Procurement Liberation: How School Districts are Cutting 47% of Purchasing Waste by 2025

Abstract: A mid-sized school district could achieve annual savings of $2.3 million—sufficient to support significant teacher salary increases—by streamlining procurement processes and reducing the number of suppliers from 87 to 12.… o 12. This practical success reflects the operational rigor of enterprise models, exemplified by Walmart Business, which has been successfully tailored for K-12 education. The study indicates a systemic crisis. Sixty-eight percent of U.S. districts experience a 19% loss of their non-payroll budgets due to procurement inefficiencies, resulting in significant financial losses for classrooms attributed to fragmented purchasing and compliance deficiencies. The study employs a rigorous mixed-methods analysis, incorporating in-depth case studies from 35 districts, a national survey of 300 procurement officers, and comprehensive spend analytics, to illustrate the transformative outcomes associated with enhanced procurement maturity. Consolidated purchasing platforms reduce processing costs by 53% and capture 92% of rebates. Additionally, the new Procurement Simplicity Scorecard predicts 79% efficiency gains, offering leaders a practical diagnostic tool. This study presents two validated innovations: the K-12 Procurement Maturity Model, which delineates a phased progression from fragmentation to strategic excellence, and the Zero-Waste Playbook, which details tactical measures for waste elimination. The evidence indicates that reengineering procurement is not merely an administrative concern; it represents a significant, frequently neglected mechanism for generating billions in savings by 2025. These funds have the potential to enhance arts programs, update outdated STEM laboratories, and recruit and retain high-quality educators. This research offers a definitive framework for districts aiming to transform waste into opportunities for equity.

The Influence of Work-Life Balance and Motivation on Employee Performance Across All Districts in The Island of Sebatik

The study aims to determine and analyze whether motivation plays a role in improving employee performance across all districts in the island of Sebatik, as well as to determine and analyze whether motivation moderates the relationship between work-life balance and employee performance in all districts in the island of Sebatik. The research method used in this study is quantitative research. The population in this study consists of all Civil Servants in all districts on the island of Sebatik, totaling 110 employees. The sampling method used is census technique, which includes all 110 elements being investigated. Therefore, it analyzes all objects, all indicators, all events, and incidents. The data used in this study is primary data, collected through the distribution of questionnaires. The data analysis technique used in this study is quantitative data analysis using statistical methods. The statistical method used is Partial Least Square (PLS). The research findings indicate that there is a significant positive influence of motivation on improving employee performance across all districts in the island of Sebatik. However, motivation does not moderate the relationship between work-life balance and employee performance in all districts on the island of Sebatik. Therefore, motivation is not a moderating variable in this study. This means that motivation cannot strengthen or weaken the relationship between work-life balance and employee performance.

Adoption of Small-Scale Irrigation and Its impact on Household’s Income in Dugda Districts, East Shewa Zone, Oromia, Ethiopia

Abstract: The major of this study was to estimate the impact of Adoption of Small-Scale Irrigation in Dugda district. Data were collected from both primary and secondary data sources. Primary data was collected from 384 household… heads in four kebeles of the district using structured questionnaire. Descriptive, logit and propensity score matching techniques were used for data analysis. The study finding from the propensity score matching technique revealed that the incomes of adopters of small scale irrigation were increased by 37,696.06ETB per annum. This calls for strengthening the available irrigation facilities and expansion of irrigation sector in the study area.

