process for employees at the Ministry of Religious Affairs in Tebing Tinggi is still conducted manually. Checking remaining leave balances, submitting leave requests, and approving leave are done in a hierarchical manner and still rely on paper-based leave archives. This leave management process has several weaknesses. Employees are unable to check their remaining leave balance, and another drawback is that the leave application process is inefficient and ineffective. The purpose of this study is to address the shortcomings of the current system while simplifying and accelerating the employee leave application process. In designing this leave application, the author uses modeling tools such as flow maps. The system approach method follows an object-oriented methodology, including Use Case Diagrams, Activity Diagrams, Class Diagrams, and Deployment Diagrams, along with database system design and user interface design.

Abstrak: Cuti merupakan salah satu kewajiban perusahaan yang diberikan kepada karyawan. Hal mengenai perizinan dan cuti tersebut juga telah diatur dalam Undang-Undang No. 13 tahun 2003 tentang ketenagakerjaan. Proses aplikasi pengajuan cuti karyawan Kementerian Agama Tebing Tinggi saat ini masih dilakukan secara manual, pengecekan sisa cuti, pengajuan cuti dan persetujuan cuti dilakukan secara berjenjang dan masih mengandalkan arsip cuti berupa kertas. Proses pengelolaan cuti tersebut memiliki beberapa kelemahan. Pegawai tidak bisa mengetahui sisa hak cuti pribadi dan kelemahan yang lain adalah proses pengajuan cuti kurang efektif dan efisien. Tujuan dari penulisan ini adalah untuk memperbaiki kekurangan yang ada pada sistem yang berjalan saat ini serta mempermudah dan mempercepat proses pengajuan cuti karyawan. Pada perancangan aplikasi cuti ini penulis menggunakan alat pemodelan berupa flow map, metode pendekatan sistem menggunakan metode berorientasi objek yaitu Use Case Diagram, Activity Diagram, Class Diagram dan Deployment Diagram, rancangan sistem basis data dan rancangan antarmuka pengguna.

ka Cibinong Hospital in September-November 2023 were 327 (10%) pending files out of 3,250 files billed. The purpose of the study was to determine the effect of coding accuracy on the results of submitting BPJS Health inpatient claims. With a quantitative approach and cross sectional design. The population was all inpatient claim files, a sample of 300 claim files with the Accidental Sampling technique. Data analysis using chi square test and observation data collection. The results showed inaccurate coding files 116 (38.7%) and accurate coding 184 (61.3%) and pending files 49 (16.3%) and not pending 251 (83.7%). While the results of the chi square test obtained a P-value of 0.002 <0.05 OR value of 2.733 It was concluded that there was an influence between coding accuracy on the results of submitting BPJS Health inpatient claims at Sentra Medika Cibinong Hospital. Furthermore, inaccurate coding accuracy files are 2.7 times more likely to be pending than accurate files. Accurate coding files were pending 20 (10.9%) and not pending 164 (89.1%), inaccurate coding files were pending 29 (25%) and not pending 87 (75%). Suggestions for conducting regular evaluations of cases that have the potential to experience pending claims.

Abstrak: Berkas klaim yang dikembalikan/pending dapat mengakibatkan penurunan pendapatan rumah sakit akibat ketidaksesuaian biaya layanan dengan jumlah klaim yang ditagihkan. Hasil pengajuan klaim rawat inap di RS Sentra Medika Cibinong pada bulan September–November 2023 Sebanyak 327 (10%) berkas pending dari 3.250 berkas yang ditagihkan. Tujuan penelitian untuk mengetahui pengaruh akurasi koding terhadap hasil pengajuan klaim rawat inap BPJS Kesehatan. Dengan pendekatan kuantitatif dan desain cross sectional. Populasi seluruh berkas klaim rawat inap pada bulan Maret 2024, sampel 300 berkas klaim dengan teknik Accidental Sampling. Analisa data menggunakan uji chi square dan pengumpulan data observasi. Hasil penelitian menunjukan berkas koding tidak akurat 116 (38,7%) dan koding akurat 184 (61,3%) serta berkas terpending 49 (16,3%) dan tidak terpending 251 (83,7%). Sedangkan hasil uji chi square diperoleh nilai P-value 0,002 < 0,05 nilai OR 2,733 Maka disimpulkan ada pengaruh antara akurasi koding terhadap hasil pengajuan klaim rawat inap BPJS Kesehatan di RS Sentra Medika Cibinong. Selanjutnya berkas akurasi koding tidak akurat berpeluang 2,7 kali akan terpending dibandingkan berkas yang akurat. Berkas koding akurat yang terpending 20 (10,9%) dan tidak terpending 164 (89,1%), berkas koding tidak akurat yang terpending 29 (25%) dan tidak terpending 87(75%). Saran melakukan evaluasi secara berkala terhadap kasus yang berpotensi mengalami pending klaim.

