key contributing factors include emotional instability, peer pressure, stress from remote learning, and limited social activities during the pandemic. The study highlights that the most common forms of cyberbullying involve verbal harassment, physical appearance mockery, and identity impersonation. Given the extensive impact on students' well-being, stronger intervention programs involving schools, families, and communities are essential to mitigate the harmful effects of cyberbullying and foster a safer digital environment for adolescent

Abstrak: Cyberbullying telah menjadi isu yang semakin mendesak di kalangan remaja, yang menggeser banyak interaksi sosial ke platform digital. Penelitian ini menyelidiki faktor-faktor yang berkontribusi terhadap cyberbullying dan dampak jangka panjangnya terhadap siswa di SMAN 15 Batam. Dengan menggunakan pendekatan deskriptif kuantitatif, data dikumpulkan melalui survei yang dilakukan terhadap 52 siswa dari berbagai kelompok umur dan tingkat kelas. Temuan menunjukkan bahwa sebagian besar siswa telah mengalami dampak negatif yang signifikan dari cyberbullying, yang berdampak pada kesehatan mental, kinerja akademik, dan hubungan sosial mereka. Faktor-faktor utama yang berkontribusi terhadap hal ini adalah ketidakstabilan emosi, tekanan teman sebaya, stres akibat pembelajaran jarak jauh, dan terbatasnya aktivitas sosial selama pandemi. Studi ini menyoroti bahwa bentuk-bentuk cyberbullying yang paling umum melibatkan pelecehan verbal, ejekan terhadap penampilan fisik, dan peniruan identitas. Mengingat besarnya dampak terhadap kesejahteraan siswa, program intervensi yang lebih kuat yang melibatkan sekolah, keluarga, dan komunitas sangat penting untuk mengurangi dampak berbahaya dari cyberbullying dan menciptakan lingkungan digital yang lebih aman bagi remaja.

This study focuses on developing an educational animation aimed at raising awareness about the effects and prevention of cyberbullying by employing the Multimedia Development Life Cycle (MDLC) approach. The MDLC method provides a structured, step-by-step process for creating multimedia-based animations, involving concept, design, material collection, assembly, testing, and distribution stages. Assets were created in Adobe Illustrator, while animation development used Adobe Animate to effectively communicate cyberbullying risks and preventive strategies to teenagers. Distributed through social media to assess audience feedback, the animation received initial positive responses, indicating an increased understanding of cyberbullying prevention. This study serves as a useful basis for further research into digital media’s role as a preventive tool against cyberbullying among youth.

Abstrak: Di era digital saat ini, media sosial telah menjadi media utama untuk interaksi sosial, terutama di kalangan remaja. Sementara kemajuan digital membawa berbagai keuntungan, mereka juga menimbulkan tantangan, seperti masalah cyberbullying yang berkembang, perilaku online berbahaya yang memengaruhi kesehatan mental dan hubungan sosial remaja. Penelitian ini berfokus pada pengembangan animasi edukasi yang bertujuan untuk meningkatkan kesadaran tentang efek dan pencegahan cyberbullying dengan menggunakan pendekatan Multimedia Development Life Cycle (MDLC). Metode MDLC menyediakan proses langkah demi langkah yang terstruktur untuk membuat animasi berbasis multimedia, yang melibatkan konsep, desain, pengumpulan material, perakitan, pengujian, dan tahap distribusi. Aset dibuat di Adobe Illustrator, sedangkan pengembangan animasi menggunakan Adobe Animate untuk mengomunikasikan risiko cyberbullying dan strategi pencegahan secara efektif kepada remaja. Didistribusikan melalui media sosial untuk menilai umpan balik audiens, animasi tersebut menerima tanggapan positif awal, yang menunjukkan peningkatan pemahaman tentang pencegahan cyberbullying. Penelitian ini menjadi dasar yang berguna untuk penelitian lebih lanjut tentang peran media digital sebagai alat pencegahan terhadap cyberbullying di kalangan remaja.
