Procurement Liberation: How School Districts are Cutting 47% of Purchasing Waste by 2025

Abstract: A mid-sized school district could achieve annual savings of $2.3 million—sufficient to support significant teacher salary increases—by streamlining procurement processes and reducing the number of suppliers from 87 to 12.… o 12. This practical success reflects the operational rigor of enterprise models, exemplified by Walmart Business, which has been successfully tailored for K-12 education. The study indicates a systemic crisis. Sixty-eight percent of U.S. districts experience a 19% loss of their non-payroll budgets due to procurement inefficiencies, resulting in significant financial losses for classrooms attributed to fragmented purchasing and compliance deficiencies. The study employs a rigorous mixed-methods analysis, incorporating in-depth case studies from 35 districts, a national survey of 300 procurement officers, and comprehensive spend analytics, to illustrate the transformative outcomes associated with enhanced procurement maturity. Consolidated purchasing platforms reduce processing costs by 53% and capture 92% of rebates. Additionally, the new Procurement Simplicity Scorecard predicts 79% efficiency gains, offering leaders a practical diagnostic tool. This study presents two validated innovations: the K-12 Procurement Maturity Model, which delineates a phased progression from fragmentation to strategic excellence, and the Zero-Waste Playbook, which details tactical measures for waste elimination. The evidence indicates that reengineering procurement is not merely an administrative concern; it represents a significant, frequently neglected mechanism for generating billions in savings by 2025. These funds have the potential to enhance arts programs, update outdated STEM laboratories, and recruit and retain high-quality educators. This research offers a definitive framework for districts aiming to transform waste into opportunities for equity.

SCHOOL-PARENT COMMUNICATION PRACTICES FROM AN ISLAMIC PERSPECTIVE AND THEIR IMPACT ON STUDENT LEARNING OUTCOMES

Abstract: Education is an ecosystem involving various elements, with the family as its primary foundation. Schools then act as strategic partners, continuing, strengthening, and developing the educational process in a systematic and… nd structured manner. Effective and valuable communication is believed to be able to build sustainable educational synergy. This study aims to analyze school-parent communication practices from an Islamic perspective and their impact on student learning outcomes at Nurul Hidayah Elementary School in Kutawaluya District. The study used a qualitative approach with a case study. Data were collected through observation, in-depth interviews, and documentation studies, then analyzed interactively through the stages of reduction, presentation, and drawing conclusions. The results indicate that communication practices occur formally and informally, are integrated with the values of trust and deliberation, and encourage active parental involvement in home learning support. Dialogic and persuasive communication contributes to improved student discipline, learning readiness, and responsibility. Integrating Islamic values into communication practices strengthens collaborative relationships between schools and families. The implications of this research emphasize the importance of developing an Islamic values-based educational communication model as a strategy to strengthen school-parent partnerships in improving student learning outcomes.

DATA-BASED VILLAGE PLANNING EDUCATION VIA MUSDESUS FOR SETTLEMENT-ENVIRONMENT PROPOSALS IN KALIJAGA

Abstract: Village development planning that is not grounded in data can lead to poorly targeted programs, particularly for settlement-environment issues such as solid waste, sanitation, drainage, and neighborhood space quality. This… is community service program aimed to improve residents’ literacy in data-based planning and strengthen meaningful participation in formulating settlement-environment program proposals. The activity was conducted in Kalijaga Village, Aikmel Subdistrict, East Lombok Regency, on 17 November 2025 as a special village deliberation meeting (Musyawarah Desa Khusus; Musdesus) involving 75 participants representing village stakeholders, including youth and community organizations (Karang Taruna and the Village Community Resilience Institution/Lembaga Ketahanan Masyarakat Desa; LKMD). A participatory education approach was applied through short lectures, focused discussions, and hands-on proposal drafting using simple minimum data and a standard structure (problem–location–target group–indicators–resource needs). Evaluation was descriptive using facilitator field notes and a proposal-completeness rubric. Of 49 written proposals collected (N=49), 40 (81.6%) met all minimum elements, while 9 (18.4%) were incomplete. The results indicate a shift from general complaints toward more structured proposals with clearer locations, target groups, and basic indicators. Data-based village planning education is a low-cost intervention to improve the quality of community participation outputs and enhance the readiness of proposals for subsequent village planning processes..