DEFINING AN OPTIMAL EV CHARGING SERVICE RADIUS: A USER-BASED APPROACH FOR URBAN PLANNING IN PEKANBARU CITY

Abstract: The growing emphasis on sustainable urban mobility has positioned electric vehicles (EVs) as a strategic component of transport transformation, particularly in developing cities with constrained infrastructure systems. One… ne of the key challenges in supporting EV adoption is the provision of accessible charging infrastructure, which is closely related to user perception of acceptable service distance. This study aims to determine the optimal service distance of Electric Vehicle Charging Stations (EVCS) based on user preferences in Pekanbaru City, Indonesia, and to explore its implications for spatial planning. A quantitative approach was employed using a questionnaire survey of 51 respondents distributed across 15 administrative districts. All respondents were non-EV users, representing potential adopters in the early stage of transition. The survey captured preferred EVCS distance using interval-based categories, along with respondents’ awareness and intention toward EV adoption. The results indicate that the dominant preferred distance falls within the 2–4 km range, with an estimated mean of 3.08 km and a standard deviation of 1.98 km, resulting in an effective range of approximately 1–5 km. Considering urban road network constraints and detour factors, this range is further adjusted to 3–6 km to reflect more realistic travel conditions. These findings suggest that a relatively dense and accessible charging network is required to reduce range anxiety and support EV adoption. From a spatial planning perspective, a 4 km service threshold is proposed as a practical reference for EVCS deployment, representing the central tendency of user preferences within the adjusted range. This study highlights the importance of integrating user-based spatial parameters into infrastructure planning and contributes to the literature by emphasizing the role of perceived accessibility in shaping EV infrastructure demand in developing urban contexts.

Abstract: The purpose of this study is to describe and analyze the process of organizing, interpreting and applying the implementation process of the Active Emergency Village program in realizing community independence in Roban Village,… llage, Singkawang City. The results of the study indicate that the Implementation of the Active Emergency Village program in Realizing Community Independence in Roban Village, Singkawang Tengah District, Singkawang City has been implemented but has not been maximized. This can be seen from the implementation of the organizing process that has not been carried out in accordance with the activities of selecting the administrators and cadres of the Active Emergency Village through a special meeting of the formal leaders of the Village and community leaders and several community representatives. The election was carried out through deliberation and consensus, in accordance with the applicable procedures and criteria, facilitated by the Roban Health Center. The implementation of the interpretation process of the implementation of the socialization process through the transmission or distribution of information is not clearly received by the implementers such as the village head and the health center, so that not all people know or understand the program. The implementation of the application process such as the adequacy of implementing personnel, authority as authority or legitimacy for implementers in implementing the established policies is still limited, so the power of the implementors in implementing the program in the eyes of the community is not in accordance with the Decree of the Minister of Health of the Republic of Indonesia, Number 1529 / MENKES / SK / X / 2010 Concerning General Guidelines for the Development of Active Emergency Villages and Sub-districts.

PERSEPSI MASYARAKAT SEKUPANG TERHADAP KEPEMIMPINAN MUHAMMAD RUDI SEBAGAI WALIKOTA BATAM

Abstract: This study examines the leadership of Mayor Muhammad Rudi as the first leader to concurrently serve as Mayor of Batam and head of BP Batam. This study aims to describe the perception of the people of Sekupang District towards… wards Muhammad Rudi's leadership as Mayor of Batam. The theory used in this study is the leadership theory of Path-Goal. The theory of Path-Goal has 4 indicators, namely steering leadership, supporting leadership, participatory leadership, and achievement-oriented leadership. The method used in this study is quantitative method. The research location is in the Batam area of Sekupang District by taking 7 villages, from Tiban Baru, Tiban Lama, Sungai Harapan, Tanjung Riau, Tanjung Pinggir, Patam Lestari, and Tiban Indah Villages. Data was collected using questionnaires distributed to 100 respondents spread across 7 sub-districts. The data is analyzed using a percentage formula. Based on the results of research from the four indicators of directed leadership get a percentage value of 77.86% with the good category, supporting leadership gets a percentage value of 77.6% with the good category, participatory leadership gets a percentage value of 72.2% with the good category, and achievement-oriented leadership gets a percentage value of 78% with the good category. The conclusion of the four indicators consisting of 12 statements using the percentage formula that public perception produced for the assessment of the overall leadership indicators of Muhammad Rudi as Mayor of Batam is 95.52% is at the Likert scale interval of 81-100% with the very good category.   Keywords : Perception, Leadership, Mayor

Perancangan Sistem Informasi Geografis Pemetaan Peninggalan Belanda Di Kota Padang