Where the Food Security Service of Serdang Bedagai Regency still reports on these activities using physical evidence that has not been integrated in the system, making it difficult for the agency and breeders to monitor or see every stage of the ongoing activity process, not to mention the risk of lost or damaged files, reports that accumulate or so on. In addition, the lack of information obtained by farmers regarding livestock programs is one of the reasons for the author to build a livestock monitoring information system using the Laravel framework and implement the Firebase realtime database in it, with the aim of improving the quality of service to farmers, especially those in Serdang Bedagai Regency.

Abstrak: Perkembangan teknologi yang semakin pesat membuat orang-orang sangat bergantung dengan kebutuhan informasi yang berbasis digital. Penggunaan teknologi informasi sangat membantu manusia untuk mencapai efektifitas yang tinggi, hal ini berlaku di semua bidang termasuk bidang peternakan. Perkembangan teknologi dapat memfasilitasi banyak hal, termasuk dalam beberapa pelayanan program peternakan berupa pengajuan proposal, laporan perkembangan ternak dan inseminasi. Dimana Dinas Ketahanan Pangan Kabupaten Serdang Bedagai masih melakukan pelaporan atas kegiatan-kegiatan tersebut dengan menggunakan bukti fisik yang belum terintegrasi didalam sistem, sehingga menyulitkan pihak Dinas maupun peternak dalam memantau atau melihat setiap tahap dari proses kegiatan yang berlangsung, belum lagi resiko hilang atau rusaknya berkas, laporan yang menumpuk atau lain sebagainya. Selain itu minimnya informasi yang didapat oleh para peternak mengenai program-program peternakan menjadi salah satu alasan penulis untuk membangun sistem informasi monitoring peternakan dengan menggunakan framework laravel dan mengimplementasikan firebase realtime database di dalamnya, dengan tujuan untuk meningkatkan kualitas pelayanan kepada para peternak khususnya yang ada di Kabupaten Serdang Bedagai.

The purpose of this study was to determine and analyze the settlement of the lawsuit for the cancellation of the Deli Serdang Regent's Decree against the appointment of the Head of Cinta Damai Village, the results of the analysis of the judge's decision regarding the judge's considerations in resolving the dispute over the election of the Head of Cinta Damai Village, and the validity of the judge's decision regarding the cancellation of the Deli Serdang Regent's Decree concerning the Appointment of the Head of Cinta Damai Village. Based on this research, the results obtained are that dispute resolution is carried out through the State Administrative Dispute Resolution process according to Law Number 5 of 1986 by submitting files to the PTUN, PTUN to PK as a form of lawsuit to revoke the Decree of the Regent of Deli Serdang in determining the election of the head of Cinta Damai Village.

Abstrak: Pemilihan Kepala Desa (Pilkades) adalah suatu acara dalam pesta demokrasi di tingkat desa sebagai otonomi desa/hak desa untuk memilih pemimpin baru yang berasal dari masyarakat desa. Pemilihan kepala desa di Desa Cinta Damai terjadi konflik atas hasil perselisihan suara yang sangat tipis, berselisih 9 suara yang diwarnai berbagai kecurangan, sehingga terjadi ketidakpuasan atas hasil pilkades, pihak yang kalah merasa telah dirugikan dengan hasil yang diperoleh, namun yang menjadi masalah Bupati Deli Serdang tetap melantik dengan Keputusan Bupati Deli Serdang Nomor 395 Tahun 2022 tentang pengesahan dan pengangkatan Kepala Desa Cinta Damai, Kecamatan Percut Sei Tuan tanggal 18 Mei 2022 atas nama Josta Josevina Tambunan. Tujuan penelitian ini untuk mengetahui dan menganalisis penyelesaian gugatan pembatalan Keputusan Bupati Deli Serdang terhadap pengangkatan Kepala Desa Cinta Damai, hasil analisis putusan hakim terhadap pertimbangan hakim dalam menyelesaikan sengketa pemilihan Kepala Desa Cinta Damai, serta keberlakuan putusan hakim terhadap pembatalan Keputusan Bupati Deli Serdang tentang Pengangkatan Kepala Desa Cinta Damai. Berdasarkan penelitian ini diperoleh hasil bahwa penyelesaian sengketa dilakukan melalui proses penyelesaian Sengketa Tata Usaha Negara menurut Undang-Undang Nomor 5 Tahun 1986 dengan melimpahkan berkas ke PTUN, PTUN samapai PK sebagai bentuk gugatan pencabutan SK Bupati Deli Serdang dalam penetapan pemilihan kepala Desa Cinta Damai.