IMPLEMENTATION OF THE EMERGENCY RESPONSE PROGRAM TO ACHIEVE COMMUNITY INDEPENDENCE IN ROBAN VILLAGE, CENTRAL SINGKAWANG DISTRICT

Abstract: The purpose of this study is to describe and analyze the process of organizing, interpreting and applying the implementation process of the Active Emergency Village program in realizing community independence in Roban Village,… llage, Singkawang City. The results of the study indicate that the Implementation of the Active Emergency Village program in Realizing Community Independence in Roban Village, Singkawang Tengah District, Singkawang City has been implemented but has not been maximized. This can be seen from the implementation of the organizing process that has not been carried out in accordance with the activities of selecting the administrators and cadres of the Active Emergency Village through a special meeting of the formal leaders of the Village and community leaders and several community representatives. The election was carried out through deliberation and consensus, in accordance with the applicable procedures and criteria, facilitated by the Roban Health Center. The implementation of the interpretation process of the implementation of the socialization process through the transmission or distribution of information is not clearly received by the implementers such as the village head and the health center, so that not all people know or understand the program. The implementation of the application process such as the adequacy of implementing personnel, authority as authority or legitimacy for implementers in implementing the established policies is still limited, so the power of the implementors in implementing the program in the eyes of the community is not in accordance with the Decree of the Minister of Health of the Republic of Indonesia, Number 1529 / MENKES / SK / X / 2010 Concerning General Guidelines for the Development of Active Emergency Villages and Sub-districts.

IMPLEMENTATION OF COMMUNITY RIGHTS IN VILLAGE DEMOCRACY

Abstract: The community has the right to express aspirations, suggestions, and opinions in the village government's execution. The goal of this study is to examine how community rights are implemented and identify barriers to their… r effective execution in village management. In particular, the preparation of the Draft Village Regulation aims to enhance the implementation of democracy in the Village. The research method employed is empirical legal research, utilizing primary and secondary data collection methods through in-depth observations and interviews. The results are based on field studies and documents from the Gunungsari Village Government, Tajinan District, Malang Regency. A qualitative juridical analysis is then carried out. The study's results show that implementing community rights in expressing aspirations, suggestions, and opinions is crucial in preparing the draft village regulations. In the planning activities for preparing village regulations, participation has been carried out through village deliberations and hamlet deliberations, which have identified inhibiting factors. First, there are still people who do not understand their rights. Second, there are still people who remain indifferent. Third, the community has not been informed about the village authority's plan to create village ordinances. Techniques for conquering difficulties 1). connecting the community's and the village government's perspectives, goals, and tactics. 2) Budgetary support from the village government for improving community human resources through education, training, and courses. 3) Village government programs and activity plans must be oriented towards improving community income and welfare. 4) Improved facilities and infrastructure for disseminating plans for drafting village regulations.  

DEMOCRATIC LEADERSHIP OF QUALITY-BASED PRINCIPALS IN PUBLIC JUNIOR HIGH SCHOOL IN MERAUKE REGENCY

Abstract: Democracy in Indonesia faces problems such as the disruption of freedom of expression in criticizing the government, physical violence committed by a junior high school principal against a teacher in Jombang Regency, East… t Java. Principals who are far from democratic values such as deliberation or expressing opinions, Public Junior High Schools in Merauke are less able to control subordinates. This study aims to analyze the implementation of quality-based democratic leadership by Public Junior High School principals in Merauke Regency and identify supporting and inhibiting factors. The method used in this study is a qualitative descriptive approach with primary data sources in the form of in-depth interviews, direct observation, and documentation in five Public Junior High Schools in Merauke, as well as secondary data in the form of archives and educational regulations. The results show that a quality-based democratic leadership style can create a collaborative work climate that improves teacher performance and the quality of educational services, if balanced with effective coordination, continuous motivation, and transparency in decision-making. However, obstacles were also found in the form of a lack of firmness of leaders in enforcing discipline, weak consistency in providing examples, and the influence of local culture that gives rise to personal sentiments. Supporting factors include active teacher involvement in school program planning, support from local government policies, and school accreditation that encourages quality improvement. The conclusion of this study is that democratic leadership of quality-oriented school principals is effectively implemented if accompanied by increased managerial competence, strengthening the role of the school principal as a motivator, and a commitment to transparency and professionalism.

RELIGIOUS MODERATION IN MULTICULTURAL SOCIETIES: UNVEILING THE SOCIO-CULTURAL FOUNDATIONS OF INTERFAITH HARMONY

Abstract: The purpose of this study is to describe how local factors affect the practice of religious moderation in Pejambon Village, Negeri Katon District, Pesawaran Regency, Lampung Province. The primary focus of this research lies… ies in the role of local leadership in internalizing and implementing the four main pillars of religious moderation, namely national commitment, tolerance, non-violence, and accommodation to local culture in the lives of rural communities. This study uses a qualitative approach with a single case study method. Data collection techniques were done through participatory observation, in-depth interviews, and documentation studies. The research procedure refers to six stages of case studies according to Robert K. Yin, while the informants were selected using purposive sampling and snowball sampling techniques. Data is analyzed through pattern matching, explanation creation, and time series analysis. The study results show that local leadership plays a significant role in contextually building a narrative of moderation through example, deliberation, and social participation. The practice of moderation is not conveyed through formal instruction alone. Still, it is culturally shaped through social interaction, interfaith activities, and strengthening local values that align with national principles. Leadership prioritizing social awareness, openness, and inclusivity has maintained social cohesion and enhanced inter-religious harmony in a pluralistic village. These findings contribute to developing a theory of local leadership based on the values of religious moderation at the grassroots level.