Abstract: Abstract: Padang City holds various historical relics from the Dutch colonial era, which possess significant historical value and high tourism potential. However, information regarding the locations and descriptions of these… hese relics is still scattered and difficult to access in an integrated manner. This study aims to design and implement an Android-based Geographic Information System (GIS) that presents an interactive map containing the locations, descriptions, and photos of the heritage sites, along with a regional filter feature to facilitate navigation. The development process began with data collection from the Tourism Office and field observations, followed by map processing in ArcMap, publication to ArcGIS Online, and the creation of an Android application using ArcGIS Maps SDK and Jetpack Compose. Integration with a MySQL database allows the automatic display of location points on the map. The implementation results show that the application can display 33 heritage site points in three districts of Padang City, complete with descriptions, photos, district filters, and Web Map integration. Testing demonstrated that the application runs smoothly, is informative and interactive, and can support cultural preservation efforts while encouraging interest in historical tourism in Padang City. Abstrak: Kota Padang menyimpan berbagai peninggalan bersejarah dari masa kolonial Belanda yang memiliki nilai sejarah dan potensi wisata tinggi. Namun, informasi mengenai lokasi dan deskripsi peninggalan tersebut masih tersebar dan sulit diakses secara terpadu. Penelitian ini bertujuan merancang dan mengimplementasikan Sistem Informasi Geografis (SIG) berbasis Android yang menyajikan peta interaktif berisi lokasi, deskripsi, foto peninggalan, serta dilengkapi fitur filter wilayah untuk memudahkan penelusuran. Proses pengembangan diawali dengan pengumpulan data dari Dinas Pariwisata dan observasi lapangan, dilanjutkan dengan pengolahan peta di ArcMap, publikasi ke ArcGIS Online, serta pembuatan aplikasi Android menggunakan ArcGIS Maps SDK dan Jetpack Compose. Integrasi dengan basis data MySQL memungkinkan penampilan titik lokasi secara otomatis pada peta. Hasil implementasi menunjukkan aplikasi mampu menampilkan 33 titik peninggalan di tiga kecamatan di Kota Padang, lengkap dengan deskripsi, foto, filter kecamatan, dan integrasi Web Map. Hasil pengujian membuktikan aplikasi berjalan lancar, informatif, dan interaktif sehingga dapat mendukung upaya pelestarian budaya, dan mendorong peningkatan minat wisata sejarah di Kota Padang. Seleksi Panwaslu Kecamatan Di Bawaslu Kabupaten Asahan Berbasis Topsis