alam pengelolaan keuangan daerah yang bertujuan mewujudkan transparansi dan akuntabilitas dalam penggunaan anggaran. Bendahara pengeluaran memiliki peran strategis dalam proses penatausahaan keuangan, mulai dari pengajuan pembayaran, pemeriksaan kelengkapan dokumen, hingga penyusunan laporan pertanggungjawaban. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Sumber data terdiri dari data primer yang diperoleh melalui wawancara dengan bendahara pengeluaran dan staf terkait, serta data sekunder yang diperoleh dari dokumen administrasi keuangan pada Inspektorat Daerah Kota Magelang. Hasil penelitian menunjukkan bahwa bendahara pengeluaran memiliki peran penting dalam mendukung tertib administrasi keuangan melalui pengelolaan uang persediaan, pencatatan transaksi keuangan, serta penyusunan laporan pertanggungjawaban (SPJ). Selain itu, bendahara pengeluaran juga memastikan setiap transaksi didukung oleh dokumen yang lengkap dan sesuai dengan ketentuan yang berlaku. Namun dalam pelaksanaannya masih terdapat kendala, yaitu sistem aplikasi keuangan yang terkadang mengalami maintenance sehingga proses penginputan data dan penyusunan laporan administrasi keuangan menjadi terhambat.

ABSTRACT
This study aims to analyze the role of the expenditure treasurer in supporting orderly financial administration at the Regional Inspectorate of Magelang City. Orderly financial administration is an important aspect of regional financial management aimed at ensuring transparency and accountability in the use of public funds. The expenditure treasurer has a strategic role in the financial administration process, starting from submitting payment requests, verifying supporting documents, and preparing accountability reports. This research employed a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation. The data sources consisted of primary data obtained through interviews with the expenditure treasurer and related staff, as well as secondary data obtained from financial administration documents at the Regional Inspectorate of Magelang City. The results indicate that the expenditure treasurer plays an important role in supporting orderly financial administration through managing petty cash funds, recording financial transactions, and preparing accountability reports (SPJ). In addition, the treasurer ensures that every transaction is supported by complete and valid documentation in accordance with applicable regulations. However, in its implementation there are still obstacles, namely the financial application system occasionally undergoes maintenance, which temporarily disrupts the data input process and the preparation of financial administration reports.

Based on the results of the research, it shows that the provisions for child guardianship have been strictly regulated based on the Government Regulation of the Republic of Indonesia Number 29 of 2019 which states that a guardian is a person or entity that in reality exercises parental authority over a child. Furthermore, Article 1 paragraph 2 states that parents are biological fathers and/or mothers, or fathers and/or stepmothers, or adoptive fathers and/or mothers. Furthermore, Article 1 paragraph 3 states that a child is someone who is not yet (eighteen) years old, including a child who is still in the womb. Legal Procedures for Application for Guardianship After the Birth of Government Regulation of the Republic of Indonesia Number 29 of 2019 must meet the requirements as stipulated in the Government Regulation and be submitted by a person or legal entity as a potential guardian to the court. The application for the appointment of a guardian as referred to in paragraph (1) is submitted together with the application for the revocation of the guardianship. The application for the appointment of a guardian and the application for the revocation of custody which has been accepted by the Court shall be determined through trial. A person or legal entity is declared a guardian after obtaining a court order.