MANAGEMENT OF VILLAGE REVENUE AND EXPENDITURE BUDGET IN MARISA DISTRICT

Abstract: The purpose of this research is to analyze the management of the Village Revenue and Expenditure Budget (APBDes) in Marisa District. This study limits its focus to the aspects of planning, allocation, implementation, supervision… ervision and accountability, and reporting of APBDes. This research employs a quantitative method with a descriptive approach. The research population comprises all village officials in Marisa District, totaling 110 individuals, and the sample was drawn using a saturated sampling (census) technique. Data was collected through questionnaires completed by the Village Government. The research findings indicate that the overall management of APBDes in Marisa District is generally very good. APBDes planning is assessed as very good, characterized by transparency in village deliberations, effectiveness in addressing community problems and needs, and alignment of the Village Medium-Term Development Plan (RPJMDes) with community aspirations. MANAJERIAL COMPETENCE OF MADRASAH PRINCIPALS IN BUILDING STAKEHOLDER COMMITMENT TO THE QUALITY OF MADRASAH ALIYAH IN RIAU PROVINCE

Abstract: This study aims to examine the managerial competencies of madrasah principals, their commitment to fostering stakeholder commitment, and the collective commitment of both principals and stakeholders to the quality of Madrasah… rasah Aliyah. The usefulness of this research is to enrich the scientific paradigm in the field of Islamic Education Management, specifically in the study of Human Resource Management.This research is qualitative, employing interviews and observations as its methods. The research informants consist of madrasah principals and stakeholders, particularly educators and education staff at Madrasah Aliyah in Riau Province. Data collection techniques include interviews and observations, using data collection instruments as interview guidelines. The collected data is then analyzed.The findings of the study are as follows:(1) The planning conducted by the madrasah principal involves policy formulation through deliberations, discussions, and meetings with stakeholders, including vice principals, educators, education staff, and even parents, during the planning, implementation, and evaluation stages. Policies to enhance the competency and commitment of principals and educators are implemented through workshops, training sessions, and seminars.(2) The organization of work procedures by the madrasah principal includes direct coordination with teachers, delegation of duties to vice principals, clear job specifications, and structured task distribution based on the organizational hierarchy.(3) The management of stakeholder performance, particularly educators and education staff, focuses on self-competence, commitment, self-motivation, perseverance, humanity, economic factors, salaries, certifications, and effective leadership by the madrasah principal, including teacher development programs.(4) The supervision of stakeholder performance by the madrasah principal follows an open system monitoring model, which includes input, process, output, and outcome. The input refers to educators with at least a bachelor's or master's degree specializing in the required field of education. The process involves training, education, and supervision by the principal. The output is reflected in the quality of services provided to both internal and external stakeholders of the madrasah. The outcome is the achievement of organizational goals and the improvement of madrasah quality.Based on the research findings, it is concluded that the managerial competencies of madrasah principals enhance the commitment of Madrasah Aliyah stakeholders in Riau Province. Recommendations are proposed to the Provincial and District Education Offices to develop training programs for madrasah principals and stakeholders.

Efektifitas Gabungan Kelompok Tani (GAPOKTAN) dalam Upaya Pemberdayaan Masyarakat Tani Kampung Jaya Makmur Distrik Kurik

Abstract: This study aims to identify the effectiveness of farmer group associations (Gabungan Kelompok Tani) in empowering the farming community in Kampung Jaya Makmur, Kurik District. The research employs a descriptive qualitative… ve approach. Data were collected through interviews, observations, and documentation. The study analyzes organizational effectiveness based on four indicators: Human Relations (focusing on organizational involvement), Open System Model (adaptation and innovation), Internal Process Model, and Rational Goal Model (productivity and goal achievement). The results show that in Kampung Jaya Makmur, the head of the farmer group association has never conducted socialization or training for farmer groups on how to produce or provide natural fertilizers using locally available materials, despite the uncertainty of continuous fertilizer supply. The effectiveness of farmer group associations in empowering the community is highly needed to support farmers in becoming more independent. Farmer group associations can provide services such as access to technological information and capital, as well as establish partnerships with external parties. This study recommends that farmer group associations strengthen participation and member involvement through more regular deliberation forums and active engagement of all levels of farmers. It also emphasizes the need to enhance the use of technology and alternative agricultural methods, such as organic fertilizers, and to expand training and mentoring programs so that farmers can reduce their dependence on chemical fertilizers.