Abstract: Abstract: The selection process of sub-district Panwaslu members in Bawaslu Asahan Regency often lacks transparency and objectivity, leading to dissatisfaction and reduced public trust. The absence of clear criteria and… weighting further complicates the process, making it less fair and less suited to field needs. To address this, a web-based Decision Support System (DSS) was developed using the TOPSIS method. The study focused on five sub-districts with the highest number of registered voters: Air Batu, Air Joman, Kisaran Barat, Kisaran Timur, and Pulau Rakyat. Selection criteria included understanding of vision and mission, motivation, integrity, supervisory experience, knowledge of local wisdom, and communication and teamwork skills. Data were collected through interviews, documentation, and questionnaires to obtain candidate scores. The DSS processed the data objectively and produced rankings based on preference values. Results showed that Syahputra from Air Batu achieved the highest score (1000) and ranked first. System testing with the black box method confirmed all features functioned properly. This DSS improves efficiency, accuracy, and transparency, offering Bawaslu a reliable technological solution for selecting competent and high-integrity Panwaslu members. Keywords: DSS; TOPSIS; bawaslu; sub-district election supervisory commitee;                 selection Abstrak: Kurangnya transparansi dan objektivitas dalam seleksi anggota Panwaslu Kecamatan di Bawaslu Kabupaten Asahan menimbulkan ketidakpuasan dan menurunkan kepercayaan publik. Selain itu, belum adanya sistem terstruktur dalam menentukan kriteria serta bobot penilaian menyebabkan proses seleksi kurang adil dan sulit menyesuaikan kebutuhan lapangan. Untuk menjawab permasalahan tersebut, penelitian ini merancang dan membangun Sistem Pendukung Keputusan (SPK) berbasis web dengan metode Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Penelitian dilakukan pada lima kecamatan dengan jumlah Daftar Pemilih Tetap (DPT) terbanyak, yaitu Air Batu, Air Joman, Kisaran Barat, Kisaran Timur, dan Pulau Rakyat. Kriteria yang digunakan meliputi pemahaman visi-misi, motivasi, integritas, pengalaman pengawasan pemilu, pengetahuan kearifan lokal, serta kemampuan komunikasi dan kerja sama. Data kandidat diperoleh melalui wawancara, studi dokumentasi, dan kuesioner yang kemudian diolah oleh sistem untuk menghasilkan peringkat secara objektif. Hasil penelitian menunjukkan Syahputra dari Kecamatan Air Batu memperoleh nilai tertinggi sebesar 1000 dan ditetapkan sebagai kandidat terbaik. Pengujian dengan metode black box membuktikan seluruh fitur berjalan sesuai fungsi. Sistem ini diharapkan dapat meningkatkan efisiensi, akurasi, dan transparansi seleksi, serta menjadi solusi teknologi bagi Bawaslu dalam menentukan anggota Panwaslu yang kompeten dan berintegritas. PERANCANGAN E-FORM MODEL A SEBAGAI LHPP BAWASLU KABUPATEN ASAHAN MENGGUNAKAN FRAMEWORK CODEIGNITER 3

Abstract: Abstract: In the 2020 regional elections (PILKADA), Bawaslu received approximately 3,100 reports from 25 districts in Asahan Regency. The manual reporting process led to limitations in data accessibility, time efficiency,… , and difficulty in handling the large number of reports. Bawaslu Asahan Regency has not yet developed a specific tool for consistent data entry and database management to accommodate the existing reports. This has resulted in difficulties for Bawaslu when receiving hundreds of reports from district supervisors. Therefore, the E-Form Model A system is urgently needed to simplify the report entry and storage process. The data collection techniques for this research involved direct observation and interviews at the Bawaslu office in Asahan Regency. The development of this e-form system used PHP programming language and CodeIgniter 3 Framework. The research results show that the E-Form Model A system facilitates easier access and report submission, shortens data management time, and automatically displays violation findings, thereby increasing the efficiency and accuracy of election oversight. Thus, this system can make a positive contribution to improving Bawaslu Asahan Regency's performance in election supervision. Proses pelaporan yang masih manual mengakibatkan keterbatasan aksesibilitas data, efisiensi waktu, dan penanganan yang sulit terhadap jumlah laporan yang besar. Bawaslu Kabupaten Asahan belum memiliki alat khusus penginputan dan pangkalan data yang konsisten untuk menampung laporan yang sudah ada. Hal ini mengakibatkan Bawaslu mengalami kesulitan saat menerima ratusan laporan dari Pengawas Kecamatan. Maka sistem E-Form Model A sangat diperlukan untuk memudahkan sistem penginputan dan penyimpanan laporan. Teknik pengumpulan data pada penelitian ini menggunakan metode observasi dan wawancara langsung di kantor Bawaslu Kabupaten Asahan. Adapun pembangunan sistem e-form ini menggunakan bahasa pemrograman PHP dan Framework CodeIgniter 3. Hasil penelitian menunjukkan bahwa sistem E-Form Model A memberikan kemudahan akses dan pengisian laporan, memperpendek waktu pengelolaan data, serta menampilkan temuan pelanggaran secara otomatis, sehingga meningkatkan efisiensi dan akurasi pengawasan pemilu. Dengan demikian, sistem ini dapat memberikan kontribusi positif dalam meningkatkan kinerja Bawaslu Kabupaten Asahan dalam pengawasan pemilu. KLASTERISASI DAERAH PESERTA KB AKTIF DI KABUPATEN ASAHAN MENGGUNAKAN METODE K-MEANS

Abstract: Abstract: Active Family Planning (FP) participants are one of the indicators of the success of the FP program. This study aims to cluster the level of activity of active FP participants in Asahan Regency using the K-Means… s method. The data used is data on active FP participants in Asahan Regency in 2021. The results of the study showed that there are three groups of active FP participants based on their level of activity, namely the group with a low level of activity, the group with a medium level of activity, and the group with a high level of activity. The group with a low level of activity consists of 7 districts, namely B.P Mandoge, Pulau Rakyat, Tanjung Balai, Air Batu, Sei Dadap, Pulo Bandring, and Kisaran Barat. The impact of low active FP participants in a district is an increase in the number of unwanted births, an increase in the number of maternal and child deaths, and an increase in population density. The group with a medium level of activity consists of 15 districts, namely Bandar Pulau, Aek Songsongan, Rahuning, Aek Kuasan, Aek Ledong, S. Kepayang, S. Kepayang Barat, S. Kepayang Timur, Teluk Dalam, Buntu Pane, Tinggi Raja, Setia Janji, Meranti, R. Panca Arga, and Silau Laut. The group with a high level of activity consists of 3 districts, namely Simpang Empat, Air Joman, and Kisaran Timur. The impact of the high number of active FP participants in a district is an increase in maternal and child health, an increase in family economy, and an increase in family welfare. The results of this clustering analysis can be used by the National Population and Family Planning Agency (BKKBN) of Asahan Regency to improve public understanding of the importance of birth control. This can be done through socialization throughout the regency, especially in districts where the results of the analysis show that the number of active FP participants is quite large. Penelitian ini bertujuan untuk melakukan klasterisasi tingkat keaktifan peserta KB aktif di Kabupaten Asahan menggunakan metode K-Means. Data yang digunakan adalah data peserta KB aktif di Kabupaten Asahan tahun 2021. Hasil penelitian menunjukkan bahwa terdapat tiga kelompok peserta KB aktif berdasarkan tingkat keaktifannya, yaitu kelompok dengan tingkat keaktifan rendah, kelompok dengan tingkat keaktifan sedang, dan kelompok dengan tingkat keaktifan tinggi. Kelompok dengan tingkat keaktifan rendah terdiri dari 7 Kecamatan, yaitu B.P Mandoge, Pulau Rakyat, Tanjung Balai, Air Batu, Sei Dadap, Pulo Bandring, dan Kisaran Barat. Dampak dari rendahnya peserta aktif KB di suatu Kecamatan yaitu meningkatnya angka kelahiran tidak diinginkan, meningkatnya angka kematian ibu dan bayi, dan meningkatnya kepadatan penduduk. Kelompok dengan tingkat keaktifan sedang terdiri dari 15 Kecamatan, yaitu Bandar Pulau, Aek Songsongan, Rahuning, Aek Kuasan, Aek Ledong, S. Kepayang, S. Kepayang Barat, S. Kepayang Timur, Teluk Dalam, Buntu Pane, Tinggi Raja, Setia Janji, Meranti, R. Panca Arga, dan Silau Laut. Kelompok dengan tingkat keaktifan tinggi terdiri dari 3 Kecamatan, yaitu Simpang Empat, Air Joman, dan Kisaran Timur. Dampak dari tingginya peserta aktif KB di suatu Kecamatan yaitu meningkatnya kesehatan ibu dan anak, meningkatnya ekonomi keluarga, dan meningkatnya kesejahteraan keluarga. Hasil analisis klasterisasi ini dapat dimanfaatkan oleh Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN) Kabupaten Asahan untuk meningkatkan pemahaman masyarakat tentang pentingnya pengendalian kelahiran. Hal ini dapat dilakukan melalui sosialisasi di seluruh wilayah kabupaten, khususnya di kecamatan-kecamatan yang hasil analisisnya menunjukkan jumlah peserta KB aktif cukup banyak.
